    Around 75% of the signatures of support for European Citizens’ Initiatives come from five large EU member states: Germany, Italy, France, Spain and Poland. However, there is evidence that some of the smaller Central and Eastern European Countries have also actively used European Citizens’ Initiatives. For example, in Estonia more than 5% of all inhabitants have signed a statement of support for an ECI, compared to France where only 0.5% have done so. This paper analyzes the extent to which the European Citizens’ Initiative has been used in Central and Eastern European Countries (CEECs), and in particular the type of organisational supporters and the campaigns which have attracted the most support in CEECs, and explore the reasons for these patterns. It will also explore whether the existence of a national citizens initiative instrument in a particular CEEC has any effect on the interest in an ECI in that member state, as well as assess the future of the ECI in a region facing a number of democratic challenges. Analysis of these national campaigns make it possible to examine the role of organisations and mechanisms ‘bridging’ territorial levels of contention and the circulation of narratives in countries with shorter traditions of civil rights, and in which trade unions have dominated the landscape of civil society organisations. The ECI apparatus, and the legacy of recent campaigns, provide a unique opportunity to analyse the circulation of narratives between different territorial levels.

    Resilient society and social dialogue are core topics for monitoring citizens’ initiative in participatory democracy as an engaged citizen often empowers governance facilitating active social engagement and democratic. (1) Background: The intent of the current research is to document and monitor the notion of “resilient society” and twenty associated topics in order to provide the latest emerging illustrations of the impact of social media on citizens’ initiative and participation levels in the European Union (EU); (2) Methods: Based on the Brand24 media monitoring tool, the quantitative and qualitative analysis of the social media reach focuses a period of one month (June-July 2023) with the aim to assess a better understanding of the resilient society and citizens’ participation; (3) Results and findings: The results of the research emphasize the role of citizens’ engagement and social dialogue for a resilient society by scaling the linkages between the historical, institutional and participative levels; (4) Discussion: The article shows how policy agenda and decisions, historical facts and social realities influence the social media reach and highlights the outcomes of the sentiment analysis and influence score of the selected topics.

    The changing social environment prompted the European Union (EU) to rethink its strategies towards its citizens. Phenomena such as distrust towards government institutions, nationalist movements and the alleged democratic deficit are the reasons why the EU aims at engaging with the civil society in its public policy, ranging from agenda setting to decision-making via instruments such as consultations. This paper intends to analyse the rationale behind implementing and pursuing this strategy. As the EU tries to increase its legitimacy, it needs to be evaluated if the EU meets the demands of citizens. For this analysis, a structured literature review will be conducted. This article desires to demonstrate that civil society organisations undergo processes of professionalization and transformation into providers of knowledge and expertise; therefore, ordinary citizens are not represented adequately in the EU via CSOs. Hence, the EU has desired to get closer to its citizens; however, with the current strategies the importance of membership has decreased and the opportunities for engagement have become more elitist. Further research is needed to evaluate the reasons behind this trend for the EU to draw appropriate conclusions and re-formulate its policy towards including its citizens.

    Introduction and Objective. For years the concept of informed consent has been gaining strength as an expression of patient and research participant’s autonomy. The interpreted Regulations allows for obtaining a substitute consent from that person’s legally designated representative which, de facto, is the decision of an authorized entity to include the participant in the study presuming that he/she would agree. The inability to consent in a specific situation and allowing for substitute consent from a different entity (a legally designated representative) is permission to participate in the proposed form of clinical trial. Through the introduced solution, the autonomy of the participant who, for various reasons, cannot consent to participate in clinical trials has been limited. The aim of the study was to analyze the concept of substitute consent in a research setting. Brief description of the state of knowledge. The legal obligation to obtain consent originates from the early 20th century. This concept has evolved over the years and broadened in scope to increase the significance of patient autonomy. The analyzed Regulation indicates that the concept of informed consent has been redefined in the clinical research setting to incorporate those who lack the possibility to self-decide. The directive introduces the concept of substitute consent, which is an innovative solution that can affect current research protocols. Conclusion. Traditional requirements for informed consent have been omitted (in this redefined Act), which is an innovative legislative solution that can facilitate research.

W artykule podkreślono również zmiany w sile „pracowniczego głosu” spowodowane kryzysem ekonomicznym. Cel badawczy: Celem artykułu jest porównanie trzech komponentów Europejskiego Indeksu Partycypacji (EPI) w krajach UE i określenie zmian wartości tego wskaźnika w okresie 2009–2019 między poszczególnymi krajami. Metoda badawcza: Artykuł został oparty w znaczniej mierze na przeglądzie wybranych publikacji, dostępnych danych statystycznych z bazy OECD i ICTWSS oraz wynikach badań przeprowadzonych w 2019 r. przez Europejską Fundację na Rzecz Poprawy Warunków Życia i Pracy i agencję Cedefop oraz badań Europejskiej Agencji Bezpieczeństwa i Zdrowia Pracy. Podstawą analizy są wartości EPI oszacowane przez S. De Spiegelaere i S. Vitolsa z Europejskiego Instytutu Związków Zawodowych. Wyniki: W ramach przeprowadzonej analizy stwierdzono, że siła „pracowniczego głosu” w krajach UE w okresie 2009–2019 obniżyła się o 8%, przy czym największy spadek odnotowano w obszarze partycypacji związkowej. Największe wahania wartości EPI miały miejsce w Czechach, które w 2013 r. zajmowały 13 miejsce w rankingu i w następnym roku spadły na 20 pozycję, aby w 2017 r. awansować na pozycję 12.
    Background: Employee participation includes plant-level representation, board-level employee representation, and trade union participation, i.e., trade union density and collective bargaining coverage. The author presents the European Union countries that are leaders in particular areas of participation and defines the factors that determine this situation. The changes in the strength of the “employee voice” caused by the economic crisis are also highlighted in this article. Research purpose: The aim of the article is to compare the three components of the European Participation Index (EPI) in the EU countries and to determine the changes in the value of this indicator in the period 2009–2019 between particular countries. Methods: The article was largely based on a review of selected publications, available statistical data from the OECD and ICTWSS databases, and the results of a study conducted in 2019 by the European Foundation for the Improvement of Living and Working Conditions and the Cedefop agency, and a study by European Agency for Safety and Health at Work. The basis for the analysis is the EPI values estimated by De Spiegelaere and Vitols from the European Trade Union Institute. Conclusions: The conclusion is that the strength of the “employee voice” in the EU countries in the period 2009–2019 decreased by 8%, with the largest decline recorded in the component of trade union participation. The greatest fluctuations in the value of the EPI took place in the Czech Republic, which in 2013 was 13th in the ranking, falling to 20th place the following year, and moving up to 12th place in 2017.

    Due to amalgamation of Polish and EU systems, the shape of many public policies in the country is the consequence of decisions taken within the EU – but what is more important – with participation of Poles. Complexity of the challenges ahead demands making decisions that the society shall feel are acceptable, or even proceeded with their co-authorship. Relevantly high degree of cooperation, co-decision making and shared responsibility – between executive and legislative power and non-public entities, within political decision making, is important in order to get as properly stable as possible standpoint of Poland, and for efficient implementation. Because of that, the aim of this analysis is the search for the answer to the question whether within challenges that await the EU, we may find those, that will lay especially in the field of interest of Polish non-public entities. In addition – is it justified (and to what extend) to include in such cases those entities into processes of working out standpoints of Polish officials. With such a research objective a thesis is being advanced, that in Poland awareness of EU functioning mechanisms, but also the level of inclusion of non-public entities into political decision making, is little and in face of challenges awaiting the union it is necessary to raise it.

    This elaboration is dedicated to analysis of access to a lawyer for a suspect at early stage of criminal proceedings in Polish criminal law in the light of directive 2013/48/EU. In particular, it emphasises the suspects right of access to  a lawyer during identity parade, confrontation and reconstruction of the scene of a crime. It considers whether the applicable legal provisions of the Polish Code of Criminal Procedure ensure, above all, appropriate scope of the right of the defence for the suspected person in view of the indicated evidentiary activities and whether this scope corresponds to the standards designated by the European Union directive 2013/48/EU.
