Opis:
The European Union (UE) is a unique organization, the representative organ of which – European Parliament (EP) – is chosen in universe elections. It was established in 1951 under Treaty of Paris as the General Assembly of the European Coal and Steel Com- munity. The Rome Treaties, establishing the European Economic Community and the European Community of Atomic Energy, continued the idea of a representative body by creating the Assembly of the European Communities. In 1962 the members changed the name from Assembly to European Parliament. A new name was officially recognized by the European Single Act in 1986. At the beginning, the members of the Assembly were appointed by national parliaments, since 1979 they have been elected in direct elections in accordance with the national law of the Member States. The aim of this article is to analyze EP direct elections through depicting the process of their implementation, discuss the turnout and introduce a new proposal for the electoral system such as electronic voting (e-voting).

European Parliament elections are a special area for the analysis of electoral volatility understood as changes of electoral support for individual parties occurring in time. Firstly, it is so because they are referred to as second-order elections. Secondly, because despite their supranational character, voting behaviours occurring in them are to a considerable extent moderated by the national context. The article discusses the qualities of European elections which generate electoral volatility at various analysis levels.

The aim of the article was to present factors influencing voting behaviours of the Subcarpathian Voivodeship citizens during European Parliament elections in 2014, in the light of the conducted empirical research. The indicators that guided voters when casting votes to ballot boxes were analysed on the basis of a set of variables, such as: the attractiveness of election programmes and political parties, competences of candidates, the role of the Catholic Church during the election campaign, or the awareness of voters (self-reliance in making electoral decisions or its lack). The analysis and interpretations from the conducted research were preceded by a voting description of the Subcarpathian Voivodeship, treated, on a electoral map of Poland, as a specific region due to its above average support given to candidates and parties of right-wing provenance. In the final part conclusions drawn from the analytical process were presented.

Voting Advice Applications are getting more and more popular throughout Europe and a lot of research prove that they have effects both on turnout and decisions of the electorate. This paper brings up the issue of possible agenda setting and framing effects which occur during the process of statements choice and construction in four European VAAs. Its aim is to check whether the statements are well-balanced or whether they suggest users a certain ideology, which is vital because if such an ideological bias is present in the Voting Advice Applications, it may influence the voters’ political decisions. The research also checks whether the statements focus on the European levels of elections or include also internal political conflicts as well as what the main topics covered by the VAAs are. The outcomes prove that the bias in the medium of Voting Advice Applications is noteworthy, especially when it comes to pro-/anti-European Union dimension. The research also proves that there are a lot of statements which did not focus on the European level of the election as well as shows a map of dominant topics present in all European VAAs.

The objective of this article is to explain the differing levels of support achieved by Eurosceptic parties in European Parliament elections in Poland for the years 2004, 2009, and 2014. Taking into account the specificity of EP elections, which in theory assign greater importance to European issues, the analysis is conducted using the “Eurosceptic opportunity structure”, which is composed of: political space, social attitudes towards integration, and the external factor (the dynamics of the European integration process). Additionally, there is analysis of the attitudes of Eurosceptic parties standing for election. The analysis demonstrates that the supply and demand sides created a similar opportunity structure for Eurosceptic parties in all three elections, while the external factor provided those parties with greater possibilities in 2004 and 2014. Analysis of the attitudes of Eurosceptic parties, however, indicated that they had greater chances to attract voters by invoking the European question in 2004 and 2014. The combination of these conclusions along with the support received by Eurosceptics in particular elections confirms the validity and the explanatory function of the adopted assumptions, while emphasizing the fundamental role played by the parties themselves in the examined aspect. Nonetheless, to confirm the primary assumption and state with more certainty the impact of the European issue on electoral behaviours, more in-depth analysis is necessary.
Celem niniejszego artykułu jest wyjaśnienie zróżnicowanego poparcia, jakie partie eurosceptyczne uzyskały w wyborach do Parlamentu Europejskiego w Polsce w 2004, 2009 i 2014 roku. Biorąc pod uwagę specyfikę wyborów do PE, które w teorii przypisują większe znacznie kwestiom europejskim, w przeprowadzonej analizie skupiono się głównie na problematyce europejskiej analizowanej za pomocą tak zwanej eurosceptycznej struktury sposobności, na którą składają się: przestrzeń polityczna, społeczne postawy wobec integracji oraz czynnik zewnętrzny (dynamika procesu integracji europejskiej). Ponadto analizie poddane zostały postawy partii eurosceptycznych biorących udział w wyborach. Analiza wykazała, że strona popytu i podaży stwarzała podobną strukturę sposobności dla partii eurosceptycznych we wszystkich trzech elekcjach, natomiast czynnik zewnętrzny dawał potencjalnie większe możliwości badanym partiom w 2004 i 2014 roku. Analiza postaw partii eurosceptycznych wskazała natomiast, że partie eurosceptyczne miały większe szanse przyciągnąć wyborców za pomocą kwestii europejskiej w 2004 oraz 2014 roku. Zestawienie powyższych wniosków wraz z poparciem, jakie uzyskali eurosceptycy w poszczególnych wyborach, potwierdza zasadność oraz funkcję wyjaśniającą przyjętych założeń, podkreśla jednak zasadniczą rolę samych partii w badanym aspekcie. Niemniej aby potwierdzić te wstępne wyniki badań i z większym prawdopodobieństwem stwierdzić wpływ kwestii europejskiej na zachowania wyborcze, niezbędne są dalsze pogłębione analizy.

Dezinformacja sieciowa stanowi obecnie jedno z istotnych wyzwań dla prawidłowego funkcjonowania procesów wyborczych. Instytucje Unii Europejskiej (UE) podjęły w ostatnim czasie szereg inicjatyw, których celem było przeciwdziałanie temu zagrożeniu. Celem artykułu jest przedstawienie najważniejszych wyznaczników polityki UE wobec zwalczania dezinformacji prowadzonej w okresie poprzedzającym wybory do Parlamentu Europejskiego w 2019 r. Na podstawie analizy typu desk research, obejmującej dokumenty strategiczne, akty prawne, wypowiedzi medialne przedstawicieli UE oraz zgromadzone raporty i literaturę naukową, w tekście zaprezentowano: definicję pojęcia „dezinformacja” przyjmowaną na poziomie unijnym; przegląd najważniejszych dokumentów programowych dotyczących tego problemu; klasyfikację głównych obszarów aktywności UE w kontekście walki z dezinformacją i przykłady konkretnych wdrożonych działań; ogólne kierunki strategii zaproponowanej przez UE. W końcowym fragmencie poruszono ponadto kwestię oceny efektywności przyjętych rozwiązań, a także wskazano wybrane wątki krytyki unijnego podejścia formułowane na polu dyskusji akademickiej i eksperckiej.
Disinformation is currently one of the major challenges to the proper functioning of electoral processes. The European Union’s institutions have recently undertaken a series of initiatives aimed at tackling the problem. The goal of this paper is to discuss the salient determinants of the EU’s policy towards countering disinformation proposed prior to the 2019 European Parliament Elections. The method used for the study was desk research analysis, which included a survey of the EU’s strategic documents, legal acts, media statements from the EU’s representatives, as well as external reports, and subject literature. The paper presents the definition of the concept of “disinformation” that has been adopted by the EU, the overview of the EU’s policy papers relating to the problem, the classification of the main fields of the EU’s activity in terms of tackling disinformation, and numerous examples of the implemented solutions, followed by general directions of the EU’s efforts. The final remarks raise the issue of assessment of efficiency of the approach taken thus far and point out selected areas of criticism voiced by experts and academics.

The article presents the phenomenon of external voting: participation of citizens residing abroad in elections that take place in country of origin. Author offers the comparative analysis of data from parliamentary and presidential elections over last two decades (1990 – 2011) and elections to European Parliament (2004 – 2014) that took place in Poland. The noticeable increase in number of votes from abroad is the result of the growing stock of Poles residing abroad since Poland’s accession to the EU in 2004, the legal and institutional changes towards simplifying voting procedures, but also the consequence of the fact that emigration of Poles became an issue of media interest and target group for political parties during the electoral campaigns.
Artykuł analizuje zjawisko partycypacji wyborczej obywateli rezydujących za granicą w wyborach krajowych, które mają miejsce w państwie pochodzenia. Autorka przedstawia analizę porównawczą danych z wyborów parlamentarnych i prezydenckich w Polsce z okresu dwóch ostatnich dekad (1990–2011) oraz do Parlamentu Europejskiego (2004–2011). Widoczny wzrost partycypacji wyborczej Polaków mieszkających poza krajem jest niewątpliwie wynikiem zwiększenia się ich liczby w wyniku fali emigracji, jaka nastąpiła po wejściu Polski do EU w 2004 roku. Wpływ miały także wprowadzone zmiany prawne i instytucjonalne w systemie organizacji wyborów za granicą oraz fakt, że Polacy za granicą stali się przedmiotem zainteresowania mediów oraz grupą docelową dla partii politycznych w okresie kampanii wyborczych.

Предметом статьи является анализ выступлений политиков трех основ-ных польских политических партий / избирательных комиссий во время их избирательных конвенций в Европарламенте. Теоретической основой для анализа является теория социальных репрезентаций, которая объ-ясняет, как неуловимые объекты и концепции (такие как Европа и Евро-пейскость) могут стать объектом воображения и повседневного обсужде-ния избирателей. Были выделены три образа (идеальных типа) Европы / Европейского Союза, которые могли появиться во время политических речей: 1) модель сотрудничества между национальными государствами, 2) модель интеграции Европы на основе общего наследования и ценно-стей, 3) модель постнациональной Европы, формирующей идентичность на основе «новых» объектов идентификации. Элементы всех моделей присутствовали во время избирательных конвенций «Права и справед-ливости», «Европейской коалиции» и «Весны Роберта Бидроня».

Analyzes of individual election campaigns in which the Solidarna Polska party took part showed the dominant position of Law and Justice on the right side of the political scene. Jarosław Kaczyński’s party, receiving 37.58% of votes in the parliamentary elections in 2015, as the first after 1989, independently took over the governments. Zbigniew Ziobro’s party undertook program activities and initiatives that would distinguish it from the PiS and contribute to the fact that it would become an alternative to right-wing voters. Unfortunately, she did it without much success. Solidarna Polska managed to win a small electorate, and support not exceeding 5% did not make it a strong party dominating the right and threatening Law and Justice.

Celem niniejszego opracowania jest próba wykazania korelacji między poczuciem sprawczości wyborczej a partycypacją wyborczą na Pomorzu Zachodnim. Badania dotyczące tej zależności przeprowadzono na przykładzie trzech miast na prawach powiatu – Koszalina, Szczecina i Świnoujścia – a wyniki zestawiono z danymi z powiatów ziemskich. Artykuł pokazuje zmiany w partycypacji wyborczej w wyborach do Parlamentu Europejskiego w latach 2004–2014. Wyniki zostały zestawione z wynikami wyborów samorządowych przypadających w latach 2006–2014. Podjęto próbę znalezienia odpowiedzi na pytania o to, czy poziom partycypacji wyborczej w wyborach do europarlamentu odzwierciedla przybliżoną liczbę osób regularnie biorących udział w pozostałych wyborach oraz czy udział w wyborach może świadczyć o subiektywnym interesie jednostki.
The aim of this study is to show the existence of a correlation between the sense of voter electoral agency and electoral participation in Western Pomerania. For the purposes of this article, cities with poviat rights were analyzed: Koszalin; Szczecin and Świnoujście and juxtaposed with land poviats. The article presents changes in electoral participation in elections to the European Parliament in 2004-2014. The results were compared with the results of local elections in 2006-2014. An attempt was made to find an answer: is the level of electoral participation in the elections to the actual number of people constantly attending in the election? Can participation in the election testify to the subjective interest of the individual?

A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

In the article the main characteristics of the European Parliament elections in 2014 in relation to the characteristics of the both previous elections to the Parliament were analysed. First, the legal framework is presented, followed by the presentation of candidate lists. As it is frequently the case, the authors for the analysis employed the analytical framework presented by Reif and Schmitt (1980). Following the framework, it is obvious the elections in Slovenia again demonstrated many elements of the second-order elections framework, for example in terms of the turnout, success of the governmental parties, success of small parties, as well as almost complete absence of party programmes, Euroscepticism and European topics in the campaign. Since several important domestic events happened just before the EP elections (e.g. resignation of the government at the beginning of May and the fact the leader of the biggest opposition party was by the court found guilty of corruption activity and sent to the prison at the end of April) such developments did not come as a big surprise.
