The formal requirements for authors of environmental impact assessment reports have changed over time. At present, such authors are required to demonstrate specific education or professional experience. A project information card is a similar document to an impact assessment report, drafted during an environmental impact assessment. Unlike in the case of impact assessment reports, at present, authors of project information cards are not obliged to meet any formal requirements. Despite the different formal requirements applicable, both these documents can constitute grounds for issuing decisions on environmental conditions. This may allow circumvention of the main idea behind introducing formal requirements for authors of environmental impact assessment reports, i.e. the improvement in the quality of environmental studies. Therefore, if legal regulations require authors of environmental impact assessment reports to meet certain formal requirements, why should the same requirements not be demanded from authors of information cards which form the grounds for issuing decisions on environmental conditions?

The following article constitutes an attempt to solve the problem of the interpretation of results based on a comparison of measured values to permissible values. When exceeded limits are observed, the recipients of acoustic analyses (mainly non-specialists) are frequently uncertain as to how to interpret the results. At the moment, there is no unambiguous way of defining acceptable, alarming or unacceptable values of noise but an original indicator methodology, which allows a clear and easy interpretation of the results obtained, has been proposed. The suggested noise load factor (NLF), based on measurements of physical quantities, enables conducting a broader assessment of the nuisance of noise originating from railway vehicles.

The environmental impact assessment system is designed to ensure proper environmental protection mainly at the design stage of the planned project. A serious threat to the proper operation of this system is the division of projects into smaller ones, so that they do not fall under this procedure. This practice is called „salami slicing”. One of the reasons for such behaviour of investors and administrative bodies is the misinterpretation of the term „technological connection”, which has not been defined in legal regulations yet.

This thesis pertains to the influence of underground technical infrastructure during the construction phase on the selected components of the natural environment. The subject of research is the DN1000 MOP 8.4 MPa high pressure gas transmission system, realized in Poland from ZZU Wierzchowice till Kiełczów node. Studies identified the impacts on particular components of the environment, including land surface, plants, animals, biodiversity, air, water resources and quality, landscape and acoustic climate. An assessment was made on the impact, scale, frequency, duration or the influence type in the two stages of the investment process. It was found that the stage of DN1000 gas pipelines caused a significant change in the prevailing balance of the natural environment in the assembly area mainly due to soil transformation and vegetation removal as assessed as long-term. The impact on other components analysed in terms of frequency is usually medium-term or short-term, and in terms of duration – momentary. During the operation of the gas pipeline, the negative impact of the network was strongly determined in relation to the forested areas and forests, where the negative impact was recorded not only during the implementation of the network but also in the phase of its use.

Kazakhstan is a country experiencing tangible environmental problems. Currently, it faces numerous environmental problems such as air pollution, water pollution, exploitation of natural resources, negative consequences of mining, etc. In order to cope with environmental problems, a number of legislative acts have been enacted: the Environmental Code, the Water Code, the Forestry Code, a number of laws and government decrees that provide a legal basis for sustainable development. But, unfortunately, these laws and policies were not properly implemented due to issues such as inconsistency, weak enforcement, the presence of internal contradictions, gaps, and discrepancies, etc. As a result, the current legislation in the field of environmental protection does not meet the development objectives of our country, its lack of transparency hinders the development of the economy, and indistinctness reduces the competitiveness of domestic producers in the world market and the volume of investments attracted to the economy. Many aspects of the state's environmental activities remain unregulated from a legal point of view, which, on the one hand, leads to a deterioration in the quality of the environment and the plunder of natural resources, and on the other hand, creates conditions for the development of corruption. This study proposes individual solutions to problems in the environmental sphere by creating new legal norms, as well as eliminating contradictions between existing regulatory legal acts, systematizing legislation and establishing a unified practice of applying norms. It is concluded that the implementation of environmental human rights depends on the quality of regulatory legal acts and their effective application.

The article discusses the environmental impact of the tillage processes of potato production. The analysis was performed using a simplified LCA ( Life Cycle Assessment) software. Depending on the purpose and the level of detail of the process analysis, the LCA technique of environmental management may require computer assistance. Even then, carrying it out is very complex, long and costly. The aim of the study was to explore the possibility of the use of open source software for a simplified life-cycle analysis of potato with LCA method. There was selected OpenLCA – GreenDelta TC GmbH, v.1.3.1 software. The diagrams of unit process streams and energy inputs incurred on the individual processes of cultivation were designed based on literature. There were compared environmental hazards of the two systems of potato cultivation: with using the plough and the simplified one in terms of atmospheric pollution with chemicals emitted by the engines of agricultural tractors in the course of the subsequent agricultural procedures. The study results confirmed the suitability of the software for the initial evaluation (screening) of environmental hazards using LCA method. The software is compatible with both the open source databases and commercial databases. Environmental impacts of cultivation technologies are presented in a form of a graphic illustration of pollution emissions. Also, the problems hindering the use of the software are indicated.

Planning and spatial management are very often associated with the best providing human needs that require adjustment to environmental conditions. Thus interpreted, the rational spatial management brings many benefits to the local community, often the price of it is the degradation of the environment. System solutions reduce the negative effects of the investment on the environment and society. As a part of that, an investment in the implementation of apply optimal solutions in terms of environmental and social protection are procedures for environmental impact assessments (EIA). The aim of this study was to determine the operations to minimize negative environmental impacts and methods of environmental compensation in EIA procedures in the planning and implementation of the linear investments in Poland on A2 highway from Stryków I to Konotopa section ‚E' case study. To determine the most effective mitigation methods the negative impact of the highway and activities in terms of environmental protection, simplified EIA was carried out. The most threatened elements of the natural and social environment were identified: groundwater, soil, human health, acoustic climate.

This study presents an attempt to apply the AHP (Analytic Hierarchy Process) method for the determination of the most beneficial concept of development of a barrage. The main focus of the analysis was the influence of the civil engineering structure on various elements of the environment. The AHP method was applied to analyse the influence of specific scenarios on environmental elements and on the overall objective. Basing on the analysis, local and global priorities were determined for individual elements of the created decision tree, which allowed us to select the most beneficial scenario. The scenarios referred to the existing hydraulic structures located on the rivers Głomia, Gwda and Prosna. In order to verify the obtained results, calculations of the consistency of the importance evaluations for specific criteria were performed.

This article provides an overview of the Life Cycle Assessment (LCA) method which supports manufacturers’ environmental information needs by evaluation of the environmental aspects and potential influences throughout the lifetime of the product. In the article results are presented of the first phase of the life cycle assessment of metallised textiles and the context for the analysis is a new project: „Metallisation of Textiles to make Urban living for Older people more Independent & Fashionable – MATUROLIFE”, implemented under the HORIZON 2020 Programme – “Advanced materials & innovative design for improved functionality & aesthetics in high added value consumer goods”.The article presents the most important assumptions for assessing the environmental effects associated with the metallization of various textiles, including primarily electroless copper coating, by calculating the demand for materials and energy, and taking into account emissions to air, water and soil, and by assessing their impact on the environment. The use of LCA as a management tool with great potential for making decisions within strategic business planning was analyzed.

Opis:
Indicators of topographic relief change are proposed for environmental monitoring, and environmental impact assessment (EIA). Changes in relief pattern reflect human impact on the land surface due to small- and large-scale development projects. Landform diversity, relief resilience and impact-response approaches allowing measurement of changes in relief pattern are described. These approaches are based on a number of integrated environmental indices that may be used together or separately to assess anthropogenic alteration of landscape elements. Several examples their practical use are given in the paper. Other possible applications of geoindicator measures for different EIA techniques are briefly described.

Discussed elements of the computer databases used in “input-output” analysis method to identify enterprise impact on the environment. Presented “input-output” database parameters essential for a company performing road transport of finished products. Presented a method for determining parameters: energy consumption by means of road transport and the emissions amount with exhaust fumes from vehicles. Discussed parameters of the computer databases needed to calculate the amount of fees for use of the environment. These data and amount of fees for environment usage may be useful in assessing the scale of the impact on environment by businesses. Described a method for determining the fee for gases and dust emitted into the air from combustion of fuels in internal combustion engines.

The paper presents the methodology applied to the cost modelling of the uranium-thorium nuclear reactor cycle for PWR reactors as well as brief introduction to the environmental impact of the nuclear fuel cycle. The reactor core contains seed uranium fuel and blanket thorium fuel. In such a cycle, energy is produced in the fission of 235U included in the fresh fuel and in the fission of 233U bread from the fertile 232Th. A modified methodology developed by the OECD Nuclear Energy Agency was used for the reactor cycle cost modelling. The method is based on the levelized lifetime cost methodology for a reactor cycle, which is directly related to the heavy metal mass balance. Contrary to the case of uranium-fuelled nuclear reactors, the cost modelling includes the additional cash flow for thorium fuel. The abundance of thorium in the Earth’s crust is about 3–5 times larger than that of uranium, which suggests its promising potential as a nuclear fuel. However, this needs to be proved economically.

Oceny oddziaływania na środowisko (OOŚ) stały się stałym składnikiem procesów decyzyjnych. Systematycznie podnoszone są standardy dotyczące szczegółowości i zakresu ocen, co powoduje obawy przed nadmiernym wydłużeniem procedur planistycznych i inwestycyjnych. Dla zwiększenia sprawności procedur OOŚ kluczową rolę odgrywa dostęp do informacji o środowisku. Równolegle ze zmianami w zakresie procesu OOŚ prowadzona jest w Europie budowa infrastruktury informacji przestrzennej (IIP). Synchronizacja i koordynacja prac nad rozwojem obu dziedzin może skrócić proces ocen środowiskowych, zwiększyć jego wiarygodność oraz zapewnić sprawny mechanizm zasilania IIP w informacje o presji na środowisko i potencjalnych jego zmianach. W artykule zestawiono formalne wymagania dotyczące zakresu ocen środowiskowych ze strukturą warstw tematycznych planowanych do utworzenia zgodnie z zapisami dyrektywy INSPIRE. Przedstawiono zapotrzebowanie na informację na różnych etapach procedury oceny oddziaływania na środowisko oraz wynikające z niego oczekiwania wykonawców ocen w stosunku do zasobów informacji przestrzennej zawartych w Geoportalu. Wskazano konieczność uwzględnienia specyfiki ocen środowiskowych w projektowaniu zasobów IIP oraz rolę systemu OOŚ w sprawnym wykorzystaniu i popularyzacji geoportali. Optymalizacji powinna podlegać nie tylko zawartość warstw tematycznych, ale również sposób prezentacji informacji, kolorystyka, procedury wyszukiwania i kojarzenia danych. W procesie modelowania danych na potrzeby systemu informacji przestrzennej etap analiz modeli użytkownika jest jednym z kluczowych elementów optymalizacji systemu. W związku z rozwojem powszechnie dostępnych, wysoko wydajnych technologii monitoringu i obrazowania środowiska systemy informacji przestrzennej zostają zalewane potokiem danych. Ich optymalne wykorzystanie staje się obecnie najważniejszym wyzwaniem technologicznym, naukowym i społecznym. Oceny oddziaływania na środowisko, cechujące się złożonością i interdyscyplinarnym charakterem, są doskonałym poligonem badawczym w tym zakresie.
The environmental impact assessment (EIA) has become a permanent element of each investment process. The requirements for the scope and level of detail of the assessments are increasing systematically, what may cause excessive prolongation of a planning or investment procedure. The access to environmental data plays crucial role in accelerating the EIA procedures. Simultaneously with the changes in the range of the EIA scope, the spatial information infrastructure is created (IIP) in Europe. Synchronisation and coordination of activities towards the development of both domains may shorten the process of conducting the environmental analyses, increase their credibility and provide the efficient mechanism of supplying the IIP with environmental data. In this article, the formal requirements referring to the scope of the EIA combined with the planned content of IIP thematic layers, based on the provisions of the INSPIRE directive, are given. The scope and level of detail of information demanded at various stages of EIA has been shown in the article as well as the needs of EIA performers towards the resources of the environmental information system, induced in the Geoportal. The necessity of taking into account the specification of EIA content for designing the resources of IIP and the role of EIA for the efficient performance and popularisation of geoportals, have been proven in the article. Not only the content of thematic layers should be optimised but also the manner of data presentation, colours, searching procedures and data associating. In connection with the development of cheap, highly efficient technologies of environmental monitoring and imaging, the spatial information systems are flooded by the flow of raw measurement data. Its optimal exploitation is currently becoming the most important technological, scientific and social challenge. Environmental impact assessment, with its complexity and interdisciplinary nature, is an excellent testing plot for research in this area.

The article discusses the issue of the evaluation of IT solutions in terms of sustainable development. Information systems manufacturers are increasingly showing interest in the market of pro-environmental services. The products they offer are to fit into the sector related to the reduction of energy intensity, renewable energy sources as well as waste management and recycling. However, there are many doubts about the benefits as well as the legitimacy of using such solutions. The article attempts a preliminary analysis of the potential benefits and problems that may occur using the example of a household energy consumption management system. The analysis takes into account the negative environmental and social effects that co-occur in the dissemination of IT solutions. These effects, often overlooked or not considered at all, constitute an important component of growth barriers for the entire ICT sector.
