The purpose of this paper is to analyse the Dutch electromobility sector in terms of the effectiveness of applying financial incentives and to investigate the hypothesis that the key to using them is not the amount of subsidies for customers to purchase vehicles or to build charging stations, but to properly coordinate time in their application. In addition, the scope of subsidies should be changed from time to time, which will allow the gradual development of various types of electric vehicles. The second hypothesis which will be examined is the claim that the effective use of financial incentives does not necessarily imply a heavy burden on the budgets of central and local administration.

The project of ecological modernisation – widely integrating all aspects of economic trans- formation – is one of the flagship ideas of incumbent French President François Hollande and the French Socialists. The current energy policy of France, one of the largest global and European energy consumers, is focused on energy efficiency and technological safety standards in the nuclear industry, and to a lesser extent on the development of new green energy technologies. Approaching the German vision of energy transformation, the new French policy has proposed several initiatives for the development of renewable sources. France realised that the development of renewable energy is of strategic importance, not only to meet the energy needs of the country, but also – in the face of the stricter regime of GHG emissions reductions – to provide a competitive advantage for an innovative economy and an opportunity to create many new jobs. Ecological modernisation of the economy is supposed to ensure progress in achieving environmental goals, together with the progress of industrialisation and economic growth (sustainable development).

Liechtenstein is the fourth smallest country in Europe, which determines the low economic importance of this country on the international arena. Therefore, Liechtenstein is usually overlooked in the analysis of economic policies in various countries, including the energy sector. However, the analysis of such a small country brings a valuable complement to researches on potential and challenges with regard to the implementation of energy transformation policy especially taking into account the countries with poor capabilities. It should be emphasised that due to difficult geographical conditions and strong external influences, deepened analysis of the process of formulating energy policy in Liechtenstein should arouse the interest of those countries that suffer geographical disadvantages to strengthen their energy security.

Research background: Stable and reliable access to a variety of energy carriers is undoubtedly a basis for the development of any economy. Therefore, the primary condition for the security of the state and its citizens is to ensure the essential minimum of energy on its territory. We can observe, however, an increasing dependence of the Polish energy sector on external sources. Purpose of the article: The aim of this paper is to examine and evaluate the economic aspects of the Polish energy security considering the fact of growing de-pendency on foreign supplies of energy carriers. Methods: In this paper we analyze the Polish energy security using several indicators: fuel/price efficiency ratio, energy intensity of the economy and Herfindahl-Hirschman rate of market concentration. For calculations we use statistical data provided by Energy Market Agency publications, including ?Energy Situation in Poland? covering the years of 2000? 2015. Findings & value added: On the one hand, the Polish energy security depends on its internal conditions and resources - in this context, the available resources of coal and lignite play an extremely positive role because they provide access to a reliable source of energy. On the other hand, Poland is becoming dependent on external commitments that restrict the free use of domestic resources, thus lowering the energy security of the country, speaking in particular of oil and natural gas resources. The analysis carried out in this paper will allow to evaluate the effectiveness of using various energy carriers with respect to their price, market structure and geopolitical conditions.

The subject matter of the essay is the tasks of the President of the Energy Regulatory Authority in relation to energy policy in Poland. The essay is divided into two parts. The first part presents basic information about the national regulatory authority, regulation and kinds of energy policy. The second focuses on the tasks of the President of the Energy Regulatory Authority in various areas, such as: energy effectiveness, energy security, renewable forms of energy and competition in the energy market. The article examines the tasks carried out by the President in the past and those which must come into force in the future to modernize the Polish energy market. Finally, the author thrashes out the legal relations between the functions of the President of the Energy Regulatory Authority and the aims mentioned in Polish energy policy. The author pays special attention to the problems of liberalisation in the energy market in Poland.

Nowadays, energy security is a growing concern in the state foreign policy. The interdependency in the energy field is a very important dimension of the contemporary relations between states and transnational corporations. The Central Asia region is not only the undiscovered reservoir of oil and gas, but also the strategic “chessboard” with many internal and external players, where the new great game started after the Cold War. Kazakhstan, because of the geopolitical position in the center of Eurasia, and as one of the biggest producer of energy resources, is becoming significant in the international energy market. After the collapse of the Soviet Union, it became open to foreign investments. The growing energy needs have given the People’s Republic of China (PRC) a strong interest in developing ties with energy-producing states in the Central Asia region to build necessary pipeline infrastructure [Kandiyoti 2008]. Kazakhstan is getting increasing importance in this context. Kazakhstan and all Central Asia region seems the most likely to play an important role in the Chinese strategy to reduce its dependence on energy supplies from the Middle East.

W artykule dokonano charakterystyki stanu obecnego oraz prognoz dotyczących światowego zapotrzebowania na nośniki energii, ze szczególnym uwzględnieniem prognoz dotyczących krajów UE oraz Polski. Na podstawie tych rozważań oceniono stan obecny i perspektywy energochłonności gospodarki w Polsce. O rosnącym znaczeniu podjętej problematyki świadczy bardzo duża, na tle innych krajów UE-27, energochłonność gospodarki w Polsce oraz oczekiwany wzrost zużycia energii elektrycznej przez mieszkańców, który dodatkowo może wpłynąć na zwiększenie energochłonności gospodarki.
This paper describes the present-day situation and the forecasts for the world's demand for energy carriers, with particular emphasis on the forecasts related to EU countries and Poland. On the basis of these reflections, the present situation as well as the perspectives of the energy intensity in Poland's economy have been evaluated. The following facts are enough to prove the growing importance of the problem mentioned: high energy intensity in Poland's economy as compared to other EU-27 countries and the expected increase in the energy consumption by its citizens, which may further add to the increased energy intensity in the economy.

The concept of energy security can be rather difficult to precisely define. In fact, the scope of energy security includes a somewhat different set of issues in the gas sector than in the electricity sector. After all, electricity can be produced in every country of the European Union, but gas extraction is possible only in some. Natural gas is a commodity which constitutes a significant component of the export policy of only a few countries. As a result, the scarcity of gas in the EU makes it a very desirable resource for many countries, some of which are taking important energy-related decisions without consulting or assessing their impact on other Member States. This hampers the coordination of energy policy and the setting of common objectives with regard to energy security for the EU as a whole. The lack of cooperation among Member States has a clearly more negative impact on Poland and the other new Member States (which depend on a single gas supplier) than on the old EU-15, whose gas supply is generally well diversified. Moreover, the lack of proper infrastructure and cross-border connections puts in question the creation of a solid energy policy at the EU level in the gas sector.
Le concept de sécurité énergétique est assez difficile à préciser. En fait dans le champ d’application de la sécurité énergétique, différentes sont les données dans le secteur du gaz par rapport celui de l’électricité. Tant que l’électricité peut être produite dans tous les pays de l’Union européenne, l’extraction du gaz n’est pas possible partout. Le gaz naturel est un produit qui constitue une composante importante de la politique d’exportation de quelques pays seulement. En raison de la pénurie de gaz dans l’UE, il est une des ressources très souhaitable par de nombreux pays, qui prennent des décisions importantes concernant l’énergie, sans consulter ni évaluer leur impact sur les autres Etats membres. Ce l’autre côté entrave la coordination de la politique énergétique et la fixation d’objectifs communs en matière de sécurité énergétique de l’UE dans son ensemble. De toute évidence, le manque de coopération entre les Etats membres a un impact plus négatif sur la Pologne et les nouveaux États membres qui dépendent d’un seul fournisseur de gaz dans l’ancienne UE–15, dont les sources d’approvisionnement sont en général bien diversifiées. Aussi le manque d’infrastructures adéquates et de connexions transfrontalières met en question la solidité de la politique énergétique au niveau de l’UE dans le secteur du gaz.

Subject and purpose of work: The European Union’s energy policy focuses mainly on three areas: reducing greenhouse gas emissions in the energy sector by increasing the use of RES, reducing emissions of harmful pollutants, and increasing the efficiency of the electricity used. Sustainable energy use, on the other hand, is clearly associated with an increased use of renewable energy sources, which ensures energy security, as well as diversification of energy supplies that sustain and improve the quality of the environment. The purpose of the paper is to present the diversity of the countries of the European Union in terms of the actions they take in the field of energy and climate policy resulting from the European Union directives. Materials and methods: Based on the goals of energy policy presented in the EU directives a number of indicators were selected in order to describe the actions taken by EU member states. After a substantive and statistical verification, 6 variables were left. The use of the Ward’s method made it possible to create groups of countries that are similar in terms of their energy and climate policies. Conclusions: The most favorable situation in terms of the effects of the climate and energy policy can be observed in the current leaders, that is in Sweden and Finland as well as in Estonia. Central European countries, mainly Poland, have high-emission economies, accompanied by low investment in modern environmentally friendly technologies. This is manifested, among others, in high concentrations of particulate matter, which contributes to poor air quality, categories in which Poland has some of the worst results in the entire EU.

Transport, as the core of the regional, national, and, undoubtedly, global economies, requires for undisturbed functioning a developed infrastructure; places where vehicles can be fueled, especially filling stations, are one of the most essential elements of this infrastructure. Electromobility, which is certainly becoming step by step the future of the wholly understood transport sector, will also need, like conventional transport, a specific infrastructure which will permit the refueling of electro-vehicles, too. Easily accessible public charging stations seem to be the most important element in developing electromobility in common transport. To assure such, complex legal regulations are necessary. The Polish legislature has responded to this necessity and is now pursuing work on laws regarding electromobility and alternative fuels. This article has two main emphases - analyze the proposed regulations in the matter of public charging stations and pinpoint the principal tasks in this score. The author hopes that this article will initiate larger interest in this developing institution in Poland.

Economic relations between Russia and China have been growing over the years. Of particular importance in Russia-China economic relations is the gas and oil trade. Russia has the world’s largest natural resources, while China is the world’s largest energy consumer. In 2014, an agreement was reached to build a new gas pipeline and increase gas exports to China. If the planned volume of gas can be exported to China on a stable basis, Russia will be able to supplement some of the economic sanctions imposed by the West. However, there is much uncertainty as to whether China can be a stable export destination for Russia. There is a significant gap in the trade scale between Russia and China and asymmetrical dependence in the relationship between them. In addition, international pipeline projects have substantial financial and time costs, and the two countries; intentions sometimes differ. The purpose of this research is to clarify the current state of trade interdependence between Russia and China and to study whether China can be a stable economic partner for Russia. This paper consists of three main parts, with an introduction and conclusions. The first part explains an overview of trade and asymmetric interdependence between Russia and China. It then analyses the anticipated benefits and vulnerabilities of increased Russian gas exports to China. The third section investigates the uncertainties of China as a gas importer in terms of China’s dependence on Russia.

In this article, the author will present issues directly related to the security of critical infrastructure, which includes, inter alia, infrastructure ensuring energy security of our country. In view of the geopolitical events that we have witnessed recently, this is one of the key problems to be solved in the legislative and systemic spheres. The problem of legislative, competence and equipment shortages in securing the critical infrastructure of the Republic of Poland at sea has been repeatedly signaled, but very often it was met with some leniency, as no one assumed that a conflict that was so brutal and "classic" in its shape could occur. Russia's aggression against Ukraine has arisen. Critical infrastructure includes not only future offshore wind farms, but also, inter alia, ports, refineries, power plants, mining platforms, etc., the protection of which would require serious revision. In this publication, however, the author will focus primarily on issues related to offshore wind energy and possible investments related to the production of hydrogen in Polish maritime areas.

This article deals with Poland’s energy policy in the context of the threat of climate change. To this end, the definition of energy security has been used, which also combines ecological and economic security. In addition, the most important legal acts regulating energy policy are listed. The most important state strategies in energy policy have also been identified. Furthermore, national legislation has also referred to international agreements to protect the climate. Next, we analyzed the most frequently used sources of energy in Poland and those whose development is planned for the coming years. As a result of this analysis, energy sources that could provide Poland with energy security are identified. In addition, basic directions of changes in Polish law and policy have been proposed, which will allow for an increase in the use of energy from sources that can provide Poland with energy security.

The following article treats about the problem of renewable energy sources in Baltic states in the context of Russian Federation European interests. To be more precise, it raises the topic of energy domination policy, which is an integral part of Russian geostrategy. Author makes an attempt to take a look at the influence of renewable energy sources on the Russian-Baltic affairs, whereas Baltic states are importers of widely understood energy – electricity, natural gas, petroleum etc. This article has its theoretical basis on the complex interdependence theory by Robert Keohane and Joseph Nye. Main hypothesis to verify states that the intensification of renewable energy exploitation brings a positive impact on the Baltic states position in negotiations with Russia. The interdependence model of those countries to Kremlin should move from “vulnerability” towards “sensitivity”, which is relative better. Main point of this article is denying the geopolitical determinism and a simplified, static view on international affairs, which is actually popular in Polish public debate. Poles have great faith in the theses of classic realists, just like Hans Morgenthau or Kenneth Waltz, leading to the conclusion that the negotiating position of the state is given once for all, and is inseparably connected to geography. This point of view did not defend itself from criticism in modern times. In author’s opinion, todays geopolitical reality should be studied from many perspectives, never excluding economy. Polish public debate needs revision of many popular theses and myths, especially about the absolute superpower of Russian empire in every single aspect, resulting from its military power.

Celem artykułu jest ukazanie roli OZE w europejskim systemie energetycznym. W artykule przedstawiono rolę odnawialnych źródeł energii (OZE) w produkcji energii elektrycznej w Unii Europejskiej (UE). Ukazano pozycję Europy na tle innych państw w globalnym rynku OZE. Wykorzystano w tym celu najnowsze dane statystyczne. Analizą objęto lata 2004-2017. W artykule znajduje się także prognoza produkcji energii elektrycznej z odnawialnych źródeł do 2050 roku.
The purpose of the article is to show the role of RES in the European energy system. The article presents the role of renewable energy sources (RES) in the production of electricity in the European Union (EU). The position of Europe in comparison to other countries in the global renewable energy market is shown. The latest statistical data was used for this purpose. The analysis covered the years 20042017. The article also includes a forecast of electricity production from renewable sources by 2050.

The paper addresses problems related to energy policies pursued by Central European countries. It identifies the amounts of energy resources in individual countries in the Visegrád Group as well as the transmission infrastructures they use for natural gas and crude oil. The author discusses projects aimed at diversifying energy supplies which are of key importance to V4 countries. The article also presents relations between those countries in both within the group and bilaterally. When outlining prospects of a V4 energy strategy, the account is taken of such vital aspects as relations with the Russian Federation and the contribution made by Visegrád countries to EU actions designed to develop a single energy market.

The European Union undertakes numerous activities to implement a common energy policy for all Member States. However, since the countries in question have different energy resources, geographical location and terrain, unifi cation of national policies at EU level is a particularly arduous and difficult process. This article focuses on the analysis of energy sectors in Austria, Germany, Poland and Sweden. These countries were chosen because they offer considerable diversity, having different energy resources, geographical location, climatic conditions, as well as a different genesis of shaping their energy policy over the years. The analysis showed that the energy sectors in Poland, Germany, Austria and Sweden operate completely differently and rely on different energy resources. In Sweden, electricity mainly comes from hydropower and nuclear energy, while energy from coal is not produced at all. In Austria, coal is also not extracted, and the production of electricity is based mainly on renewable sources, and above all on hydropower. Germany is one of the countries with the highest level of coal mining in the world, therefore electricity is obtained mainly from this source, but also from nuclear energy and increasingly from renewable sources, mainly wind, biofuel and solar energy. Poland is among the world’s leading producers of coal, and obtaining electricity from this source accounts for as much as 80% in Poland; the rest comes from renewable sources, mainly wind energy, then biofuels, hydro energy and natural gas.
