    This qualitative phenomenological study was conducted to determine the school administrators’ time management strategies and how they helped them have effective school administration. The researchers interviewed school administrators of selected elementary schools in the Western Philippines. The study results disclosed that school administrators developed time management strategies such as delegation of authorities, setting clear priorities, managing distraction, making written plans, and setting time tables. These time management strategies were focused on the administrative supervision of the school administrators. These time management strategies could make the school operation smooth and easy and help them accomplish the administrators’ tasks efficiently.

    Stałym elementem współczesnych strategii przedsiębiorstw jest efektywne zarządzanie prawami własności intelektualnej. W pewnych sferach możliwe jest wykorzystanie kilku form ochrony np. znaku towarowego lub wzoru przemysłowego. Celem opracowania jest rozwiązanie dylematu, która forma ochrony jest bardziej skuteczna z punktu widzenia współczesnych przedsiębiorstw. W artykule zawarto prawną analizę dopuszczalności obu analizowanych form ochrony.
    The effective management of intellectual property is a permanent element of contemporary strategy in enterprises. Sometimes it is possible to use few forms of protection for example trademark or industrial design. The main goal of the article is the answer which form of protection is more effective from a point of view of contemporary enterprises. The article presents a legal analysis of the admissibility of both analysed forms of protection.

    Zjawiska kryzysowe, jakie ujawniły się w Afryce w latach 80. XX w., i groźba marginalizacji w globalizującym się systemie międzynarodowym skłoniły afrykańskie elity do poszukiwania strategii naprawczych zmierzających do przyspieszenia procesów rozwojowych i modernizacyjnych na kontynencie. Jednym z elementów tych strategii miała być demokratyzacja, traktowana jako sposób na upodmiotowienie społeczeństw i stworzenie efektywnych instytucji państwowych. Postulat budowania demokratycznych i opartych na praworządności reżimów politycznych został wpisany do agendy regionalnych instytucji międzynarodowych, w tym Organizacji Jedności Afrykańskiej i jej następczyni - Unii Afrykańskiej. Promowanie procesów demokratyzacyjnych napotyka jednak w Afryce szereg przeszkód wynikających z polityczno-społecznych uwarunkowań właściwych poszczególnym krajom i sub-regionom kontynentu.(abstrakt oryginalny)
    The crises in Africa in the 1980s and the threat of marginalisation in an increasingly global international system motivated the African elites to search for corrective strategies to speed up development and modernisation processes on the continent. Democratisation, conceived as a way of empowering societies and of creating effective government institutions, was considered an element of these strategies. The need to build democratic regimes based on the rule of law was included on the agenda of regional international institutions, including the Organisation of African Unity and its successor, the African Union. And yet promoting democratisation in Africa runs into a range of obstacles having to do with the socio-political conditions in different countries and subregions of the continent.(original abstract)

    The article identifies the obstacles to the development of effective cooperation between administration and business. They were broken down into three groups: systemic, cognitive and communication-related. Next, the author proposes some measures that could be adopted to enhance the efficiency of such cooperation, divided into seven groups related to organisation, cognition, communication, management, lobbying, society, and legislation. The biggest number of the proposed solutions is related to the development of ongoing dialogue and overcoming stereotypical perceptions that both sides have of each other. The list of obstacles and the recommendations were prepared by businesspeople and public officials as a part of a project carried out by the Polish Confederation of Private Employers Lewiatan.

    We live in times of a variety of information channels. Progressing globalization has also affected the information process and the consumer market. Thus complex solution within the domain of public relations are necessary. Uncoordinated, accidental relation with the external environment surely will not help in the promotion of administrative activities. Properly realized plan of public relation actions will allow to build institutional trust and provide for protection against improper interpretation of activities. Not always facts are self-explanatory. The process of communication can give the facts their proper meaning. It is extremely important for the receiver in the process of communication to receive reliable information, adequate to truth. Therefore proper informational policy shall be inscribed within the activities of every public information. The society expects information on activities of public administration and the communication shall be realized in a manner focusing on the subject and understandable for the receiver. Thus it is important to constantly educate people responsible for communication in public institutions.

    The Programme for the Reduction of Bureaucracy launched by the Hungarian government in 2015 has several directions, such as rethinking of the system of administrative organs, reshaping of civil service, simplification of administrative procedures, and fight against administrative silence, as well. New codes on the administrative procedure and on the judicial review of the administrative decisions were passed in 2016 and 2017, and the sectoral regulation has been transformed, as well. The most important change of the sectoral procedural rules was the replacement of procedures for permissions to a simple duty of notification. The authors investigate, if these institutions really help to reduce the burdens citizens and companies have in connection with bureaucracy: whether they are efficient tools against administrative silence and really are improving the situation of the parties vis-à-vis the administration and fostering good administration. They also take a closer look on the newly established action for failure to Act I of 2017 on the Code of Administrative Court Procedure (in force since 2018) intended as an additional tool, as well as its other new institutions addressing the problem of silence of administration.
    Rozpoczęty w 2015 r. przez rząd węgierski Program Ograniczenia Biurokracji zawiera kilka kierunków, jak np. zmiana koncepcji systemu organów administracyjnych, zmiana kształtu służby cywilnej, uproszczenie procedur administracyjnych, a także walka z milczeniem organów administracji. W latach 2016 i 2017 wprowadzono nowe kodeksy postępowania administracyjnego i sądowoadministracyjnego oraz znowelizowano regulacje sektorowe. Najważniejszą zmianą w sektorowych przepisach postępowania była zamiana procedur związanych z uzyskaniem zgody na prosty obowiązek zgłoszenia. Przedmiotem artykułu było zbadanie, czy instytucje te istotnie pomagają w ograniczeniu biurokratycznych obciążeń obywateli i przedsiębiorstw oraz czy są one skutecznym narzędziem do radzenia sobie z milczeniem organów administracji i czy faktycznie poprawiają sytuację stron wobec administracji i sprzyjają dobrej administracji. Artykuł przybliża również nowo ustanowioną w Kodeksie postępowania sądowoadministracyjnego (obowiązującym od 2018 r.) skargę z tytułu bezczynności, pomyślaną jako dodatkowe narzędzie, a także nowe instytucje tego kodeksu dotyczące problemu milczenia organu administracji.
