Opis:
Purpose The purpose of this paper is to discuss the problem of culture in the workplace, which has been becoming increasingly popular recently. Findings Culture has many meanings and synonyms in the Polish language - we can talk about good manners, rules of savoir-vivre, social etiquette, or politeness. Most people intuitively know how to behave in situations outside of work. In recent years, discussions about culture in the workplace have appeared more often. It is particularly relevant in the construction industry at a time when new forms of employment are emerging and many organisations are undergoing restructuring processes. Research limitations/implications It results in, among others, high staff turnover, the employment of more contract workers, frequent changes in the working environment, and working on different construction sites. In such cases, the direct and long-term impact of supervision on maintaining safe and cultural working conditions is increasingly limited. The responsibility should be borne by all site personnel, who should adopt an attitude of active and continuous concern for the culture and safety of their own behaviour and that of others and be personally involved in the process of developing cultural and safe attitudes on construction sites. The article defines culture and suggests its application on construction sites. Practical implications Consequences include high rates of staff turnover, the need to bring in outside contractors, constant shifts in the workplace culture, and the need to work at many sites. The ability of supervision to provide a safe and satisfactory work environment, both now and in the future, is diminished under those circumstances. All construction workers should take responsibility and adopt an attitude of active and continuous concern for the culture and safety of their behaviour and that of others and be personally involved in the process of shaping cultural and safe attitudes on construction sites. Originality/value The paper defines culture and proposes its use on construction sites.

Opis:
Purpose The article presents legal regulations and principles for the safe operation of buildings in winter and proposes a procedure for clearing snow from flat roofs. Findings The Construction Law regulates the activities involving building design, construction, maintenance, and demolition and defines the operation principles of public administration bodies in these areas. Research limitations/implications The safety of buildings in the winter requires specialist knowledge and special care on the part of managers, employers, persons managing employees, and employees performing work related to their safe operation. Practical implications The safe removal of snow from flat roofs requires adequate legal knowledge, skills, training, and experience on the part of employers, managers, and workers. The employer's most important obligations to employees in the case of snow clearance work on flat roofs (tantamount to work at height) include providing them with protective equipment appropriate to their position and tasks, with collective protective equipment. The employer is obliged to ensure that persons who carry out work at height are assisted by other employees who do not carry out such work directly. The employer should also ensure that workers receive instruction, taking into account, in particular, the personal division of work, the sequence of tasks to be performed, and the health and safety rules necessary for the various activities. It is also necessary to establish supervision of work at height. Originality/value Employees carrying out snow clearing should have a current height examination and hold a valid (current) medical certificate of no contraindication to work at height. The employee must also receive health and safety training prior to working at height, as well as an introduction to the specifics of the job, know the potential hazards and risks, and learn to use the personal protective equipment required for the job properly.

Purpose The article introduces the issue of technical safety, characterises selected activities that create hazards on construction sites and suggests ways to eliminate them. Findings Knowledge of reliability is essential to carry out construction works. The need for the structural engineer to consider safety issues and the obligation to have a general knowledge of safety and technical safety arises. Knowledge of technical safety allows for the proper execution of works on site. Research limitations/implications The level of safety on a construction site depends on many factors, and a significant group of these are technical factors that determine the possibility of adverse events occurring. Practical implications Safety is defined as a state that provides a sense of certainty and a guarantee that it will be maintained and an opportunity for improvement. The level of safety on a construction site depends on many factors, and a significant group of these are technical factors that determine the possibility of adverse events occurring. The possibility of adverse events occurring is called unreliability. It is the opposite concept of the reliability, which is more commonly used in the construction industry. Originality/value A useful tool for ensuring technical safety on construction sites is the Health and Safety Plan or HSE Plan, and the Instructions for the Safe Execution of Work - IBWR instructions. Those documents are intended to protect the health and lives of workers by providing information on how to prevent hazards associated with the execution of certain construction work and how to deal with them should they occur.

Opis:
Customs security, arguably one of the key factors of the economic dimension of public security, has a multifaceted character: it is crucial for economic operators, the society, and the state. At the national level, activities in this regard are performed by, among others, the National Revenue Administration. The goal of this paper is to discuss its role and activities. The research hypothesis has been formulated as follows: the National Revenue Administration, having regard to the significance of its protective function for public security, undertakes effective measures aimed at minimising threats and ensuring protection, and, as such, plays a key role in providing customs security. The paper has been structured as follows: the first part looks at the essence of security from the perspective of economic interests; the second part refers to the role and select activities of the National Revenue Administration as a guardian of customs security. A relevant summary follows, outlining the conclusions drawn from the considerations presented. The research was based on the descriptive analysis, preceded by a review of the subject literature, as well as an in-depth analysis of domestic and EU secondary legislation.
Bezpieczeństwo celne, będące jednym z elementów ekonomicznego wymiaru bezpieczeństwa publicznego, ma wieloaspektowy charakter i jest istotne dla przedsiębiorców, społeczeństwa i państwa. Na poziomie krajowym zadania z tego zakresu realizuje m.in. Krajowa Administracja Skarbowa. Wskazanie na jej rolę oraz działania jest celem artykułu. Hipoteza badawcza została sformułowana następująco: Krajowa Administracja Skarbowa, mając na uwadze znaczenie funkcji ochronnej dla bezpieczeństwa publicznego, podejmuje skuteczne działania, których celem jest minimalizowanie zagrożeń i ochrona, pełniąc tym samym istotną rolę w zapewnianiu bezpieczeństwa celnego. Struktura artykułu obejmuje dwie części oraz podsumowanie. W pierwszej omówiono istotę bezpieczeństwa w aspekcie interesów ekonomicznych, druga odnosi się do roli i działań Krajowej Administracji Skarbowej jako strażnika bezpieczeństwa celnego. W podsumowaniu przedstawiono wnioski płynące z rozważań zawartych w artykule. W badaniach wykorzystano analizę opisową, poprzedzoną przeglądem źródeł literaturowych i aktów unijnego i krajowego prawodawstwa wtórnego.
Die zollrechtliche Sicherheit, die eine der Elemente auf der wirtschaftlichen Ebene der öffentlichen Sicherheit ist, hat den multidimensionalen Charakter und ist wichitg für die Unternehmer, die Gesellschaft und den Staat. Auf nationaler Ebene nimmt die Aufgaben in diesem Bereich u. a die nationale Finanzverwaltung wahr. Der Artikel zeigt ihre Rolle und Tätigkeiten. Die Forschungshypothese wurde formuliert, wie folgt: die nationale Finanzverwaltung, in der Erwägung der Bedeutung der schützenden Funktion für die öffentliche Sicherheit, nimmt wirksame Maßnahmen vor, deren Ziel die Minderung von Risiken und der Schutz ist, sie spielt also eine wichtige Rolle bei der Gewährleistung der zollrechtlichen Sicherheit. Die Struktur des Artikels umfasst zwei Teile und eine Zusammenfassung. Im ersten Teil wurde das Wesen der Sicherheit im Aspekt der wirtschaftlichen Interesse erörtert, der zweite bezieht sich auf die Rolle und Tätigkeiten der nationalen Finanzverwaltung Polens als Hüter der zollrechtlichen Sicherheit. In der Zusammenfassung wurden die sich aus dem im Artikel enthaltenen Überlegungen ergebenden Schlussfolgerungen dargestellt. In den Untersuchungen nutzte man die beschreibende Analyse, der eine Übersicht der Literaturquellen und Akte der sekundären Rechtsvorschriften auf der EU- und nationalen Ebene vorausgeht.
Таможенная безопасность, являющаяся одним из элементов экономического измерения общественной безопасности, носит многогранный характер и имеет существенное влияние на предпринимателей, общество и государство. На государственном уровне, задачи в этой сфере, в частности, возложены на Национальную налоговую администрацию. В статье рассмотрена роль и деятельность этого органа. Для нужд работы была сформулирована следующая исследовательская гипотеза: Национальная налоговая администрация, учитывая важность защитной функции для общественной безопасности, принимает эффективные меры, направленные на минимизацию угроз и защиту государства, тем самым выполняя важную роль в обеспечении таможенной безопасности. Статья состоит из двух частей и выводов. В первой части обсуждена сущность безопасности в аспекте экономических интересов, во второй – речь идет о роли и деятельности Национальной налоговой администрации – стоящей на стражи таможенной безопасности. В исследовании использовался описательный анализ, которому предшествовал обзор научной литературы и правовых актов Европейского Союза и национального законодательства.

Współczesny rozwój społeczno-gospodarczy (regionalny i lokalny) zachodzący w bardzo dynamicznych uwarunkowaniach wywołanych przede wszystkim globalizacją, wymaga skutecznych i profesjonalnych działań na rzecz zapewniania bezpieczeństwa, które mają stabilizować bieżące niepożądane zagrożenia oraz kształtować strategie bezpieczeństwa. Kategoria bezpieczeństwa wymaga bowiem dostosowywania jej do każdych realiów społeczno-gospodarczych, a to z kolei potwierdza, że jest ona bardzo elastyczna i ewolucyjna. Ma bezpośredni związek z kreowaną polityką gospodarczą, która będzie wykorzystywać cechy polskiej gospodarki i polskiego społeczeństwa stanowiące przewagę konkurencyjną nad innymi gospodarkami. Oznacza to, że warunkach nowej gospodarki, zwanej gospodarką usługową, bezpieczeństwo staje się najistotniejszym czynnikiem rozwoju, który nie może być pomijany w żadnych dokumentach strategicznych stanowiących swoiste procedury determinujące kategorię bezpieczeństwa narodowego. Staje się on zatem coraz bardziej deficytowy w tych wycinkach życia społeczno-gospodarczego, w których następuje coraz większa dezorientacja społeczna, a tym samym pogłębia się ryzyko.

Opis:
The article presents the strategic challenges for public documents and banknotes producers - economic entities of significant importance for national security. The article discusses the impact of this type of enterprises on the economic security of the state and public safety. Strategic challenges of the security printing industry resulting from modern technological development have been identified and discussed. In particular, the focus was put on three areas: integrating new entities into existing technological value chains of security printing manufacturers by new firms; joining new, external chain links of the security printing value which are out of control of the security printing manufacturers; building alternative or complementary products and services to the classic security printing offer. The conducted analyses lead to the conclusion that the long-term market presence and development of banknotes and public documents producers require them to adapt production, research and development activities to the strategic trends identified herein.

In a context of increasing pressure on performance, which affects almost all Algerian companies, question effectiveness of a policy of well-being at work depends on its impact on organizational performance: Numerous figures show costs of psychosocial risks, stress, absenteeism, etc. By virtue of the principle that a happy worker would also be a more productive worker, generating benefit for enterprise and a cost-reducing factor, even generating a better productive and commercial performance. Therefore, to reach these expectations, health culture and well-being at work must be part of basic values of actors of work world who are responsible for implementing an integrated preventive approach in all companies. As a result, an appeal is made to all managers and partners to make a joint commitment to effectively and efficiently reduce causes of work accidents and occupational diseases proliferation: company health, it’s health in the business. From now on, occupational health capital management and wellbeing of any company is one of its military priorities for its performance. It is part of company strategic objectives and must be taken into account in its daily operation.

Artykuł zatytułowany „Bezpieczeństwo ekonomiczne i globalizacja XXI wieku” identyfikuje i charakteryzuje istotę, które rodzi problem bezpieczeństwa ekonomicznego państwa w warunkach współczesnego rozwoju gospodarki światowej. Spojrzenie na nie z punktu widzenia ekonomii instytucjonalnej pozwala na wyróżnienie trzech istotnych otwartych podzbiorów, pozostających między sobą w ścisłych więzach współzależnościach. Pierwszy ma charakter metodologiczny; drugi wyrasta z podłoża zmian generowanych przez procesy globalizacji; trzeci zaś jest pokłosiem zmian cywilizacyjnych dokonujących się w świecie technologii i organizacji działalności gospodarczej oraz postaw ludzkich i społecznych.
The article was titled “economic security and globalization in the 21st century” identifies and characterizes the essence, which raises the problem of economic security in terms of the modern development of the world economy. Look at it from the point of view of institutional economics allows you to highlight three important open subsets of which are in strict ties. The first is the nature of the methodology; the second arises from the ground changes generated by the processes of globalization; the third is the result of lifestyle changes, engaged in the world of technology and organization of economic activity and human and social attitudes.

The articule shows the essence of security, in a special way the essence of economic security is presented, structure and the basic problems connected with it, as well as general factors of that security. Artykuł ukazuje istotę bezpieczeństwa, w szczególnej mierze przedstawiona jest istota bezpieczeństwa ekonomicznego, jego podział struktura i podstawowa problematyka z nim związana oraz ogólne czynniki tegoż bezpieczeństwa. Autorka ukazuje ważną problematykę, spojrzenia na logistykę przedsiębiorstw od strony bezpieczeństwa ekonomicznego, przedstawia podstawowe determinanty bezpieczeństwa ekonomicznego na jakie należy, zwrócić uwagę w logistyce, m.in. kwestie finansowe, organizacyjno – zarządcze, międzynarodowe oraz technologiczno – rozwojowe. Jednocześnie artykuł ukazuje w jaki sposób przedsiębiorstwa powinny funkcjonować, ażeby utrzymać się na rynku i mieć możliwość zdobycia przewagi konkurencyjnej na rynku.

In this article the authors substantiate the position of economic security in the system for providing competitiveness of the region. They present the outcome of the research with regard to the security assessment of the regions of the state in terms of safety of human development and external security. To this end, a significant differentiation (asymmetry) was discovered in regions of the country in terms of security.
W prezentowanym artykule autorzy uzasadniają stan bezpieczeństwa ekonomicznego w systemie zapewnienia konkurencyjności w regionie. Prezentują wyniki badań w odniesieniudo oceny stanu bezpieczeństwa w kontekście regionu i państwa dotyczące poziomu rozwoju społecznego i bezpieczeństwa zewnętrznego. W rezultacie badań stwierdzono, że znaczneróżnice (asymetryczność) mają miejsce w państwie w odniesieniu do stanu bezpieczeństwa.

The article is dedicated to the complex processes of science development, especially the separation of new disciplines and sub-disciplines of knowledge. Its main aim is showing the process and conditions of separation of a new science discipline, which is food safety. Food safety as a new discipline of science is separated on the basis of the subject, i.e. the status of food in the area of its health characteristics and quality standards and the goal of protecting the life and health of consumers and their economic interests. Food safety, using the terminology of Kuhn, is currently at the stage of the so-called pre-paradigmatic period. It is characterized by the diversity of approaches to food safety, the scope of research and the used terminology. It should be emphasized, however, that recent years have brought ever greater compliance, both from the representatives of institutional and author mainstream on the identity of food security, as a (sub)discipline of science. This applies, first of all, to the research area, which increasingly includes both, health and economic safety of food.
Artykuł poświęcony jest złożonym procesom rozwoju nauki, w tym zwłaszcza wyodrębniania się nowych dyscyplin i subdyscyplin wiedzy. Podstawowym jego celem jest ukazanie procesu oraz uwarunkowań wyodrębniania się nowej dyscypliny nauk, jaką jest bezpieczeństwo żywności. Bezpieczeństwo żywności jako nowa dyscyplina nauki zostaje wyodrębniona w oparciu o przedmiot, czyli status żywności w obszarze jej cech zdrowotnych i zgodności właściwości jakościowych żywności ze stanem faktycznym oraz celem, jakim jest ochrona życia i zdrowia konsumentów oraz ich interesów ekonomicznych. Bezpieczeństwo żywności, według terminologii Kuhna, znajduje się obecnie na etapie tzw. przedparadygmatycznego okresu rozwoju. Charakteryzuje go zróżnicowanie podejść do obszaru bezpieczeństwa żywności, zakresu badawczego oraz stosowanej terminologii. Należy jednak podkreślić, że ostatnie lata przyniosły coraz większą zgodność i to zarówno ze strony przedstawicieli „nurtu instytucjonalnego”, jak i autorskiego w sprawie tożsamości bezpieczeństwa żywności jako (sub)dyscypliny nauki. Dotyczy to przede wszystkim obszaru badawczego, do którego coraz powszechniej zalicza się zarówno bezpieczeństwo zdrowotne, jak i bezpieczeństwo ekonomiczne żywności

This article concerns research conducted on the casual connections between modern global migratory processes and basic socio-economic and safety indexes for countries around the world countries. On the basis of new official dataset there was developed a cluster model of countries distributed according to the basic indicators which characterize migratory streams (emigration/ immigration), safety and macroeconomic indexes, related to the international migration. It is established that, in general, people are moving to safer countries that can provide them with better opportunities and social guarantees. The factor models for emigration and immigration processes, and international migration in general have been constructed. The main factors that prompt people to change their place of residence and the economic and safe effects of unprecedented levels of international migration are revealed. The empirical research examined in this paper confirmed the causal link between the volumes of international migration flows and the growth of Foreign Direct Investment in home countries and the reduction of security in host countries. The lack of statistical connection between immigration and emigration flows has been established.

Polityka bezpieczeństwa prowadzona przez Polskę wobec swoich sąsiadów, jej kierunki, zakres i możliwości są determinowane sytuacją geopolityczną. Nasz kraj jako pełnoprawny członek Unii Europejskiej w swoich decyzjach zobligowany jest do kierowania się interesem wspólnoty do której należy, a także interesem własnym – polską racją stanu. Podejmując zagadnienie kierunków polityki bezpieczeństwa prowadzonej przez Rząd Rzeczypospolitej wobec Białorusi nie sposób pominąć siły wpływów Rosji. Współzależność geopolityczna, militarna, kulturowa i religijna czynią te kraje bardzo bliskimi sojusznikami. Władze naszego kraju formułując kierunki polskiej polityki zagranicznej uwzględniają również fakt przemian, jakie dokonały się w ostatnich latach w białoruskiej polityce wewnętrznej i zagranicznej. Dlatego ważnym kontekstem jest sytuacja opozycji białoruskiej, wśród której znajduje się również mniejszość polska. Relacje Polski z Białorusią w sferze bezpieczeństwa powinny uwzględniać zarówno potencjalne zagrożenie militarne, jak i gospodarcze, w tym również energetyczne. Szanując integralność Białorusi, tożsamość jej obywateli, Polska powinna przyczyniać się do demokratyzowania życia wewnętrznego, poszanowania praw i wolności człowieka przez władze Białorusi przy zachowaniu dobrosąsiedzkich stosunków.
Security policy carried out by Poland towards its neighbors, the scope, directions and possibilities are determined by the geo-political situation. Our country as a full European Union’s Member State is obliged in its decisions to be guided by the interest of the community that it belongs to, as well as its own interest – the Polish reason of state. Dealing with the issue of security policy directions set by the Republic of Poland, one cannot omit the power of Russia’s influence. Geo-political, military, cultural and religious correlations make these countries close allies. Forming Polish foreign policy directions, our authorities take also into consideration the changes that have taken place recently in Byelorussian internal and foreign policies. Therefore the situation of Byelorussian opposition, the Polish minority including, is an important context. The relations between Poland and Byelorussia should involve potential military and economic threat, energy including. Respecting Byelorussia’s integrity, its citizens’ identity, Poland should contribute to internal life democracy, complying with human rights and freedom by Byelorussian authorities while keeping good neighborly relations.

The article concerns selected problems in the bilateral cooperation between Poland and Romania in 2009–2017. The study attempts to identify the challenges these countries face and how they take action in this regard. The article presents the problem of political and economic cooperation between Poland and Romania in the examined period of time. Issues such as cooperation in the area of external security, energy security or cooperation within the framework of the Three Seas Initiative were discussed. It is important that the joint activities undertaken by Romania and Poland contribute to increasing the attractiveness of the region of Central and Eastern Europe.
