    The subject of consideration of the following study are environmental performance indicators used in the Eco-Management and Audit Scheme (EMAS) as a tool for assessing the organization's environmental performance. EMAS is an element of environmental management in organizations, is based on European Union guidelines and regulations, about on the voluntary participation of the organisation in the Eco-Management and Audit System.     Celem artykułu była próba odpowiedzi na pytanie, jakie problemy mogą pojawiać się podczas wdrażania systemu EMAS w przedsiębiorstwach implementujących system z uwzględnieniem najnowszych jego wymagań, wprowadzonych Rozporządzeniem Komisji (UE) 2017/1505 z 28 sierpnia 2017. W pierwszej części przedstawiono procedurę wdrażania systemu EMAS, co stanowi punkt wyjścia do zrozumienia problemów związanych z implementacją systemu. Następnie przedstawiono bariery związane z wdrażaniem systemu EMAS, najczęściej wskazywane przez organizacje z różnych krajów europejskich, wyłonione przez autorkę na podstawie analizy badań literaturowych. W dalszej części przedstawiono wyniki badań empirycznych przeprowadzonych w 2015 r. wśród polskich przedsiębiorstw zarejestrowanych w systemie EMAS. Stwierdzono, że podczas implementacji systemu EMAS mogą pojawiać się problemy związane z przeprowadzeniem wstępnego przeglądu środowiskowego oraz identyfikacji przepisów prawnych i aspektów środowiskowych.
    The aim of the article is to try to answer the question what problems may arise during the implementation of the EMAS system in enterprises implementing the system, including the latest requirements, introduced by the Commission Regulation (EU) 2017/1505 of 28 August 2017. The first part of the article presents the procedure of implementing the EMAS system, including the changes introduced by the Commission Regulation (EU) 2017/1505, which in the author’s opinion is the starting point necessary to understand and discuss problems related to the implementation of the system. Then, the barriers related to the implementation of the EMAS system and indicated by organizations from different European countries that were selected by the author basing on the analysis of available literature research, are presented. Furthermore, the results of empirical research conducted by the author in 2015 among Polish enterprises registered under EMAS are shown.

    Celem artykułu było przedstawienie działań wdrażanych i realizowanych przez polskie przedsiębiorstwa zarejestrowane w systemie EMAS, mających znaczenie w kontekście realizacji założeń polityki energetycznej. Aby zrealizować tak postawiony cel, na wstępie scharakteryzowano wybrane założenia polityki energetycznej Polski oraz przedstawiono działania mogące służyć ich realizacji. Następnie opisano wymagania systemu EMAS, istotne w kontekście realizacji wybranych założeń polityki. W dalszej części artykułu przedstawiono wyniki badań własnych. Podstawą stosowanej metody badawczej była analiza źródeł wtórnych w postaci deklaracji środowiskowych polskich przedsiębiorstw zarejestrowanych w systemie EMAS. Na podstawie przeprowadzonej analizy stwierdzono, że badane przedsiębiorstwa podejmowały działania, które mogą mieć znaczenie dla realizacji głównych kierunków polityki energetycznej dotyczących: poprawy efektywności energetycznej, rozwoju wykorzystania odnawialnych źródeł energii oraz ograniczenia negatywnego oddziaływania sektora energetycznego na środowisko.
    The purpose of the article was to present the activities implemented and applied by Polish enterprises registered in the EMAS system, which are significant in the context of the enforcement of the energy policy assumptions. In order to achieve this goal, at the outset, selected assumptions of Poland’s energy policy were characterized and activities that could serve their implementation were presented. Then, the EMAS system requirements, relevant to the implementation of selected policy assumptions, were described. The rest of the article presents the results of own research. The basis of the research method used was the analysis of secondary sources in the form of environmental declarations of Polish enterprises registered in the EMAS system. Based on the analysis, it was found that the surveyed enterprises have taken actions that may be relevant to the implementation of the main directions of the energy policy regarding: improvement of energy efficiency, development of the use of renewable energy sources and reduction of the negative impact of the energy sector on the environment.

    Celem artykułu była ocena znaczenia implementacji systemu EMAS w kontekście poprawy relacji przedsiębiorstwa z interesariuszami. W pierwszej części artykułu przedstawiono wymagania systemu EMAS, które w opinii autorki mają istotne znaczenie w kontekście uzyskiwania poprawy relacji przedsiębiorstwa z interesariuszami. W dalszej części artykułu przedstawiono wyniki badań empirycznych przeprowadzonych przez autorkę w 2015 r., wśród polskich przedsiębiorstw zarejestrowanych w systemie EMAS. Dobór próby był celowy, wyczerpujący. Badaniem objęto całą populację, liczącą 38 przedsiębiorstw, zgodnie z rejestrem EMAS z dnia 29 stycznia 2015 r. Na podstawie przeprowadzonych badań empirycznych stwierdzono, że wdrożenie systemu EMAS skutkuje poprawą relacji z interesariuszami przedsiębiorstwa, w szczególności z administracją publiczną i organami kontroli.
    The aim of this article was to evaluate the significance of the implementation of EMAS system in the context of improving the relations of enterprise with stakeholders. The requirements of EMAS system, that in the opinion of author are significant for improving relations with stakeholders were presented in the first part of the article. The results of the empirical research conducted in 2015 by author, among Polish enterprises registered in EMAS system were presented in further part of the article. The selection of the sample was intentional, comprehensive. The study covered the entire population consisting of 38 enterprises, according to the register of EMAS system on 29 January 2015. Based on the empirical research it was concluded that the implementation of EMAS system results in the improvement of the relations with enterprise stakeholders, in particular with public administration and control authorities.

    Artykuł stanowi próbę wypełnienia luki poznawczej odnoszącej się do kwestii zarządzania energią elektryczną w organizacjach administracji państwowej, w których funkcjonuje system ekozarządzania i audytu EMAS. W pracy zaprezentowano wyniki analiz deklaracji środowiskowych (poddanych walidacji między lipcem a wrześniem 2017 r.) wszystkich regionalnych dyrekcji ochrony środowiska widniejących w rejestrze EMAS (wg stanu na dzień 1 marca 2018 r.). Celem opracowania jest przedstawienie charakterystyki modeli zarządzania energią (w szczególności eklektyczną) stosowanych w dyrekcjach ochrony środowiska, w kontekście poprawy efektywności energetycznej. Ustalono, że mimo podobnego charakteru wykonywanych zadań przez każdą z regionalnych dyrekcji ochrony środowiska, ich podejście do zarządzania energią jest różne. Ta różnorodność może stanowić cenne źródło benchmarkingu. Urzędy rzadko wyznaczają wskaźniki środowiskowe w obszarze efektowności energetycznej, bo „nie ma możliwości technicznych monitorowania zużycia” np. energii. Administrowanie w tym zakresie prowadzone jest przez inne jednostki. Problemem jest to, że kto inny administruje, a kto inny płaci rachunki. Ta sytuacja nie wpływa pozytywnie na poprawę efektywności energetycznej, gdyż użytkownik końcowy nie odczuwa tzw. mocy sprawczej, mającej wymierne odzwierciedlenie w konsekwencjach podejmowanych działań. Widoczne staje się rozmycie odpowiedzialności i niewystarczająca ilość mechanizmów stworzonych do tego, aby skutecznie przekonywać do działań systemowych na rzecz poprawy efektywności energetycznej.
    The article is an attempt to fill the cognitive gap regarding energy management in state administration organizations that operate the EMAS (eco-management and audit scheme). The paper presents result of environmental declarations (validated between July and September 2017) analyzes of all Regional Environmental Protection Directorates appearing in the EMAS register (as of 1 March 2018). The aim of the study is to characterize the energy management models used in all environmental protection directorates in the context of improving energy efficiency. Despite the similar nature of the tasks performed by each regional directorate for environmental protection, their approach to energy management varies. This diversity can be a valuable source of benchmarking. Offices generally do not set environmental indicators in the area of energy efficiency, because there is no technical possibility to monitor these aspects – the administration of these elements is carried out by other entities. The problem is that someone else administers and someone else pays bills (for example for energy use). This does not positively affect the improvement of energy efficiency, because the end-user does not feel the so-called “causative power” reflected in the consequences of the actions taken. The blurring of responsibility and the lack of mechanisms created to effectively convince system actions to improve energy efficiency become visible.

    The paper presents the progress of implementation of the Integrated Product Policy in Poland in comparison to other European Union member states. It provides a detailed evaluation of certain IPP instruments, i.e. taxes and green premiums, EMAS scheme, eco-labeling and green public procurements. The paper also provides an assessment of the progress of implementation activities and requests further studies in this respect.
    Praca przedstawia stan realizacji wdrażania Zintegrowanej Polityki Produktowej w Polsce na tle działań państw członkowskich Unii Europejskiej. Szczegółowo ocenia niektóre instrumenty ZPP tj. podatki i opłaty ekologiczne, system EMAS, ekoznakowanie oraz zielone zamówienia. Ocenia stan zaawansowania działań wdrożeniowych oraz wnioskuje o pogłębienie badań tych zagadnień.
