The aim of the current article is to examine the main peculiarities of public diplomacy of Poland in Eastern Partnership countries. The main fields of Polish public diplomacy realization in those countries, among which are the promotion of democracy values, informational propaganda, cultural and science diplomacy, sustention of Polish diaspora, will be analyzed. The article outlines the level of Poland’s promotion and branding activities in the framework of multilateral cooperation. The most important projects, initiatives and educational programs that represent Polish culture and traditions in Eastern Partnership countries will be examined. The research will show which of the Eastern Partnership countries are highly or less involved in the programs of Polish public diplomacy realization.

This paper presents the attitude of the European Parliament to those issues that fall within the scope of interest of the Eastern Partnership. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Acting as the ‘guard of democracy,’ the EP is an institution of political influence which allows it to shape Eastern policy in ways that go beyond the formal rights vested in it by the treaties.

A comparative analysis of geopolitical projects, objectives and instruments of “soft” and “hard” power of the European Union and Russia in Eastern Europe was made. The article argues that Moscow implements an active policy to hold Eastern Europe within its own sphere of influence, while the EU continues to pursue technocratic strategy towards the region’s states, based upon their gradual political and economic alignment with the EU without aspirations for the accession. The main “weak link” of the EU strategy is that EU, unlike Russia, follows more technocratic/bureaucratic approach and gives less attention to the political dimension. Furthermore, the EU wills less to provide benefits, privileges or use coercion, than Russia. Implementing the European Neighbourhood Policy / Eastern Partnership, the EU does not take into account the alternative bias in the region and the “pain points” that make the Eastern European countries open to Russian influence. Thus Russia still possesses considerable “soft” and “hard” levers that limit the EU impact on the transformation processes in the region’s countries. The historical and cultural proximity of Eastern European countries and Russia, the large Russian minorities in those states, Russian language, post-Soviet nostalgia, the Russian Orthodox Church, the interests of the political and business elite (Russia’s ”soft power”) and energy wars, economic blockades, existence of demarcated borders and the presence of Russian military bases (Russia’s “hard power”) in the EU’s Eastern neighbourhood do not only ensure the safety of Russian influence in the region, but also create problems for European security. That is why the European Union is directly interested in minimising the Russian influence on Eastern Europe. The author believes that helping them to “increase” their independence and to realise vital internal reforms will be the best way.

The aim of the paper is to analyze how Europeanization is used as an instrument of the European Union’s foreign policy in the field of promoting democracy in the world . This first requires an indication that all EU activities, including its relations with the international environment, are based on specific normative foundations. They include the so-called European values regarding, generally speaking, the promotion of democracy and broadly understood human rights, as well as strengthening peace in international relations. “European values” are not only political and ideological guidelines, but also legal norms enshrined in EU treaties, so the promotion of democracy is one of the basic goals of the EU’s foreign policy. Analysis of the EU’s promotion of democracy requires the presentation of the main categories used to study this issue, i.e. showing what is understood by Europeanization, as well as by the associated concepts of democratization and socialization. Then mechanisms of Europeanization are examined, as well as its results and evaluation of its effectiveness is provided. In this respect the case study is very helpful, in that it examines the results of Europeanization in relation to the EU partner countries covered by the Eastern Partnership. The paper ends with final remarks constituting a summary of the studied issues.

The goal behind the Eastern Partnership programme was the development of political, economic, and social links between the European Union and the European states developed in the wake of the breakdown of the USSR (with the exception of Lithuania, Latvia, and Estonia). The author believes that the goal was achieved in the case of three Transcaucasian countries. On the one hand, EU standards began to be implemented in these countries by the implementation of EU’s acquis communautaire in the law of these states, which allows trade exchange and more extensive economic cooperation along the principles of the EU. On the other hand, in the case of these countries, the EU avoided any declaration concerning their future membership in the EU, which poses a fundamental problem in the relations with the remaining members of the Eastern Partnership programme.

Located in the heart of Europe, with a good geographical location and rich natural resources, Ukraine is a buffer between Russia and the ambitious Western world, forced to continuous use of double standards in its political activity under the influence of factors which are not always the Ukrainian national interests. National idea is the factor that protects the Ukrainians against denationalization, defines the nature and prospects of development of the Ukrainian nation. Poland supported Ukraine in its quest for the then EU and NATO, and monitor events and the course of the presidential elections in Ukraine in January 2010, has the side closer institutional cooperation of the EU with Ukraine. According to political scientists, Ukraine also had a chance to become one of the leaders of the Eastern Partnership in the former Soviet space and thus strengthen its role as a regional leader under the auspices of the EU. But the only possible way for Ukraine to acquire membership in the EU would be reforming social life as a result of the cooperation within the Eastern Partnership.

The aim of the article is to discuss the attitude of Polish republican circles to the issue of cooperation between countries in EastCentral Europe. The articles published in the “Rzeczy Wspólne” and “Nowa Konfederacja” magazines, which were published in 2010-2017, have been analyzed. The ideas of region integration have deep roots in Polish political thought. Their origins can be seen in the tradition of the old Polish-Lithuanian Commonwealth and the concepts of Marshal Piłsudski. The ineffectiveness of the activities of the politicians of the Third Polish Republic in this field became the reason for criticism in republican articles. An important role in the analyzed visions was played by countries located outside the EU - Belarus and Ukraine, for geopolitical reasons considered as desirable allies. The slogan of deepening the integration of the Visegrad Group and strengthening the Eastern Partnership initiative was also popular. However, this cooperation was to take place between fully sovereign states.

The modification process of the European Union’s institutional order appears to be permanent. One of the elements of this tendency is the position of the European Council, which is especially interesting in the field of stimulating external EU activities. The aim of this analysis is to explore the EC’s engagement in initiating foreign relations, taking the eastern neighborhood as an example. The paper reviews the European Council’s meetings in the period of 2008–2016, concluding that the EC actively responded to external challenges and created a political impetus for the actions of other institutions. The internal debate initiated by the member states from Central and Eastern Europe resulted in the formulation of the Eastern Partnership initiative that the European Council approved and adopted, giving it a political impetus within the European Union. This caused a specific reaction in the neighborhood. The process of association of some eastern partners was accompanied by the need to deal with the challenging response from Russia, which resorted, among other things, to military measures. The European Council’s involvement in external actions in the East became a self-deepening process with a changing profile and priorities.

The article explores the practice perspectives of European and Euro-Atlantic integration for the West’s Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of diff foreign policy goals. The EU’s Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine’s deepening Euro-Atlantic ties are a continuation of the European course of the state’s development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine’s integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance’s non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.
