Opis:
Market transition in Central and Eastern Europe triggered many new socioeconomic developments. One of them was the appearance of open unemployment vastly different from that noted in most developed economies around the world. As a result, the term “transformation unemployment” began to be used in literature on the subject. The authors of the article analyze the trend from a theoretical point of view and then follow up with an empirical study of unemployment. They present changes in the labor force and GDP in several groups of countries: Central Europe (Czech Republic, Poland, Slovakia and Hungary) plus Slovenia; Lithuania, Latvia and Estonia; Russia, Ukraine, Belarus and Moldova; Georgia, Armenia and Azerbaijan; and Balkan countries (former Yugoslav states except Slovenia as well as Albania, Bulgaria and Romania). The authors offer a statistical analysis of GDP growth and unemployment in individual groups of countries. In the final part of the article, the most important conclusions are summed up. These include the fact that the analyzed groups of countries display major differences in unemployment rates, along with changes in employment figures and labor productivity. Moreover, in most these countries, GDP growth has had a limited effect on unemployment. The only exception is Central Europe, though the European members of the Commonwealth of Independent States and transition economies in the Balkans also stand out positively.

Cultural and social cooperation among nations lived in East and Central Europe has been sprung up over many centuries. In the 20th century, the nations of the part of Europe were subjected to an attempt to standardize their national cultures by means of introducing the socialist realistic culture. At present the message of cultural cooperation is social and cultural integration. Relations between Poland and Lithuania can be an example for development of cooperation among the other countries of Central and Eastern Europe on the state and regional levels, as well as example for educational institutions and economic associations, the connected relations may become germs of cooperation and good-neighbourly relationship as well as in the perspective of social development of the region among the Baltic Sea, the Black Sea and the Adriatic Sea.
Współpraca kulturalna i społeczna między narodami z Europy Środkowowschodniej kształtowała się przez wiele stuleci. W XX wieku narody tej części Europy zostały poddane próbie ujednolicenia kultur narodowych poprzez wprowadzenie kultury socrealistycznej. Przesłaniem współpracy kulturalnej jest integracja społeczno-kulturowa. Stosunki między Polską i Litwą wypracowane w cięgu ostatnich 15 lat mogą być przykładem rozwoju współpracy pomiędzy innymi krajami Europy na poziomie państwowym i regionalnym, jak również dla obudzenia inicjatywy obywatelskiej. Nawiązywane kontakty mogą stać się zalążkiem współpracy i stosunków dobrosąsiedzkich, a w perspektywie rozwoju społecznego regionu pomiędzy Bałtykiem, Adriatykiem i Morzem Czarnym.

Sometimes you may judge the book by its cover. Those familiar with the works of Guglielmo Meardi know very well that his name as the author usually signals a controversial, if not a provocative content. Italian-born Meardi, who currently is the Head of prestigious Industrial Relations Research Unit at the Warwick Business School, has been covering developments in the field of work and employment relations in Europe for more than two decades, paying special attention to transformations of that field in the Central and Eastern Europe (CEE). He pioneered field research in the Polish a# liates of multinational corporations. In $%%$ Meardi stepped forward with a thesis that fuzziness, disorganization and hybridity of Polish industrial relations make our country look like an ‘American Trojan horse (Meardi 2002), posing a threat to the foundations of European Social Model. Ten years later the Author does not hesitate to formulate even more acute diagnosis, writing openly about EU’s lack of capability to maintain the social dimension of European integration after the 2004-2007 enlargement. In his book Meardi claims that the accession of post-communist countries to the EU produced a convenient excuse for undermining the idea of the intrinsic nature of work as a value, which should not be assessed only from a market perspective, as either profitable or not. What happened in the New Member States (NMS) from the CEE after the accession, serves as the evidence.

This text is intended as a tribute to André Dembicz, a respected scholar who maintained a constant exchange with university centers in Latin America and with international institutions concerned with Latin America. Without holding Eu-rocentric stereotypes of the world, Dembicz belongs to the limited group of intellectuals who value the exchange of academic analysis between colleagues in Latin America and those in Central Eastern Europe. I found in CESLA, under his direction, a space for ref-lection about the transition from a society ruled by the Plan and the one-party govern-ment, to a society ruled by the economic market and experimenting with multiparty sys-tem. As a token of my appreciation, I have elaborated the present article in tribute to André Dembicz. Before the ruins of the Berlin Wall, I take a moment to reflect. The big question lies in the interpretation of its fall. There are several question marks. Has all the rubble been removed? What has been built in its place: only one world, in which old rivals join in partnership, a grand negotiation? Or two different worlds? In the specific case of the Central-Eastern Europe, which is the main focus of this article, what resulted from the reestablishment of the relationship with Western Europe? In the current enlargement process, where are Central and Eastern European Countries (CEEC: Poland, Check Re-public, Slovakia, Lithuania, Latvia, Estonia, Hungary, Bulgary, Romenia) going? Are they merely co-operators or fundamental protagonists? I will reflect on these highly to-pical issues.
O presente texto é introduzido com homenagem a André Dembicz, respeitável scholar, que manteve constante intercâmbio com centros universitários da América Latina e com instituições internacionais, voltadas para a América Latina. Sem abrigar estereótipos eurocêntricos de mundo, Dembicz faz parte de seleto grupo de intelectuais, que valoriza o cruzamento de análises de acadêmicos latino-americanos com colegas da Europa Centro-Oriental. Encontrei no CESLA, por ele dirigido, espaço de reflexão sobre a transição de sociedade regida pelo Plano e partida únicos, para sociedade regida pela economia de mercado e que experimenta o pluripartidarismo. É com tal débito, que elaborei o presente texto em homenagem a André Dembicz. Reflito diante dos destroços do muro de Berlim. A grande questão é interpretar sua queda. Há muitas interrogações. Foram retirados todos os escombros? O que se construiu no lugar: um só mundo, em que antigos rivais se engajam em parceria, em grande negociação? Ou dois outros mundos? No caso especìfico da Europa Centro-Oriental, foco principal do presente texto, o que resultou do reatamento das relações com a Europa Ocidental? No atual processo de alargamento, para onde estão indo os Paìses da Europa Central e Oriental (PECO: Polônia, República Tcheca, Eslováquia, Lituânia, Letônia, Estônia, Hungria, Bulgária, Romênia)? São simples coadjuvantes ou protagonistas fundamentais? Vou refletir a respeito destas candentes questões.

The value of Katarzyna Jagodzińska’s book is enhanced by the fact that there are still not enough such studies. She guides her readers through the theoretical discourse on museums in an accessible and knowledgeable way. She describes the presentation of contemporary/modern art in the former East-Bloc countries while introducing and describing their most important institutions. The value of this publication is unquestionable. It may be recommended without hesitation to people with various interests: museum professionals and museologists, art historians (in particular those dealing with contemporary art), architects, anyone interested in European art issues, the history and culture of the Visegrád Group as a whole or of each particular country forming it. It is also an excellent read for tourists planning their visits to Hungary, Czech Republic, Slovakia or those travelling in Poland; apart from the commonly-known monuments and museums already described in every guidebook, here one may find those places which are not so well-known but equally interesting.
Książka Katarzyny Jagodzińskiej jest pozycją ważną, między innymi dlatego, że tego typu opracowań bardzo brakuje. W kompetentny i przystępny sposób wprowadza czytelnika w teoretyczny dyskurs o muzeum, na jego tle przedstawia specyfikę prezentowania sztuki współczesnej/nowoczesnej w krajach zrzeszonych niegdyś w Bloku Wschodnim, a jednocześnie prezentuje i opisuje najważniejsze instytucje w tych krajach. Jest to publikacja bardzo użyteczna. Można ją bez wahania polecić odbiorcom o bardzo różnych zainteresowaniach: muzealnikom i muzeologom, historykom sztuki (szczególnie współczesnej), architektom, wszystkim zainteresowanym zagadnieniami sztuki europejskiej, historią i kulturą Grupy Wyszehradzkiej jako całości, jak również poszczególnych państw wchodzących w jej skład. To także świetne uzupełnienie dla turystów wybierających się na Węgry, do Czech, Słowacji, podróżujących po Polsce; oprócz zabytków i muzeów powszechnie znanych i opisywanych w każdym przewodniku, znaleźć tu można te mniej znane, a równie ciekawe.

The article presents a review of the most important approaches towards the notion of economic dependency – starting from its roots in the history of economic thought which is the Latin-American structural economics. The further argument falls within the research area of comparative political economy, especially the comparative capitalism. The models drawing from the theory of dependence are developed in this strand in the 21st century. Contemporary Latin America and Central & Eastern Europe are the two regions which are labeled as dependent in the literature. The aim of the article is to critically describe these analytical schemes, highlight their deficits and methodological issues which they face as well as to prepare ground for further research in which the dependent capitalism of both regions could be compared in more detail.
W artykule dokonano przeglądu najważniejszych ujęć pojęcia zależności gospodarczej, zaczynając od jego historycznych korzeni w myśli ekonomicznej, czyli latynoamerykańskiej ekonomii strukturalnej z połowy XX w. Dalszy wywód mieści się w obszarze badawczym porównawczej ekonomii politycznej, a przede wszystkim studiów porównawczych nad kapitalizmem. To w ramach tego nurtu rozwija się w XXI w. modele, które czerpią z teorii zależności. Współczesna Ameryka Łacińska oraz Europa Środkowo-Wschodnia to dwa regiony, którym przypisuje się w tej literaturze cechy kapitalizmu zależnego. Celem artykułu jest krytyczny opis owych schematów analitycznych, uwypuklenie ich deficytów oraz problemów metodologicznych, z jakimi się borykają, a także położenie gruntu pod dalsze badania, w których kapitalizm zależny w obu częściach świata mógłby zostać bardziej szczegółowo porównany.

International and Hungarian labor markets are influenced by many factors. The amount of people available to the labor market is of great importance; as well as the principles and social strategies affecting the people, well-being and living standards; the efficiency of social security; and the existence of social and professional mobility. These trends generate a great challenge on the labor market everywhere in the Central-Eastern Europe and in Hungary as well. This paper presents the mobility trends of Hungary between the period of 2010 and 2015 and focusing on the impacts of employment of the country.
Na międzynarodowe i węgierskie rynki pracy wpływa wiele czynników. Ogromne znaczenie ma liczba osób dostępnych na rynku pracy, a także zasady i strategie społeczne wpływające na ludzi, dobrobyt i poziom życia, efektywność zabezpieczenia społecznego oraz istnienie mobilności społecznej i zawodowej. Trendy te stanowią duże wyzwanie na rynku pracy w całej Europie Środkowo-Wschodniej, a także na Węgrzech. Niniejszy artykuł przedstawia trendy mobilności na Węgrzech w latach 2010-2015 i skupia się na skutkach zatrudnienia w tym kraju.

The article analyzes the causes, implementation strategy, and results of vaccine diplomacy of the People’s Republic of China and the Russian Federation in Central and Eastern Europe. In particular, the activities of China and Russia in Serbia, Hungary, Northern Macedonia, Montenegro, Bosnia and Herzegovina, Albania, Moldova, Belarus, and Ukraine are covered. The main directions, tools, and consequences of the activation of the two states in the region are outlined. The article underlines that China is expanding its strategic goals according to the One Belt One Road Initiative through the so-called Health Silk Road, providing a vaccine to low- and middle-income countries. The goals of the Russian Federation are established more in the geopolitical and political spheres. Russia seeks to reduce the influence of the EU and the US in the CEE region from political, economic, and security perspectives. China and Russia are both allies and competitors. The two countries are trying to gain additional leverage in the CEE region by means of political lobbying, investment, finance, propaganda, Euroscepticism, public opinion manipulation, and soft power. For some time, the shortage of medicine for vaccination, which was caused by giving priority to the population of vaccine-producing countries, contributed to a rather increased activity of the PRC and the Russian Federation in the implementation of the strategy of gaining image benefits.

The subject of this article are the composition strategies employed to represent the past in animated films produced in the integrated cultural space which Central-Eastern Europe constituted during the communist era. Productions made in two countries, the Soviet Union and in Poland, have been considered. Film examples have been discussed in approximate chronological order, according to the time of production of individual cartoons. By selecting specific movies I do not intend exhaustively to analyse these audio-visual works. I have limited myself to reviewing thematic threads related to the past and, in this context, ideas and tendencies in film music composition.

This paper consists of three parts. First, it suggests that a paradigm shift has taken place in political communication, as the advent of social media allows political elites to assert and frame their agendas in more efficient and economical ways than the capture of legacy media. In consequence, a paradigm shift is taking place in media studies as well: because traditional media capture theory does no longer fully account for contemporary media/politics interactions, media systems scholars now study the effects of disintermediation on media and political landscapes. Then this paper returns to traditional media capture theory and discusses some definitional issues. Finally, it recalls how party colonization of the media, a version of media capture theory, accounted for the deficit of media freedom in the former communist countries a decade ago.

Thoreau's political reputation in the United States dates from the 1960s when the Americans began to see themselves in a political context. The single most famous fact of Thoreau's life had once been perceived as his going off to Walden Pond in order to drive life into a corner; in the sixties that was superseded by Thoreau's night spent in jail in order to drive the government into a corner. This paper will deal with Thoreau’s impact in both the US and Europe in 1968, as well as two decades later when ‘Civil Disobedience’ became the slogan of the velvet revolutions in Eastern Europe.

The article is an attempt to present the views of the Russian thinker on the political situation in the post-Soviet region. In his conception Aleksandr Dugin focuses on geopolitics, international relations and the position ofRussiain the new globalised world. Dugin attempts to undermine the principles of the new world order. He creates ideological foundations which may serve as a justification for regaining the imperial position ofRussia. The foundation of Dugin’s views is Eurasianism combined with the elements of geopolitics. The philosopher creates a blueprint for the Great Eurasian Empire which would compriseEast-Central Europe. According to Dugin, significant political and territorial changes will be conducted in this region on the basis of the religious faith of its inhabitants. The protestant countries will be federalized. Both the Protestant and Catholic countries will become theGermany’s sphere of influence. The Balkan states will have a somewhat different status as they will be federalized into one political subject connected withEurasia.GermanyandRussia, whose position is dominant in this region ofEurope, will become a part of the Great Eurasian Empire. There will be no room left for independentPolandandUkrainein the structure of the Eurasian Empire. Dugin does not take into account economic factors which would convince European states to integrate withEurasia. As for the present day, it is impossible to put the Eurasian project into realization.
