The value of Katarzyna Jagodzińska’s book is enhanced by the fact that there are still not enough such studies. She guides her readers through the theoretical discourse on museums in an accessible and knowledgeable way. She describes the presentation of contemporary/modern art in the former East-Bloc countries while introducing and describing their most important institutions. The value of this publication is unquestionable. It may be recommended without hesitation to people with various interests: museum professionals and museologists, art historians (in particular those dealing with contemporary art), architects, anyone interested in European art issues, the history and culture of the Visegrád Group as a whole or of each particular country forming it. It is also an excellent read for tourists planning their visits to Hungary, Czech Republic, Slovakia or those travelling in Poland; apart from the commonly-known monuments and museums already described in every guidebook, here one may find those places which are not so well-known but equally interesting.
Książka Katarzyny Jagodzińskiej jest pozycją ważną, między innymi dlatego, że tego typu opracowań bardzo brakuje. W kompetentny i przystępny sposób wprowadza czytelnika w teoretyczny dyskurs o muzeum, na jego tle przedstawia specyfikę prezentowania sztuki współczesnej/nowoczesnej w krajach zrzeszonych niegdyś w Bloku Wschodnim, a jednocześnie prezentuje i opisuje najważniejsze instytucje w tych krajach. Jest to publikacja bardzo użyteczna. Można ją bez wahania polecić odbiorcom o bardzo różnych zainteresowaniach: muzealnikom i muzeologom, historykom sztuki (szczególnie współczesnej), architektom, wszystkim zainteresowanym zagadnieniami sztuki europejskiej, historią i kulturą Grupy Wyszehradzkiej jako całości, jak również poszczególnych państw wchodzących w jej skład. To także świetne uzupełnienie dla turystów wybierających się na Węgry, do Czech, Słowacji, podróżujących po Polsce; oprócz zabytków i muzeów powszechnie znanych i opisywanych w każdym przewodniku, znaleźć tu można te mniej znane, a równie ciekawe.

The objective of the study was analysis of the occurrence and intensity of menopausal symptoms in postmenopausal women from Poland, Belarus, Ukraine, Czech Republic, Slovakia and Poland. The study was conducted during the period 2014–2015 among postmenopausal women living in the areas of Poland, Belarus, Ukraine, Czech Republic and Slovakia. The degree of menopausal complaints was assessed using the Kupperman Menopausal Index and Greene Climacteric Scale. The respondents were additionally asked about age, educational level, place of residence, marital status and age at last menstrual period. Into the study were enrolled women aged 50–65, minimum 2 years after the last menstrual period, who had a generally good state of health and did not use hormone replacement therapy. The results were subjected to statistical analysis. The intensity of all menopausal symptoms measured by the Kupperman Menopausal Index and Greene Climacteric Scale was similar in Poland, Czech Republic and Slovakia. In these countries, severe, moderate and mild menopausal symptoms measured by Kupperman Menopausal Index occurred with a similar frequency. Similar results were also obtained in the subscales of psychological, somatic and vasomotor symptoms according to the Greene Climacteric Scale. Nearly a half of the women from Belarus did not report symptoms measured by Kupperman Menopausal Index. They obtained significantly lower menopausal complaints in the subscales of psychological and somatic symptoms according to the Greene Climacteric Scale, compared to the inhabitants of the remaining countries. The majority of women from the Ukraine had mild menopausal symptoms as measured by the Kupperman Menopausal Index. They had significantly more severe complaints in the subscales of psychological, somatic and vasomotor symptoms according to the Greene Climacteric Scale, compared to the inhabitants of the remaining countries in the study. The intensity of menopausal symptoms in women from Ukraine and Belarus was related with educational level, place of residence, and marital status, whereas in women from Poland, Czech Republic and Slovakia, only with marital status.

Although Central and Eastern Europe (CEE) is sometimes referred to as a buffer zone (Iglicka 2001) because of its location between the huge Asian continent and Western Europe, it is also an area of intense and diverse migration flows both internal and external. In a broader sense, the region of Central and Eastern Europe may include countries of the Visegrád Group (Czech Republic, Hungary, Poland and Slovakia), the states of the former USSR, as well as southern post-communist states, Bulgaria and Romania, and even the states of the former Yugoslavia and Albania (Okólski 2004; Castles, Miller 2003). This extensive list includes both the countries whose accession to the European Union took place between 2004-2013 (the Visegrád Group countries, the Baltic states, Slovenia, Romania, Bulgaria and Croatia), as well as countries which are not EU member states. The EU enlargements created a considerable difference between the status of the countries which became part of the EU and the other states of the region, and influenced intra- and extra-regional migration processes. Mobility in CEE should be analysed with reference to the interrelated fundamental social, economic, and political changes taking place in the region. First, notable is the shrinking and aging of the societies in CEE countries, brought about by fertility decline and family breakdown. Second, we must consider existing migration pressure and intensified post-accession emigration. Third, what is specific to the region are the processes of European integration and of the related profound modernisation. All of the above features create a unique combination of migration-related factors.

Citizenship has been rediscovered in Eastern Europe after the collapse of the communist regimes and the breakdown of multi-national states. This rediscovery revealed not only great opportunities with regard to democratic inclusion, national redefinition and the remedying of past wrongs but also important risks, such as legal and political exclusion, ethnic engineering and discrimination. The broader revival of citizenship in recent decades has triggered a renewed academic interest in issues of citizenship, albeit this research had remained biased towards Western experiences, such as long-term immigration and social integration. Although it would be ill-advised to talk of Eastern European models of citizenship, the region does present a number of empirical and theoretical puzzles that can enrich the existing literature by challenging conventional approaches and stimulating more-balanced and contextual theoretical perspectives.

Migration from Eastern to Western Europe gained greater political prominence and scholarly attention both before and after the 2004 EU enlargement. The EU enlargement process not only contributed to a re-integration of European countries from the former Soviet bloc into the rest of Europe, but also set up a new framework for European mobility. A variety of forecasts and analyses concerning mobility across Europe have since been conducted, sometimes providing contradictory outcomes. This process of eastward enlargement was completed in 2007 by a second round, which brought Romania and Bulgaria into the European polity, and led to unjustified fears of massive flows from the two countries to some Western states in particular, such as the United Kingdom. Academic discussion concerning the different types of mobility in Europe is, however, far from being exhausted. New issues have been raised by the economic crisis which is still sweeping the continent, by the demographic deficit affecting both Eastern and Western Europe, and by the next steps in the EU enlargement wave which will again involve South-Eastern Europe – especially the Western Balkan countries (other than Croatia which finally acceded in 2013). The aim of this special issue is to explore the variety of unprecedented processes in the field of migration which have emerged across Europe over the last decade. The papers in it seek to make sense of these processes, while trying to capture their evolving nature in the framework of a European migration system which has only been in existence for a relatively short time and which still lacks consolidated and harmonised rules.

We are delighted to introduce to you Central and Eastern European Migration Review (CEEMR) – the first online, multidisciplinary journal devoted specifically to the lively migratory processes of Central and Eastern Europe. In our view, the need for such a journal has been materialising for some time. The growing research output regarding international mobility from and to this region as well as integration patterns of CEE coun-tries’ citizens in destination countries, in particular in the European Union, has created a need for an academ-ic forum on this topic. We believe that CEEMR can effectively respond to this need. The mission of CEEMR is to foster an academic discussion on scholarly works and research pertaining to migration within, into and out of the CEE region. From a comparative perspective, the CEEMR will address a broad range of topics related to international migration including determinants, mechanisms and conse-quences of international migration, as well as migration policies, migrants’ integration and ethnic relations. CEEMR will publish original, scholarly case-studies of CEE countries as well as works taking broader, in-ternational and transnational perspectives to examine migratory processes relevant to CEE countries and their citizens, ethnic minorities, institutions, territories, and policies.

The changing of pre-war borders of Central and Eastern Europe after WW II caused not only belonging of certain territories to definite countries but also the massive forced relocation of population from those territories. The total change of the population in the multicultural cities affected also institutions, such as universities by changing their staff, language, and national profile. Nowadays, when modern universities are facing post-modernity challenges it is extremely difficult to talk about role, mission, and meaning of this  institution, especially in the context of disrupted historical tradition. Look at the problem from the different perspective, from inside will show the tendencies of meanings  current students of the universities with long but disrupted historical past attribute to their Alma maters. Are they aware of the presence of representatives of different national groups that created university community before WW II? This article will present results of three studies conducted at three universities that changed their national profile after WWII: Vilnius University in Lithuania (formerly a  Polish university), Lviv University in Ukraine (formerly  a Polish university) and Wrocław University in Poland (formerly a  German university). Both at Vilnius University and Lviv Universiy 150 university students participated in the study. At Wrocław University 152 university students participated in the study.   The present analysis will try to explore the variety of meanings current students of those three universities attribute to their place of study. It will try to show if current students are aware of the university’s complex history and, if they include/exclude historical meanings connected with representatives of the different national group? Also, it will look at the possible differences between meaning attribution and perception of the university past among representatives of these three universities. Lviv, Wrocław, and Vilnius Universities had similar historical traces, but currently, they are developed in three different independent countries with different cultural and historical politics which might have an influence on the perception of the place’s past (Lewicka, 2011)

The main goal of our paper is to determine the existence of a link between government (military) expenditures and the shadow economy in the Central and Eastern European countries, which are the members of the European Union. The empirical investigation is conducted for the years 2003–2015. We show that there is a high statistically significant positive dependence between the size of the shadow economy and military expenditures in the Baltic States. Our conclusion is that higher military expenditures indeed lead to a larger shadow economy and this result is robust to different model specifications. In order to demonstrate the importance of our results, we undertook a simulation, where we calculated how much the size of the shadow economy would increase if the size of military expenditure as a percentage of GDP were to double. For example, in the Czech Republic, such an expansion would have led to an increase in the size of the shadow economy from 11.50% to 12.96%, and in Estonia, from 18.34% to 22.72% in 2012.

The aim of the paper is to present the competitiveness landscape of 10 Central and Eastern European countries: Bulgaria; the Czech Republic; Estonia; Hungary; Latvia; Lithuania; Poland; Romania; the Slovak Republic and Slovenia (CEE). The analysis covers various interrelated competitiveness factors; including enterprise environment; education; labour market and employment; innovation; technological progress thus allowing one to identify various aspects of competitiveness and provide insights into what drives the productivity and prosperity in these countries. The performance level of each of the CEE country is compared with others from that group; additionally a comparison is made with other European regions; some advanced economies and large emerging economies. The paper analyses and measures the competitiveness of the CEE; the extent to which progress is made in terms of achieving the competitiveness goals; and points out the key reforms and investments that implementation CEE countries should consider in order to tackle the existing challenges and close the competitiveness gap between other EU countries as well as other more advanced. This could serve as a starting point for defining a widely supported competitiveness agenda aiming at a long-term and stable economic and social progress throughout the CEE region.

The stock markets in Eastern Europe went through a period of rapid growth. Those which joined the EU had to integrate with Western Europe on various levels, which had important implications for their equity price development during the subprime mortgage crisis. The aim of the paper is to analyze the developments in the stock markets of Eastern European countries before and during the subprime crisis and to evaluate the hypothesis of disappearing portfolio diversification opportunities in the region. Through the application of correlation analysis, Markowitz mean variance approach and portfolio optimisation strategy based on the Sharpe ratio, it is shown that diversification opportunities for a US investor in the Eastern European region have largely disappeared.

This issue of Central and Eastern Europe Migration Review (CEEMR) is dedicated to migratory flows from one of the largest source countries for the European Union (EU). Almost a decade ago, Düvell (2006) even referred to Ukraine as Europe’s Mexico. Ukraine indeed seems to have the second-largest migration corridor in the world, the US–Mexico corridor being the largest (Migration Policy Centre 2013). This comparison, however, refers more to the migration corridor between Ukraine and Russia. Estimates of the migration flows between these two countries are really impressive, though they vary greatly between fewer than 100 000 and more than 3.5 million (Migration Policy Centre 2013). One of the explanations for the great disparity between these estimates is the lack of migration regulations (it is a visa-free regime for Ukrainians in Russia) and significant undocumented migration.1 When it comes to migration from Ukraine to the EU, the general pattern and the numbers seem to be different. There is no doubt that estimates of Ukrainian migrants in Europe might also be somewhat imprecise, due to the lack of a fully standardised definition and to the specifics of migrant statistics in member-states. Notwithstanding significant undocumented migratory movements, due to its visa policies, the EU obviously has more instruments for regulating and registering the inflow of Ukrainian migrants. Here the estimates from different sources vary at around 1 million. According to Eurostat (2011, 2014) Ukrainian nationals currently represent the fifth-largest migrant group in the EU (after Turks, Moroccans, Chinese and Indians). Eurostat (2014) puts the total number of Ukrainian residents currently living in the EU as high as 634 851 persons. Given the high numbers of Ukrainian nationals (and the Ukrainian-born) living in Europe, the dearth of academic books and monothematic issues of scientific journals focused on Ukrainian migration is striking.

The thematic issue of CEEMR aims to provide readers with a collection of articles discussing the most prominent problems connected with the presence of Vietnamese migrant communities in Central and Eastern Europe. Although not all Central and Eastern European countries hosting Vietnamese communities are covered in the issue – Russia and the Czech Republic, for example, where Vietnamese populations are relatively numerous – the volume is the first publication in English offering a comparative perspective on the Vietnamese communities in Central and Eastern Europe. By covering the topics such as social integration, migrant economy and diaspora politics, the issue enriches the discussion concerning Vietnamese migration, which has so far focused mainly on the refugee diaspora.

Jews from Central-Eastern Europe play a significant role in the formation of individual and social self-awareness in the Jewish world. It seems that in the Jewish world there exists a polarised approach to the Jews from this part of the world. On the one hand, there is pride, on the other, prejudice verging on shame. Some Jews have identified themselves with the group, others did the opposite, denied having anything to do with them. The most important question of our analyses is: what is the role of Eastern European Jews in building Jewish collective identity? Byron Sherwin, an American Jew, is an example of a great fascination with the Yiddish civilisation. Not only does he recognize and appreciate the spiritual legacy of Jews in Poland for other Jews around the world, but also accords this legacy a pre-eminent status in the collective Jewish identity. At the same time, he is conscious of the fact that not all Jews, if only in the United States, share his view. It is an upshot of the deep prejudice towards the life in the European Diaspora, which has been in evidence for some time. The same applies to the Jews in Israel. The new generations see the spiritual and cultural achievements of the Eastern European Jews as a legacy that should be learned and developed. This engenders hope that the legacy of the Jews of Eastern Europe will be preserved and will become a foundation of identity for future generations.

The predominant spatial conception of the EU contributes to an evident emergence of a sharpened territorial building of the European space. By all evidence the idea of both the territorial cohesion and territorial continuity shows how relevant the notion of territoriality in the ‘European discourse’ is and consequently how accepted the instrument of hard and closed border and the sharp inside/outside dichotomy are. Due to this pragmatic notion of territoriality, the idea of the EU as a ‘non-Westphalian new empire’ (according to the ‘neo-medieval paradigm’) became at least unrealistic. Its borders are getting more territorial, physical and visible. Hard border policies and practices on the Eastern and Western Balkan borders mirror the existence of a de facto barrier and of a deep ‘Westphalian memory’ in the way of using the territory as support of political unity.

In contemporary Europe, there can be noted the overlapping and rivalry of the two signifi cant tendencies, which are becoming stronger and stronger. On one hand, one can notice multilevel processes of integration and conditions connected with them and that are concerned with democracy, tolerance, globalization, etc. On the other hand, one can observe disintegrative factors of various kind, which refer to actions and postures connected with chauvinism, xenophobia, neo- fascism and separatism. In the second view, especially in Central and Eastern Europe (CEE), various aspects connected with nationalism seem to be of great significance. This is clearly reflected by the events which took place in, for example, Bosnia and Herzegovina, Croatia, Kosovo or Macedonia.

Support for democratisation and democracy has become one of the leading topics in a wide-ranging debate over the state of democracy in the contemporary world. The European Union became an important player in global politics, one with an ambitious programme for the spreading and supporting of democracy and the process of democratisation in Eastern Europe. Hence the author’s attempt at addressing the following question: what actions and strategies have and are being undertaken by the EU to facilitate the above-mentioned processes? The aim of the paper is to describe and assess the strategies and actions of the European Union in the field of supporting democratisation and democracy in selected countries of the former USSR (e.g. Belarus, Georgia, Moldova and Ukraine), additionally well-fitting to the concept of Eastern Partnership, in the last decade of XX and the first decade of XXI Century. The paper also aims to present which procedures and standards (that are supposed to guarantee their usefulness and effectiveness) are being used by the EU. The emphasis has been placed primarily on the processes of democratisation, their mileage, specificity and possible strategies for supporting democratic development, as well as its potential for consolidation, in the countries of the former Soviet Union. In order to conduct the research it is necessary to assess the political, social and economic conditions in the researched countries. It is to be stressed that one should be aware of the complexity and dynamics of the described processes whilst evaluating the EU’s initiatives. The papers topic was chosen due to the importance and currentness of the researched EU actions and their results.

: In the paper the author tries to analyse the value of foreign direct investments inflow into certain Central and Eastern Europe countries and to assess determinants which cause these countries to attract large value of the foreign direct investments. Twenty countries of the aforementioned region were analysed. Ten of them belong to the European Union including three belonging to the Euro-zone. Additionally, the paper contains presentation of the most significant determinants of the foreign direct investments based on investors’ motives. In order to achieve the aforementioned goal, the author reviewed the literature on the subject paying special attention to the issues in question, and she presented the results of the survey focused on the FDI determinants in the economies which are the subject of this paper. The paper also contains results of two surveys conducted by the author in 2006 and 2012 regarding motives of the entrepreneurs who make foreign direct investments in the territory of the EU countries. Review of the theory, analysis of general empirical observations and own surveys of the author prove that the size of a market, the possibility to maximize profits and discounts and privileges for investors are the most substantial internal and external factors which encourage entrepreneurs to invest on foreign markets. Moreover, membership in the European Union and/or the Eurozone, as well as the warranty of macroeconomic stability of a country also pose a substantial advantage when an investor chooses the location for an investment.

This paper presents different models of capitalism and trade unionism that have emerged in CEE over the last 25 years. It then traces challenges and unions' strategic responses in five policy areas: membership recruitment; mergers and organisational restructuring; collective bargaining; political engagement and social partnership; and international trade union cooperation. The paper argues that trade unions in the new EU member states do have the potential for strategic innovation and, conceivably, organisational renewal. In order to revitalise, however, they need to take on board the concerns of an increasingly diverse workforce and invest more resources in organising.

May 1, 2004 is a joyful day for the Polish society. Poland became a member of the European-Union! The Austrians did not enjoy the admission of the 10 countries of Central and Eastern Europe to the EU. At that time only 38% of Austrians were satisfied with EU membership. Before the enlargement of the Union Austria suggested a seven-year grace period for citizens from new member states who wish to work in the area of the EU and the protection period for the four main industries. Members of the Austrian Government and the Commissioner, Franz Fischler expresses a hope that Austrian entrepreneurs would expand to the east. Sixty seven percent of entrepreneurs of small Austrian companies felt, however, that EU enlargement will not bring the country any benefits. They pressured the government to protect its own labor market, agriculture and border regions.

Syllabic patterns in South-Eastern EuropeWhereas in most of the world’s languages syllable patterns are built according to the principles of sonority theory (they have the one-peak syllable pattern), in some Balkan languages, there occur deviations from the one-peak syllable pattern of a systemic nature. Such deviations occur also in the northern Slavic languages. They mainly concern the distribution of nasal consonants and appear either in the onset (Albanian) or coda (Romanian). At the very south of Europe the open syllable pattern occurs. Struktury sylabiczne południowo-wschodniej EuropyPodczas gdy zdecydowana większość języków świata preferuje tzw. sonorycznościowy (jednoszczytowy) model sylaby, to południowo-wschodnia Europa jest pod tym względem dość zróżnicowana. Odstępstwa od zasady jednoszczytowości występują w językach północnosłowiańskich. Na Bałkanach natomiast odstępstwa takie dotyczą głównie dystrybucji sonantów nosowych i występują albo w nagłosie, albo w wygłosie. Samo południe Europy (dialekty występujące na południowych częściach półwyspów Morza Śródziemnego) ma natomiast niesymetryczny model sylaby – w wygłosie wyrazów występują głównie sylaby otwarte.

The struggle of Fortinbras and Horatio in Romania: removal and re-collection of the communist past in Romanian museumsOver twenty years after the dismantling of communist regimes began in Central and Eastern Europe, the governments and people in these former Soviet bloc countries are faced with varying and often opposing ways to approach and present the communist past. Focusing on post-1989 museums in Romania, especially the Sighet Museum in Sighetul Marmaţiei and the Romanian Peasant Museum in Bucharest, the article will examine three themes that appear in museum exhibitions of Romanian communist history: the marginalization of the communist past, the victimization of a nation, and the need by curators to “rescue memory.” these approaches to the communist past leave a great deal out. Limited and biased portraits hinder a healthy coming to terms with the past initially intended by these institutions in Romania and similar institutions across Central and Eastern Europe. However, some attempts have been made to bring in more voices and face the past on its own terms apart from the political motivation or desires for retribution, which often motivate the current interpretation of the past. Walka Fortynbrasa z Horacym w Rumunii: likwidacja i ponowne przypomnienie komunistycznej przeszłości w rumuńskich muzeachPo ponad 20 latach od chwili, gdy zaczęły się rozpadać komunistyczne reżimy w Europie Środkowo-Wschodniej, rządy i społeczeństwa byłych krajów bloku sowieckiego doświadczają odmiennych, często przeciwstawnych podejść do komunistycznej przeszłości i sposobów jej przedstawiania. Skupiając swą uwagę na muzeach w Rumunii po roku 1989, zwłaszcza Miejscu Pamięci Ofiar Komunizmu i Ruchu Oporu w Sighetu Marmaţiei (Syhot Marmaroski) oraz Muzeum Chłopstwa Rumuńskiego w Bukareszcie, autorka niniejszego artykułu analizuje trzy zagadnienia, które przewijają się w muzealnych ekspozycjach poświęconych dziejom Rumunii w czasach komunistycznych; są to: marginalizacja komunistycznej przeszłości, wiktymizacja narodu i potrzeba „ocalenia pamięci” przez kustoszy. Powyższe podejścia do komunistycznej przeszłości ignorują wiele kwestii. Niepełny i tendencyjny obraz opóźnia zatem dojście do ładu z przeszłością na zdroworozsądkowych zasadach, co w myśl początkowych założeń miało w Rumunii nastąpić dzięki muzeom, jak też dzięki podobnym placówkom w całej Europie Środkowo-Wschodniej. Jednakże podejmowane są wciąż nowe próby, aby dopuścić do głosu więcej różnych opinii i stawić czoło przeszłości niezależnie od motywacji politycznych bądź dążenia do zemsty, które często stoją za bieżącymi interpretacjami przeszłości.

On 30 IX 1880 Pope Leo XIII promulgated his encyclical Grande munus in which he recalled the history and the effects of missionary activity carried out among the Slavs in the second half of the ninth century by saints Cyril and Methodius. He also expressed his interest in the unification of the Slavic nations and the creation of a spiritual unity which would bring together Western and Eastern Christianity. On 2 VI 1985, Pope John Paul II, referring to Grande munus promulgated the encyclical Slavorum Apostoli. He deemed the Holy Brothers to be a role model for contemporary Christians, and forerunners of ecumenism, dialogue, enculturation and creation of community in a social environment full of conflicts and divisions. According to the Pope’s view, the continuity of the work done by Cyril and Methodius may save contemporary Europe from forgetting its Christian roots, from denying Christian values and the culture connected with Christianity. As John Paul II maintains, it is the Slavs, especially the Poles, who have a special role in saving Christian Europe. The author does not conceal that she is skeptical about the interest of contemporary Slavs in this evangelization mission seen as continuing the work of the Holy Brothers. She doubts that it can be effective. In view of deep divisions and conflicts among the modern Slavs, of their lack of unity, as well as of a general rejection of Christian values, which can be noticed among those nations as well, it is difficult to see the Slavs as an example of unity among nations and as a model for contemporary Europe. In this multicultural world, those who wish to follow in the footsteps of the Holy Brothers are a definite minority, which has neither the support of their own ethnic/national group nor that of other populations on our continent.

The importance of skin colour is often neglected in empirical studies of negative attitudes towards minorities. In this study we use data from the 2014/2015 wave of the European Social Survey to analyse explicitly racist attitudes in Hungary, Poland and the Czech Republic. The data was collected before the refugee crisis of 2015–2016, which gives the study a unique opportunity to analyse these attitudes in three of the countries that were among the most hostile to migrants in the EU. The study demonstrates how theoretical perspectives commonly used in explorations of negative attitudes based on ethnicity may be effectively used to analyse racist attitudes. The results show high levels of racist attitudes in both Hungary and the Czech Republic, despite there being very few non-white immigrants in these countries, while, in Poland, the racist attitudes are less widespread. Realistic threats seem to be of little importance for understanding racist attitudes – in contrast, symbolic threats appear to be very important for understanding them. There is also the surprising result that voters for more moderate political parties are no less racist than voters for the more radical political parties in any of the three countries.

These are some of the questions which this special issue seeks to address.

The aim of this Special Issue of Central European Political Studies is to bring media scholars together and to reflect on the current trends in political journalism in our region. The focus of the articles is trained on the discovery of the shifts and continuities in journalistic practises 25 years after the collapse of the communist regimes. Some of the findings and conclusions presented in the volume come from studies conducted within the framework of international comparative research projects such as Worlds of Journalism, Journalistic Role Performance Around the Globe, or Media Accountability and Transparency in Europe (MediaAcT). The others come from single, national empirical studies or analyses on the media systems conducted in the Central and Eastern countries.

The primacy of totalitarian ideologies in interwar Europe represents even nowadays a major historiographical challenge due to its multicausal character and various forms of appearance. This paper attempts to analyze the anti-Semitic phenomenon in interwar Romania primarily by taking into account its determinant factors. We assume that the emergence of radical ideologies in Central and Eastern Europe can optimally be understood if both regional and systemic causes are properly highlighted. The regional causes include local societal predispositions, ethno-cultural cleavages and specific political movements. On the other hand the systemic causes imply predominantly geopolitical factors and the repartition of power in the international system. Moreover we assume that the emergence and manifestations of extremism can be considered a direct result of political disputes between ethno-cultural groups which were systematically exposed to ideological and propaganda pressure.

The study analyses the technical efficiency and the efficiency change of 193 community hospitals and polyclinics across Ukraine, for the years 1997 to 2001. These facilities are a subset of the medical institutions in rural Ukraine; they are identical w.r.t. their function in the health system and share the same departmental structure. The data comprise the number of physicians and the number of nurses employed in the departments as well as the polyclinics attached to the hospitals, the number of inpa- tient and outpatient admissions as well as the number of surgical procedures, lab tests and x-rays performed. Finally, the number of deaths and deaths after surgery are used as quality proxies. We employ an order-m estimator, a robust nonparametric technique to assess the ef- ficiency of health care providers as well as possible changes of their productivity. The efficiency scores are calculated with an output-oriented model. Efficiency scores are close to unity for hospitals whereas polyclinics are somewhat less efficient. The Malm- quist index exceeds unity for three out of four periods for both hospitals and polyclinics indicating improved productivity on average.

No doubt that the region of East-Central Europe is the field of interests of contemporary Russian geopolitics and is believed to be special influence zone for Kremlin decision makers. The article analysed the ideas of three main schools of contemporary Russian geopolitics, which are Atlanticism, Neo-Eurasianism and „Island-Russia”. Although each of them refers to the different image of Russia and its role in the international politics, they also have something in common i.e. reconstruction of the empire. Dmitri Trenin who represents the Atlanticism considers Russia as a part of the Western world, with whom it should establish the new international community. Aleksandr Dugin the most influential representative of Neo-Euroasianism believes that Russia should rebuild great Eurasian Empire, while Vadim Tsymbursky in his concept of „Island-Russia” want Russia to be separated from outer civilizations. The same applies to their geopolitical plans toward the region of East-Central Europe. Their ideas differ from each other, but still one may find convergent postulates. The most coherent among their concepts is a common perception of the subregion referred to by Trenin as the „new Eastern Europe”, which contains territory of today’s Belarus and Ukraine. Regardless of whether the researchers represent a liberal Atlanticism school or a realistic Neo-Eurasianism school, everyone agrees on the key importance of that territory for the Russian geopolitical identity. Tsymbursky also considers Belarus and left-blank Ukraine as the most important areas of the „western Limitrof”. It is worth noting that both Trenin and Dugin are ready to „give up sovereignty” over the territory of the Baltic States. Trenin accepts their westernization, while Dugin puts them into German influence zone to satisfy Berlin’s imperial ambitions. This may prove that regardless of preferred theoretical approach, Russians treat Ukraine and Belarus as an impassable for western influence border. Ideas of Russian geopoliticians to make use of the region may threaten East‑ Central European countries. This results from the treatment of this territory as an area that should be absorbed by the neighboring empires or be functioning as a buffer zone. East-Central Europe is an area of competition between the West and Russia for both Dugin and Tsymbursky. They wish the region not to be absorbed by the „core of Europe”. Only Trenin accepts sovereign choices of the nations from East-Central Europe and does not recognize their willingness to integrate with the western structures as a threat to Russia. One should bear in mind however that Atlanticism approach does not reflect Russian way of political thinking nowadays. Certainly, the ideas of Aleksander Dugin and Vadim Tsymbursky are much more influential, especially while referring them to the political activity of Kremlin as well as the Russian imagination of their country and its role in the global chessboard. Nevertheless, due to the high influence of Russian geopolitical doctrines on the political circles in Moscow, awareness of them – especially among the countries of the region – is more than required. Moreover, because of their strong correlation with the paradigm of realism, they may become a valuable material for analyzing the current and prospective activities of the Russian Federation and make possible to understand Russian geopolitical identity and its perception of the world.

W 2010 r. została zorganizowana międzynarodowa wystawa sztuki Gender Check! ukazująca współczesność Europy Wschodniej z perspektywy artystycznych działań podporządkowanych kwestii kulturowej tożsamości płci. Omówienie celów ekspozycji jest w tekście punktem wyjścia do przedstawienia możliwości, jakie daje wprowadzenie terminu „gender” do analizy kina lub sztuki. Zwłaszcza po 1989 r. refleksja wokół gender stała się w krajach postkomunistycznych sposobem na przedefiniowanie tożsamości epoki transformacji. Interdyscyplinarne, komparatystyczne badania nad kulturową tożsamością płci zostały podjęte na obszarze socjologii, historii, ale także sztuki, filmu i mediów, rozmywając granice między dyscyplinami i poszerzając pole analiz oraz interpretacji. W refleksji o kinie Europy Wschodniej i Środkowej miało to znaczenie o tyle, że problematyka genderowa wyraźnie odświeżyła aparat badawczy. Pozwoliła wyjść poza przedstawieniowe schematy dotyczące kwestii tożsamościowych całego regionu, sposobów kształtowania jej wzorców, ale także odczytywania związanych z nimi znaczeń.
In 2010 an international art exhibition Gender Check! was held, which showed contemporary Eastern Europe from the perspective of artistic endeavours guided by the question of gender. Reviewing the aims of the exhibition permits the author to show the possibilities given by the introduction of the notion of gender into the analysis of art and cinema. Especially after 1989 thought related to gender became in post-communist countries a way of redefining the identity of the transformation era. Interdisciplinary, comparative research on gender was carried out within the field of sociology, history, but also art, film and media studies, blurring the lines between the disciplines and widening the field of analysis and interpretation. Within thought related to the cinema of the East and Central Europe it was important insofar, as the question of gender refreshed research apparatus. It permitted to move beyond representational schemes of the identity of the entire region, the way it is shaped, and the reading of related meaning.

The present paper explores how political thinking in Poland changed after the election campaigns (general and presidential) of 2015. Its main goal is to determine what the current developments mean for the future of democracy in Poland. Will Poland face a new wave of autocratization – similar to Pilsudski’s one? The paper is based on empirical research conducted during the last presidential and general elections in Poland. An e-survey covering 10,000 respondents was conducted, out of whom over 4,000 left their data for further analysis. The main aim of the study was to find a connection between patterns of political thinking and electoral behavior, demonstrating a link between one’s set of political values and one’s voting decisions. The ruling party in Poland openly refers to esthetics and rhetoric of an authoritarian regime introduced by Pilsudski. Its election slogan: “A good change” has been treated as reference to the interwar concept of “sanacja” driven from the Latin term “sanatio” which means to cleanse or to heal. The main goal of the Sanacja political group was to amend the then parliamentary democracy, which they believed was corrupt and inefficient. The authors of the paper try to present recent patterns and changes in the electorate. In its summary, the paper includes some predictions for the future of the Polish democracy, based on empirical data and observed actions of the ruling party.

The main goal of this article is to elaborate how the foreigners who visited Poland during the 18th century described the appearance of Poles. A post-colonial analysis of their diaries and journey reports shows that although they seem to admire traditional Sarmatian attire, its similarity to oriental clothing carries pretty negative connotations. People raised in Western European culture perceive Poles in a very similar way as they perceive inhabitants of the Orient: as a wild, uncivilised nation. In addition, Polish women are described as voluptuous and libidinous. The resignation from the traditional Old Polish attire can be interpreted as a way to avoid these negative stereotypes. It can be also treated as a symptom of constituting a modern hybrid collective identity of Polish people, torn between native culture and Western culture, without a possibility of full identification with any of them.

The paper examines the issue of relevancy of social pacts in the shape that has developed in the Western Europe to a specific environment of Central and Eastern Europe. Firstly, experiences of western European countries with social pacting are summarised ('the western recipe'), with a particular emphasis put on significant similarities observable between the western European countries that managed to sign social pacts. Secondly, attempts undertaken in Central and Eastern Europe in tripartite negotiations aiming at concluding social pacts are reviewed. Finally, an arguably main difference between old and new member states in the context of social dialogue is discussed, that is multiemployer collective bargaining, which while retaining relatively strong position in the west, plays marginal role in the east.

Functions of political borders as a spatial barriers have been analysed in the paper. A direct and an indirect (through the border region) impact of the borders has been distinguished. It was found that intra-EU borders and one between Belarus and Russia play the least direct role as a spatial barrier. By contrast, the worst situation is on the borders of Ukraine with Transnistria, occupied Crimea and the so-called Donetsk People’s Republic and the Luhansk People’s Republic. When it comes to the borderland areas, the worst situation is in the border regions of Ukraine with Russia.

The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

Eastern European companies have experienced various and radical transformations, as result of the economic crises and turbulences, which exposed structural weaknesses. In the meantime, long-term challenges - such as globalization, shift of power centers from the national level to international structures or scarcity of resources - intensify. Given this context, it is mandatory for companies to develop strategies aiming at being competitive. The paper aims to propose an exploratory analysis regarding a Swedish-Finnish owned company active in Romania - that was capable to build a strategic vision of its future, to define a plan for change and to implement the necessary measures for the project success. The author has conducted a study and developed a case along a project aiming at continuous improvement (Kaizen) in this company, emphasizing its main results. In order to analyze the project of implementing Kaizen methodology, the research initiative consisted both of primary and secondary research. The paper analyzes the project from the point of view of economic situation of the company and environment, time constraints, budget limitations, technical level/quality performance and risks. The central finding is that concept-oriented projects run by an advanced-country company could succeed in a less economically developed and culturally different country - even in turbulent periods and not even in highly dynamic and technologically advanced industries - if the top management is strongly committed and management team completely involved. The paper concludes with study results, as well as some lessons learnt and managerial implications - useful for future similar projects either within the company under debate or by other organizations in similar circumstances.

The aim of this article is to outline growth tendencies and growth factors in the subregions (NUTS 3) of Central and Eastern Europe in the period 1998–2006. A wide range of complementary research methods has been used in order to triangulate results, starting with classical beta and sigma convergence analysis, to kernel density estimation, transition matrices, spatial autocorrelation and multi-dimensional comparisons. Some rarely discussed aspects of the influence of capital regions on growth processes have been taken into account. An additional analysis of the data in relation to country averages produced results independent of the country context. As a result, we have been able to answer the following questions: do the analysed countries experience regional convergence or rather divergence/polarisation processes? What factors determine the dynamics of regional growth? What are the main dimensions of spatial disparities in Central and Eastern Europe?

The impact of innovations, great inventions and new technologies is the object of examination of eminent authors since the nineteenth century. Actually the role of main accelerator of economic development play new information technologies, automation, biotechnology, genetics, new energy concepts including the use of renewable resources, and the application of new materials. The original Schumpeterʼs idea of innovation was completed by further aspects – fiscal, legal, marketing, systemic. The world economic crisis caused by the detaching of financial system from real economy suggests that the significant innovations are needed also in this area. In general, the conclusions of many analytical works agree with the opinion that the meaning of innovations in globalized world is increasing, and the innovations represent an important factor able to change the character of global economy. Our contribution focuses to the study of contemporary trends and changes in innovation processes under the impact of globalization, as well as their influence on the competitiveness of Central and Eastern Europe in the global economy.

Opis:
Eastern Europe (especially Ukraine) struggles with a significant number of problems, both internal and external in character. Euromaidan in Ukraine complicated the situation of the country even further. Some researchers believe the aftermath of Euromaidan sent the strongest shockwave since the fall of the USSR. In addition, the conflict results in geopolitical changes in Eastern Europe, but also infl uences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership (EaP) is quite frequently considered an ineffi cient policy. Some go as far as to claim it has lost its raison d’etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? The present paper constitutes a general review of the situation the European Union’s Eastern Partnership countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The paper attempts to offers answers to the following questions: Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East? Will Russia’s actions towards EaP states prevent the objectives from being reached?

Although there is a growing body of literature on the impact of bank size on itsstrategy, efficiency, profitability and stability, the results are still inconclusive. Themain advantages of large banks are their capability for product and geographicaldiversification, ability to bear the cost of technological changes and easier accessto financial resources. On the other hand, small banks have a good understandingof local markets, use soft information on their clients more effectively, are basedon relationship banking model, and have much simpler organizational structure.The aim of this paper is to analyze the impact of bank size on its efficiency in Centraland East European countries. For that purpose, all commercial banks fromCEE countries were divided into four groups, depending on their size (expressedin absolute and relative terms). Technical and scale efficiency scores for the period2004–2013 were calculated using Data Envelopment Analysis. The main conclusionis that in CEE countries bank size affects the efficiency, particularly if thesize is expressed in absolute terms. There is a positive relationship between banksize and its technical efficiency (especially above a certain limit). The relationshipbetween bank size and scale efficiency is nonlinear: the smallest and the largestbanks have higher scale inefficiency.
