The European Union is not able to maintain CAP in its current form any more: radical reform is unavoidable. The recent past review of the CAP (Health Check) may help to reach a healthier CAP, but the proposed changes are not enough to overcome the difficulties. The future CAP meeting certain criteria – such as providing European added value, maintaining sustainability in economic, social and environmental terms – should be based on completely new principles. While defining these new principles and cornerstones of the policy it has to be taken into account that there is an ongoing paradigm change: there is a shift from the agricultural policy aiming at food self sufficiency and income parity towards a sustainable rural policy with spatial focus. The shift, itself is considered a continuous challenge, too. As an option could be considered a switch from direct payments to a flat rate payment based on public goods and fully decoupled plus complementary subsidies on regional base that is considered indeed to be targeted support for the provision of public goods. Another tool should be aimed at promoting and strengthening the viability of rural economy and society. It would serve on the one hand structural adjustment and new integrated risk and crisis management. On the other hand its objective would be the developing, strengthening of rural communities (improvement in the quality of rural life, support for local communities, maintenance of landscape are of higher importance). In order to create new effective policy tools – and justify that the abovementioned could be the future of CAP – and be able to attain the new objectives the following question definitely has to be asked: Do the past results, the future interest, the challenges and most of all financial possibilities – support from the EU and the national budget – of the old and new MSs differ or are these more or less similar? The paper is mainly aimed at analysing past and present agricultural expenditure originating in the EU and the national budget compared to the total EU expenditure, GNI, and GDP by means of quantitative methods. Furthermore it intends to study the trends of agricultural payments in the MSs and figure out whether the financial support is to be justified in the future.

The aim of the study is to present the correction mechanisms specifics in the own resources of the EU budget, particularly the British rebate, and an attempt to answer the question about their future. First part of the work focuses on the essence, the genesis and evolution of correction mechanisms, with particular emphasis on the British rebate. Further, the amount of funding of the British rebate by the EU Member States in 2014, the amount of payments by the UK to the EU budget and the impact of the UK correction on its amount have been presented. The conclusions include an attempt to assess the validity of the budgetary adjustments and proposals of possible reforms.

The authors analyse the European Commission’s proposal to activate the so-called ‘money for the rule of law’ mechanism against Hungary. It recommends to the Council of the EU to withhold 65% of EU funds to Hungary for the implementation of three operational programmes under the cohesion policy. As a direct consequence of the proposal, there could be a debate in the EU Council on the merits of imposing EU budget protection measures on Hungary. The proposed EU budget protection measures are considered to contain phrases that are evaluative in nature. They therefore require strict interpretation. The Government of the Republic of Poland expressed a negative position regarding the adoption of the Commission’s proposed implementing decision.

Celem artykułu jest próba oszacowania, w jaki sposób priorytety polityczne Unii Europejskiej są odzwierciedlane w budżecie UE. Pytania na temat celów budżetu oraz zasad, które regulują wykorzystanie finansów publicznych w Unii, są powiązane z szerszymi pytaniami o charakter UE i jej ewolucję. Artykuł jest przyczynkiem do debaty na temat polityk i finansów publicznych Unii Europejskiej oraz pokazuje relacje między procesem kształtowania polityk Unii a jej budżetem. Rozwój wydatków budżetowych następuje wraz z rozwojem polityk unijnych. Istnieje przy tym współzależność między politykami Unii; wszystkie obszary polityki współdziałają ze sobą, co jest szczególnie widoczne w budżecie UE. Wiele obszarów polityki UE ma charakter regulacyjny i małe wymagania dotyczące wydatków budżetowych, z wyjątkiem administracji. Unia Europejska posiada znaczącą odpowiedzialność tylko w stosunku do jednego obszaru istotnego dla wydatków publicznych – spraw gospodarczych. Jednakże wiele programów i funduszy UE realizuje tak wiele różnych ambitnych celów, że często są one nieadekwatne do dostępnego budżetu. Stosunkowo niewielki rozmiar budżetu UE sprawia, że przepisy i zalecenia (sfera regulacyjna) mają większe znaczenie niż wydatki budżetowe w osiąganiu priorytetów politycznych.
The focus of this paper is on the EU budget and the changes in European policies. The basic objective of the paper is to assess how the political priorities of the European Union are reflected in the EU budget, mainly on the expenditure side. Questions about the purpose of the budget and the principles that govern the use of public finances in the Union are linked to wider questions about the nature of the EU and its evolution. The paper contributes to the theoretical debates on European policy and public finances, but also provides policy insights on the relationship between the EU policy process and the budget. The development of budgetary expenditures follows the development of EU policies. Hence this paper detects the interrelationships among the policies of the Union; all policy areas interact with one another, which is particularly visible in EU budget. Many areas of EU policy are regulatory in nature and have few requirements for spending, except for administration. The EU has a significant responsibility in relation to only one area important to public expenditure: economic affairs. However, EU spending programmes pursue a multiplicity of grand objectives, often unrelated to the available funding. The relatively small size of the EU budget makes the EU’s rules (the regulatory sphere) matter more than the EU’s expenditures in attaining political priorities.

(Title in Polish - 'Budzet Unii Europejskiej po 2013 roku - kierunki zmian w swietle analizy stanowisk rzadów krajów czlonkowskich'). The creation of principles of financing the European Union which are to come into force in 2014 is connected with some serious challenges. Taking into account the existing differences in the level of economic development of the present European Union member states, it is essential to acknowledge the mechanisms of solidarity. There is some concern that in the future that solidarity will continue to decrease. The establishment of a new source of individual funds in the form of income from the so-called European tax is not very probable due to an evident opposition from a big group of countries. The spending which will certainly cause the biggest controversies among the member states is the financing of the Common Agricultural Policy and regional support. An important area for negotiations will also be constituted by the issue of rebates which benefit the United Kingdom and some other countries being net payers. The shape of the future European Union budget will be determined by the integration model which is planned to be practically implemented. The key issue is whether the future integration model will be limited to the implementation of ambitious long-term objectives or only to current intervention activities. The factor that will strongly affect the negotiations of how to finance the European Union in the period after 2013 is the condition of public finance in the member states, especially those which are net payers. The global economic crisis caused a considerable increase of budget deficits and resulted in the rise of public debt. Thus, the possibilities to increase the Union budget are rather limited.

The mandates of the Supreme Audit Office and the European Court of Auditors overlap with regard to auditing of the management and spending of funds from the European Union budget by the Polish administration and beneficiaries. The ECA examines the EU budget execution and finance management by the European Commission, however, since over 80 percent of the EU expenses are realised by the Member States, ECA missions are mainly conducted at the their territories. Poland is the second state, following Italy, where the largest number of ECA missions have taken place. This is due to the fact that the vast part of EU funds is spent in Poland. That is why NIK is such an important partner for cooperation for the ECA.

The paper describes the possible evolution of the European Union’s structural policy in a new policy and budget programming period starting after 2013. The paper consists of an introduction that describes the current situation in this area and follows up with an analysis of conditions resulting from the changing model of the European cohesion policy. A key part of the article is a discussion of some vital problems that should be subject to debate, including the comprehensive nature of structural policy, the “Lisbonization” of the EU’s policies, more effective use of EU funds, territorial cohesion, and the relationship between economic policy and employment in the context of the new structural policy. The authors also define the role of regions and states in this policy and look at the benefits of cohesion policy for environmental protection and natural values. In the final part of the paper, the authors comment on the current organization and course of debate on the reform of cohesion policy and list challenges faced by Poland’s policy makers in the context of European policy reform. The analysis takes into account the EU’s strategic guidelines included in its key documents such as the 2007 Cohesion Report. The authors look at the matter from a Polish perspective and outline Poland’s priorities in the ongoing debate on the need to reform the EU’s structural policy.

The European Union has recently implemented one of the biggest reform packages in its history. Developed solutions are designed to (1) strengthen EU’s resilience to shocks and (2) improve its shock absorption capabilities. It seems that so far the stress was mainly placed on the first objective. Among the reforms which satisfied the second objective the European Stability Mechanism (ESM) plays the key role. However, this is not the only solution. The European Union is also developing a fiscal capacity for the European Monetary Union (EMU). On the base of a subject literature study, I have developed a model with boundary conditions of fiscal federalism (FF), which then was compared to macroeconomic data for the EU. The results of my findings show that the European Union, and especially the euro area, share a lot of characteristics typical for fiscal federalism. The biggest difference between EMU’s structure and FF model is insufficient size of central budget. As a result, the euro area is not equipped with stabilization tools which could act on the very early stage of a crisis. From this point of view, implementation of fiscal capacity in the form of central budget could fill this gap. However, it could bring further fragmentation of economic integration process in the EU, which probably would not positively contribute towards the stability in the political sphere.

From October 2017 the European Union envisages the abolition of the socalled sugar quotas and minimum prices for buying sugar beet. As a consequence of these changes the sugar levies paid by the sugar factories of the Member States will cease to apply. The article identifies the fiscal effects of the abolition of these levies. The European Union and the Member States will lose some of their budget revenues. The structure of Member States’ burdens for GNI payments will also change as well as their operating balance relative to the EU budget. Through the change Poland will gain, whereas some large net contributors will lose, i.e. the Netherlands, Sweden and the United Kingdom.

“Smart village” is defined as a region or local community that uses digital technologies and innovations in everyday life, thus improving its quality, the standard of public services and the use of local resources. The European Union supports projects implementing this concept – they are implemented as part of the EU’s rural development policy (Common Agricultural Policy) and financed from the EU budget, the European Agricultural Fund for Rural Development. At national level, the objectives and rules for the implementation of the “intelligent rural areas” concept are defined by Member States in their strategic plans for the Common Agricultural Policy. The Polish Strategic Plan provides for the implementation of such projects, defines the objectives that they are to achieve and the principles of their implementation and financing.

The paper looks at the EU’s multi - annual financial programming with particular emphasis on the current multi-annual financial framework (MFF) for 2007–2013. The paper begins by describing the main categories of revenue and expenditure of the EU budget during the period 1988–2011. The disbursement of funds of the European Union’s budget with regard to Common Agricultural Policy imposes on administrative authorities of Community and Member States many responsibilities to protect financial interests of the EU’s budget. This paper presents the characteristics of these responsibilities and legal consequences of their violations and deals only with issues connected with responsibilities of domestic authorities. A well– functioning system of protection of such interests consists of a group of institutional guarantees starting with the effectively functioning institutions at the level of coordination, management and implementation of UE’s aid, through effective management and control system dealing with disbursement of these funds. The effectiveness of the protection of those interests in particular Member States can be assessed by ascertained irregularities. Although Poland is considered to be a country which effectively deals with above mentioned protection of financial interests, it does not exempt our country form the obligation of further development in these area.

Since December 2020, the Pact of Free Cities, founded by the mayors of the Visegrád capitals, has expressed the dire wish not to be held hostage for their national governments’ disrespect for the rule of law. Being cut off from financial support out of political intentions, they lobby for direct EU support. The article explores the dynamics of this initiative, its strategies to reach out to European institutions and their resonance, as well as the meaning of the Pact’s city diplomacy from a democratic perspective. The analysis of various documents published by the Pact of Free Cities shows how it combines its efforts to promote democracy, the rule of law and sustainable policies by engaging on the EU level. The Pact developed a distinct type of urban experimentalism that established a new link between the European and the city level.

Objective: The aim of the present study is to examine whether the European Union budget comprises significant resources for financing measures relating to social cohesion. The analysis is based on the contents of the Europe 2020 Strategy. Given the constraints of space and for the sake of clarity of the argument, the author focuses on the role of the EU budget rather than all measures aimed at social cohesion undertaken by EU institutions or targeted by policies of individual Member States.Methodology: Documents, studies and reports published by the European Commission constitute the main source of information. In addition, the author has taken into account macroeconomic data demonstrating the deterioration of the social situation since 2009, as well as the instruments that the European Commission has deployed since 2013 in order to respond to post-crisis challenges.Conclusions: It can be roughly estimated that more than 40 percent of total resources within the Multiannual Financial Framework 2014–2020 shall be allocated to the social cohesion policy. Opportunities afforded by the implementation of the Europe 2020 Strategy include primarily the definition of objectives whose priority is indisputable and the introduction of the hitherto neglected analysis of certain socio-economic indicators, classified by country or region and, in certain cases, examined in more detail than required by the European Commission. The monitoring of objectives is conducive to the introduction of new solutions and implementation tools, as exemplified by the new instruments within the Multiannual Financial Framework 2014–2020, as well as the adjustment of available funds in light of the most pressing challenges. The European Semester has facilitated the task of comparing progress in strategy implementation by individual Member States, as well as the provision of recommendations for each of them and an individualized approach.Research implications: This article contributes to the discussion on further integration of the European Union’s social dimension, with particular emphasis on the need to work out a common approach to immigration policy.Originality: The author presents her own opinions regarding current events in terms of the post-crisis social cohesion policies of the European Union, taking into account the European Commission’s financial instruments.

Celem opracowania jest zidentyfikowanie takich ewentualnych powiązań pomiędzy systemem budżetowym Unii Europejskiej a systemem budżetowym Polski, które miałyby wymiar pragmatyczny. Wymiar pragmatyczny jest tu rozumiany jako determinacja (przez ramy funkcjonalne UE) odnosząca się do któregokolwiek etapu budżetowania, a więc taka relacja, w której – choćby pośrednio – elementy logiki „zadaniowej” budżetu Unii (jeżeli taka byłaby stwierdzona) wpływałyby na system planowania budżetowego Polski w ten sposób, że nabrałby on cech „zadaniowości”, postrzeganej jako częściowe albo całkowite oparcie logiki budżetu państwa na regułach właściwych budżetowi zadaniowemu. Zakłada to istotne otwarcie systemowe na unijny system planowania budżetowego, w którym także należałoby stwierdzić elementy logiki zadaniowej.
The article is intended to identify potential relations between the budget system of the European Union and the budget system of Poland that would have a pragmatic dimension. The budget planning system is here understood as determined basically by the legal regulations, and established in order to support the planning function of all public policies, or the majority of them, by entrusting this managerial function with a financial dimension. The article focuses on the fundamental features of the budget planning system of the state and the European Union. The analysis has been made with two serious reservations. The first one is the difference between the budget planning system of the states and that of the Union – since their very budgets are related to different – as for the nature, scope and portfolio – planned or potentially planned public policies. This is due to the limited competence of the EU and the universal nature of the states. The other reservation is that the two budget systems compared have significant structural differences. The Union’s budget is unified, while the budgets of some EU states, especially that of Poland, are currently far from this standard. Therefore the assessment of anything referring to the relation of one of the budgets with the other must be limited to the elements that the scope of the state budget covers in the given state.

This article reports on the key issues regarding the multi‑annual financial framework for the years 2014–2020. In the first section, the authors look at the budget revenues in the wider context of the proposed reforms and extra‑budgetary sources of financing EU policies. An overview of the European Added Value – the foundation for the MFF – is presented as well. Next, the expenditures during the next MFF, including its volume, structure, and flexibility, are analysed. The final section explores the institutional aspects of the MFF decision‑making procedure and achievements of the negotiations to date.

The article reflects on the negotiations on the EU’s 2021–2027 Multiannual Financial Framework and the European Union Recovery Instrument. It gives an overview of exceptional circumstances surrounding the negotiations, broad scope of the legislative package negotiated, and complex decision-making process. The paper also examines the final agreement, in particular as regards the size of the new long-term budget, the shift in spending priorities, and changes in the way the EU actions are financed. The author concludes that despite many difficulties on the road to the agreement, some elements of the outcome can be characterised as groundbreaking. She gives some arguments that a departure from path dependency in financing of the EU is possible. However, whether or not the change is permanent, depends on the successful implementation of the decisions made. The Conference on the Future of Europe gives an opportunity to continue the debate on further reform of the EU finances.

The present migration and refugee crises in Europe required not only operational and legal EU responses but also budgetary ones. Additionally, the EU has resorted to use funds allocated to external action for migration purposes much more extensively than ever. This has turned the authors’ attention to the external dimension of the EU migration and asylum budget. In a spirit of emergency accompanied with the urgent search for flexibility the following budgetary measures on the external side were proposed: two trust funds: the EU Emergency Trust Fund for Africa and Regional Trust Fund in Response to the Syrian Crisis along with the EU Facility for Refugees in Turkey. These actions had serious budgetary consequences since they resulted in establishment of new financial solutions and hence caused budget reorganisation, refocus and reprioritisation. The new external developments have not only introduced cash pooling but also diminished the role of the European Parliament at the expense of the European Commission’s one. Such an approach may have far-reaching consequences for the EU as it conveys new fl exibility, limits the role of the long-term programming and redefi nes the relationship between the EU and third countries.
