Opis:
Purpose – To analyse the situation in Key Enabling Technologies (KETs) in the European Union and in Poland. Research method – Desk research and the analysis of available literature. The sources of data used were, among others: European Patent Office, Central Statistical Office, IMD World Competitiveness Centre and High Level Expert Group reports as well as the reports and data of the European Commission. KETs’ analysis in Poland was conducted based on the published CSO data. The article presents selected variables characterising the activity of enterprises operating in the field of biotechnology and nanotechnology, and the analyses of research and development activities as part of the executive sectors in both of the analysed fields. In addition, data on the number of registered patents in Poland and the share of the number of registered patents in the field of biotechnology in relation to their total number were presented. Results – The article covers topics connected with the measurement of KETs’ competitiveness, describes the situation of KETs in Europe and in Poland, not being a very innovative EU country. Originality /value – The problem of KETs and their importance for the EU and its members’ sustainable development is recognized in a limited scope. There is not much literature on the topic. There is no strategy for KETs at the national level in Poland.

W artykule wyjaśniono pojęcie różnorodności biologicznej oraz cele programu Natura 2000. Opisano kierunki działania nowej unijnej strategii przyjętej 3 maja 2011. Dotyczy ona terminowego wdrożenia Dyrektywy Ptasiej i Siedliskowej. Główne zadania to: polepszenie stanu ochrony siedlisk i gatunków chronionych, zapewnienie odpowiedniego finansowania sieci Natura 2000, usprawnienie monitorowania i sprawozdawczości, wzrost świadomości i zaangażowania zainteresowanych stron oraz poprawa skuteczności. Należy także zwrócić uwagę na utrzymanie i wzmocnienie ekosystemów, użyźnianie gleby i oczyszczanie wody, zapewnienie zrównoważonego rozwoju rolnictwa, leśnictwa i rybołówstwa, problem inwazyjnych gatunków obcych oraz walkę ze światowym kryzysem różnorodności biologicznej
The article explains the concept of biodiversity and Natura 2000 objectives. The author describes the action lines of the new EU strategy, initialed May 3, 2011. It concerns the implementation of the Birds and Habitats Directives. The main tasks are: improving the conservation status of habitats and species protected, ensuring adequate funding for the Natura 2000 network, to improve monitoring and reporting, increase awareness and involvement of stakeholders and improve efficiency. You should also pay attention to maintaining and enhancing ecosystems, soil treatment and purification of water, to ensure the sustainable development of agriculture, forestry and fisheries, the problem of invasive alien species and the fight against the global crisis of biodiversity

The article presents problems of end-of-life vessels and actions undertaken at the European Union level, concerning dismantling of the ships. The introduction outlines the problem, then appears a review of regulations in the scope of ship dismantling, in particular European Community law on waste. Next part of this article discusses two documents, which are relevant to the policy pursued in the EU aimed at improving ship dismantling conditions.
W artykule przedstawiona została problematyka statków wycofanych z eksploatacji oraz działań podejmowanych na poziomie Unii Europejskiej, a dotyczących demontażu statków. We wstępie zarysowano problem, następnie dokonano przeglądu regulacji prawnych w zakresie demontażu jednostek pływających, zwłaszcza prawa wspólnotowego dotyczącego odpadów. W dalszej części artykułu omówiono dwa dokumenty, istotne z punktu widzenia polityki realizowanej w UE, dotyczące poprawy warunków w jakich odbywa się rozbiórka statków o zakończonym życiu eksploatacyjnym.

The Treaty of Lisbon gave new institutional ideas regarding EU external actions which were the basis for taking further steps in strengthening the effectiveness of the EU as an international actor. The EU Global Strategy for Foreign and Security Policy – EUGS (2016) was prepared as a response to the need for a stronger Europe in times of crisis. The new strategic document together with its institutional framework places a question over EU diplomatic capability in its implementation. The aim of this paper is to analyze relations between the assumptions of the EUGS and EU diplomatic potential, with special emphasis on the European External Action Service. The author poses the following research questions: what are the institutional challenges in implementing the EU Global Strategy for Foreign and Security Policy? What are the capabilities of the EU diplomatic system in responding to global threats and challenges? What are the roles of the European External Action Service and member states in implementing EUGS priorities?

The drafting process of the EU Global Strategy published in June 2016 has differed distinctively from the formulation of the European Security Strategy in 2003 mainly because of its consultative character. The coordination of the process was ensured by the High Representative who brokered between interests of individual Member States. Looking through the lens of deliberative intergovernmentalism, the paper examines patterns and channels of the cooperation between Poland and the EEAS throughout the strategy–making process. It attempts to shed light on the officially repeated claims on the Member States’ ownership of the document and their active participation in the consultations. The article argues that only with national diplomacies as strategy–makers, the document would have a chance to enhance the EU’s ’will to project power’ in its neighbourhood and beyond. However, the salience of the new strategy among the high political level in the Member States reveals to be crucial for a sustainable contribution to the deliberative policy formulation.

The subject of the article are preparation works on the new EU external security strategy. The first part of the analysis presented the assumptions and goals of the European security strategy of 12 December 2003 together with the modifications introduced five years later. The second part discussed the negligence and problems of the EU in the process of implementing the provisions of the Lisbon Treaty of 13 December 2007 regarding the common security and defence policy. However, the third part presented the course of hitherto works on the new EU security strategy, the beginning of which may be considered to be the political conclusions of the Foreign Affairs Council of 23 July 2012, whereas the fourth part of the article contains proposed changes to the common security and defence policy that the author considers to be necessary for the improvement of the EU’s effectiveness in this sphere.

This article discloses the political, legal, financial, economic, and military aspects of Ukraine-EU cooperation within the EU Common Security and Defense Policy (CSDP). The historical stages, mechanisms of development, special structural and organizational characteristics of the CSDP, and its tools for implementing the tasks that envisage involvement of the third of countries in the cooperation are considered. The experience of Ukraine's involvement in EU peacekeeping operations as well as operation of EU civil missions in Ukraine is analyzed. In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.
W dyskusji na temat unijnej polityki migracyjnej nie sposob abstrahować od kwestii jej relacji względem unijnej polityki zagranicznej, w tym wspolnej polityki zagranicznej i bezpieczeństwa (WPZiB). Przedmiotem niniejszego opracowania są wybrane powiązania między kwestiami migracyjnymi a wspolną polityką zagraniczną i bezpieczeństwa Unii Europejskiej. Przedstawione rozważania zmierzają do ustalenia, na jakich płaszczyznach i w jaki sposob polityka migracyjna UE uwzględniana jest w przestrzeni WPZiB jako dyplomatyczno-politycznego i poddanego szczegolnym zasadom i procedurom substratu działań zewnętrznych Unii.
При обсуждении миграционной политики ЕС невозможно абстрагироваться от вопроса о ее связи с внешней политикой ЕС, включая Общую внешнюю политику и политику безопасности (ОВПБ). Предметом данной статьи являются отдельные связи между вопросами миграции и общей внешней политикой и политикой безопасности Европейского Союза. Представленные соображения направлены на то, чтобы определить, на каком уровне и каким образом миграционная политика ЕС учитывается в пространстве ОВПБ как дипломатический и политический субстрат внешней деятельности Союза, подчиняющийся определенным правилам и процедурам.

Artykuł bada, czy podejście Human Security jest paradygmatem unijnej polityki bezpieczeństwa. Koncentruje się on na dwóch ostatnio opublikowanych dokumentach: Europejskiej agendzie bezpieczeństwa oraz Globalnej strategii UE. W pierwszej kolejności została wyjaśniona koncepcja Human Security. Następnie zaprezentowano założenia metodologiczne procesu badawczego, w ramach którego postawiono trzy pytania w celu zidentyfikowania w omawianych dokumentach podejścia Human Security: Czy są one skoncentrowane na bezpieczeństwie ludzkim? Czy zagrożenia są w nich rozlegle zidentyfikowane? Czy podmioty realizujące politykę bezpieczeństwa są szeroko zdefiniowane? Przeprowadzona analiza pokazała, że Europejska agenda bezpieczeństwa oraz Globalna strategia UE zostały oparte na perspektywie Human Security. Oznacza to, że bezpieczeństwo ludzkie jest paradygmatem unijnej polityki bezpieczeństwa. W konkluzjach autor zastanawia się, czy owo podejście pasuje do nowych wyzwań dla bezpieczeństwa, które narastają w Europie po rosyjskiej agresji na Ukrainę.
This paper examines whether or not the Human Security approach is a paradigm of EU security policy. It focuses on two recently published EU documents: the European Agenda on Security (EAS) and the EU Global Strategy (EUGS). First, the concept of Human Security is explained. Next, the methodology of the research is presented, in which three questions are posed to identify the presence of the Human Security approach: Are they concerned with the security of people? Are threats broadly defined? Are entities that execute the EU’s security policy broadly defined? Analysis conducted within this paper shows that the EAS and EUGS have been built on the Human Security approach, meaning that it is a paradigm for EU security policy. In the conclusion, the author wonders whether the Human Security approach is well-suited to new challenges for security that have arisen in Europe after Russian aggression in Ukraine.

In the European Union countries, including Poland, work is being conducted on the implementation of the ecosystem services (ES) approach in policy and decision-making. This process is relatively advanced at the level of individual member states; however, it still constitutes a big challenge on the subnational level. The determination of reasons for such a status quo and searching for solutions were main subjects of one of the workshops at the ECOSERV 2016 symposium that was held in Poznań in 2016. 30 persons representing the most important Polish authorities and institutions dealing with environmental management participated in the workshop. The analysis performed made it possible to identify a set of conditions, which, according to the experts, are the most important for the development of the ES approach in the regional scale.

The objective of the article is to verify to what extent the European Union Global Strategy (EUGS) keeps up with the main global trends (at the level of international order as well as in relation to the global distribution of power) and the processes shaping the EU member states security environment of a regional scale which are perceptible from the perspective of five years following the EUGS adoption. This is also what the main research question concerns – to what extent do the diagnosis and postulates formulated inside the discussed document follow such processes in relation to the 2016–2021 period? For this reason too, the key research approach employed within the study is a critical analysis of source material. The EU Global Strategy mostly appropriately diagnoses and interprets the realities affecting the member states security – especially when it comes to enduring processes of a global scale regarding the erosion of the liberal international order as well as the roots of possible threats for international security in its military dimension – and formulates the postulates that are pragmatic and detailed. At the same time the document underestimates some of important occurrences or even does not refer to them at all. Examples of such omissions were given in the paper.
Celem niniejszego artykułu jest weryfikacja, w jakim stopniu treść Globalnej Strategii Unii Europejskiej (EUGS) obejmuje najważniejsze trendy globalne (na poziomie układu sił i porządku międzynarodowego) oraz zjawiska kształtujące środowisko bezpieczeństwa państw członkowskich w wymiarze regionalnym, dostrzegalne w perspektywie pięciu lat od jej przyjęcia. Tego dotyczy też główne pytanie badawcze – w jakim stopniu diagnozy i postulaty zawarte w EUGS pokrywają się z tymi procesami w odniesieniu do okresu lat 2016–2021. Z tego też względu kluczowe podejście badawcze zastosowane w ramach studium to krytyczna analiza materiałów źródłowych. Globalna Strategia UE co do zasady prawidłowo diagnozuje i interpretuje realia oddziałujące na bezpieczeństwo państw członkowskich – w szczególności w odniesieniu do niektórych procesów zachodzących w skali globalnej o trwałym charakterze, w tym erozji liberalnego porządku międzynarodowego oraz źródeł potencjalnych zagrożeń bezpieczeństwa militarnego – a zawarte w niej postulaty są pragmatyczne i zniuansowane. Jednocześnie w treści dokumentu pominięto lub potraktowano z niedostateczną uwagą pewne istotne zjawiska i okoliczności, na które wskazano w treści artykułu.

Opis:
W 2009 roku opracowano Strategię Unii Europejskiej dla Regionu Morza Bałtyckiego. Strategia ta opiera się na koncepcji podejścia makroregionalnego, która została w niej zainicjowana. Teorią wspierającą tę koncepcję jest teoria wielopoziomowego zarządzania (MLG). W artykule przeanalizowano proces wdrażania tej strategii i stworzone w niej podejście makroregionalne. Analiza związana jest z 10. rocznicą powstania strategii i podejścia makroregionalnego, które zostało przekształcone w koncepcję wdrożoną również w innych makroregionach Unii Europejskiej.
