The article contains theoretical considerations connected with the influence of structural funds on the development of non-profit organisations. Theoretically, the access to these funds should ensure development of these entities. However, as practice shows it is not always the case. We observe development dynamics of this sector and constantly unused social potential. These organisations are subject to continuous pressure directed towards full use of their resources and growth in effectiveness of activities undertaken. However, the pace of their development is mainly dependent on funds allocated for their development, therefore it seems legitimate to financially support activities of non-profit organisations from, inter alia, structural funds. These resources enable to earn experience which positively affects their development. However, the success of majority of non-profit organisations is not based on the structural funds. Managing persons are very careful during a process of acquiring, implementing and accounting for EU-supported projects. They think that this process is not always successful. The article draws attention to the fact that structural funds can be a key for development of non-profit organisations, yet provided that applying for financial support will not be accidental and will constitute an organised sequence of activities.

The implementation of infrastructural projects, funded from operational programs, is seen as an important factor in local development. The purpose of the article was to analyze the effects of ongoing changes in the municipalities adjacent to Krakow, influenced by the performance of their infrastructure projects. The funds have proven to be very important for investment decisions. Municipalities would not be able to achieve the expected benefits without the implementation of these infrastructure projects. However, there is not a strategic approach to the development of the entire suburban area of Krakow. Generated effects are rather the consequence of non-integrated treatment of municipalities of their development, rather than a deliberate and planned action.

In his article, the author discusses the system for the implementation and auditing of spending of European funds within the realisation of the Cohesion Policy in the 2014–2020 programming period, which stems from the regulations of the act on the rules for the realisation of Cohesion Policy programmes financed in the 2014−2020 financial perspective. The article takes into account the context of the EU regulations concerning the implementation of the Cohesion Policy in the following programming period. The new provisions are also discussed in relation to the differences with the present regulations on the system for the implementation and auditing of spending in the 2007−2013 financial perspective. In the first part of the article, the author focuses primarily on the analysis of the institutional system for the implementation of the EU funds, by presenting the responsibilities of individual institutions in the process of operational programmes realisation, and also by describing the designation procedure that is required for payment applications submitted to the European Commission.

Tenders selected the contractors of the largest earthworks and the state-of-the-art monitoring system for the waterworks and sewage system.

The second part of the article, which presents the solutions adopted in the Act on the principles for the implementation of programmes within the Cohesion Policy financed in the 2014−2020 financial perspective, focuses on the analysis of the provisions related to auditing of spending within projects co-financed from the EU funds. In his article, the author also discusses issues related to accounting for irregularities found in projects financed from the EU funds. The provisions referred to are presented in the context of the requirements set forth in Regulation No 1303/2013 that introduced the principle of annual accounting for spending between a Member State and the European Commission.

Purpose: Main objective of the study was to develop a map of impact of particular groups of stakeholders on the process of implementing projects co-financed by the European Union in public universities. Design/methodology/approach: The study uses methods of literature sources analysis and quantitative research with the use of questionnaire distributed among managers of EU projects implemented in public technical universities in the previous financial perspective. Findings: Based on conducted research, the impact of identified groups of stakeholders on the process of implementation of EU project was assessed. Research limitations/implications: Identification of the impact of groups of stakeholders on the process of implementation of EU project should enable necessary management actions to be taken at universities that increase their absorption capacity. Practical implications: Project implementation unit, in particular the team of contractors with the project leader at the forefront, by shaping positive relations with environment, may affect the pace and efficiency of project implementation. By acquiring support of main project stakeholders, likelihood of successful completion of the project is increased. This, in turn, reduces uncertainty and risk associated with implementation of the project and costs incurred to minimize it. Originality/value: Original map of the impact of individual stakeholder groups on implementing projects co-financed by the European Union in public universities.

Introduction/background: Raising the standard of living of local communities is one of the objectives of activities undertaken by local government units. The most important and essential in regional development is therefore social development. One of the stimulators of regional growth are European Union funds. The improvement of the social and professional situation of the residents of municipalities in the Silesian Voivodeship has been mainly influenced by EU funds implemented through the Regional Operational Programme of the Silesian Voivodeship 2014-2020 under the European Social Fund (ESF). The municipality of Zbrosławice has implemented several such projects. Aim of the paper: The aim of the paper is to examine and analyse the impact of ESF-funded projects implemented in the municipality of Zbrosławice to strengthen social and professional activity of local communities in the period 2019-2021. The paper is based on research conducted for the master's thesis of Marcel Nalepa, whose scientific supervisor is Dr. Joanna Toczyńska. Materials and methods: In the study, cabinet research was conducted on the basis of data from the Central Statistical Office using the methods of universal statistics on the analysis of the socio-demographic situation of the Municipality of Zbrosławice. The aim of the research was to identify problem areas prior to the start of the social projects implemented in the period 2019-2021. Subsequently, field research was conducted in the Municipality using the method of comparative analysis of project documentation and reporting documentation on two ESF-funded projects in order to determine the degree of achievement of the assumed target indicators in the projects. The research further involved a diagnostic survey of the opinions and perceptions of project participants using a questionnaire method. Results and conclusions: As a result of the research, weaknesses and problem areas in the level of social life of the Municipality's residents were identified and solutions were proposed in the form of the need to implement specific projects. In addition, the research hypothesis assuming that the actions taken by the Municipality of Zbrosławice and the projects implemented in the period 2019-2021 contributed to strengthening the social and professional activity of local communities and strengthening the human potential of the Municipality was confirmed.

Celem opracowania jest: 1) określenie zasad ustalania dochodu z projektów prowadzonych przez tzw. organizacje badawcze, 2) wskazanie roli rachunkowości w pomiarze i prezentacji dochodów z projektów unijnych. W artykule posłużono się kilkoma metodami badawczymi, takimi jak: analiza literatury i aktów prawnych, metoda obserwacji, analizy dokumentów oraz pojedynczych przypadków. Do realizacji projektów unijnych jest niezbędna wiedza z zakresu rachunkowości, w tym rachunkowości zarządczej. Szczególne znaczenie ma prawidłowa dokumentacja operacji gospodarczych, klasyfikacja i ewidencja kosztów i przychodów związanych z projektem.
The aim of the study is: 1) to determine the rules of calculating the income from projects run by so-called research organizations, 2) to point to the role of accounting in the measurement and presentation of incomes from European Union-funded (EUfunded) projects. Several research methods were used in the article, such as: literature and regal regulations analysis, observation method, document analysis and case analysis. To realize EU-funded projects it is necessary to possess the knowledge of accounting, including management accounting. It is particularly important to document business transactions properly as well as to classify and record expenses and incomes related to the project.

The main purpose of the study was to assess importance of the cost planning process in the procedure of applying and the practice of spending EU funds by state universities in Poland. In pursuit of this goal, the literature and EU guidelines were analysed, and a survey of EU project managers at state technical universities was additionally carried out. During the study, reference was made to issues such as determining resources needed to implement an EU project, ensuring financing for their own contribution and ineligible costs. The literature studies, the analysis of programming documents of the current financial perspective and the results of the survey, indicate the key role of cost planning in the effective acquisition and settlement of projects co-financed from EU funds. The expected reduction of EU funds for Poland under subsequent financial perspectives will result in further difficulties in obtaining funding. In order to increase the absorption capacity of EU funds, state universities should pay special attention to the cost planning process, providing project initiators with specialized support in budget construction and justification of planned costs.
Głównym celem opracowania była ocena ważności procesu planowania kosztów w procesie aplikowania i wydatkowania środków unijnych przez uczelnie publiczne w Polsce. Dążąc do jego realizacji, dokonano analizy literatury oraz wytycznych unijnych, przeprowadzono również badanie ankietowe wśród kierowników projektów unijnych zrealizowanych w publicznych uczelniach technicznych. W trakcie badania odniesiono się do takich kwestii, jak: określenie zasobów niezbędnych do realizacji projektu unijnego, zapewnienie finansowania wkładu własnego oraz kosztów niekwalifikowalnych. Przeprowadzone studia literaturowe, analizy dokumentów programowych obecnej perspektywy finansowej oraz wyniki badania ankietowego wskazują na kluczową rolę planowania kosztów w skutecznym pozyskiwaniu i rozliczaniu projektów dofinansowanych ze środków unijnych. Spodziewane zmniejszenie środków unijnych dla Polski w ramach kolejnych perspektyw finansowych spowoduje, że pozyskanie dofinasowania stanie się jeszcze trudniejsze. Uczelnie publiczne w celu zwiększenia zdolności absorpcyjnej środków unijnych powinny szczególną uwagę poświęcić procesowi planowania kosztów, zapewniając inicjatorom projektów specjalistyczne wsparcie w konstrukcji budżetu i uzasadnieniu zaplanowanych kosztów.

Zarząd Województwa Mazowieckiego zdecydował o realizacji wielkiego projektu badawczego mającego na celu budową systemu przewidywania zmian społeczno gospodarczych w regionie. Decyzja jest o tyle historyczna, że nigdy wcześniej nie przeznaczono tak wielu środków na budowę instrumentów prowadzenia konsekwentnej polityki trwałego rozwoju. Projekt ma charakter badawczy i będzie obejmował analizy z zakresu: demografii, mobilności mieszkańców, edukacji, kapitału społecznego, jakości zarządzania w samorządach, zakresu wykluczenia, potencjału makroekonomicznego, przedsiębiorczości, potencjału innowacyjnego, rynku pracy, mieszkalnictwa, barier i potencjału środowiskowego, roli ośrodków subregionalnych i ich strefy oddziaływania oraz nasycenia infrastrukturą społeczną i techniczną. W trakcie trwania projektu zidentyfikowane zostaną najważniejsze problemy, sposoby ich rozwiązania oraz zmiany jakie będą powodować w przyszłości. Wykonane zostaną również modele i prognozy makroekonomiczne, zmian rynku pracy oraz demograficzne.

The commented judgement of the Supreme Administrative Court concerns the issue of limitation of irregularities in EU projects. Despite the application of EU Regulation No. 2988/95, uncertainty appeared in Polish practice as to the length of the limitation period and the rules for determining the beginning and end of this period. As part of this gloss, the author critically referred to the position of the Supreme Administrative Court, and at the same time presented the correct way of interpreting EU and national provisions regarding the limitation period of irregularities.
Glosowane orzeczenie Naczelnego Sądu Administracyjnego dotyczy zagadnienia przedawnienia nieprawidłowości w projektach unijnych. Mimo obowiązywania unijnego rozporządzenia nr 2988/95 w polskiej praktyce pojawiła się niepewność co do długości terminu przedawnienia oraz zasad ustalania początku i końca biegu tego terminu. W ramach niniejszej glosy autor krytycznie odniósł się do stanowiska Naczelnego Sądu Administracyjnego, a jednocześnie przedstawił prawidłowy sposób interpretacji przepisów unijnych i krajowych w zakresie przedawnienia nieprawidłowości.

Glosowane orzeczenie Naczelnego Sądu Administracyjnego dotyczy zagadnienia przedawnienia nieprawidłowości ciągłych lub powtarzających się. W praktyce krajowej pojawiła się wątpliwość co do znaczenia nieprawidłowości ciągłej na gruncie art. 3 ust. 1 rozporządzenia Rady (WE, Euratom) nr 2988/95 z dnia 18 grudnia 1995 r. w sprawie ochrony interesów finansowych Wspólnot Europejskich. Interpretacja tego pojęcia ma znaczenie dla prawidłowego ustalenia początku biegu terminu przedawnienia nieprawidłowości wynikających z umów zawartych z naruszeniem przepisów prawa o zamówieniach publicznych. W ramach niniejszej glosy autor częściowo krytycznie odniósł się do stanowiska Naczelnego Sądu Administracyjnego, a jednocześnie przedstawił prawidłowy sposób interpretacji przepisów unijnych w zakresie przedawnienia tego rodzaju nieprawidłowości.
The commented judgment of the Supreme Administrative Court concerns the issue of limitation of continuous or repeated irregularities. Doubts have arisen in domestic practice as to the significance of a continuous irregularity under Article 3 (1) of Council Regulation (EC, Euratom) No. 2988/95 of 18 December 1995 on the protection of the European Communities financial interests. The interpretation of this concept is important for the correct determination of the beginning of the limitation period for irregularities resulting from contracts concluded in violation of the provisions of the public procurement law. As part of this commentary, the author partially criticized the position of the Supreme Administrative Court, and at the same time presented the correct interpretation of EU regulations in the field of the statute of limitations for this type of irregularities.

Dotychczas panujący paradygmat hierarchicznej struktury sieci elektroenergetycznej ewoluuje w kierunku rozwiązań inteligentnych (smart) z możliwością dwukierunkowego przepływu energii na każdym poziomie napięcia. Pojawiają się w związku z tym nowe problemy techniczne (także ekonomiczne, społeczne i organizacyjne), które należy zidentyfikować i skutecznie rozwiązać. Istnieje więc potrzeba prowadzenia badań opartych na doświadczeniach pochodzących z rzeczywistych układów, działających w nowej strukturze. Temu celowi służą realizowane projekty, zarówno o charakterze koncepcyjnym, naukowo-badawczym, pilotażowym, jak i typowo wdrożeniowym. Unia Europejska wspiera prowadzenie wspomnianych projektów, których celem jest wdrożenie inteligentnych sieci energetycznych na naszym kontynencie. Artykuł, wychodząc od podstawowych zalożeń, prezentuje statystyczne spojrzenie na europejskie projekty inteligentnych sieci energetycznych, przedstawiając najważniejsze i najciekawsze fakty. Szczególną uwagę zwrócono na aktywność w tym obszarze polskich podmiotów, która wydaje się nieadekwatna do krajowych możliwości i narodowych ambicji. W artykule wymieniono również zakres tematyczny prac w ramach nowego programu operacyjnego UE „HORIZON 2020”, które mogą dotyczyć projektów sieci inteligentnych. Zarówno ten program jak i sygnalizowane rekomendacje powinny zostać wykorzystane do poprawy obecnej sytuacji.
This paper addresses European energy policy related to smart grid technology and its effects on the structure of the energy sector. The paradigm for the hierarchical structure of the power grid is evolving towards “smart” solutions with bi-directional power flow at each voltage level. This however brings about specific technical, economic, and social challenges. These problems must be identified and effectively solved, necessitating research based on experiences from real systems already operating in line with the new structure. That aim is realized by research and development, demonstration and deployment, and roll-out projects. The European Union assists in these projects with the objective of implementing smart grids across the continent. Starting from the basic assumptions, this article presents a statistical review of European smart grid projects, presenting the most important and interesting facts. Particular attention is paid to the activity of companies. Presently, the activity of Polish organizations appears to be inadequate for meeting national potential and ambitions. The paper also explains the scope of work in the new EU operational program Horizon 2020, which deals specifically with smart grid technology and should be used to improve the current situation.

Realizację strategii rozwoju publicznych uczelni technicznych determinuje wiele zmiennych, jedną z nich jest poziom zarządzania projektami unijnymi, który wpływa na efektywność absorpcji środków unijnych. Celem opracowania było zidentyfikowanie i analiza strategicznego podejścia publicznych uczelni technicznych do zarządzania projektami unijnymi. W tym celu wykorzystano metody analizy źródeł literaturowych oraz wielokrotne studium przypadku. Jednostką analizy były publiczne uczelnie techniczne, natomiast badanym przypadkiem strategia rozwoju odnosząca się do zarządzania projektami unijnymi. W toku badań stwierdzono, że koncepcja strategicznego podejścia do zarządzania projektami powinna znaleźć zastosowanie w uczelniach technicznych zorientowanych na zintensyfikowanie absorpcji środków unijnych.
Implementing strategies for development of public technical universities determines many variables, one of which is the level of management of EU projects, which has influence on the effectiveness of absorption of EU funds. The purpose of the study was to identify and analyze strategic approach of public technical universities to manage EU projects. For this purpose, the methods used for analyzing literature sources and multiple case studies were used. The unit of analysis was public technical universities, while the investigated case a development strategy related to the management of EU projects. Study concluded that the concept of a strategic project management approach should be applied in technical universities oriented towards intensifying the absorption of EU funds.
