    Opis:
    The era of using antibiotics as panaceum for nearly all bacterial diseases is slowly fading to the past. The accelerated increase of antibiotic drug resistance (AMR), in many cases, the loss of an antibiotics effectiveness in both animals and humans, is the main reason. Stringent drug registration procedures, more accurate pre-registration clinical trials are associated with an the increase of registration and manufacturing costs, meaning that less drugs containing new active substances appear on the market. Additionally, medicines for humans have priority over veterinary medicines in access to innovative molecules. European Union legislation responds well to these trends. Since the end of the 1990s, legal acts have appeared to support direction of sustainable development, including sustainable animal production. They apply to all member countries. Initially issued in the form of directives, i.e. recommendations, they have recently been replaced by regulations, i.e. acts with the force of law directly applicable in all Member States. In this article, legal issues related to the aspects of protecting antimicrobials against unreasonable use for livestock are presented and discussed.

    Opis:
    Celem niniejszego artykułu jest przedstawienie unijnych regulacji prawnych dotyczących problematyki przenoszenia i dzierżawy uprawnień do częstotliwości radiowych. Podstawową funkcją tych regulacji jest zwiększenie dostępu użytkowników do częstotliwości oraz bardziej efektywne i wydajne ich wykorzystywanie. Artykuł przedstawia powstanie i rozwój unijnej koncepcji przenoszenia i dzierżawy uprawnień do częstotliwości, obowiązujące ramy prawne oraz konsekwencje tych regulacji dla państw członkowskich.
    The aim of this publication is to present the EU legal regulations concerning the issue of transfer and lease of individual rights to use radio frequencies. The basic function of these regulations is to increase users’ access to frequencies and more effective and efficient use of spectrum. This publication presents the formation and development of the EU concept of transfer and lease of individual rights to use radio frequencies, legal framework in force and consequences of these regulations for EU member states.

    Auditors perform an important role in each society. Expectations of financial report users and contracting parties for auditing continuously rise, therefore, in order to satisfy them, auditors need to constantly improve their qualifications and have interdisciplinary knowledge of the enterprise. That is a reason why, besides acquiring technical knowledge and accounting skills, auditors require abilities to perform the roles of a counsellor, a financial analyst, a negotiator and a manager, when necessary. Because of the fact the world aims at globalising the market economy, in which investments and financial transactions cross country borders more and more frequently, auditors need extensive knowledge in order to understand the context in which companies and other organizations operate. More often they deal with investigating groups of companies of international reach, therefore their knowledge and qualifications should be of an international nature as well. Polish system of audit staff education is based on international solutions regarding acquiring theoretical knowledge and gaining practical skills in the course of the qualification procedure, aiming at obtaining rights of an auditor. The purpose of this article is to show the impact of regulations of the European Union and the International Education Standards upon Polish system of audit staff training. In order to accomplish this aim, we have utilized research methods of the critical analysis of legal regulations, both domestic and international, analysis of the literature on the subject, and drawing conclusions based on our own observations and experience regarding conducting examinations for prospective candidates for auditors and participating in a mandatory training of auditors.
