Opis:
EU enlargements have given new EU member states access to the European Single Market. While tariff liberalisation was already completed at the time of enlargement, technical regulations were subject to different sectoral approaches, including harmonisation and mutual recognition. We employ a structural gravity model estimated using sectoral trade data from 1987 to 2020 to assess the trade effects of these measures. We find that trade expansion, particularly exports of the NMS to the incumbent EU members, has been stronger in the sectors covered either by the Old Approach (full harmonisation) or the New Approach (essential requirements) than in sectors covered by mutual recognition. The New Approach has been more effective when coupled with mutual recognition at the sector level than with either approach alone. Our results imply that the TBT harmonisation has had a heterogenous impact on different sectors (the most important for low-tech industries was the Old Approach, while for high-tech, it was the New Approach).

Opis:
The study aims to assess changes in the ability of Ukrainian goods to compete in the EU market. It reflects Ukraine’s progress towards EU integration in the run-up to Russia’s attack on Ukraine. Using foreign trade measures, including international specialisation, we show the specifics of Ukraine’s integration into the EU. By estimating the level and changes in the market shares of Ukraine’s commodity groups in the EU market, we show its progress in penetrating this market compared to non-EU countries. On the one hand, the geographical structure of Ukraine’s foreign trade changed radically between 2010 and 2021. On the other hand, more minor changes in the commodity structure of exports and Ukraine’s international specialisation were accompanied by an increased market share of Ukraine’s exports in the EU market. It reflected an improvement in the ability of Ukrainian goods to compete, thus fulfilling one of Ukraine’s accession criteria. Calculated on the basis of market shares, the increase in the ability of Ukrainian goods to compete is confirmed by estimates of export competitiveness indicators: the Balassa index of revealed comparative advantages and the Lafay index. Levels and changes in the three indicators varied between commodity groups. The increase in the market shares of three commodity groups (raw materials, so-called “other manufactured goods” (medium and low technology) and food products) was accompanied by significant and increasing levels of export competitiveness indicators. The decline in the market shares of other commodity groups was accompanied by low and declining levels of export specialisation indicators. Thus, Ukraine’s integration into the EU has so far been based on the expansion of competitive and competitive-enhancing goods, in the production of which Ukraine specialises. 
Celem pracy jest ocena zmian zdolności towarów ukraińskich do konkurowania na unijnym rynku. Odzwierciedla ona postęp Ukrainy w integracji z UE w okresie poprzedzającym napaść Rosji na Ukrainę. Wykorzystując mierniki handlu zagranicznego, w tym międzynarodowej specjalizacji, pokazujemy specyfikę integracji Ukrainy z UE. Szacując poziom oraz zmiany udziałów rynkowych grup towarowych Ukrainy na unijnym rynku, wskazujemy na jej postęp w penetracji tego rynku względem krajów nieunijnych. Z jednej strony, w latach 2010–2021 miały miejsce radykalne zmiany struktury geograficznej handlu zagranicznego Ukrainy. Z drugiej, mniejszym zmianom struktury towarowej eksportu i międzynarodowej specjalizacji Ukrainy, towarzyszył wzrost udziałów rynkowych eksportu Ukrainy na unijnym rynku. Odzwierciedlał on poprawę zdolności ukraińskich towarów do konkurowania, a więc spełnienia przez Ukrainę jednego z kryteriów akcesji. Obliczony, na podstawie udziałów rynkowych, wzrost zdolności do konkurowania ukraińskich towarów potwierdzają szacunki wskaźników konkurencyjności eksportu: ujawnionych przewag komparatywnych Balassa oraz Lafaya. Poziom i zmiany trzech wskaźników konkurencyjności były zróżnicowane między grupami towarowymi. Wzrostowi udziałów rynkowych trzech grup towarów: surowców, tzw. pozostałych wyrobów przemysłowych (o średnim i niskim poziomie technologii) i żywności towarzyszył znaczący i rosnący poziom wskaźników konkurencyjności eksportu. Spadkowi udziałów rynkowych pozostałych grup towarów towarzyszył niski i zmniejszający się poziom wskaźników specjalizacji eksportu. Tym samym dotychczasowa integracja Ukrainy z UE oparta jest na ekspansji towarów konkurencyjnych i zwiększających konkurencyjność, w produkcji których Ukraina się specjalizuje.

Kryzys klimatyczny i kryzys związany z pandemią wirusa SARS CoV-2 stały się istotnym wyzwaniem dla Unii Europejskiej. Postawiły też dylemat dotyczący wyboru priorytetów czy też próby ich pogodzenia. W artykule dokonano przybliżenia odpowiedzi na pytanie na ile działania antykryzysowe związane z COVID-19 uwzględniają także dotychczasowe priorytety europejskiej polityki klimatycznej. Jak dowiedziono pomimo trudności związanych z pandemią UE nie zamierza odejść od dotychczasowych zielonych priorytetów. Planowane działania zarówno w zakresie odbudowy gospodarki, jak i w obszarze zdrowia publicznego są komplementarne z dotychczasowymi celami.
The climate crisis and the crisis related to the SARS CoV-2 pandemic have become a major challenge for the European Union. They also posed a dilemma concerning the choice of priorities or attempts to reconcile them. The article provides an approximate answer to the question to what extent anti-crisis measures related to COVID-19 also take into account the existing priorities of the European climate policy. Despite the difficulties associated with the pandemic, the EU does not intend to depart from its previous green priorities. The planned actions both in terms of economic recovery and in the area of public health are complementary to the existing goals.

The article highlights the issues of institutional and functional support for the formation and implementation of the national environmental policy through the prism of the war in Ukraine. The author offers her own understanding of the concept of "institutional and functional support for the formation and implementation of Ukraine's environmental policy" as a system of state, non-state and supranational institutions (entities) which directly and/or indirectly influence the formation and implementation of the State's environmental policy in the course of performing their tasks, functions and duties, as well as exercising their rights and powers. It is concluded that the efficiency and effectiveness of the formation and implementation of the national environmental policy in accordance with the requirements and needs of the present in the context of European integration directly depends on the optimisation of the national system of its institutional and functional support.
W artykule zwrócono uwagę na kwestie instytucjonalnego i funkcjonalnego zapewnienia kształtowania oraz wdrażania krajowej polityki ochrony środowiska przez pryzmat wojny w Ukrainie. Autor proponuje własne rozumienie pojęcia "instytucjonalnego i funkcjonalnego zapewnienia kształtowania i realizacji polityki ekologicznej Ukrainy" jako systemu państwowych, niepaństwowych i ponadnarodowych instytucji (podmiotów), które bezpośrednio i/lub pośrednio wywierają wpływ na kształtowanie i realizację polityki ekologicznej państwa w trakcie wykonywania swoich zadań, funkcji i obowiązków, a także wykonywania swoich praw i uprawnień. Stwierdza się, że skuteczność i efektywność kształtowania oraz wdrażania krajowej polityki ochrony środowiska zgodnie z wymogami i potrzebami współczesności w kontekście integracji europejskiej zależy bezpośrednio od optymalizacji krajowego systemu jej instytucjonalnego i funkcjonalnego wsparcia.

This article describes the experience gained during the implementation of the Erasmus+ Jean Monnet Module “European Union Language Policy” (EULP) in Ukraine. Ukraine has chosen a course of EU integration, a decision that has significantly affected its political, cultural, and social life. Participation in Erasmus+ projects facilitates Ukraine`s rapid and effective introduction to EU sustainable education practices. The EULP project team consisted of Ukrainian and Lithuanian academicians who together developed the programme of the course, focusing on five target groups: graduate students, post-graduate students, high school teachers, researchers, and civil society representatives. The EULP’s sustainable and multidisciplinary approach combines linguistic and cultural competences necessary for Ukrainian citizens in view, joining the European Union in the future. Our observations demonstrate that an increasing number of educational courses that combine professional training with expanding knowledge about the EU facilitate the process of reforming and integrating Ukraine into the common EU education area.

Switzerland’s foreign policy priorities include, among other things, relations not only with neighbouring countries, but also with the EU. Being a country which is located in the heart of Europe, Switzerland considers the relations with the European Union (EU) and its Member States to be of special importance. The paper aims to present mutual relations between Switzerland and the European Union over the past years, demonstrate benefits and threats arising from Switzerland’s decision to choose, as the only one of all third countries, a path of “bilateral agreements”, as well as describe possible scenarios for mutual relations following the rejection of an institutional agreement, which was expected to put that relationship on a new path. The strategy of bilateralism brings many bene fits to Switzerland. However, due to the firm position of the EU, it will be necessary to look for new scenarios for the development of mutual cooperation. Perhaps such a solution would be to renegotiate the free trade agreement with Switzerland and turn it into a next-generation trade agreement.

У статті розглянуто ключові виклики системи європейської безпеки та загрози, які повстали перед Україною та ЄС. Автор відзначає настання епохи глобальної конфліктності та нестабільності. Проаналізовано шлях України до інтеграції з ЄС, його основні етапи, здобутки і невирішені  проблеми. Приділено увагу вивченню тих небезпек, які виникли в результаті російської агресивної ретроімперської політики, показано значення консолідації країн Євросоюзу для відсічі російським зазіханням. Автором наголошується,  шо український внесок в безпеку Європи зростає, але країна потребує всебічної підтримки й допомоги з боку європейських та інших світових демократичних держав.Відзначено проблеми в самому ЄС щодо розробки й забезпечення ефективної зовнішньої та безпекової політики, особливо з огляду на підривну діяльність так званого кола друзів Путіна. Зазначається важливість надання Україні та Молдові статусу кандидатів на вступ в ЄС і принципового рішення про початок перемовин про вступ.  Також звертається увага на потребу реформування самого ЄС, насамперед, з метою забезпечення його більшої здатності реагувати на посталі виклики і загрози.
The article examines the key challenges of the European security system and the threats Ukraine and the EU face with. The author notes the onset of an era of global conflict and instability. The text analyzes Ukraine's path to integration with the EU, its main stages, achievements, and unresolved problems. Attention is paid to the study of the dangers that have arisen because of Russia's aggressive retro-imperial policy, and the importance of consolidation of the EU member states to counter Russian encroachments is shown. It’s also emphasized that Ukraine's contribution to European security is growing considerably, but the country needs more comprehensive support and assistance from European and other democratic states in the world.The author points out the problems in the EU itself in developing and ensuring an effective foreign and security policy, especially in view of the subversive activities of the so-called Putin's circle of friends. The vital importance of granting Ukraine and Moldova the status of candidates for EU membership is underlined as well as a fundamental decision to start accession negotiations with both countries.  Attention is also drawn to the need to reform the EU itself, primarily to ensure its greater ability to respond to emerging challenges and threats.
Artykuł analizuje kluczowe wyzwania dla europejskiego systemu bezpieczeństwa oraz zagrożenia stojące przed Ukrainą i UE. Autor zauważa nadejście ery globalnego konfliktu i niestabilności, analizuje drogę Ukrainy do integracji z UE, jej główne etapy, osiągnięcia i nierozwiązane problemy. Zwrócono uwagę na zagroże, które powstały w wyniku agresywnej retroimperialnej polityki Rosji, a także pokazano znaczenie konsolidacji krajów UE w celu przeciwdziałania rosyjskim ingerencjom. Autor podkreśla, że wkład Ukrainy w bezpieczeństwo europejskie rośnie, ale kraj ten potrzebuje wszechstronnego wsparcia i pomocy ze strony państw europejskich i innych demokratycznych państw świata.Autor wskazuje na problemy w samej UE z wypracowaniem i zapewnieniem skutecznej polityki zagranicznej i bezpieczeństwa, zwłaszcza w obliczu wywrotowych działań tzw. kręgu przyjaciół Putina. Podkreślane jest znaczenie przyznania Ukrainie i Mołdawii statusu kandydata oraz podjęcia zasadniczej decyzji o rozpoczęciu negocjacji akcesyjnych.  Zwrócono również uwagę na potrzebę reformy samej UE, przede wszystkim w celu zapewnienia jej większej zdolności do reagowania na pojawiające się wyzwania i zagrożenia.

Purpose: The aim of this paper is to determine the level of development in the EU-10 countrie in view of social phenomena. Design/methodology/approach: the TOPSIS method was applied to rank countries in terms of social phenomena – the list comprised countries, which in 2004 accessed the EU. The paper focused on social phenomena, i.e. health, the labour market, housing, demography and education. Findings: It refers to the basic assumptions and the importance of integration in the international context as well as the related theories. Moreover, it presents the relationship between integration and the level of development in countries in terms of the social aspects. At the same time it discusses the process of social changes which have taken place in the Central and Eastern European countries (CEESs) since their accession to the European Union. Research limitations/implications: The text discusses problems related to the European integration and social development in the EU countries. Practical implications: The manuscript concerns social development in the EU-10 countries and European integration. It may be of interest for the broadly understood governmental sector. Social consequences: Conducted studies will constitute the basis for the development of European and national development strategies in terms of improvement of welfare for the populations, while also indicating the direction of changes and ensuring comparability of the results concerning transformations in the countries, which accessed the EU in 2004. Originality/value: The originality of the study will stem from the application of the TOPSIS method, required to classify the countries and to determine the standard of their development in terms of social phenomena.

The article reveals the processes of social integration of the Roma in Montenegro in 2006–2017. The author analyses the performances of the government regarding the Roma issue. The article also shows that the Roma socialization process is an essential premise for Montenegro in their determination to European integration, which requires substantial adjustment and improvements in the legal system. In the research, the author assesses official documents concerning the Roma, which shows that the Roma community complies with a significant part of the overall Montenegrin population. Interestingly, almost two-thirds of Roma in Montenegro arrived at the country during the war in Kosovo in 1999–2000 and then received the status of internally displaced persons what made them hostages of international law for the decade. In addition, considering the social and cultural differences of the ethnic group with other nations living in the country, the integration process into the Montenegrin society is a real challenge for the state. The problem of social adaptation of the Roma is a topical issue for national welfare and security not only for Montenegro but for the whole of Central and Eastern Europe. Being a participant of the regional initiative “The Decade of Roma Inclusion” since 2005, the government of Montenegro have actively advanced the national legal system, developed and implemented projects for dwellings, education and culture of the Roma community. It is also noticeable that solving the Roma issue in the country correlates with the foreign policy objectives such as European and Euro-Atlantic integration. The author provides different examples to prove that in the first eleven years of independence, the government of Montenegro managed to make significant steps forward to the acceptance of European values through strenuous legal reforms.

The main purpose of the article is to describe differentiated integration in the EU energy policy which concerns the exemption of the Nord Stream 2 and OPAL pipelines from European law, and more precisely from the so-called Third Energy Package. The attempt to derogate EU law in relation to these pipelines in Germany was of great economic and political importance for Central Europe as a whole. It also affected the modification of EU law and thus had systemic consequences for the entire EU. In this article, I will analyse the process aimed at derogation from the application of European law and its consequences. Furthermore, I will try to answer the question to what extent the public discussion hindered the possibilities of exemption from European law. Finally, I will turn to clarifying the reasons why exclusion from EU law in the case under review has failed. This seems to be of great importance when explaining other failed attempts to diversify integration in recent years as well; it may also help delineate what limitations there are for the very process in the future.
Głównym celem artykułu jest opisanie zróżnicowanej integracji w polityce energetycznej UE, która dotyczy wyłączenia gazociągów Nord Stream 2 i OPAL spod prawa europejskiego, a dokładniej z tzw. Trzeciego Pakietu Energetycznego. Próba derogacji prawa UE w odniesieniu do tych gazociągów miała ogromne znaczenie gospodarcze i polityczne dla całej Europy Środkowej. Wpłynęło to również na modyfikację prawa unijnego, a tym samym miało konsekwencje systemowe dla całej UE. W niniejszym artykule przeanalizuję proces mający na celu odstępstwo od stosowania prawa europejskiego oraz jego konsekwencje. Ponadto postaram się odpowiedzieć na pytanie, w jakim stopniu dyskusja publiczna utrudniła możliwość wyłączenia spod prawa europejskiego gazociągów. Na koniec przejdę do wyjaśnienia powodów, dla których wyłączenie spod prawa Unii w rozpatrywanej sprawie nie powiodło się. Wydaje się to mieć duże znaczenie dla wyjaśnienia innych nieudanych prób dywersyfikacji integracji w ostatnich latach; może również pomóc w nakreśleniu, jakie ograniczenia istnieją dla samego procesu w przyszłości.

Dreißig Jahre Außenpolitik des vereinigten Deutschlands – Gelegenheit Bilanz zu ziehen, Herausforderungen aufzuzeigen und Prognosen zu stellen. Der Autor betrachtet politische, wirtschaftliche und militärische Entwicklungen sowie Aspekte der Nachhaltigkeit im Zeitraum von 1990 bis 2020. Mit Blick auf die anstehenden Richtungswahlen zum Bundestag im September 2021 werden Denkanstöße gegeben.
Thirty years of foreign policy in united Germany – an opportunity to take stock, identify challenges and make prognoses. The author looks at political, economic and military developments as well as aspects of sustainability in the period from 1990 to 2020. With a view to the upcoming elections for the Bundestag in September 2021, food for thought is given.
Trzydzieści lat polityki zagranicznej zjednoczonych Niemiec to okazja do dokonania pogłębionej analizy sytuacji, określenia wyzwań i przyjrzenia się perspektywom. W artykule podjęto próbę przeanalizowania zmian, które zaszły w obszarach polityki, gospodarki i wojskowości, zbadano również kwestie dotyczące zrównoważonego rozwoju w okresie od 1990 do 2020 r. Dodatkowego materiału do przemyśleń dostarczają nadchodzące wybory do Bundestagu, które mają się odbyć we wrześniu 2021 r.

Opis:
The European and Eurasian integration forms are genuinely unique, with legislative, executive, and judicial powers at the supranational level. The comparative analysis used in this article was aimed at evaluating the Eurasian Economic Union’s (EAEU) integration in comparison with the European Union’s (EU). The article presents some common characteristics of the European and Eurasian integration processes, as well as several differences that may arise from the reasons for integration. The authors analysed, structured, and evaluated the features of the EU and EAEU by applying the interdisciplinary and comparative approach of the PESTEL factors analysis. The conclusion is that even though the EAEU has copied some EU operational mechanisms, the integration’s differences might always be tangible. The authors found particularly interesting how the historical roots of EU integration and the political reasons for enhancing the EAEU exist with similar institutional solutions. The integration’s aim in defining themselves as global actors in the globalised environment is very intriguing. It can be concluded that the EU might serve as an example worth following to the EAEU in many senses
Formy integracji europejskiej i euroazjatyckiej są naprawdę wyjątkowe, łącznie z uprawnieniami ustawodawczymi, wykonawczymi i sądowniczymi na poziomie ponadnarodowym. Analiza porównawcza zastosowana w niniejszym artykule miała na celu ocenę integracji Eurazjatyckiej Unii Gospodarczej (EAEU) w porównaniu z Unią Europejską (UE). W artykule przedstawiono niektóre wspólne cechy procesów integracji europejskiej i euroazjatyckiej, a także odnotowano kilkа różnic, które mogą wynikać z przyczyn integracji. Autorzy przeanalizowali, ustrukturyzowali i ocenili cechy UE i EAEU, stosując podejście interdyscyplinarne i analizę porównawczą czynników PESTEL. Konkluzja jest taka, że chociaż EAEU skopiowała niektóre mechanizmy operacyjne UE, są widoczne różnice w formach integracji. Autorzy uważają za szczególnie interesujący fakt, że przy podobnych rozwiązaniach instytucjonalnych istnieją historyczne korzenie integracji w UE i polityczne powody wzmocnienia EAEU. Intrygujący jest cel integracji polegający na określeniu siebie jako globalnych aktorów w zglobalizowanym środowisku. Autorzy doszli do wniosku, że UE może stanowić przykład godny naśladowania dla EAEU w wielu aspektach.

With the end of the Cold War, Western Balkans countries have embraced the perspective of integration into the Euro-Atlantic structures, with the exception of Serbia and Bosnia-Herzegovina regarding accession in NATO. The return of international system from hegemonic to competitive followed by the ambiguities that accompany the integration into the Euro-Atlantic structures marked the return of competitors like China, Russia and Turkey in the regional affairs. To map out sources of influence and the context in which foreign interferences affect decision-making and interests, transfer ideas and norms in the region, the paper uses the concept of linkages that facilitate the understanding of opportunities and constrains, benefits and costs resulting from established relationship between Western Balkan countries and different international and regional powers. The paper makes a multi-level investigation of linkages developed between Western Balkans and the leverage of the most influential actors during the last decade, without undermining historical and societal context that favor of disfavor them.

The aim of the article is to analyse selected metaphors used by the President of the Republic of Poland, Aleksander Kwaśniewski, in public appearances during his presidency in from 1995 to 2005. The subject of interest are public appearances in which A. Kwaśniewski talked about the preparation and accession of Poland to one of the most prestigious organisations in the world – the North Atlantic Alliance (NATO) in 1999 and the European Union (EU) in 2004. The author analyses selected metaphors (including: HOME, ROAD, FAMILY), regarding Poland’s accession to these structures, which were used by the president in his speeches. The author discusses how A. Kwaśniewski, who was then the head of state, used metaphors to present his attitude towards the issue of Poland’s integration with North Atlantic Alliance and accession to the European Union and what vision of Poland’s presence in these structures he had.

Artykuł skupia się na analizie perspektyw rozwoju stosunków Ukrainy z Unią Europejską. Szczególną uwagę poświęcono omówieniu istniejących trendów współpracy, kwestii UE w deklaracjach i programach kluczowych aktorów politycznych na Ukrainie, jak również podsumowaniu zachodzących tam zmian systemowych. Podjęto również próbę wyjaśnienia wybranych wydarzeń i decyzji mających wpływ na kształt stosunków na linii UE-Ukraina ze szczególnym uwzględnieniem perspektyw ich rozwoju w kontekście ustaleń zawartych w umowie stowarzyszeniowej oraz w świetle wyborów parlamentarnych i prezydenckich z 2019 roku.
The article focuses on the prospects for the development of the relations between the European Union and Ukraine. Special attention is paid to the existing trends in the cooperation, the question of the EU in the declarations and programmes of key politicians, as well as system changes in Ukraine. In addition, an attempt is made to explain selected events and decisions affecting the EU-Ukraine relations, with special emphasis on the prospects for their development in the context of the provisions contained in the Association Agreement and in the light of the 2019 parliamentary and presidential elections in Ukraine.
