The ongoing EU–Turkey accession negotiations are probably the most complex talks related to the enlargement process in the EU’s history. Although they were initiated in 2005, so far both sides have managed to provisionally close only one out of 35 negotiation chapters. What’s more, the bilateral relations between the EU and Turkey are growing more and more tense. The most recent developments only prove that the talks may grind to a halt. It seems that both sides are tired of the endless negotiations and unexpected events, like the 2016 coup d’état in Turkey. The main aim of this article is to analyse the current political developments related to EU–Turkey negotiations in detail and find answers to two research questions. Will Turkey and the European Union face a diplomatic failure? What are the potential short-term scenarios?

The paper analyses the economic implications of the accession of New Member States (NMS) to the European Union (EU) in 2004 and 2007. The estimation effects of integration with the EU were carried out as a comparative case study using the synthetic control method (SCM) proposed by Abadie and Gardeazabal. Compared to previous studies analysing the effects of accession to the EU (Campos, Coricelli and Moretti), we check for the importance of the quality of economic institutions for the matching process of the analysed economies with their comparators. The results of the econometric analysis show a positive impact on the country performance 6 years and 12 years after accession to the EU. The gains from accession are large but not universal. For 5 of the 10 analysed countries the difference in levels of per capita gross domestic product (GDP) against the counterfactual is at least 30%.

EU enlargements have given new EU member states access to the European Single Market. While tariff liberalisation was already completed at the time of enlargement, technical regulations were subject to different sectoral approaches, including harmonisation and mutual recognition. We employ a structural gravity model estimated using sectoral trade data from 1987 to 2020 to assess the trade effects of these measures. We find that trade expansion, particularly exports of the NMS to the incumbent EU members, has been stronger in the sectors covered either by the Old Approach (full harmonisation) or the New Approach (essential requirements) than in sectors covered by mutual recognition. The New Approach has been more effective when coupled with mutual recognition at the sector level than with either approach alone. Our results imply that the TBT harmonisation has had a heterogenous impact on different sectors (the most important for low-tech industries was the Old Approach, while for high-tech, it was the New Approach).

The main purpose of the article is to examine the opinions expressed by Georgian elites regarding the position of the Federal Republic of Germany towards Georgia in 2023. The text discusses the question to what extent the image created for the needs of the internal political game in Georgia corresponds to bilateral relations between the two countries. The re-evaluation of German Eastern policy in connection with the Russian-Ukrainian conflict influences Germany’s attitude towards Georgia. Georgia is at a special historical moment. The receding prospect of Georgia’s EU membership due to the rule of law and respect for civil liberties shortcomings affects also the perception of Germany in Caucasus. The future of Georgia and the shape of relations with the West, including Germany, will depend primarily on the behavior of Georgian elites, some of whom treat accession to the EU as an element of a political game.

The good neighbourliness principle is one of the most important principles in interna-tional law which designates a model of peaceful cooperation and mutual tolerance among neighbouring states. Its violation in the past, however, very often led to military conflicts and many international disputes and may lead to serious disputes among neighbouring states in the future. Thus, the good neighbourliness principle has a clear legal value54. This article analyses the good neighbourliness principle as a key principle that obligates neighbouring states to develop and to maintain peaceful interstate relations. The focus is twofold: firstly, on the scope, content and nature of the good neighbourliness principle in international law and secondly, on the impact of the good neighbourliness princi-ple on the relations between the European Union and its Eastern Neighbours within the framework of the neighbourhood policy and the enlargement policy.

In contrast to the apparently stringent EU legal regime, the deportation of EU nationals is a law enforcement device widely normalised in many European countries. Concerning deportation practices, the allegedly critical divide between EU citizens and third-country nationals does not seem to make much sense in practice for some – Eastern European – national groups. Initially, this paper explores the scope and scale of this increasingly salient component of the EU deportation system, by drawing on data supplied by national databases. Additionally, it examines why and how the deportation of EU nationals has gained traction across the European borderscape, a phenomenon that has much to do with rampant xeno-racist attitudes, widespread concerns over so-called ‘criminal aliens’ and, last but not at all least, the street-level management of poor populations and low-profile public order issues. Finally, this paper scrutinises the strength of institutional inertias in the management of enduringly subordinated – and racialised – Eastern European populations

October 2015 marked the tenth anniversary of the official onset of the accession negotiations between Turkey and the European Union. The outcome of the talks, however, has so far been more than modest. The negotiations have encompassed fourteen out of 35 fields, leading to the closure, albeit only preliminary, of only one field. Croatia started negotiations in the same year and has been EU member state for two years now. In the Turkish case, the end of the talks is nowhere to be seen, and the more time goes by the less likely it seems for Turkey to become a legitimate participant of a European integration process. The EU Commission continues to present a number of reservations as concerns the progress of Turkey on its path to accession. The aim of this paper is to attempt to find an answer to the question whether the catalogue of reservations brought up by the EU Commission in terms of the political criteria to be met by Turkey has changed after the nine years of negotiations. By this token it will become possible to determine the progress Turkey has made as concerns those political criteria, both quantitatively and qualitatively.

The EU integration process contributes to influence the ongoing institutional changes in the Western Balkans. At the same time, the incremental inflow of Chinese capital in the region that followed the launch of the Belt and Road Initiative is progressively reshaping power relations there. This article sheds light on the interaction between these two processes, discussing whether the increasing inflow of resources may gradually erode EU conditionality and hinder the overall integration process. To do so, the authors draw on an extensive review of academic and policy documents and on selected expert interviews, upon which they compare the actions of the EU and China in the region.

The Western Balkans, which include Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, are important geopolitical entities that serve as a conduit and battleground for influence between the European Union (EU) and external powers such as Russia, China, and Turkey. This article explores the complexities of EU integration in the Western Balkans, emphasising significant external influences from those global actors. The primary research problem focuses on how these influences manifest politically, economically, and culturally along with their implications for the region’s EU accession efforts. The analysis demonstrates that the EU’s approach to enlargement is increasingly influenced by geopolitical imperatives rather than purely political and economic reforms. Given the involvement of many external actors, the EU must devise a sophisticated policy that strikes a balance between advancing democratic ideals and addressing strategic security concerns. The article emphasises the EU’s urgent need to accelerate integration as a “geostrategic investment” (European Commission, 2018), with the goal of stabilising its periphery and countering these external forces. Finally, the article claims that successful EU integration for the Western Balkans depends on efficiently controlling external impacts and strengthening institutional resilience. The findings call for a diverse EU policy that blends geopolitical pragmatism with democratic governance to ensure the region’s inclusion into the European framework. This strategic balance is critical for maintaining stability and promoting long-term development in the Western Balkans in the face of competing global interests.

At its 30th anniversary, the Maastricht Treaty remains a milestone in the history and practice of the European Union. This referring to the adhesion process, since the set of conditions that a country must accomplish have been settled and derived by the treaty, but also for the fact that now, after 20 years of entering in force, the Euro, the Union currency, has performed and faced different consecutive challenges, thus becoming observable concerning it effects and role, and as a consequence, its theoretical and practical validity. But there is yet a vast area, in the center of Europe, that is still dragging on its calvary of adhesion, that of the Western Balkans. At this point, considering the processes that the countries of this area have been going through, by pursuing the adhesion path, the analysis of the dominating factors that have determined the trajectory of their EU membership, becomes essential. The paper questions and analyses the validity of the Maastricht Treaty and subsequent criteria for the adhesion of the Western Balkan countries, as well as highlights on the ‘ad-hoc’ criteria and evaluations often applied during the process and their consequences in terms of the attitudes of the Balkan populations and their determination toward the EU and the Western Balkans adhesion.

The Western Balkans has for years been an important player in the policy of the European Union, which sees the region as an important region for European security. One way to stabilise and consolidate peace in the region is to bring it closer to EU cooperation structures. This process is determined by various political, social, economic and cultural factors. The article focuses on the analysis of the determinants of the process of bringing Albania closer to the EU, defining the prospects for its accession to the EU, and articulating the benefits of EU enlargement to include the countries of the Western Balkans. In addition, attention is drawn to the possible implications of Albania’s accession from an EU security perspective.
Bałkany Zachodnie od lat zajmują istotne miejsce w polityce Unii Europejskiej, która postrzega ten region jako istotny z punktu widzenia bezpieczeństwa europejskiego. Jednym ze sposobów stabilizacji i umacniania pokoju w regionie jest jego zbliżenie ze strukturami unijnej współpracy. Proces ten jest determinowany różnorodnymi czynnikami natury politycznej, społecznej, gospodarczej, kulturowej. W artykule uwaga została skoncentrowana na analizie determinantów procesu zbliżenia Albanii z UE, określeniu perspektyw jej akcesji do Unii, oraz wyartykułowaniu korzyści płynących z poszerzenia UE o państwa Bałkanów Zachodnich. Dodatkowo zwraca się uwagę na możliwe implikacje akcesji Albanii z perspektywy bezpieczeństwa UE.

The initial assumptions that foreign capital, know-how and experience would contribute to the development of the East Central European media in terms of their content, quality and profession- alism only in a positive way were found to be wrong. Five years afer Eastern and Central European countries “achieved” membership to the European Union, the unfortunate characteristics of East Cen- tral Europe’s media have, interalia, been devaluation of quality journalism, homogenization of media content, standardization of media content, uncritical reporting and commercialization/tabloidization. Private media’s desire is to achieve commercial success and to have the largest audience possible. In large part, hunting for this public audience has been accomplished by providing it with imported low-quality programming, sensationalist stories, talk and reality shows and so on (broadcast media). In other words, foreign investors are pushing their own agenda on consumers by importing serials, soap-operas and talk-shows. As for print media, homogenization (internationalization/europeization) of the business model has resulted in so-called carbon copies or clones of the Western publications (for instance: tabloids Fakt, Blikk or Blask). At the end of the day, it must be acknowledged that this all infl uences the overall quality of journal- ism. Indeed, efforts are concentrated at making profi ts at the expense of quality. Furthermore, com- mitments to ethical standards, which would be regarded as a minimum requirement in the home country, are frequently neglected in the host country. Th is paper will draw attention to the impact of foreign investment into the press and broadcasting on media performance in the East Central Europe’s region fi ve years after the EU enlargement. Ultimately, it will demonstrate how foreign investors are dulling public awareness – “dumbing down” to make profit.

In view of the consequences of the crisis that erupted in Iceland in early October 2008, the most effective solution – according to the new social democratic government elected in 2009 – leading to economic recovery, had become the membership in the European Union. The article analyzes the causes of Reykjavik’s interest in accession, the strengths and weaknesses of the Iceland’s candidacy (including comparison with the other candidate countries and potential candidates) as well as the reasons for which the accession process was firstly suspended and then – terminated. An attempt to summarize the Iceland’s integration with the EU was madeprimarily on the basis of the legal and institutional framework, which sets out the accession procedure, the level of the existing cooperation between Iceland and the EU and the actions taken by them since 2009.
Wobec konsekwencji kryzysu, który wybuchł w Islandii na początku października 2008 roku, najskuteczniejszym rozwiązaniem – według nowego, socjaldemokratycznego rządu wybranego w 2009 roku – prowadzącym do poprawy sytuacji gospodarczej, miało stać się członkostwo w Unii Europejskiej. Artykuł analizuje przyczyny zainteresowania Reykjaviku członkostwem w Unii Europejskiej, mocne i słabe strony kandydatury Islandii (w tym w porównaniu dopozostałych państw kandydujących i potencjalnie kandydujących), a także powody, przez które proces akcesyjny został najpierw zawieszony, a następnie zakończony. Próba podsumowaniaintegracji Islandii z UE została dokonana przede wszystkim na podstawie ram prawno-instytucjonalnych, które określają procedurę akcesyjną, stany dotychczasowej współpracy pomiędzy stronami, a także dział podejmowanych przez strony od 2009 roku.
