Celem artykułu jest analiza potencjalnego związku między cechami społecznymi i demograficznymi charakteryzującymi liderów lokalnych samorządów (wójtów, burmistrzów, prezydentów), a zaangażowaniem j.s.t. w realizację projektów finansowanych lub współfinansowanych ze środków UE. W tekście przedstawiono wyniki badania pilotażowego otrzymane metodą analizy jednoczynnikowej ANOVA. Przeanalizowany został wpływ zmiennych, takich jak płeć włodarza samorządowego, jego wiek, wykształcenie czy wykonywana profesja. Wyniki wskazują na potencjalnie istniejące związki między cechami społeczno-demograficznymi liderów samorządowych, a zaangażowaniem j.s.t. w realizację tzw. projektów unijnych.
The aim of this study is to empirical analysis of the potential relationship between quality of mayors and local governments involvement in EU funding projects. This chapter presents the results of the data analysis using ANOVA method. The empirical result indicate potentially existing relationships between the quality of mayors and the scope of local government involvement in EU fuding projects.

Opis:
Introduction/background: Obtaining funding for the implementation of a project entails the need to adapt the project to the requirements set by the European Union, as well as adequate competence on the part of the project team. This was particularly difficult during the Covid-19 pandemic, as even the most experienced and specialised teams could not fully anticipate the pandemic situation, which forced a number of changes in relation to the running of projects. These changes ranged from projects started before the outbreak of the pandemic to those that had already started during the pandemic. Given the authors' personal experience of working on EU projects during this period, there was very little information on how to implement changes in accordance with the health restrictions imposed by the Ministry of Health. At the time of the epidemic, even what appeared to be basic information had to be changed or clarified, however, to comply with the guidelines for implementing European projects. Despite the challenges posed by the COVID-19 pandemic, many organisations and actors implemented projects successfully. The question then is what factors influenced the successful implementation of these projects? Aim of the paper: The aim of the paper is to identify and define the conditions affecting the successful implementation of EU co-financed projects during the COVID-19 pandemic. Materials and methods: The study used a diagnostic survey method and desk research analysis, and the research tool used was an original interview questionnaire. Results and conclusions: The following were identified as the most important factors influencing the success of EU projects during the COVID-19 pandemic: the high level of knowledge of team members and their personality traits, the ability to transfer knowledge effectively, communication skills on the part of the project manager and team members, and the provision of appropriate tools and technology to carry out the work remotely.

Introduction/background: Raising the standard of living of local communities is one of the objectives of activities undertaken by local government units. The most important and essential in regional development is therefore social development. One of the stimulators of regional growth are European Union funds. The improvement of the social and professional situation of the residents of municipalities in the Silesian Voivodeship has been mainly influenced by EU funds implemented through the Regional Operational Programme of the Silesian Voivodeship 2014-2020 under the European Social Fund (ESF). The municipality of Zbrosławice has implemented several such projects. Aim of the paper: The aim of the paper is to examine and analyse the impact of ESF-funded projects implemented in the municipality of Zbrosławice to strengthen social and professional activity of local communities in the period 2019-2021. The paper is based on research conducted for the master's thesis of Marcel Nalepa, whose scientific supervisor is Dr. Joanna Toczyńska. Materials and methods: In the study, cabinet research was conducted on the basis of data from the Central Statistical Office using the methods of universal statistics on the analysis of the socio-demographic situation of the Municipality of Zbrosławice. The aim of the research was to identify problem areas prior to the start of the social projects implemented in the period 2019-2021. Subsequently, field research was conducted in the Municipality using the method of comparative analysis of project documentation and reporting documentation on two ESF-funded projects in order to determine the degree of achievement of the assumed target indicators in the projects. The research further involved a diagnostic survey of the opinions and perceptions of project participants using a questionnaire method. Results and conclusions: As a result of the research, weaknesses and problem areas in the level of social life of the Municipality's residents were identified and solutions were proposed in the form of the need to implement specific projects. In addition, the research hypothesis assuming that the actions taken by the Municipality of Zbrosławice and the projects implemented in the period 2019-2021 contributed to strengthening the social and professional activity of local communities and strengthening the human potential of the Municipality was confirmed.

W projekcie CLOEMC opracowano kolejne podręczniki Biblioteki Menedżera Budownictwa, czyli podstawy nauczania, a tym samym zasady rozpoznawania europejskich kwalifikacji menedżerskich dla potrzeb karty EURBE (European Building Expert), a w projekcie IPCIC nowoczesne materiały multimedialne dla nowej specjalności budowlanej – technik robót wykończeniowych oraz, bardzo ciekawy w dzisiejszych czasach – film podkreślający etos pracy zatrudnionego w budownictwie specjalisty. Artykuł przedstawia rezultaty projektów oraz ich praktyczne wykorzystanie w nowoczesnej dydaktyce na WIL PW oraz zawodowych szkołach technicznych.
The authors of the article present modern tools for recognizing qualifications in construction, including managerial qualifications. These tools have been developed in a series of EU co-financed projects, including: ERASMUS+ CLOEMC V – the full title of which is “Common Learning Outcomes for European Managers in Construction, part V” and ERASMUS+ IPCIC – Improvement of Professional Competences in Construction. The CLOEMC project developed further manuals of the Building Manager Library, covering learning outcomes and thus the principles of recognizing European managerial qualifications for the EURBE card (European Building Expert). In the IPCIC project, modern multimedia materials for a new construction specialization – finishing works technician and, very interesting nowadays – a film highlighting the work ethos of a specialist employed in the construction industry. The article presents the results of the projects and their practical use in modernteaching at WIL PW and vocational technical schools.

The article presents innovative teaching methods developed as part of three projects implemented in the ERASMUS+ Program, consisting in the use of Augmented Reality technology in the safe conduct of the following construction works: ARSC project (Augmented Reality for Stone Cladding Safe Assembling Operation): safe installation of stone cladding using Augmented Reality technology; ARFAT project (Augmented Reality Formwork Assembly Training): safe scaffolding and formwork construction at height using Augmented Reality technology; setAR project (Earthworks Training with the Use of Augmented Reality): safe earthworks with use of Augmented Reality technology.

Over the last two decades, there has been a significant improvement in the participation of women in education and the labour market in the European Union. Nevertheless, there are still many challenges to improving the situation of women. The excessive burden of household duties is a major barrier to the educational and professional activity of women, especially young women with small children. Apart from the inability to balance work and personal life, other factors limiting women’s professional activity include the mismatch between their education and the challenges of the modern labour market. Although the majority of people with higher education are women, when planning their careers, they tend to choose less attractive courses of study which are not linked to the professions of the future. The text presents the results of an analysis of research on the needs and expectations of young women (mothers) regarding the development of professional competences. The results show in which types of activities raising competences the surveyed women participate; how they evaluate the effectiveness of activities raising their competences in the professional area; what factors influence the decision of women to participate in the selected form of training; what are the attitudes of the external environment of the surveyed women towards their participation in training; what problems the surveyed women encounter in connection with participation in training raising their professional competences. The focus was on similarities and differences in statements of young women (mothers) from Poland, Lithuania, Spain and Cyprus who participating in the international project Mommypreneurs.
W ciągu ostatnich dwóch dekad w Unii Europejskiej nastąpiła znacząca poprawa w zakresie udziału kobiet w edukacji i na rynku pracy. Niemniej jednak nadal istnieje wiele wyzwań związanych z poprawą sytuacji tej kategorii społecznej. Nadmierne obciążenie obowiązkami domowymi stanowi główną barierę dla aktywności edukacyjnej i zawodowej kobiet, zwłaszcza młodych matek. Do czynników ograniczających aktywność zawodową kobiet, oprócz niemożności pogodzenia życia zawodowego i osobistego, należy niedopasowanie wykształcenia do wyzwań współczesnego rynku pracy. Mimo że większość osób z wyższym wykształceniem stanowią kobiety, planując swoją karierę zawodową, wybierają one zwykle mniej atrakcyjne kierunki studiów, które nie są związane z zawodami przyszłości. W tekście przedstawiono wyniki analizy badań dotyczących potrzeb i oczekiwań młodych kobiet (głównie matek) w zakresie rozwoju kompetencji zawodowych. Wyniki pokazują, w jakich rodzajach zajęć podnoszących kompetencje uczestniczą badane kobiety; jak oceniają skuteczność zajęć podnoszących ich kompetencje w obszarze zawodowym; jakie czynniki wpływają na decyzję kobiet o udziale w wybranej formie szkolenia; jakie są postawy otoczenia zewnętrznego badanych kobiet wobec ich udziału w szkoleniach; jakie problemy napotykają badane kobiety w związku z udziałem w szkoleniach podnoszących ich kompetencje zawodowe. Skupiono się na podobieństwach i różnicach w wypowiedziach młodych kobiet/matek z Polski, Litwy, Hiszpanii i Cypru, które uczestniczyły w międzynarodowym projekcie „Mommypreneurs”.

Opis:
The main objective of the study was to analyse and assess barriers hindering public universities from acquiring EU funds for their development. The study uses methods of literature sources analysis and quantitative research with the use of questionnaire distributed among managers of EU projects implemented in public technical universities. In the course of research it was concluded that internal barriers at university regarding the provision of funds necessary to finance own contribution and the insufficient number of adequately prepared staff are of key importance. The identification of the key barriers in obtaining EU funds should enable the necessary management actions to be taken at universities that increase their absorption capacity. As part of project management, the impact of the project environment should be taken into account and, by strengthening internal universities, it is necessary to effectively limit barriers to public universities applying for EU funds.
Głównym celem opracowania była analiza i ocena barier utrudniających uczelniom publicznym pozyskiwanie środków UE służących ich rozwojowi. W opracowaniu zastosowano metody analizy źródeł literaturowych oraz przeprowadzono badania ilościowe z wykorzystaniem kwestionariusza ankiety wśród kierowników projektów unijnych zrealizowanych w publicznych uczelniach technicznych. W toku badań stwierdzono, że kluczowe znaczenie mają bariery wewnętrzne w uczelni dotyczące zapewnienia środków niezbędnych do sfinansowania wkładu własnego oraz niewystarczającej liczby odpowiednio przygotowanych kadr. Identyfikacja kluczowych barier utrudniających pozyskiwanie środków UE powinna umożliwić podjęcie niezbędnych działań zarządczych na uczelniach podnoszących ich zdolność absorpcyjną. W ramach zarządzania projektem należy uwzględniać wpływ środowiska projektowego i poprzez wzmocnienie wewnętrzne uczelni skutecznie ograniczać bariery utrudniające publicznym uczelniom aplikowanie o środki UE.

Zawarcie umowy o dofinansowanie projektu ze środków europejskich jest elementem postępowania prowadzonego w ramach realizacji programów operacyjnych. Umowa określa zasady realizacji oraz finansowego rozliczenia planowanego projektu (przedsięwzięcia) współfinansowanego ze środków publicznych, Ustawodawca określił strony takiej umowy oraz ich zasadnicze prawa i obowiązki, a także istotne jej elementy. W efekcie można przyjąć, że wyszczególnione zostały charakterystyczne elementy określające specyfikę umowy, której przedmiotem jest dofinansowanie realizacji określonego projektu. Wobec pewnego zakresu swobody w regulacji wzajemnych praw i obowiązków oraz braku regulacji umożliwiających przypisanie takim umowom charakteru publicznoprawnego uznawano, że mają one charakter cywilnoprawny. Ze względu na specyficzne relacje stron umowy o dofinansowanie oraz jej charakterystyczne postanowienia określone ustawowo uzyskała status umowy nazwanej w polskim systemie prawnym. Wydaje się, że będzie ona podlegać dalszej ewolucji, choćby ze względu na potrzebę zapewnienia należytej ochrony wnioskodawcy ubiegającego się o dofinansowanie.
The conclusion of a grant agreement – a contract financing project from the EU funds – is a part of the proceedings in the framework of implementation of operational programs. This agreement sets out the rules for the implementation and the financial settlement of the planned project that is co-financed from public funds. The legislator defined the details of the agreement and their essential rights and obligations, as well as its essential elements. As a result, it can be assumed that characteristic elements defined the specificity of the agreement, the subject of which is financing the implementation of a specific project. Given a certain amount of freedom in the regulation of mutual rights and obligations, the same as the lack of regulation allowing to assign such agreements as a public contract, lead to conclusion that it should be recognized as a civil contract. Due to the specific relations between both sides of the contract and its specific provisions laid down by law it should be assumed that it obtained its original character and changed its status from an unnamed contract to the named agreement. It seems that the contract will continue to evolve, if only because of the need to ensure adequate protection of the rights of the applicant for funding.

The concept of sustainable development has a number of definitions. In a general sense, it assumes interdependence and equivalence of three domains of reality: environment, society and economy. Harmonisation of the relationship between the society, the economy and the natural environment requires the development of new, more efficient and environmentally-friendly technologies, limiting the exploitation of natural resources, energy consumption, the elimination of environment-polluting forms of production, as well as a widespread change of the way of life and revision of the acceptable hierarchy of values. According to the valid principles, the investment trends in municipalities should be in line with the domains of sustainable development, thereby providing balance in all the three areas of investment: environmental, economic and social. The aim of the study is to conduct a comparative analysis of the investment projects carried out in the period of 2007–2013 in selected municipalities of the Warmia and Mazury Region for their compliance with the principles of sustainable development of rural areas. Investment projects co-financed from EU funds were examined. This has allowed us to highlight the spheres of investment, which drew particular attention within the period of time under study. The shifted focus of investment efforts also testifies to backwardness in the supported sphere.

The article is dedicated to an analysis of the control system of one of the instruments used by the state during the implementation of the programmes co-financed from the EU financial instruments. Their basic advantage is that they generate a lower risk of swindling as beneficiaries have to return the funds they have received. Beneficiaries have to provide repayment security for such instruments, e.g. bills of exchange or collaterals, and in the case of non-repayment beneficiaries can be subject to standard debt recovery proceedings. At the same time, these instruments are less advantageous to the beneficiaries than, e.g. non-returnable subsidies, since they need to return the funds invested. However, overregulation related to this kind of support and the need to return them may make beneficiaries reluctant to use them. That is why the specifics of financial instruments should be take into account when the frequency and scope of beneficiaries’ audits are set.

The article presents the main assumptions of the project “Bytom school = assurance and guarantee of high-quality education” and attempts to assess the effectiveness of activities implemented during the school year. The presented project evaluation results were obtained from pupils and teachers of one of the primary schools. The analysis of the research material allowed to exhibit the short-term goals achieved, as well as the factors positively and negatively affecting the quality of the activities implemented. The reflections/recommendations from the explorations conducted will allow to direct further work in order to achieve the project’s objectives to a greater degree.
