    Foreign policy is not only a reaction to the world as it is, but it also attempts to build a world as it should be. The European Union, being an actor on the international scene, grounds its external action in conceptions of the necessity of multilateralism and in building postmodern (post-Westphalian) notions ofstate sovereignty. These elements are an inherent part of the Union’s “foreign policy/identity nexus”. The identity is reinforced by significant “Others”, who do not share the EU’s view of the ideal world order. The Donald Trump administration’s reluctance and even repudiation of multilateral solutions is a challenge for the operationalization of the EU’s “foreign policy/identity nexus” and thus the US is currently in the position of the Union’s constitutive “Other”. However, while we would expect that this development would reinforce the EU’s external action identity, the Trump presidency has at the same time empowered antiglobalist and sovereigntist forces in Europe, which will drive wedges into EU foreign policy and cause further incoherence, especially along the new/ old member state divide.

    Opis:
    In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.
    W dyskusji na temat unijnej polityki migracyjnej nie sposob abstrahować od kwestii jej relacji względem unijnej polityki zagranicznej, w tym wspolnej polityki zagranicznej i bezpieczeństwa (WPZiB). Przedmiotem niniejszego opracowania są wybrane powiązania między kwestiami migracyjnymi a wspolną polityką zagraniczną i bezpieczeństwa Unii Europejskiej. Przedstawione rozważania zmierzają do ustalenia, na jakich płaszczyznach i w jaki sposob polityka migracyjna UE uwzględniana jest w przestrzeni WPZiB jako dyplomatyczno-politycznego i poddanego szczegolnym zasadom i procedurom substratu działań zewnętrznych Unii.
    При обсуждении миграционной политики ЕС невозможно абстрагироваться от вопроса о ее связи с внешней политикой ЕС, включая Общую внешнюю политику и политику безопасности (ОВПБ). Предметом данной статьи являются отдельные связи между вопросами миграции и общей внешней политикой и политикой безопасности Европейского Союза. Представленные соображения направлены на то, чтобы определить, на каком уровне и каким образом миграционная политика ЕС учитывается в пространстве ОВПБ как дипломатический и политический субстрат внешней деятельности Союза, подчиняющийся определенным правилам и процедурам.

    The Treaty of Lisbon gave new institutional ideas regarding EU external actions which were the basis for taking further steps in strengthening the effectiveness of the EU as an international actor. The EU Global Strategy for Foreign and Security Policy – EUGS (2016) was prepared as a response to the need for a stronger Europe in times of crisis. The new strategic document together with its institutional framework places a question over EU diplomatic capability in its implementation. The aim of this paper is to analyze relations between the assumptions of the EUGS and EU diplomatic potential, with special emphasis on the European External Action Service. The author poses the following research questions: what are the institutional challenges in implementing the EU Global Strategy for Foreign and Security Policy? What are the capabilities of the EU diplomatic system in responding to global threats and challenges? What are the roles of the European External Action Service and member states in implementing EUGS priorities?

    The drafting process of the EU Global Strategy published in June 2016 has differed distinctively from the formulation of the European Security Strategy in 2003 mainly because of its consultative character. The coordination of the process was ensured by the High Representative who brokered between interests of individual Member States. Looking through the lens of deliberative intergovernmentalism, the paper examines patterns and channels of the cooperation between Poland and the EEAS throughout the strategy–making process. It attempts to shed light on the officially repeated claims on the Member States’ ownership of the document and their active participation in the consultations. The article argues that only with national diplomacies as strategy–makers, the document would have a chance to enhance the EU’s ’will to project power’ in its neighbourhood and beyond. However, the salience of the new strategy among the high political level in the Member States reveals to be crucial for a sustainable contribution to the deliberative policy formulation.

    Zgodnie z dyspozycjami Traktatu z Lizbony do stosunków zewnętrznych UE zaliczono szereg dziedzin współpracy, w tym działania zewnętrzne UE (wspólną politykę handlową, współpracę na rzecz rozwoju, pomoc humanitarną etc.), wspólną politykę zagraniczną i bezpieczeństwa UE (WPZiB) oraz europejską politykę sąsiedztwa (EPS). Celem artykułu jest charakterystyka mechanizmu podejmowania decyzji w zakresie stosunków zewnętrznych UE oraz wskazanie różnic w tym zakresie i odpowiedź na pytanie, czy pod auspicjami nowych regulacji traktatowych udało się przezwyciężyć istniejący przed reformą lizbońską dualizm w tym zakresie. Podstawą teoretyczną przeprowadzonej analizy jest teoria reżimów międzynarodowych, a zwłaszcza rozwijana w jej ramach teoria reżimów decyzyjnych, które wydają się w tym przypadku szczególnie przydatne. W związku z tym artykuł składa się ze wstępu i zakończenia oraz trzech podrozdziałów. Podrozdział pierwszy to analiza możliwości zastosowania teorii reżimów międzynarodowych i rozwijanej w jej ramach teorii reżimów decyzyjnych do charakterystyki mechanizmu podejmowania decyzji w obszarze stosunków zewnętrznych UE. Podrozdział drugi to analiza mechanizmu podejmowania decyzji w zakresie działań zewnętrznych UE i zewnętrznych aspektów wewnętrznych polityk UE. Podrozdział trzeci to charakterystyka specyfiki mechanizmu podejmowania decyzji w dziedzinie WPZiB UE.
    According to the provisions of the Treaty of Lisbon external relations of the European Union consist of a lot of areas of cooperation: External Action (common commercial policy, humanitarian aid, development cooperation etc.) the Common Foreign and Security Policy (CFSP) and the European Neighbourhood Policy (ENP). The main purpose of an article is an analysis of the decision-making system in the area of external relations of the European Union and differences in this area and answering the question if under the auspices of the new provisions of the treaty the EU is able to overcome dualism in this sphere existing in the period before entry into force of the lisbon reform. The theoretical basis of an analysis is the theory of international regimes and especially the theory of decision regimes. Article consists of introduction, three parts and conclusions. In the first part there is an analysis of the possibilities of using the theory of international regimes and especially the theory of decision regimes towards the description of the decision-making system in the area of external relations of the EU. The second part is the description of the decision-making system in the area of external action and on the external dimension of internal policies of the EU. The third part is the analysis of the decision-making system in the area of the Common Foreign and Security Policy of the EU.

    W dążeniu do realizacji celów Unii Europejskiej w zakresie działań zewnętrznych traktat lizboński wzywa do zachowania ich spójności, także z innymi politykami Unii. Po wejściu w życie traktatu i powstaniu nowego kontekstu instytucjonalnego wzrósł zarówno potencjał, jak i ambicje Unii Europejskiej, które może realizować ona przez wykorzystanie pełnej gamy instrumentów i zasobów – w dążeniu do działań bardziej skutecznych i o większym znaczeniu strategicznym. Uznano zatem, że koncepcje i zasady regulujące kompleksowe podejście zyskać muszą rangę zasad przewodnich działań zewnętrznych UE we wszystkich dziedzinach, w szczególności w odniesieniu do zapobiegania konfliktom i reagowania w sytuacjach kryzysowych. Z tego względu instytucje europejskie określają wiele konkretnych działań, które podejmuje Unia, dążąc do osiągnięcia coraz bardziej kompleksowego podejścia w polityce i działaniach z zakresu stosunków zewnętrznych. Dla realizacji tego zadania (co precyzyjnie analizuje powyższy tekst) zajęto się wszystkimi etapami cyklu konfliktu i kryzysów zewnętrznych – od wczesnego ostrzegania i gotowości poprzez zapobieganie konfliktom oraz reagowanie i zarządzanie kryzysowe aż po wczesny etap wychodzenia z kryzysu, budowania stabilizacji i pokoju, mający pomóc dotkniętym kryzysem państwom w powrocie do zrównoważonego długofalowego rozwoju.
    In the pursuit of the objectives of the external action of the European Union the Lisbon Treaty calls for consistency between the different areas of EU external action and between these and its other policies. Following the entry into force of the Treaty and the new institutional context it created, the EU has both the increased potential and the ambition – by drawing on the full range of its instruments and resources – to make its external action more consistent, more effective and more strategic. The ideas and principles governing the comprehensive approach have yet to become, systematically, the guiding principles for EU external action across all areas, in particular in relation to conflict prevention and crisis resolution.The European institutions sets out a number of concrete steps that the EU, collectively, is taking towards an increasingly comprehensive approach in its external relations policies and action. This covers all stages of the cycle of conflict or other external crises; through early warning and preparedness, conflict prevention, crisis response and management to early recovery, stabilisation and peace-building in order to help countries getting back on track towards sustainable long-term development.

    The aim of this article is to analyse the long political and military process of forming the Common Foreign and Security Policy (CFSP). At the beginning it was the separate pillar of the European. For the European security issues was responsible the NATO and the Western European Union. After almost twenty years the Lisbon Treaty on European Union, which entered into force on 1 December 2009, changed the competence of the European Union in the security sphere. Treaty of Lisbon created the Common Security and Defence Policy (CSDP) and for the first time put so much attention to European Union’s international activity. Responsible for this is the High Representative of the Union for Foreign Affairs and Security Policy. For this function was appointed Catherine Ashton. She is assisted by the European External Action Service. HR is also one of the Vice-Presidents of the European Commission, chairs the Foreign Affairs Council, contributes through proposals towards the preparation of the CFSP and ensures implementation of the decisions adopted by the European Council and the Council, especially in the security matters. Lisbon compromise also led the termination of the Western European Union in 2011. Several prominent leadershave voiced support for a common defence for the Union. This possibility, requiring unanimous support among the member states, was formally laid down in Article 42 the Treaty of Lisbon extended the enhanced co-operation provision to become available for application in the area of defence. This mechanism enables a minimum number of member states to deepen integration within the EUs institutional framework, without the necessity of participation for reluctant member states.
