Road schemes are linear in nature, which makes the investment process exceptionally difficult and complex, requiring the involvement of large human potential, time-consuming and very expensive. One road investment is subject to numerous consultations, requires many different studies, collecting a huge amount of opinions as well as approvals and obtaining a number of decisions. Currently without including in the project some solutions that would both guarantee minimal influence of the investment on the environment and ensure the efficiency of local ecosystems it is impossible to obtain the positive decision concerning the condition of the environment, which would allow the realisation of the project. An engineer of the 21st century apart from providing the right construction of a given structure, which ensures that this structure is secure, functional, resistant and has architectural merit, must also take into consideration local environmental conditions. The engineer has to ensure that the environment may function without any obstacles and the species may migrate without restraint. To do this, an engineer needs to have clear guidelines concerning both the project and its realisation. The article contains the general form of these guidelines.

Greater and greater number of cargo ships sailing over small, restricted water areas can endanger the environment - in the case of disaster - by spilling fuel oil, carried in the ship’s bottom tanks for its propulsion. In this paper is proposed an alternative solution (against that of double plating) in the form of the second, elastic protective barrier which would be able to decrease risk of spilling in the case of loss of ship’s plating tightness due to collision or grounding.

Small closed sea shipping regions (such as the Baltic Sea) are specially vulnerable to consequences of ecological disasters due to spills of fuel oil used for ship propulsion and carried in single-plating double-bottom tanks. An alternative solution (against the recommended double- plating structure) was proposed. The aim of this work was to estimate mobility of pollutants contained in ashsludge granulates, expressed by their possibilities of elution by water and by estimating their potential danger to the environment. Materials used in experimental research (one stage leaching tests) was ash-sludge granulates made of two different kinds of waste: fly ashes from brown coal (30%) from 'Bełchatów' Powerplant and communal sewage sludge (70%) from municipal sewage treatment plant in Zabrze (southern Poland). However sewage sludge are an alternative to organic fertilizers (e.g. manure) and nitrogen and phosphorus content is relatively high but potassium concentrations are much less. Tested sewage sludge were modified by various potassium salts, which would improve their fertilizing abilities because potassium is easy-leaching element during sewage treatment. In first part of sewages KCl and in second K2SO4 were used both in load 344 g/kg d.m. Blank tests were carried on unmodified material. One stage leaching test were carried and equilibrium was reached after 24 hours. Water extracts (eluates) were analyzed for presence of nitrogen group compounds, phosphorus, chlorides, sulphates, magnesium, calcium and heavy metals. Also loads of particular compounds were calculated. On the basis of research (leaching test) there has been calculated a load of the pollution that were being washed out in mg/kg dry mass of used granulates. Eluates obtained in one-stage leaching tests had alkaline pH and high EC value which rise with potassium concentrations. In eluates from tested materials some parameters (e.g. ammonium, nitrites, COD, sulphates and potassium) exceed polish limits for sewages discharged to waters and grounds. Especially high were chlorides concentrations (10 times to high) due to KCl content. The highest heavy metals concentrations were observed in eluates from granulates modified by K2SO4 due to lower pH value in comparison to unmodified material. In next step in this researches will be to find optimal balance between fly ash and sewage sludge and use compounds for pH corrections.

Oils can be optically described by two parameters: light absorption coefficient and light refraction coefficient. Spectrum of absorption coefficient manifests itself in colour of oil, whereas spectrum of refraction coefficient impacts on both refractive and reflective properties of interface between oil and surroundings. Both spectra of absorption coefficient and refraction coefficient have distinctive slopes in ultraviolet edge of spectrum where values of mentioned coefficients decrease from extremely high in ultraviolet to relatively low in visual range. Possibility of perceiving of oil existing in the form of thin film or in the form of an emulsion depends on ambient light conditions and on mentioned optical properties. Additionally perceiving of oil depends on thickness of the oil film and on type of substrate on which oil is spread (water, metal etc.), as well as - if emulsion oil-in-water or water-in-oil is considered - on the droplets size distribution. The present paper begins with a review of optical properties of several oils. Next, an impact of changes of those properties on optical properties of an oil film (spread on water) as well as an impact of those properties on optical properties of oil-in-water emulsion is explained. Finally, exemplary results of numerical simulation of light transfer in marine environment (using above optical properties) - e.g. angular distributions of optical contrast of both sea areas clean and polluted by an oil-film are presented.

The role of environmental teaching specialists in realizing ecological and environmental education is significant and varied. Above all, it comes down to the help offered to teachers in running and realizing the subjects related to ecological and environmental education. It concerns the teachers who teach environmental education, biology, ecology and environment conservation. The role of teaching specialists is writing syllabuses to be realized in the classrooms (at schools) or during field trips in direct contact with nature. Running post-graduate university courses in the subject they include the issues of ecology and environmental protection. They invite teachers of nature, biology, ecology and environment protection to Seminars, Symposiums, Conferences that deal with the subject of ecology and environment teaching.

The paper concerns a propulsion system of merchant ships intended for sailing in the Baltic Sea zone. Such system is to satisfy the ecological requirements determined by relevant international conventions for special zones to which the Baltic Sea also belongs. The paper draws attention to gas turbine used as a prime mover for such ships, because it satisfies the ecological requirements and has also other advantages. Application of gas turbine for ship powering does not require exhaust gas to be purified, however it requires fuel oils of a low sulphur content to be used. If the ecological rules impose the using of the fuel oils of similar quality for diesel engines then gas turbine propulsion system will be comparable - also economically (regarding specific fuel oil consumption cost) - with that of diesel engine. It would be even more favourable in a combine gas turbine /steam turbine system, especially at compound production of electric and heat energy (i.e. COGES systems). In the Baltic Sea zone gas turbines willfind application to powering a. o. such ships as : fast car-passenger ferries, fast cargo ships, special vehicles (hydrofoils, hovercraft, motor yachts).

A principle of extended producer’s responsibility in the law of waste management pursues the following aims of the waste management: 1) the maximum decrease in the amount of waste in any type of business and human existence, 2) the immediate reuse of production waste in a manufacturing process, 3) recovery of raw materials from collected waste, 4) application of processes to dispose of waste, 5) orderly waste storage ensuring the least damage to the environment. The overriding objective of this principle is application of legal instruments encouraging producers to undertake activities which will: prevent production of waste, decrease the level of using materials and energy at every stage of a product life cycle and encourage to introduce changes in the phase of a product design and during its manufacture. Broadly speaking, a principle of extended producer’s responsibility is connected with a producer’s financial liability for a product. In a legal structure of the extended producer’s responsibility we deal with preventive liability. This principle completes a principle of incurring costs of waste management.

In the paper a probabilistic model of environmental risk of ship power plant is presented. This is a linear strategy model with an additional restraint. It can be usedfor assessing risk to marine environment, which results from ship power plant operation. The risk is a sum of component probabilities of exceedance of the limits assigned - by MARPOL convention to particular kinds of pollution discharged from ships, multiplied by weight factors. The factors determine a degree of harmfulness of a discharge for the environment. The restraint concerns the case of exceedance of the limits assumed unacceptable by the convention. A risk value is be contained within (0,1) interval. Moreover a criterion for environmental safety of ship power plant was propsed. This is the criterion of the ALARP class, in which an intolerable risk level and acceptable one is distinguished. Suggestions concerning determination of the levels are submitted. The considerations are illustrated by results of example computer investigations of influence of reliability oftechnical elements of the systems responsible for environmental safety of a hypothetical ship power plant on environmental risk value. Three qualification levels of ship:s. crew were accounted for: high, average and low.

Opis:
The balance of wastes originating from the foundry processes of ferrous alloys, prepared on the basis of data made available by the Polish Central Statistical Office, is presented in this paper. The kind and amount of individual foundry wastes subjected to management and storage by foundry plants were analysed. The problem of wastes between the years 2010–2016 is discussed on the national scale, as well as in individual regions or voivodeships. Altogether, 27,375.9 tons of waste from the group no. 10, of which non-ferrous metal and ferrous alloy wastes from foundry plants constituted 2%, were produced in Poland in 2010. This situation remained at a similar level over successive years, till 2014. The positive prognosis constitutes the fact that the amount of waste stored on dumping grounds belonging to foundry plants in Poland is gradually decreasing. This may be related to increasing costs of waste storage. During the tested years, the annual amount of gathered waste decreased from 4,796.6 thousand tons (in 2010) to 4,477.6 thousand tons (in 2014).

Subject and purpose of work: The article presents research aimed at creating the ranking of provinces due to the degree of environmental pollution. The presentation of the spatial distribution of pollutants should result in taking appropriate pro-ecological actions in the provinces. Materials and methods: Secondary material included in the research was the publication entitled “Environmental Protection – Environment 2017” by the Central Statistical Office. The method of ranking diagnostic variables was applied and then a synthetic variable determining the level of pollution in individual provinces was constructed, which made it possible to create their ranking. In the final stage, the author’s own method was implemented in order to divide the provinces into 3 groups. Results: The provinces were ranked from a relatively little to very polluted ones. Three groups of provinces were distinguished according to the criterion discussed. It has been revealed that the third group with the highest degree of environmental contamination includes as many as 8 provinces, that is half of them. Conclusions: The author believes that in order to prepare a more precise spatial diagnosis of the state of the natural environment in Poland, research has to be extended by including adequate information at the county level.
Przedmiot i cel pracy: W artykule przedstawiono badania mające na celu budowę rankingu województw ze względu na stopień zanieczyszczenia środowiska. Ukazanie przestrzennego rozkładu zanieczyszczeń skutkować winno podjęciem właściwych działań proekologicznych w przestrzeni województw. Materiały i metody: W badaniach wykorzystano materiały wtórne zamieszczone w wydawnictwie GUS „Ochrona Środowiska – Environment 2017”. Zastosowano metodę rangowania zmiennych diagnostycznych, a następnie skonstruowano zmienną syntetyczną określającą poziom zanieczyszczeń w poszczególnych województwach, co pozwoliło na budowę ich rankingu. W końcowym etapie wykorzystując metodę własną, dokonano podziału województw na 3 grupy. Wyniki: Ranking zawiera uporządkowane województwa od stosunkowo mało do bardzo zanieczyszczonych. Wyodrębniono 3 grupy województw ze względu na omawiane kryterium. Okazuje się, że do grupy III o najwyższym stopniu skażenia środowiska należy aż 8 województw, co stanowi połowę ich liczebności. Wnioski: Autor uważa, iż celem sporządzenia bardziej precyzyjnej przestrzennie diagnozy w zakresie stanu środowiska naturalnego w Polsce należy rozszerzyć badania poprzez uwzględnienie adekwatnych informacji na poziomie powiatów.
