Opis:
One of the factors, which determine the effectiveness of e-learning and distance education, is the possibility of adjusting the education process into individual mental factors, cognitive preferences and educational needs of learners. [1]. The development principles of educational multimedia packages are still a challenge to authors of educational environments requiring a deep analysis of not only the load of the application and its structure but also the specific rules of distance distribution of applications. They also have to be related to contemporary pedagogical theories and social needs and expectations. Distance learning methodologies will play nowadays a great role in various subjects of training. One of the most spectacular fields of teaching seems to be a medicine. Big number of textual and graphical evidences has to be delivered the user in accordance to his current needs. Description of various diseases, surgery operations, rehabilitation processes control and analysis and many other data files have to be given in very specific way. Unfortunately these training methods are yet not gaining in popularity within medical circles.

Opis:
A fundamental pre-requisite for the establishment of a scaleable regional health information network (RHIN) is the development of an architectural framework and tools for the integration of specialized autonomous systems and e-health service platforms supported by an underlying health information infrastructure (HII). In this context, HYGEIAnet, which is the RHIN of Crete in Greece, has identified and utilized a number of critical software components enabling integrated access to clinically significant information, based on an open architecture addressing successfully the various interoperability challenges at hand. HYGEIAnet provides the framework for the reuse of standardized common components and public interfaces, thus enabling integrated and personalized delivery of healthcare.

In recent times one can observe remarkable increase of e-learning courses offered not only by University units but also by various training institutions. Unlimited access into Internet services and professionally prepared platforms for an e-content development enables to construct the user-friendly training packages that are used within distance learning systems. Thanks to a wide range of educational resources the e-learning technologies became a new effective environment of an education process. The paper shows several results of a field testing that has been introduced at the University of Silesia computer laboratories.

The paper presents modern personal services and new trends observed in evolution of wireless services. The article covers voice and data transmission services offered in mobile networks as well as information services delivered to users over Internet/IP networks. With reference to voice services, selected GSM services based on IN services platform, e.g., the services of flexible scenarios are described. Moreover, the status of VoIP service provided over WLAN is explained. Concerning data transmission services, selected UMTS services are presented as well. Among information services, presentation of wide scope of services offered to mobile users, e.g., messaging, location-based information, transferring text information, unified communications as well as Internet services, e.g., e-commerce, e-shopping, telebanking and micropayments is done. For both, voice and data transmission services, personal services are presented exclusively. Generally, the most attractive services with personal features are selected and described in this paper.

The topic Theoretical Concepts, Sources and Technical Background of E-learning is discussed in a project of the Czech Science Foundation. A research team from three Czech universities (University of Ostrava, Charles University in Prague and University of West Bohemia in Pilsen) is working on the project. Its aim is to summarise theoretical concepts, to analyse sources of content, to assess methodological background and to search for technical solutions how to transfer some titles of current courseware into electronic version and to evaluate the efficiency of procedure. The methodology of transformation can help authors of study materials (not only e-learning), they may benefit from old instructional programmes.

The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.

The objective of this paper is to highlight the needs for improved access to high quality maritime data and information in the Arctic, and the need to develop maritime communication infrastructure with at least the same quality, in terms of availability and integrity, as in other more centralized areas. The foreseen Arctic ice meltdown is expected to provide new maritime transport corridors within relatively short time, and there is an urgent need to prepare for this, to ensure safe operations at sea and to protect the vulnerable Arctic environment. This paper points out some of these needs by presenting a case from a former accident in the Arctic sea. The case shows how the lack of proper information and data complicates the emergency operation. Some possible solutions to the challenges are proposed, and finally the paper briefly discusses the IMO e-Navigation concept in light of the Arctic challenges.

The economic and social impact of the waterborne sectors in Europe cannot be overstated, employing directly more than 3 million people and generating a turnover of about €250 billion representing more than 1% of the EU’s GDP. In order to maintain its leadership and competitiveness, Europe must take advantage of new market opportunities and address these challenges by means of focused research, development and innovation. In recent years the impact of digital technology and relevance of geospatial information has been increasingly felt across the whole maritime community bridging waterborne and coastal activities. The challenge for the maritime and marine science communities is to accelerate the transformation of the maritime sector into one that is able to exploit market-led opportunities and create high value added outputs that fully embraces technological and scientific advances. e-Maritime offers itself as the enabling framework.

Implementation of the Marine Electronic Highway (MEH) project in Straits of Malacca and Singapore will complement the efforts taken by Malaysia, Indonesia and Singapore as littoral states in enhancing safety of navigation and the prevention and control of marine pollution in the Straits. The Project Steering Committee meetings of the MEH indicate that, the progress in the implementation of its activities is in the midst of many challenging conditions. The efforts is a testament that the littoral states are working together to ensure the implementation of this project is running smoothly since the donor agencies, user States and the maritime industry have great expectations on its success. The MEH project consists of four important components such as Hydrographic Survey and Electronic Navigational Charts (ENCs) production, Environment Marine Information Overlays, Baseline Survey and Information Technology Structure. This paper will address the current status of the implementation of the four key components highlighting the development of ENCs as a vital tool to sustain the safety of navigation along the straits. The discussion in this paper is based on some preliminary survey findings and from reports of the Project Steering Committee meetings.

Globalization is the process of transforming regional or local developments and phenomena into global realities. Globalization is also a process that unifies the world into a single society which is a combination of economical, social, political and technological influences. The most substantial actor in this process is the Internet and its contributions to data and knowledge procurement among the states, legal and natural persons. Moreover, Turkey is one of the leading nations in the world to encourage the use of Internet and e-government implementations to integrate Turkey with rest of the world and render premium services to her citizens and other related entities. The e-government which is also known as e-gov, online government or digital government, is a concept to utilize the Internet technology as a means to exchange information, provide services and transactions with citizens, business and other branches of government. Some e-government implementations both in practice and forthcoming in Turkey are e-Government Gateway, Public Sector Network, Information Disaster Recover System and Justice Net. It is aimed to constitute and develop knowledge society; to facilitate access to knowledge, decrease time consumption, provide better access to public services and enhance efficiency, ensure transparency and accountability, lower the costs and save sources in Turkey by e- government regulations. The aim of this study is to reveal the developments and realities of e-government in Turkey with respect to the ETransformation Turkey Project theoretically depending on comprehensive and credible, international and national publications.

Niniejszy artykuł dotyczy próby identyfikacji i charakterystyki innowacyjnego projektu z Dolnego Śląska współfinansowanego z UE, który posiada największy potencjał rozwojowy w skali ogólnokrajowej do powiadamiania mieszkańców w sytuacjach kryzysowych. Do badań wybrano projekty e-usług dofinansowane z Programu Operacyjnego Innowacyjna Gospodarka 2007 – 2013 działania 8.1 w liczbie 1600 projektów. Badaniu podlegało 65 projektów z Dolnego Śląska. Każdy z analizowanych projektów związany był z rozwojem sektora e-usług w Polsce. W artykule zawarto podsumowanie w postaci najważniejszych wniosków płynących z przeprowadzonego badania.
SISMS Sp. z o. o. offers an innovative collective communication service between a local government, emergency services and residents using text messaging. This is one of the world's fastest communication systems of a large number of text messages to citizens. In a few seconds mobile users of SISMS receive crucial information. It seems that the SMS collective communication service has a great future ahead and great potential for development. This potential affects not only the growing demand for traditional communication, but also for communication in emergencies. The system passed a test during the last flood in 2010. It was used by emergency services in Poznań, Brzeg Dolny, Jelcz-Laskowice and dozens of local governments in several provinces. The study also indicates several barriers in decisions about purchasing the system, which include: - little belief in new technologies; - associating a text message from the community with an advertising SMS from a TV station; - no awareness that it is an important asset in an emergency situation to have an upto- date information; - no funding to purchase and maintain the system, which seems to be unreasonable by comparing the low cost of purchasing the system from the municipal budget and the benefits it offers to residents and the community.

The following work briefly presents a research project that aims at identifying barriers obstructing distance education. The research was conducted on the overall number of 158 distance students. The comparative group consisted of 430 traditional students. The attention was focused on the problems associated with Internet studies and there was a comparative analysis conducted on the perception of described factors by e-learning and traditional students (day and weekend studies). The results suggest that factors commonly perceived as the main disadvantages of distance studies are not more onerous than for traditional students.
