Opis:
The scenarios of cooperation between personal healthcare systems are discussed in this paper. Current telemedical solutions for home care provide the patient with a seamless diagnosis based on selected vital parameters. The application of two or more specialized systems monitoring the same subject rises the question of possible interference and cooperation. The cooperation between home care and wearable systems is of particular interest, because of their complementary features. Considerations of various cooperation scenarios led to the specification of three cooperation levels with regard to the required software integration. The paper presents also the design of a cooperation protocol for two prototype surveillance systems, enabling the use of communication resources of the stationary system to carry the messages of the wearable system over the wired transmission channel.

Opis:
Mobile solutions revolutionize healthcare systems as well as the way of management in this area. The complex and dynamic character of healthcare organizations requires a special kind of management in the areas of healthcare knowledge and electronic health records (EHRs). Mobile applications can be very useful and helpful in the terms of information providing, but their role is not limited to transferring it between the doctors, patients and managerial staff. In this paper the role of mobile applications in the work of health care professionals (HCPs) has been shown.This article highlights the role of mobile applications in facilitating HCPs’ work in the terms of time management and EHRs storage and management.
Rozwiązania mobilne są bardzo silnym trendem w systemach opieki zdrowotnej, jak i w zarządzania w tym obszarze. Złożony i dynamiczny charakter organizacji opieki zdrowotnej wymaga specjalnego rodzaju zarządzania w zakresie wiedzy medycznej i elektronicznych rejestrów medycznych. Aplikacje mobilne mogą być bardzo przydatne i pomocne w zakresie dostarczania informacji, ale ich rola nie ogranicza się do przenoszenia ich między lekarzy, pacjentami i personelem kierowniczym. W niniejszym artykule uwypuklono rolę aplikacji mobilnych w pracy pracowników służby zdrowia (HCPS), podkreślono rolę aplikacji mobilnych w ułatwianiu pracy pracownikom służby zdrowia w zakresie zarządzania czasem i EHRs przechowywania i zarządzania.

Opis:
The sources of free radicals and antioxidant defence systems in living organisms are reviewed. Attention is focused on the role of dietary lipid oxidation products and antioxidants to maintain balance between factors promoting free radical mediated oxidation and the antioxidant defence mechanisms. Particular attention is paid to the influence of intake of vitamins with oxidative properties (vitamin C, vitamin E and ß-carotene) and polyphenols compounds in the prevention of coronary heart disease and cancer.

Celem opracowania jest identyfikacja zakresów współpracy międzysektorowej na przykładzie świadczenia usługi e-zdrowia o nazwie bransoletka życia. Przesłanką podjęcia tematu jest nierozpoznane w pełni współdziałanie w nowych rozwiązaniach z e-zdrowia, charakteryzujących się złożonością organizacyjno-technologiczną. Wykorzystując model potrójnej helisy, przeprowadziliśmy analizę relacji współpracy między zidentyfikowanymi podmiotami z uwzględnieniem wymiarów bliskości organizacyjnej. W wyniku przeprowadzonego badania, oprócz samej identyfikacji ram współpracy, wskazaliśmy na bariery kooperacji oraz sformułowaliśmy rekomendację ich przezwyciężania wraz z kierunkami przyszłych badań.
The objective of the paper is the identification of common areas of intersectoral cooperation on the example of elderly medical alert devices. The justification of tackling the research problem is not fully recognized cooperation in new e-health solutions which are characterized by organizational and technological complexity. We used triple helix model and we analyze cooperation relations between identified institutions applying criteria of organizational proximity. The results of research, among identified cooperation framework, cover cooperation barriers. We formulated recommendations to overcoming them and defined future direction of research.

Artykuł jest poświęcony zagadnieniu wpływu narzędzi z obszaru e-zdrowia na poprawę dostępu do usług medycznych w regionie. W oparciu o literaturę przedmiotu oraz aktualne akty prawne w ogólnym zarysie przedstawiono koncepcję e-zdrowia i korzyści, jakie dają tego typu rozwiązania. Przedstawiono najnowsze trendy w zakresie wprowadzania rozwiązań e-zdrowia. Bazując na danych statystycznych przedstawiono zróżnicowanie regionalne uwarunkowań infrastrukturalnych wdrażania technologii ITC w ochronie zdrowia. W drugiej części artykułu zaprezentowano krótki przegląd wybranych przykładów regionalnych dobrych praktyk w zakresie rozwiązań e-zdrowia. Podsumowanie rozważań i kierunki dalszych badań kończą niniejszy tekst.
The article aims to the issue of the impact of e-health tools to improve access to medical services in the region. Based on the literature and current legislation the concept of e-health and the benefits of this type solution are explained. The newest trends in the implementation of e-health tools are presented. Regional variation of infrastructure conditions of ICT implementation in health care are shown based on the statistical data. In the second part of the article a brief overview of selected examples of regional good practices in the field of e-health solutions is presented. Summary of considerations and directions for further research ends this text.

Consumer and system-wide gains remain limited by an outmoded policy regime. With scientific innovation running far ahead of public policy, physicians, researchers and patients are not receiving full advantage of the latest developments. European health systems require a seamless and rapid flow of digital information, including genomic, clinical outcome, and claims data. Research derived from clinical care must feed back into assessment, in order to advance care quality for consumers. National health systems are heterogeneous; the solutions and required fundamental approaches differ between the European member states and are not entirely portable and scalable. To date, this applies not only to general systemic aspects but particularly to cross-border reimbursement issues and the exchange of treatment and patient data. To answer those needs, an international consortium was established to implement the project “Interregional coordination for a fast and deep uptake of personalised health”: Regions4PerMed. A cycle of international events, such as conferences, in situ visits and workshops, has been planned. Interdisciplinary groups of experts will exchange thoughts and experiences to design solutions that could be implemented in the various healthcare systems. Regions4PerMed aims to coordinate regional policies and innovation programmes in personalised medicine and personalised health to accelerate the deployment of personalised health for patients. Key Action 2 is dedicated to health technologies and smart and integrated care.

This article presents the results of the works of the PROMETHEAS project, which focuses on the mental health of sea workers. This project is carried out at the Maritime University of Szczecin and brings together a consortium of various maritime institutions from Slovenia, Greece, Spain, Finland and Great Britain. Pierwsze definicje telemedycyny pochodzą z lat 70. XX wieku, jednak próby wykorzystania narzędzi komunikacyjnych dla potrzeb medycznych opisywano co najmniej 100 lat wcześniej. W miarę jak pojawiały się coraz bardziej doskonałe możliwości transmisji danych, konstruowano coraz bardziej złożone systemy telemedyczne. Przesłanki dla rozwoju pierwszych systemów telemedycznych obejmowały zapewnienie dostępu do pomocy medycznej na obszarach słabo zaludnionych, w sytuacjach kryzysowych lub też w trakcie podróży morskich lub lotniczych. W miarę rozwoju technologii informatycznych coraz większą rolę zaczęły odgrywać kwestie związane z usprawnieniem opieki medycznej, dostępem do dokumentacji medycznej czy też możliwością uzyskania konsultacji specjalistycznych. Obecnie, kluczowym pojęciem dla zastosowania systemów teleinformatycznych w ochronie zdrowia jest e-zdrowie. Oznacza ono zarówno kontakty telemedyczne pomiędzy lekarzem i pacjentem albo pomiędzy lekarzami, jak i dostęp do informacji zdrowotnych w Internecie dla pacjentów, ich rodzin i wszystkich obywateli, a także rozwój systemów informatycznych w placówkach medycznych i innych podmiotach działających na rynku usług zdrowotnych i oferowanie usług wspierających, np. rejestracji online albo e-recepty.
The first definitions of telemedicine come from 1970s but the first attempts to use communication tools in medicine were described at least one hundred years before. As the increasingly better opportunities of data transmission emerged, new and more complex telemedicine systems were developed. The reasons for the development of the first telemedicine systems included the necessity to provide access to medical assistance in sparsely populated areas, emergency situations or during sea or air travel. Issues concerning the enhancement of medical care, the access to medical data or the possibility to receive specialist consultation started to gain in importance with the development of ICT technologies. Recently, eHealth is the key term to be used in ICT application in healthcare. It refers both to contacts between medical staff and patients, or between medical staff, and the online access of patients, their relatives and all citizens to health data as well as the development of IT systems in medical institutions and any other healthcare entities and the provision of such support activities as online registration or e-prescribing.

Telemonitorowanie oznacza zastosowanie przekazu audio, wideo i innych technologii telekomunikacyjnych do monitorowania stanu pacjenta na odległość. Choroby przewlekłe są obecnie głównym obciążeniem dla systemów ochrony zdrowia w krajach rozwiniętych. Możliwość wykorzystania systemów teleinformatycznych do wsparcia pacjentów z chorobami przewlekłymi została urealniona w wyniku rozwoju technologii internetowych, a później mobilnych. Długotrwała kontrola wybranych parametrów fizjologicznych oraz wyników samooceny lub samodzielnie realizowanych przez pacjenta pomiarów jest podstawą skutecznego leczenia w wielu chorobach przewlekłych. Rozwiązania służące do telemonitorowania chorób przewlekłych opierają się zwykle na zastosowaniu urządzeń zawierających czujniki rejestrujące wybrane, istotne dla danej choroby, wskaźniki. Współczesne systemy telemonitorowania integrują przetwarzanie bez granic i technologie komunikacyjne. Wprowadzenie systemów e zdrowia pozwalających na zdalne monitorowanie stanu zdrowia pacjenta daje szansę na usprawnienie procesu opieki, większą współpracę ze strony pacjenta, a także w wielu przypadkach na poprawę skuteczności leczenia i ograniczenie korzystania z zasobów ochrony zdrowia.
Telemonitoring means the use of audio, video or other ICTs in remote monitoring of patient’s health. Chronic diseases are currently a major burden for health care systems in developed countries. The application of ICT systems to support patients with chronic diseases became more realistic with the development of web and subsequently mobile technologies. A universal access to the Internet does not only mean a revolution as regards the use of information and services but also a democratization of the access to these resources. Long-term control of selected physiological parameters and the results of self-control or patient-based measurements is the basis for effective treatment in numerous chronic diseases. The solutions applied in telemonitoring of chronic diseases are usually based on devices with sensors that register indices crucial for particular diseases. Current telemonitoring systems integrate ubiquitous computing and communication technologies. The implementation of e-health systems that make it possible to monitor remotely patients’ health condition provides the opportunity to improve healthcare and cooperation on the part of patients as well as – in many cases – the effectiveness of treatment and the reduction in the use of healthcare resources.

Nowadays, the patient is expected to take active role in care processes and abandon the attitude of a passive recipient of medical services. There are also many challenges for health care professionals. Apart from the requirement of partnership relations with patients, health care professionals are obliged to follow evidence-based guidelines in their practice. The quality assurance strategies became inherent element of clinical activities. E-health environment brings a set of tools which can support all players active in health care domain in smooth adoption of new policies and requirements. The paper focuses on the issues of enhancement of access to health-related information by patients and health care professionals, medical information management and patient safety achieved with e-health technologies. A new model of health care delivery, especially for chronic care, based on the intensive use of e-health systems is proposed.
