In the article an attempt was made to present the assumptions of Polish legislative solutions concerning e-health in the context of one of the basic principles of European philosophical and legal thought – the principle of subsidiarity. The principle of subsidiarity, the essence of which is to leave it to the political communities to carry out tasks for which they can take responsibility, has been incorporated into the legislation of nation states and the European Union, determiningthe identity of European civilisation. Article 5 of the Treaty on European Union and the Treaty on the Functioning of the European Union and the preamble to the Constitution of the Republic of Poland are an example of the translation of the subsidiarity principle into legal norms. Attention has been paid to the possibility of decentralising and delegating competences to lower levels of public authority in the field of health, using or amending the e-health legislation accordingly. Appropriate division of tasks and competences in the area of health care, taking into account the subsidiarity principle, can be observed at both national and EU level. European Union law recognises the autonomy of the Member States to define national health regulations. On the basis of selected national and EU regulations, a definition of e-health has been proposed, understood as a set of provisions within the health care system regulating the collection, processing of data and provision of health care services in order to identify and optimise the satisfaction of individual and collective health needs as well as to pursue an effective health policy by public authorities. The basic assumptions of key national and EU legal acts are also indicated. On the basis of the solutions adopted in the Act on Health Care Services Financed from Public Funds, the formal possibility of delegating and effective performance of tasks has been demonstrated in the field of health protection by local government units. New information and communication technologies provide the basis for a more complete implementation of the subsidiarity principle in health protection, as they enable the necessary knowledge on the collective and individual health needs at European, national and any other expected level – regional, population, age to be gathered and transferred. They are a tool, previously unavailable, for the precise identification of the needs of separated communities. On the other hand, new technologies can be a tool for communities to meet these needs to the extent that they are able to provide organisational and financial security. The combination of new information and communication technologies with the application of a systematic concept of tasks implementation based on the principle of subsidiarity will allow for a change in the model of health care in Poland.

Opis:
Telecommunications technology is making its way into operating rooms by new developments in e-health. However, conflicts arise with existing legal principles regarding data protection. This paper deals with key elements of the interactions between data protection and evolution in e-health. The scope will be the digital operating room, where different health services and activities converge through networked technology, raising a number of privacy-related issues. For instance, the patient's health records and tools for recording surgical procedures could be integrated within the same platform, potentially leading to sensitive personal data linkage. Also the possible duration and reason of storage of surgical recordings, is a matter that remains largely unresolved in current practice. First, this paper will analyze the data exchanges of the digital operating room. As these will include personal patient data, it must be assessed whether and how the European framework on data protection can apply. Second, the regulatory regime of the manufacturers of the devices of the digital operating room will be analyzed. Can the current legal framework relating to e-health provide for suitable regulation for such devices? Drawing from experience gained in research projects, this paper aims to provide practical answers to often theoretical questions.

One of those solutions are internet interventions. Although these interventions are commonly used in other countries, knowledge about them in Poland is limited. The aim of the article is to introduce to the topic of psychological internet interventions by describing the basic functionalities of internet interventions, the context of their use, their classification, areas where they can be applied and challenges related to their future development and wider implementation.

Introduction. E-Health tools allow a medical facility to set a given patient’s data in order using ICT techniques, and the patient to use those techniques when contacting a given organisation. Materials and method. Secondary statistical data was used in the research. The study was carried out among primary health care patients. Mining for affinity rules was done in the R programme. The apriori and inspect functions from the arules package were used. Moreover, any redundant rules were removed from thoseobtained using the afero-mentioned method. Applying the general description of the affinity analysis method onto the survey described herein, it should be stressed that the aim of using affinity analysis was to discover the rules which contain the sub-transaction B={V_6=1} as a consequent. This was determined by the intention to discover associations regarding the knowledge about a uniform information system that the patients under study might have. Results. In the discovered rules, the antecedent most often contained an indication of the need for introducing a uniform solution as regards telemedicine. Moreover, according to the opinions of ‚conscious‘patients, a uniform IT system should improve the work at primary health care institutions, introducing an on-line booking system for visits should improve the productivity and comfort of doctors, and an IT system should provide unambiguous identification of a patient. Conclusions. There is potential in using affinity analysis within e-Health. The example of affinity analysis described in his study led to the discovery of interesting and important (from the point of view of a medical facility) regularities regarding the knowledge and expectations of patients as regards e-Health.

Purpose: The main aim of the article is to discuss an example of a selected medical facility compliance with formal and legal requirements concerning the obligation to computerise. Design/methodology/approach: The scope is possible to achieve by using the research method in the form of a case study. The theoretical part contains considerations regarding the level of the development of e-government and e-health. It is also analyzed in terms of the legal framework and the documents forming electronic public services by the stages of their implementation. Furthermore, barriers and problems facing the process of e-government and e-health in Poland are also taken into account in this study. Findings: On the basis of the conducted surveys, it was made the assessment of the every stage of computerisation of this entity, taking into account both those stages which were completed and those in progress. Research limitations/implications: The conducted surveys were limited to a selected medical facility and may therefore be a prelude to more extensive analyses in this area. Originality/value: The article contains a description of the specific action in the selected entity. In that regard, it represents a new local value. The results may be useful for researchers working on that subject and for the practitioners managing such entities.

Patient summary documents provide crucial information about a patient, like allergies and adverse reactions, which are necessary for an efficient and safe treatment and offer a quick overview of the patients health status. Automatically generating patient summaries from Electronic Health Records (EHR) reduces the workload of medical personnel. Nevertheless, existing approaches do not take several challenges that occur in live operation into account. Based on a health standardcompliant approach, a system for on-demand generation of patient summaries was implemented and evaluated using real data. This work shows several problems which could be identified.Those problems are not covered sufficiently by current research. Possible approaches to a solution are suggested, which have to be further investigated in future work.
