The adopting of e-government requires a clear vision, and identifying all factors that contribute to its success. This study was conducted with the general objective of investigating GePG users’ perceived support quality using a case study of the GePG system’s end-users. The study was conducted in Tanzania using a cross-sectional research design which employed a sample size of 102 respondents, who were administered a questionnaire survey to collect primary data, which was later analysed using Principal Components’ analysis, Descriptive Statistics, and Pearson’s Correlation. The findings revealed that end-users of the GePG system positively perceived the quality of the GePG system; based on PCA analysis findings, respondents were neutral with the quality of support from the GePG system support team, as they neither agreed nor disagreed, and the study found a negative weak correlation between satisfaction levels with the quality of support from GePG and end-users’ intention to continue using GePG’s payment services. Therefore, the study concluded that despite end-users’ positive perception of the quality of the GePG system based on ease “of use and responsiveness”, end-users of the GePG system were neutral on rating the quality of the support they were receiving from the GePG support team. Thus, the study recommended that to ensure the sustainability of the GePG system, more resources and efforts need to be directed into the support team of the system to clearly understand the end-users’ challenges.

Artykuł podejmuje problematykę korupcji i metod jej przeciwdziałania. Celem jest odpowiedź na pytanie, czy zastosowanie w administracji publicznej technologii informacyjnych, ze szczególnym uwzględnieniem Internetu, przyczynia się do ograniczenia postrzegania korupcji w danym kraju. Na podstawie literatury zidentyfikowano determinanty korupcji w aspektach: politycznym, gospodarczym i kulturowym. W celu weryfikacji postawionej hipotezy, dotyczącej wpływu rozwoju usług internetowych świadczonych przez państwo na poziom postrzeganej korupcji, przeprowadzono badanie empiryczne z wykorzystaniem danych panelowych dla 129 krajów za lata 2008–2019. Jest to najdłuższy okres, dla którego możliwe jest wykorzystanie aktualnych danych. Uzyskane wyniki potwierdzają skuteczność e‑government jako narzędzia przeciwdziałania korupcji. W artykule zwrócono również uwagę na ograniczenia związane z rozwojem usług elektronicznych w administracji, które wynikają w głównej mierze z barier edukacyjnych i infrastrukturalnych, ale także z dopiero rozwijającego się popytu na takie usługi.
In this paper, we focus on corruption and on methods for counteracting it. Our aim is to investigate whether the use of information technology, especially the internet, in public administration contributes to reducing the perception of corruption in a given country. Based on existing research reports, we identify the political, economic and cultural determinants of corruption. In order to verify our hypothesis about the impact of the development of public services provided online on the level of perceived corruption, we use panel data for 129 countries for the 2008–2019 period. Our results confirm the effectiveness of e-government as a tool for counteracting corruption. We also highlight the limitations of the development of electronic services in public administration. These are mainly due to educational and infrastructural barriers, but also on account of freshly growing demand for such services.

Ukraina, jako dawne państwo posowieckie, szczególnie od czasu nieudanej pomarańczowej rewolucji 2005 roku, stanęła przed koniecznością budowania nowoczesnego państwa, w tym nowoczesnej administracji. Niniejszy artykuł ma na celu przedstawienie rozwoju e-government i e-governance w Ukrainie. Odniesiono się do światowych oraz polskich definicji powyższych pojęć. Przeanalizowano najważniejsze dokumenty rządowe i wyróżniono trzy etapy budowania e-gov w Ukrainie. W początkowym okresie Ukraina jedynie cyfryzowała swoją administrację. Jednak główną przeszkodą w osiągnięciu sukcesu była niska liczba użytkowników internetu. W kolejnych latach – także dzięki pieniądzom i pomysłom pochodzącym z bardziej doświadczonych państw – polityka cyfryzacji administracji ewoluowała w kierunku e-governance i e-demokracji. Przyspieszenie nastąpiło wraz z wyraźnym wyartykułowaniem dążeń integracyjnych z Unią Europejską.
Ukraine, as a post-Soviet state, especially since the rather unsuccessful Orange Revolution of 2005, has faced the need to build a modern state with modern administration. This article aims to present the evolution of e-government and e-governance in Ukraine with reference to the definitions of these terms. The most important government documents were analyzed and three stages of building e-gov in Ukraine were distinguished. In the initial period, Ukraine only digitized its administration. However, the main obstacle to success was the low number of Internet users. In the following years – also thanks to money and ideas from more experienced countries – the policy of digitalization of administration evolved towards e-governance and e-democracy. The process accelerated when Ukraine articulated its aspirations for integration with the European Union.

Głównym celem artykułu jest identyfikacja i analiza czynników sukcesu we wdrażaniu elektronicznej administracji na szczeblu regionalnym w Polsce. Pomimo że administracja nie szczędzi środków na rozwój publicznych usług elektronicznych, ich poziom ciągle jest niezadowalający. Dlatego autorzy podjęli próbę znalezienia odpowiedzi na następujące pytania: Jakie czynniki wpływają na rozwój e-administracji na szczeblu samorządu lokalnego? Jaki jest modelowy (wzorcowy) układ tych czynników? Jaki jest poziom rozwoju e-administracji w badanych gminach w ujęciu regionalnym? W tym celu zaproponowano i obliczono wskaźniki opisu i oceny rozwiązań informatycznych polskiej administracji samorządowej.
Main goal of this article is identification and analysis of successes factors in implementing of electronic administration on the regional level in Poland. In spite of the fact, that administration spares no expense to do the development of electronic public services their level is continually insufficient. There is an attempt inside the article to answer the following questions: What factors have an impact on the development of e-administration on the level of local government? What is the module system of these factors? What is the level of development of e-administration in surveyed communes in the regional spin? To that end offered and computed the rations descriptions and evaluations of informatics solutions of Polish local government administration.

Modern administration often uses ICT systems to deliver public services, which must be adequately secured. Public administration bodies must, therefore, also include cybersecurity in their policies. E-services should be the standard. Unfortunately, this standard does not always apply in administration. New technologies in a digital state and information society must be widely used, including by public bodies, so that the quality and accessibility of the services provided meet social needs. The public administration is responsible for continuously developing computerisation, making it possible to function normally in cyberspace where citizens have long been present.

In [1] some aspects of eGovernment: interoperability were discussed The aim of this paper is to summarize the national aspects and peculiarity in the field of interoperability in Poland (strategic frameworks, laws, regulations, implementation, specific requirements, organizational aspects, technical aspects, case studies, best practices, etc.). This information will be latter on used as a part of an e-course on eGgovernment interoperability course. The first part focuses on some of the organizational aspects and the effects they have on PA structures and on the performance of the services provided. In addition, the goal is also to analyze the changes that have produced some valuable innovations. The second section deals with the technological aspects, not only with the identification and exploitation of the best solutions in the field of innovation processes within the PA, but at the same time serves to detect unsuccessful attempts, analyzing the strengths and weaknesses of a given action taken in each case. The final section includes a detailed description of some success examples of a best practice and an in progress experiment of interoperability in Poland. The research was conducted within the LLP Leonardo da Vinci project „ELGI - eLearning for eGovernment” started in 2011. The project addresses its aims at the development of an innovative elearning course for acquiring knowledge concerning interoperability.

The subject under discussion is the problem of publications on the relationship between the e-government implementation process and the ability to compete. Today, it is estimated that the key objective of the informatisation of public administration at both central and local levels, is the preparation and implementation of electronic public services for citizens and businesses productively and efficiently. The e-government vision presented by the European Commission, and gradually implemented through EU Member States shows, that the process of developing e-government should serve as a tool to support the processes of governance. Projects related to the informatisation may influence the improvement of the education system and health services, create jobs, change how resources are managed, reduce transaction costs and the overall transformation of institutional nature. The currently used measuring tools of benefits from the implementation of public e-services and general development of e-government do not always show directly whether they are generated. The purpose of the publication is to identify and evaluate currently used indicators of electronic administration development in the context of measuring the benefits of this process, which are significant for improving the country’s competitiveness in the international arena.
Przedmiotem rozważań zawartych w publikacji jest problematyka zależności między procesem wdrażania administracji elektronicznej a zdolnością konkurencyjną kraju. Współcześnie ocenia się, że kluczowym celem informatyzacji administracji publicznej, zarówno na szczeblu centralnym, jak i lokalnym, jest produktywne i efektywne przygotowanie oraz wdrożenie elektronicznych usług publicznych dla obywateli i przedsiębiorstw. Wizja e-administracji przedstawiona przez Komisję Europejską oraz stopniowo realizowana przez państwa członkowskie UE ukazuje, że proces rozwoju e-administracji powinien służyć jako narzędzie wspomagające procesy rządzenia. Projekty związane z informatyzacją mogą wpływać m.in. na poprawę systemu edukacji i służby zdrowia, tworzenie nowych miejsc pracy, zmianę sposobów zarządzania zasobami, zmniejszenie kosztów transakcyjnych i ogólne przemiany instytucjonalne. Stosowane obecnie narzędzia pomiaru korzyści wynikających z wdrażania e-usług publicznych i ogólnie rozwoju e-administracji nie zawsze ukazują je wprost. Celem publikacji jest zidentyfikowanie i ocenienie stosowanych obecnie mierników stopnia rozwoju administracji elektronicznej w kontekście pomiaru korzyści wynikających z tego procesu, mających znaczenie dla poprawy konkurencyjności państwa na arenie międzynarodowej.
