Military diplomacy can be defined as a set of activities carried out mainly by the representatives of the defence department, as well as other state institutions, aimed at pursuing the foreign policy interests of the state in the field of security and defence policy, and whose actions are based on the use of negotiations and other diplomatic instruments. This meaning differs military diplomacy from some other related phenomena such as gunboat diplomacy or coercive diplomacy. Military diplomacy as such performs several basic functions, which include the following: 1. Gathering and analysing of information on the armed forces and the security situation in the receiving state, 2. Promotion of cooperation, communication and mutual relations between the armed forces of the sending and the receiving state, 3. Organization of working visits of representatives of the defence authorities and of peaceful stay of the military units of the sending state in the receiving state, 4. Support of business contracts with arms and military equipment between the sending and the receiving state, and 5. Representation of the sending state and its armed forces at official ceremonies and other events in the receiving state.

Warsaw Science Diplomacy School 2020 was the 1st edition of summer school held together by the European Academy of Diplomacy, based in Poland, and the European Union led programme Inventing a shared Science Diplomacy for Europe (InsSciDE). The week-long venue took place online, due to the coronavirus pandemic, between 22-26 June 2020. Class of 2020 consisted of 28 participants from 6 continents, 10 European Union member states and 27 countries in total, where vast majority possessed different nationality and country of residence. Also, the mentors and instructors of the school came from over 13 institutions gathered in the InsSciDe consortium. Participants were divided into 4 teams where they were discussing study cases of how European science diplomacy applies to global challenges. The chosen challenges were the following: Natural resources as public goods for global health; A Matter of Global Epidemic Diplomacy; Scientists in diplomacy during the Scramble for Africa; and A co-production of science and diplomacy in the Law of the Sea.

“Defence diplomacy” is a relatively new term, created in response to post-Cold War needs to name new tasks and international functions completed by the armed forces and the leadership of the Ministries of National Defence. However, it should not be understood as a kind of traditional “military plus diplomacy”. The lack of a universally recognised definition of “defence diplomacy” means that states try to adapt its content to the needs of their own security policy. In Poland, the term “defence diplomacy” appears in journalism, but there is no precise reference to it in the documents concerning foreign and security policy. The main goal of defence diplomacy is the co-formation and implementation of the state security policy, and its task - to create stable, long-term international relations in the field of defence. Conceptualisation of the concept is a starting point for understanding its role as one of the most important instruments of foreign policy and the security of contemporary states.

International correlations through the last years have been remarked as dramatic in character, and very often followed through with unpredictable events, such as the Arab spring, chronic and confessional wars raging through the Middle east, than the unprincipled informal collation of the great forces merging with variety and different in character formal and less formal state-of-actors, than worth mentioning is the recent war prelude in Ukraine which on top has all been spiced and made far more constrictive indeed by the arrival of the global economic crisis in energy resources as well as naturally found ones, that has well paid so far contributing led to the overflowing of the crisis itself from the world’s center towards its margins. Since the end of the cold war, the most powerful and the most economically ascendant countries have started to promote a very new breed type of concept which deals with export and imposing of its own ideology. Diplomacy has well been turned into an instrument for realization of the external affair politics of the great powers and this diplomacy has been thus transformed from traditional in character to modern in origin, or better - public diplomacy. But this breed of public diplomacy had its own limits in terms of its range influence which was shortcut in the days of lack of energy resources as well as naturally found pack resources in the sense of energy excavation, and thus we witnessed the arrival of the newly formed type of diplomacy in place of the public diplomacy, named energetic diplomacy. Today energetic diplomacy is a representative of modern diplomacy or better a unique type of “stick and carrot” modulated for the weak and well developed rich states which are dependent on energy resources naturally found or not. During the era of the predomination of traditional politics over power in international correlations, it was then the most important thing who would be the one to deal with the most military power arsenal and later economic power as well that determined supreme leading force. Many of us would ask does this mean the reincarnation of the so called almost forgotten Cold War only now coming in such a shape that seems to be far more terrifying in character with a great deal of chance to impose the brink of a new world war and another humanitarian wash-out to humanity.

The present paper considers the essential role of cultural diplomacy as a foreign policy vector and discusses its place among the tools of public diplomacy. The emphasis is placed on analysing the potential of cultural diplomacy in the Ukrainian foreign policy activities. In particular, the authors examine institutional aspects of promotion of the Ukrainian culture abroad; special attention is paid to the Ukrainian Institute, established in 2017 under the auspices of the Ministry of Foreign Affairs. As for many years there was no comprehensive governmental approach to cultural diplomacy, private initiatives in the field emerged to fill the gap. Having received some support from the Foreign Affairs Ministry and Ukraine’s diplomatic missions, these entities became part of the state’s cultural diplomacy mechanisms.

The aim of the article is to investigate the issue of cricket diplomacy between India and Pakistan as an important attempt to normalize relations between the two countries, which have remained strained since both states were granted independence. The term cricket diplomacy encompasses a series of meetings of political leaders of both countries during cricket events as well as the events themselves, which were often organized with the aim of bilateral rapprochement. The research is going to be a case study concerning sports diplomacy between India and Pakistan. The main objective of the article is to verify the hypothesis, according to which cricket diplomacy has been a useful tool for enhancing India-Pakistan relations. The investigation will also encompass the choice of cricket as a driver of diplomacy – a sport that evokes great emotions among both societies.

The considerations in this article are an attempt to grasp and deeply analyze the relationship between wine and politics in the contemporary world. The importance of wine on the international stage is a multi-threaded topic, but the work focuses primarily on the special role of wine in the cross-country dimension. The author uses the method of case study analysis to present the activities of Russia’s economic diplomacy and France’s cultural diplomacy. Their example allows us to understand the role of wine in the implementation of individual foreign policy goals, including strengthening the power and prestige of the state in the international arena.

The article briefly presents the direction of changes in Polish non-government organizations in recent years. It will be presented in the context of systematization, the cooperation between government administration (including the structures which coordinate the foreign policy) and NGO, the increase participation NGO in realization public tasks and the connections between NGO and public administration. There will also be described the identity of the main goals and actions of non-government organizations and the Ministry of the Foreign Policy when it comes to international activity. Therefore we can talk about another type of diplomacy – non-governmental and social diplomacy. What is more, the importance of the NGO in this field is high. Their activity influenced the Polish image abroad and others in Poland. There are many international conferences, exchanges and projects which make the integration and exchange of information deeper. As well as the promotion of Poland abroad.
