Theoretical background: The beginning of the third decade of the 21st century brought a dynamic development of new technologies, intensifying the ongoing process of digitalization of the global economy. Among these changes, one of the undoubtedly noticeable areas that are developed both on theoretical and practical grounds is the central bank digital currency (CBDC). It is a new – different from cash – currency issued by the monetary authorities, considered as a response to the development of private virtual currencies, which is aimed at the same time to improve the circulation of money. An increasing number of central banks are considering issuing their own CBDC. According to the BIS studies, in 2021 nine out of ten central banks actively research implementation of a digital currency. This number is constantly growing. More and more monetary authorities are at an advanced stage of CBDC work, 26% of central banks already running pilot tests (compared to only 8% in 2018). Purpose of the article: The main aim of the article is to identify barriers to the central bank digital currency introduction as well the case study analysis of the current involvement of selected central banks in the process of its implementation. Research methods: The main research method used in the conducted empirical research is the case study analysis of selected central banks that have undertaken works on the CBDC implementation. The research verifies the main hypothesis that despite growing involvement of central banks in the work for the issue of CBDC, its barriers and limitations are large enough to inhibit practical implementation. Main findings: The results indicated that such barriers as limited validity period, lack of anonymity and full control of a central bank over its use may significantly limit further monetary authorities’ work on its implementation.

Despite a relatively short period that elapsed since the development of the blockchain or Distributed Ledger technology (DLT), it has been put to multiple uses by multinational corporations, central banks, governments and individuals. It has been responsible for the emergence of digital money and revolutionary changes in a wide array of financial services. The paper examines opportunities and threats associated with the use of the DLT, with a special emphasis on the first experimental digital money, applying a heuristic SWOT analysis. It includes the analysis of properties of the Bitcoin in comparison to traditional money together with detailed examination of protocols that created it in terms of associated dangers.

This article deals with the emerging topic of stablecoins, which is an umbrella term used to refer to a stable cryptocurrency. Digital currencies are a worldwide phenomenon gaining an increasing interest among investors, economists and legal scholars. They are used mainly as a new mean of ex-change and as a new way of investing funds, since the rapid changes in their value allow to gain extraordinary profits. Up to this point the legal status of digital currencies has not been clearly established under neither Polish nor EU public law, although some of the existing regulations may be indirectly applied to them. Under current regulations digital currencies cannot be treated as a legal mean of payment, as an electronic money nor a financial instrument. Creation of a complex regulation regarding digital currencies and granting administrative authorities supervisory powers over their trade seems to be necessary. Because of the evolution of financial markets, classifying digital currencies as financial instruments is a possible way of regulating their trade.

The article analyzes how conventionalists, pioneers and criminals choose between a national currency (e.g. a central bank digital currency) and a global currency (e.g. a cryptocurrency such as Bitcoin) that both have specific characteristics in an economy. Conventionalists favor what is traditional and historically common. They tend to prefer the national currency. Pioneers (early adopters) tend to break away from tradition, and criminals prefer not to get caught. They both tend to prefer the global currency. Each player has a Cobb-Douglas utility with one output elasticity for each of the two currencies, comprised of backing, convenience, confidentiality, transaction efficiency, financial stability, and security. The replicator equation is used to illustrate the evolution of the fractions of the three kinds of players through time, and how they choose among the two currencies. Each player’s expected utility is inverse U-shaped in the volume fraction of transactions in each currency, skewed towards the national currency for conventionalists, and towards the global currency for pioneers and criminals. Conventionalists on the one hand typically compete against pioneers and criminals on the other hand. Fifteen parameter values are altered to illustrate sensitivity. For parameter values where conventionalists go extinct, pioneers and criminals compete directly with each other. Players choose volume fractions of each currency and which kind of player to be. Conventionalists go extinct when criminals gain more from criminal behavior, and when the parameter values in the conventionalists’ expected utility are unfavorable, causing competition between pioneers and criminals.

Objectives: The article addresses the question about whether IT technologies and the ongoing globalisation are likely to impact the money creation mechanism. Research Design & Methods: For this purpose, the article reviews the experiences of free banking, the endeavours to promote the bitcoin as a new currency, the discussions on digital currencies issued by central banks, the experiences with Eurodollar market, and the emergence of imbalances in the TARGET2 (the Eurozone payment system). Findings: The analysis leads to two general findings. The first one is that cryptocurrencies are unlikely to replace the existing monetary system. The second one is that the increasing globalisation creates the need for the most important central banks to expand their role as international lenders of last resort. Implication / Recommendations: One implication of the main findings of the paper is that cryptocurrencies will have to go through a long evolution before they might have a chance to become an integral part of the monetary systems instead of being purely speculative assets. The other implication is that the experiences with the TARGET2 system revealed the ECB’s large potential to prevent sudden halts in international trade. Contribution / Value Added: The article’s added value with regard to the existing literature is highlighting that the main reason why the deposit money created by commercial banks (making the bulk of money supply today) will not be replaced by cryptocurrencies stems mainly from the fact that the latter cannot be allocated in an economically rational way. The other contribution is underscoring that the TARGET2 imbalances reflected the positive role played by the ECB in alleviating the consequences of the global banking crisis of 2007-2009 and the Eurozone debt crisis of 2010-2012.

This publication consists of two parts: The first part concerns new challenges, which financial institutions will have to meet on the basis of the new act on counteracting money laundering and financing of terrorism (Dz.U. 2018, item 723), which came into force on 13 July 2018 and implement the provisions of Directive of the European Parliament and of the Council (EU) 2015/849 of 20 May 2015 to the Polish legal system. and introduces revised Financial Task Force (FATF) recommendations. The changes are aimed to increasing the effectiveness of the national system of counteracting money laundering and financing of terrorism and will have a significant impact on the functioning of the Polish financial institutions. The second part focuses on presenting long-term challenges in the area of AML (Anti-Money Laundering) / FTR (Financial Transaction Report) that will be faced by Polish financial institutions. The research problem is the question, which legal challenges will appear for the Polish institutions at the time of entry into force of the Act of 1 March 2018 on counteracting money laundering and financing of terrorism and what new challenges will face the legislator (and not only legislator) in the further future.

The financial crisis of 2007/08 had shattered the global financial system and led – besides a flood of regulations – to a wide range of new concepts and business models. One of these new concepts was “Bitcoin”, a private digital monetary system, which is characterized by decentralization, transparency and immutability. To date the underlying Blockchain or Distributed Ledger Technology (DLT) has evolved and offers an extensive range of possibilities, particularly in the financial industry. So far, an EU-wide legal basis for Blockchain or DLT applications and services is missing. France and the Principality of Liechtenstein took a step forward and adopted national laws trying to offer legal certainty in this field. This article aims to provide a comparison of the two acts and underline the similarities and differences.

Background and Objectives: Cell phones in Africa have improved economic performance and allowed poor, unbanked communities to access financial services at a minimal cost. The main objective of the review is to shed more light on the current trends in the mobile money business by briefly appraising the various studies on the small-scale mobile money industry, with special emphasis on Zambia. Study Design/Material and Methods: The review examined 52 peer-reviewed and purposefully selected journal articles. Of these, 30 papers comprising five different areas on mobile money were evaluated. Results: It was established that mobile money is not only convenient and accessible to most people, but it has also led to economic inclusion for disadvantaged communities. Instead of competition, there should be complementarity between banks and mobile money platforms through the integration of the two payment systems. Integration of the two systems, however, would come with associated risks. Practical Implications: Replicating successes in the mobile money subsector will not only broaden the tax base but also improve and/or streamline strategies and policies relating to the small and medium scale (SMEs) industry to benefit the country. Conclusion and Summary: Mobile money has provided an invaluable, easy-to-use, and robust solution to financial inclusion for disadvantaged communities in emerging economies, especially in Africa.
Cel: Telefony komórkowe w Afryce poprawiły wyniki gospodarcze i umożliwiły ubogim, niekwalifikującym się społecznościom dostęp do usług finansowych przy minimalnych kosztach. Głównym celem przeglądu jest przedstawienie aktualnych trendów w branży pieniądza elektronicznego poprzez krótkie podsumowanie różnych badań na temat sektora pieniądza elektronicznego na małą skalę, ze szczególnym uwzględnieniem Zambii. Materiały i metody badawcze: Analiza uwzględnia 52 recenzowane i odpowiednio dobrane artykuły w czasopismach. Z tej liczby przeanalizowano 30 dokumentów z pięciu różnych obszarów pieniądza elektronicznego. Wyniki: Pieniądze elektroniczne są nie tylko wygodne i dostępne dla większości ludzi, ale również przyczyniają się do integracji gospodarczej społeczności znajdujących się w niekorzystnej sytuacji. Zamiast konkurencji, banki i mobilne platformy pieniężne powinny uzupełniać się poprzez integrację obu systemów płatności. Integracja tych dwóch systemów wiązałaby się jednak z ryzykiem. Wnioski praktyczne: Powtarzające się sukcesy w podsektorze pieniądza elektronicznego nie tylko poszerzy podstawę opodatkowania, ale także udoskonali lub usprawni strategie i działania na rzecz małych i średnich przedsiębiorstw (MŚP) z korzyścią dla kraju. Wnioski i podsumowanie: Elektroniczne pieniądze dostarczyły nieocenionego, przyjaznego dla użytkownika i solidnego rozwiązania umożliwiającego integrację finansową społeczności znajdujących się w niekorzystnej sytuacji w gospodarkach wschodzących, w szczególności w Afryce.
