This article aims to explain the phenomena of incredibly broad consensus among the Scottish political elites around European integration. All relevant political forces (present in the 2016–2021 term in the Scottish Parliament) have une quivocally supported further membership. European integration and the EU are specifically defi ned in public debate to carry out certain functions from the perspective of the Scottish political elite. These interpretations in this text are divided into three categories, serving three basic functions: facilitation of the process of increasing the competences of Scottish institutions (through independence or decentralisation), support for social development based on left-wing values and strengthening the distinctiveness of Scotland’s national identity. They were distinguished through in-depth analysis of scientifi c literature, documents of public institutions and political parties and statements of Scottish politicians. Author concludes that the distinction between the three basic functions of European integration from the perspective of the Scottish political elite is justified, although it is not always possible to draw a precise line between them. It is also easy to see that there are interrelationships between the different elements of these functions.

This study presents and analyzes the results of public opinion surveys conducted in Wales in 2017–2023 regarding the political future of the region. Using quantitative, comparative and systemic methods, the political solutions proposed by the Welsh were identified. The aim of the study is to answer the question whether current centrifugal tendencies may lead to Wales gaining independence in the foreseeable future.

This article is devoted to separatism as a global phenomenon of modern times. Separatism is considered a large-scale phenomenon of the present, which can cause irreparable consequences for state independence. The concept of separatism is analysed in accordance with different dictionaries that interpret this phenomenon. The concept of separatism is analysed using the comparative method, namely, separatism is compared with the solar system. The main types of separatism are analysed, depending of the region, country and the sphere of its expression. Examples of each of them are given in the article. If we consider separatism as a movement or a process that wants to separate from the state, then, depending on the purpose, the following forms of separatism are distinguished: secession, irredentism, and devolution. The positions of the representatives of the scientific world community about secession are highlighted, its main advantages and disadvantages are revealed. The article highlights the interesting positions of scientists who consider separatism as a positive phenomenon in the process of nation-building. As an example of irredentism, the situation with the Crimea is described. Crimea was an autonomous region within the nation of Ukraine until March 2014 after a shady referendum it was taken over by the Russian police.

Scottish Independence Referendum will take place on 18 September 2014. There would be only one question during referendum: “Should Scotland be an independent country? The reform of devolution established by Scotland Act 2012 is sometimes overlooked by observers as too little too late. The most principal issues of the referendum will be: economy, oil resources, currency, defense and European Union. Main doubt around referendum is whether Scotland would be better economically after Independence. Scotland’s position within the EU is likely to be shaped more by any agreements between the parties than by pre-existing principles of EU law. Doubts about Scottish membership in the EU have to be viewed in the context of the referendum on the UK’s membership in the European Union, that will take place if the Conservative Party wins the 2015. British political class have always behaved differently towards the European integration than continental elites The importance of the European dimension of the Scottish Independence Referendum was proved by Panelbase poll in May 2013.

The aim of this text is to answer the question to what extent European integration influenced the creation and functioning of the regions in two countries: United Kingdom and Poland. The hypothesis is, based on model of different sources of regional power by A. Bourne, that in both countries the EU impact strengthened regional powers. European integration is shown as one of the factors triggering decentralization reforms in both countries. A pro-regional shift in national politics is explained as a sign of Europeanization of administrative structures and political priorities. There is evidence that European integration empowered regions in the UK and Poland. Sub-national authorities received new competencies, especially regarding regional policy implementation, and can use new channels of participation in the formulation of EU policy. Even if central governments remain to be gate-keepers between regional authorities and the EU, the regional profile has been boosted.

Implementation of the UK’s ambitious greenhouse gas emissions reduction targets is entering a new phase. The focus is shifting from the energy sector towards areas where devolved administrations in Scotland, Wales and Northern Ireland have many more competences gained through devolution reform. The aim of this article is to present the perspectives of British decarbonization in the context of the evolution of the model of intergovernmental relations. This article seeks to assess the extent to which the achievement of the decarbonization goals will depend on devolved administrations and determine whether the IGR reform carried out in January 2022 strengthens the foundations of the British transformation towards a low-carbon economy.

The British political system is unusual in many aspects. First of all, Britain lacks a written constitution. The country’s political system has long appeared a model of stability in a changing world. It should be noted that European integration has had a considerable impact on the British political system. However, the election of Tony Blair government in 1997 was a starting point towards serious constitutional reforms. One of the most important was the devolution and The House of Lords reform. Apart from it Human Rights and Freedom of Information Act were introduced. In 2000 a directly elected mayor of London was elected. In 2010 a coalition government was established with David Cameron as the Prime Minister from the Conservative Party. The second were the Liberal Democrats. This coalition in itself was unusual in Britain’s post-war history. The set of changes in the British political system was an important part of the coalition agreement. The first stage was The Parliamentary Voting System and Constituencies Act 2011 which provided for a referendum on the voting system for UK Parliament and reduced the number of constituencies. The second was The Fixed-term Parliaments Act 2011 which set the date of the next general election as 7th May 2015 and on the first Thursday in every fifth year thereafter. There are only two circumstances when early elections can be held. The Monarch no longer dissolves Parliament, but the Act does not affect her/his power to prorogue Parliament. In 2011 proposed reforms to the royal succession were also announced. They changed the rules of succession and the first-born child of a monarch would be heir apparent regardless of gender. Apart from it there were plans to reform the House of Lords again. Its current serving members were to be replaced by a semi-elected house of as few as 300 members (240 elected and 60 appointed). The plans failed, because they did not gain acceptance. Constitutional changes since 1997 have been extensive, but there was no holistic view on the reform process. Nowadays the country faces the possible separation of Scotland, which could lead to the breakup of the United Kingdom. It could be a revolutionary change of the British political system. However, there are close links between Scotland and the rest of the country and in all probability the status quo will prevail.

The paper analyses a referendum on Scotland’s independence held on 18 September 2014, in particular within the legislative and political framework of the devolution settlement, implemented across the United Kingdom since 1997. Development of Scottish political separatism under the Scottish National Party and its long-time leader Alex Salmond has led to radical changes in the pattern of politics in Scotland. The pro independence SNP has ruled in Edinburgh since 2007, first through a minority government and then securing an absolute majority at Holyrood. It had consistently pushed for a referendum on independence and, after several months of negotiations, managed to sign on 15 October 2012 the Edinburgh Agreement with the British government. The Agreement paved the way for legislation regarding the referendum, in the form of the Scottish Independence Referendum (Franchise) Act and the Scottish Independence Referendum Act. “Yes” vote on 18 September would undoubtedly have enormous constitutional, political, economic, and social consequences for everyone involved, including the complex issues of Scotland’s EU and NATO membership, the exploitation of massive North Sea oil and gas reserves and retaining the British pound as future Scottish currency. But “No” vote would also mean significant adjustment of the British territorial constitution and considerable changes of Scotland’s relationship with the rest of the UK.
Referendum w sprawie niepodległości Szkocji, przeprowadzone 18 września 2014 r., stanowiło jedno z najważniejszych wydarzeń w historii współczesnego brytyjskiego systemu politycznego. Było również wyrazem doniosłych zmian prawnych, jakim podlega ustrój terytorialny Zjednoczonego Królestwa. Celem artykułu jest przedstawienie kontekstu historycznego oraz uwarunkowań polityczno-prawnych, jakie doprowadziły do wrześniowego referendum. Proces przekształceń struktury terytorialnej państwa, określany mianem dewolucji, został zapoczątkowany w 1997 r. Szkockie referendum stanowiło konsekwencję całego ciągu znaczących reform, które doprowadziły do transformacji państwa unitarnego, jakim Wielka Brytania była jeszcze 20 lat temu, w obecny system quasi-federalny o niezwykle silnej dynamice zmian. W artykule poddano również analizie kampanię referendalną oraz podjęto próbę sformułowania możliwych scenariuszy wydarzeń związanych z określonym wynikiem referendum.

The Welsh identity is undisputable in national (i.e. ethnic), social, cultural and even economic dimensions however it is doubtful in political sphere because vast majority of the Welsh still cannot decide if they are more Welsh or British. The ’double identity’ dilemma was visible especially during devolution referendums voting in 1979, 1997 and 2011 when non–political motives were often much more determinative then the factor of belonging to the Welsh community in political meaning. Thus, answering to the question about devolution referendum role in shaping political dimension of Welshness requires thoroughly analyse of the mentioned referendums results as an evident figures of public support for establishing legal and institutional guarantees of maintaining and developing all aspects of national identity. In the article has been contained description how the Welsh relations to the idea of self–determination (in frames of the wide internal autonomy) have changed by last 35 years. An author shows also barriers and factors fostering this process.

The article describes the analysis of the modern British party system in the age of changes and transformations. In particular, it analyzes the changes in the electorate as well as the legal-institutional conditions which, in consequence, led to a shift in the balance of power between the political parties on the parliamentary level that occurred after the 2010 general election. Forming a coalition in the Parliament and the Cabinet marked the beginning of an ideologically and politically difficult rule of two parties which both politicians and voters alike had to learn. I argue that the above circumstances led to a certain “crisis” not only in the way administration is handled but also in the society’s political participation. Simultaneously, it relates to what I view as a change in the British party system. The present article largely focuses on the transformations within the British party system that occurred in the early 21st century, on the genesis of the processes which affects the transformations in the above system, as well as on the causes and effects of these phenomena.
