    Agriculture and development of rural areas are important sectors of Polish-Moldovan cooperation and development aid. Importantly, both of them constitute structural problems, similar to those which faced agriculture in Poland in the 1990s. Through Polish aid and development cooperation, various measures are initiated which increase the competitiveness of Moldovan agricultural production, improve sanitary and phytosanitary conditions, bring technological innovations in agricultural farms, ensure modernization of rural infrastructure, providing support to small and medium-sized entrepreneurs, cooperatives, and agricultural consultants, along with professional activation of the Republic’s residents.

    This paper aims to analyze the role of EU-Turkey relations in Turkish public debate since 2002, when the Justice and Development Party took power. The Republic of Turkey filed an application to accede to the European Economic Community (the predecessor of the European Union) in 1987; however, the accession negotiations proceeded extremely slowly until the entire process came to an impasse in 2018. Although currently Turkey and the European Union share many common problems (e.g. migration crisis, threat of terrorism, energy security), their cooperation is very limited and thus often ineffective. The author argues that recent developments in Turkey have been shaped by President Erdoğan’s anti-Western rhetoric and are dominated by domestic factors (i.e. inward oriented). In order to present Turkey’s attitudes towards the EU, the source analysis focused on identifying basic assumptions and objectives of Turkish foreign policy  The analysis revealed that here are three possible scenarios for future partnership between Turkey and the EU: optimistic, pessimistic, and realistic.

    The analyses made in the article are concentrated on characterization of the structural policy of the European Union in the historical approach, with the institutional current strongly stressed. According to the thesis that has been put forward about the national model of the regional development policy being dependent on its European match, an attempt is presented of a complex evaluation of the evolution of the Union’s structural policy, as result of which it is proven that the basic determinant of rationalization of the reforms carried out up till now are their systemic consequences. Despite the recognition of the member-states’ competences as far as forming the aims and principles ruling the policy of developing the intra-national territorial arrangements is concerned, the European model consistently makes the actions undertaken within it dependent on the principles and aims of the Union’s policy by co-financing projects encouraging development. The proven superiority of the systemic context of the reforms undertaken in the EU directs the evolution of the national model, promoting the systemic approach to the policy of regional development and in this way rejecting – as not rational in the above meaning – actions with a provisional character.

    Celem pracy jest analiza aktywności i skuteczności beneficjentów końcowych w realizacji działań, podejmowanych w ramach wdrażania Lokalnej Strategii Rozwoju, realizowanej przez Stowarzyszenie Lokalną Grupę Działania Puszcza Notecka. Stowarzyszenie to funkcjonuje w ramach osi priorytetowej 4 Leader Programu Rozwoju Obszarów Wiejskich na lata 2007-2013. Beneficjenci końcowi są natomiast podmiotami, uzyskującymi dofinansowanie za pośrednictwem Stowarzyszenia. W artykule przeprowadzono analizę zmienności aktywności i skuteczności w układzie konkursów, ogłaszanych przez Stowarzyszenie w latach 2009-2014. Analiza obejmuje również ocenę zróżnicowania przestrzennego omawianych zjawisk w układzie gmin członkowskich Stowarzyszenia. Uzyskane wyniki odnosi się do zróżnicowania poziomu rozwoju społeczno-gospodarczego, w tym zróżnicowania jakości kapitału ludzkiego i kapitału społecznego badanych gmin. W artykule wskazano również na problemy i sukcesy związane z wdrażaniem Lokalnej Strategii Rozwoju.
    The aim of this article is to analyze the activeness and the effectiveness of the final beneficiaries in the implementation of the activities under the Local Development Strategy implementation, by the Local Activity Group Puszcza Notecka Association. This Association is working as part of the 4th Priority Axis "Leader”, of the Rural Development Programme for 2007-2013 in Poland. The final beneficiaries are the entities obtaining an co-funding through the LAG. Article lays emphasis on the analysis of the variability in activeness and effectiveness of implementation of the Local Development Strategy in system of calls for proposals, which were published by LAG Puszcza Notecka in the years 2009-2014. The analysis also contains the assessment of a spatial dispersion of activeness and effectiveness in a territorial division of communities, associated in LAG Puszcza Notecka. The results are collated with the level of socio-economical development, including a diversity o f quality of the human and social capital in researched area. The issues and the successes of implementation of the Local Development Strategy were exhibited in the article too.

    Na przełomie ostatnich kilku lat można zaobserwować dynamiczny rozwój rolnictwa ekologicznego w Polsce, zapoczątkowany w 2004 r., czyli od akcesji Polski do Unii Europejskiej. Wyrazem tego rozwoju jest m.in. stale rosnąca liczba ekologicznych producentów rolnych i przetwórni ekologicznych oraz wzrastająca powierzchnia ekologicznych użytków rolnych w Polsce. Celem opracowania jest próba oceny wpływu dopłat unijnych do gospodarstw ekologicznych na rozwój rolnictwa ekologicznego w Polsce. Ponadto podjęto próbę oceny efektywności funkcjonowania tych dopłat. Analizy dokonano na podstawie materiałów wtórnych oraz badań przeprowadzonych w 30 losowo wybranych gospodarstwach ekologicznych w woj. podlaskim. Po przeanalizowaniu uzyskanych wyników badań stwierdzono, że czynnikiem silnie stymulującym rozwój rolnictwa ekologicznego w Polsce jest program rolnośrodowiskowy, będący elementem „Programu rozwoju obszarów wiejskich” (PROW), który jest jednym z działań wspólnej polityki rolnej Unii Europejskiej na rzecz promowania rolnictwa przyjaznego środowisku. Beneficjentów programu rolnośrodowiskowego, w ramach którego funkcjonują dopłaty do rolnictwa ekologicznego, wciąż przybywa. W okresie finansowania 2004–2006 z programu skorzystało 700 tys. rolników. W ramach programu rolnośrodowiskowego 2007–2013 do 31.10.2012 r. zrealizowano płatności w wysokości 2,3 mld zł.
    A very dynamic development of organic farming has been observed in Poland in the last few years. This system has particularly intensively developed since 2004, i.e. since Poland's accession to the European Union. The development manifests itself in increasing number of organic farmers, food processing companies and the area of organic farmlands in Poland. The objective of the study was to assess the impact of EU aid to the development of organic farming in Poland. In addition, I have tried to assess the effectiveness of the aid. Analysis was based on secondary materials and research carried out in 30 randomly selected organic farms in Podlaskie voivodeship. The study showed that agri-environmental program – one of the activities of European Union's Common Agricultural Policy to promote environmentally friendly farming – was a powerful driver in the development of organic farming in Poland. Beneficiaries of the agri-environmental programme, which subsides organic farming, are still increasing in number. 700 thousand farmers benefited from the RDP programme in the previous funding period (2004–2006). Payments amounted 2.3 billion PLN in the agri-environmental program for 2007–2013 (data as of 31st Oct. 2012).

    Na posiedzeniu w dniach 8-9 lutego 2013 r. Rada Europejska osiągnęła porozumienie w sprawie wieloletnich ram finansowych na lata 2014-2020. Stworzyło to podstawę do uzgodnień z Parlamentem Europejskim, którego zgoda jest niezbędna do ostatecznego przyjęcia budżetu wieloletniego, co powinno nastąpić w czerwcu 2013 roku. Wydatki na wspólną politykę rolną stanowią dużą część całego budżetu i tym samym przedmiot burzliwych sporów między państwami członkowskimi. W artykule analizowano wielkość i strukturę tych wydatków pod kątem znaczenia dla polskiej gospodarki żywnościowej.
    At the summit meeting on 8-9 February 2013, the European Council reached an agreement on the multiannual financial framework for the period 2014-2020. This created a basis for consultation with the European Parliament whose approval is needed for the final adoption of the budget of the multiannual programme, which should take place in June 2013. Expenditure on the Common Agricultural Policy constitutes a large part of the whole budget and thus is subject to turbulent disputes between Member States. The article examined the size and structure of these expenditures taking into account their impact on Polish agriculture.

    W artykule omówiono złożoną problematykę zrównoważonego rozwoju transportu. Przybliżono aspekt historyczny wspólnotowego rynku przewozu osób i ładunków, jak również scharakteryzowano politykę transportową Unii Europejskiej, w tym fragment odnoszący się do transportu kolejowego. Krytycznie oceniono brak polityki transportowej w Polsce, co przekłada się na trudności rozwoju proekologicznych gałęzi transportu i tworzenie sprawnych mechanizmów międzygałęziowej współpracy, niezbędnych przy funkcjonowaniu racjonalnych łańcuchów transportowych.
    The paper describes the issues of sustained development of transport. Historical aspect of the Community transport market enabling the free movement of goods and persons was presented, as well as the EU transport policies including railway transport sector were characterized. Lack of transport policy in Poland was criticized.

    W artykule zaprezentowano proces kształtowania polityki rozwoju regionalnego w Polsce, w tym przybliżono reformę administracyjną, utworzenie samorządowych województw oraz ich udział w kreowaniu i poprowadzeniu polityki regionalnej. Jednak zasadnicza część pracy poświęcona została zaprezentowaniu genezy kontraktu wojewódzkiego oraz jego wpływu na budowanie polityki regionalnej w Polsce, w tym przede wszystkim relacji pomiędzy rządem, odpowiedzialnym za realizację polityki interregionalnej oraz samorządem realizującym politykę intraregionalną. W ostatniej część opracowania przybliżono założenia kontraktu terytorialnego, będące w dużej mierze wynikiem doświadczeń wynikających z realizacji kontraktów wojewódzkich oraz opisano usytuowanie kontraktu terytorialnego w procesie kształtowania polityki rozwoju regionalnego w latach 2014-2020.
    The article presents the process of shaping regional development policy in Poland, this brought closer administrative reform, the establishment of local regions and their participation in creating and leading the regional policy. However, a substantial part of the work was devoted to the presentation of the origins of the provincial contract and its impact on building regional policy in Poland, including in particular the relationship between the government, responsible for the implementation of the policy of interregional and intraregional self-government implements policy. In the last part of the study brought closer assumptions territorial contract, which is largely the result of the experience gained from the implementation of regional contracts and describes the location of the territorial contract in the process of regional development policy in the years 2014-2020.

    The utilisation of renewable energy in the European Union seems, at the present stage of energy policy development, inevitable. It offers many benefits, including, above all: · the possibility of increasing the energy security of a given state or region thanks to the diversification of the sources of energy supply, · the limitation of imports from energy suppliers, such as of natural gas or oil, thus reducing dependence on imported fossil fuels, · ecological effects connected with the elimination of greenhouse gas emissions and other substances harmful to the natural environment, · economic and social benefits, such as the creation of new jobs. The Climate and Energy Package obliges member states to pursue a common aim - to increase the share of renewable energy to 20% in the general energy balance of the European Union by 2020. This is a challenging task, since the renewable energy sector requires significant financial support to increase its competitiveness, compared to traditional energy sources. When adopting the Energy Package, leaders of member states did not anticipate the economic crisis and its impact on the European Union’s economy, and on the energy sector in particular.
    Wykorzystanie energii odnawialnej w Unii Europejskiej na obecnym etapie rozwoju wydaje się nieuniknione. Niesie ono za sobą liczne korzyści, w tym przede wszystkim: - możliwość zwiększenia bezpieczeństwa energetycznego danego państwa, czy regionu na skutek dywersyfikacji dostaw energii, - ograniczenie importu nośników energetycznych, np. gazu ziemnego, ropy naftowej, a tym samym zmniejszenie zależności surowcowej, - efekty ekologiczne związane z eliminacją emisji gazów cieplarnianych i innych substancji szkodliwych dla środowiska naturalnego a także wiele korzyści ekonomicznospołecznych, takich jak chociażby nowe miejsca pracy. Pakiet energetyczno- klimatyczny zobligował kraje członkowskie do spełnienia wspólnego celu jakim jest zwiększenie udziału energii z odnawialnych źródeł energii do 20% w ogólnym bilansie energetycznym UE do 2020.r Jest to zadanie niezwykle trudne gdyż sektor odnawialnych źródeł wymaga rozwoju i ogromnego wsparcia finansowego, w celu zwiększenia jego konkurencyjności w stosunku do źródeł konwencjonalnych energii. Przyjmując pakiet energetyczny przywódcy państw członkowskich nie przewidzieli kryzysu gospodarczego i jego wpływu na gospodarkę Unii Europejskiej, w tym na sektor energetyczny.
