The article presents an analysis of the urban policy being implemented in the Mazovian Region. The actions addressed to urban areas are analyzed retrospectively and prospectively in the context of the key Mazovian strategic and implementation documents. There follows a characteristic of the mechanisms and solutions of particular importance to the future of urban policy in Mazovia. Finally, recommendations concerning the development of the Mazovian Region are presented, with special focus on the development of urban areas. The recommendations are based on the analyses and studies conducted within the Development Trends of Mazovia project.

Punktem wyjścia do rozważań nad wyzwaniami współczesnego rozwoju jest przyjęta w 2010 roku Strategia na rzecz inteligentnego i zrównoważonego rozwoju sprzyjającego włączeniu społecznemu Europa 2020, w której określono cele i priorytety UE na dekadę 2010-2020. Dość ryzykownie umieszczono w tytule określenie rozwoju jako „inteligentny” (smart), nieco niefrasobliwie oceniając tym samym dotychczasowe działania. Pojawia się jednak pytanie, czy rozwój w ogóle może być inteligentny? W celu odpowiedzi na nie sięgnięto do lektur z dziedziny psychologii, na gruncie której narodziły się badania nad inteligencją i zbadano, czy autorzy strategii nie oczekują zbyt wiele, przyjmując do realizacji ten kolejny dokument mający tak naprawdę służyć budowie nowoczesnej i konkurencyjnej gospodarki Unii Europejskiej, gwarantującej jednocześnie integrację społeczną.
In the world around we can observe the emergence of many categories with the intelligent (smart) adjective. This also applies to the development policy. In the article traditional knowledge about the intelligence was confronted with the category of development. It was attempted to justify that development can not be intelligent. Certainly, it should be sustainable and integrate all social groups.

The article is concerned with the latest strategies of Polish development policy in the light of shifting global economic and political power structures, when North-South relationships are fundamentally changing, and so the conditions that frame European and polish development aid policy. Key documents define Polish development aid activities as the important field of foreign policy. The first part of the article analyses the determinants and experience of polish development cooperation. The second part examines the legal basis for development cooperation (Act on Development cooperation approved on 16th of September 2011 by the Polish Parliament) and the medium term vision for Poland’s development cooperation (Multiannual development cooperation programme 2012–2015, development cooperation plan for 2012 and 2013). The last part of the analysis characterizes geographical and thematic areas of polish aid. The article presents strengths and weaknesses of Poland’s official development assistance (ODA). The author intends to describe basic principles of the organization of the Polish development policy under Development Cooperation Department of the Ministry of Foreign Affairs and so their implementation.

The presented study is an attempt to indicate the impact of the concept of multilevel-governance (multi-level governance), well-established in the provisions related to the planning and implementation of the EU policies, with a view to developing forms of cooperation between public administration and its environment. This can be observed in the field of regulations relating to preparation of a contract partnership and creation of strategies and programs connected with the implementation of cohesion and development policy, which was adopted within the European Union. They precisely determine transformation of the Polish law in this area in the direction of adapting it to the EU law, and thus, influence the intensity of forms of cooperation as well between administrative bodies as social and economic partners. This, in turn, results in the intensification of network type connections in the vertical and horizontal planes that reveal new organizational and legal forms in the preparation and implementation phases of development tasks at the national, regional and local levels.

The fundamental issue with which this article deals is whether the authentic alternatives to development policy can be considered and implemented in Africa. And if so, on what political and social ground these alternatives can be based, and by what means they can best carried out. This article focuses, in particular, on the degree to which African countries in the wake of transitions from settler neocolonialism contain the sort of cultural, social and political impulses that can support a new thinking about development and the means thereto. This rethinking of the political economy of development is about the possibility of pursuing alternatives to development strategies, but not about providing a new blueprint for what that future should look like. In this article the author presented two concepts for the development of African countries, by Paul Romer and Philippe Engelhard. The article also presents the cur- rent economic situation of the African continent.

Fragile states pose a risk to regional and global security and an immense challenge to international development cooperation. The term fragile states generally refers to countries with dysfunctional, deteriorating or collapsed central authorities, as well as weak, failed, failing and collapsed states. In recent years they have attracted considerable and increased attention in the international development community, including the German development policy. Documents such as the Federal Ministry for Economic Cooperation and Development (BMZ) strategy “Developmentoriented Transformation in Conditions of Fragile Statehood and Poor Government Performance” and the guidelines on dealings with troubled states demonstrate that the German development cooperation has tried to tailor its approaches to these circumstances. This new policy crosses ministry boundaries and sets out a framework of closely action for the German foreign ministry, the defense ministry and the ministry for economic cooperation. This paper gives a short summary of the German policy towards fragile states, portrays their limitations, efforts and strategies for the future.

The implementation of a new European policy based on integrated rural development is an entirely new experiment in the Central European countries, which formerly belonged to the communist system. This paper explores the conditions and the context in which the Local Development Model is being transferred from former member states to new ones, and the way it has been implemented. To examine this issue, we consider the European Union’s Leader programme (an acronym of Liaisons Entre Actions de Développement de l’Economie Rurale), which became the fourth axis of the European Rural Policy (2007–2013). The Leader approach is usually presented as an original way of supporting local development, especially through a Local action group (LAG), which is a local body constituted of public and private stakeholders. We focus on how this approach is put into effects in five post-communist states, four of which are new EU members. (Czech Republic, Hungary, Lithuania, eastern Germany and Poland). Downloading policy to the local communities takes place via various hierarchical modes of governance. Domestic authorities (or transfer operators) transpose and implement European rules and norms, which are more flexible than the former development policies. Looking at the main differences between the countries we explore how the original model is being distorted by domestic institutional factors. Policy transfer processes are not restricted to ministries of agriculture but involve a wide variety of nongovernmental actors mediating the policy transfer to the local stakeholders, who are the acting receivers. The Leader model is experimented in various territorial and social contexts, some more and some less receptive to this new way of thinking and managing local development. This paper is based on the relevant academic literature, on official national sources, and a field research survey. It is a cross-national comparative work that takes into account national and local variations in order to highlight similarities and differences in the transfer of a policy model.

This paper responds primarily to current innovations that have emerged in urban development policy during the last decades also in East-Central Europe. Prior to the change of the social regime, we notice more traditional approaches in the urban development policy - public consumption, economic development and environmental issues. Among current urban development challenges in this region we may focus on governance, city regions, and financialisation. Besides an outline of a general framework, their application is studied in the case of Bratislava. We argue that especially economic development and environmental issues were neglected in the urban development policy during the socialist period. More elementary development issues obtained priority as policy positions during the early transition period. Taking up more current challenges was delayed compared with western cities, and they have specific features. Nevertheless, it seems that cities in this region recognised the importance of the mutually multiplying effects of governance, city regionalism and financialisation in an urban development policy.

The article addresses the issue of judicial review of decisions in the area of development policy (that consist in not qualifying a specific project for funding) and an attempt is made to assess the functioning of this measure on the tenth anniversary of its introduction into the national system for implementing this policy. The analysis of legal acts, doctrine and case law in the field of development policy allows one to draw the conclusion that the act of implementing the policy, i.e. selection of a specific project for financing, is a sui generis operation of administration, not subject to the provisions of the Code of Administrative Procedure. The most important criterion for assessing this measure should be its effectiveness, understood as the highest degree of implementation of the objective assumed under development policy. Hence, the model of review adopted in Poland and applied by administrative courts, appointed to examine the legality of reviewed acts, does not meet the expectations. The article is an attempt to assess the adopted review model in terms of its impact on the effectiveness of the development policy system and the effectiveness of protection granted.
W artykule podjęto temat sądowej kontroli rozstrzygnięć z zakresu polityki rozwoju (polegających na niezakwalifikowaniu konkretnego projektu do uzyskania dofinansowania) i dokonano próby oceny funkcjonowania tej instytucji w dziesiątą rocznicę jej wprowadzenia do krajowego systemu realizacji tej polityki. Analiza aktów prawnych, doktryny i orzecznictwa z zakresu polityki rozwoju prowadzi do wniosku, że akt realizacji polityki, jakim jest wyłonienie do dofinansowania konkretnego projektu, stanowi sui generis działanie administracji niepodlegające przepisom kodeksu postępowania administracyjnego. Najistotniejszym kryterium oceny tego działania powinna być jego efektywność, rozumiana jako najwyższy stopień realizacji celu założonego w ramach polityki rozwoju. Stąd też przyjęty w Polsce model kontroli dokonywanej przez sądy administracyjne, powołane do badania legalności kontrolowanych aktów, nie spełnia pokładanych w nim oczekiwań. Artykuł stanowi próbę oceny przyjętego modelu kontroli pod względem jej wpływu na efektywność systemu prowadzenia polityki rozwoju oraz na skuteczność udzielonej ochrony.

Hence, the model of review adopted in Poland and applied by administrative courts, appointed to examine the legality of reviewed acts, does not meet the expectations. The article is an attempt to assess the adopted review model in terms of its impact on the effectiveness of the development policy system and the effectiveness of protection granted.
W artykule podjęto temat sądowej kontroli rozstrzygnięć z zakresu polityki rozwoju (polegających na niezakwalifikowaniu konkretnego projektu do uzyskania dofinansowania) i dokonano próby oceny funkcjonowania tej instytucji w dziesiątą rocznicę jej wprowadzenia do krajowego systemu realizacji tej polityki. Analiza aktów prawnych, doktryny i orzecznictwa z zakresu polityki rozwoju prowadzi do wniosku, że akt realizacji polityki, jakim jest wyłonienie do dofinansowania konkretnego projektu, stanowi sui generis działanie administracji niepodlegające przepisom kodeksu postępowania administracyjnego. Najistotniejszym kryterium oceny tego działania powinna być jego efektywność, rozumiana jako najwyższy stopień realizacji celu założonego w ramach polityki rozwoju. Stąd też przyjęty w Polsce model kontroli dokonywanej przez sądy administracyjne, powołane do badania legalności kontrolowanych aktów, nie spełnia pokładanych w nim oczekiwań. Artykuł stanowi próbę oceny przyjętego modelu kontroli pod względem jej wpływu na efektywność systemu prowadzenia polityki rozwoju oraz na skuteczność udzielonej ochrony.

This paper discusses and characterizes actions undertaken for the development of electromobility as part of the incentive policy pursued by the state. In most European countries, development of the electric vehicle market is largely contingent on electromobility policies, but the measures adopted with a view to supporting it do not always yield the expected results. Effectiveness of supporting actions depends on the cooperation of entities which are responsible for development and social-economic cohesion. The situation requires a multi-level approach to the implementation of electromobility development policy, consolidation of actions of various stakeholder groups, and one common direction in the national development of the electric vehicle market. Development planning acts are the very instruments which serve to enhance the efficacy of efforts undertaken jointly by public administration bodies and foster partnership-based relations between state, regional, and local authorities and their social and economic partners.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

The study discusses problems related to identifying degraded areas and the area targeted for revitalisation in relation to the local government units (cities, municipalities, regions). The core part of the study presents an example of the typology of factors and crisis phenomena in a social, economic, spatial-functional, environmental and technical perspective. The delimitation procedure, based on the application of indicators describing the concentration of phenomena in the system of municipal urban units was discussed. Next the area targeted for revitalisation was characterised as part of the identified degraded areas. This was followed by characterising the degraded areas based on the conducted survey studies. In both cases the delimitation procedure is covered by a civic control scheme. Within the framework of general conclusions it can be adopted that the described procedures or similar ones are most frequently applied in relation to Polish local government units

Complex interdependence has emerged as multiple channels that establish relations and agendas between states that involve public, private and NGO stakeholders to resolve issues and take a state towards a development path. This article argues how development policy establishes complex interdependence and also increases bilateral relationships. The development theory and economic interdependence evaluate the economic and social conditioning of developing countries in the shadow of complex interdependence; the role of international development assistance needs to understand the interest of developed countries in international relations. The theoretical analysis also compiles the term well-being including human development, health, quality of life, political freedom, social rights, and wealth. These terms are the centre point of well-being, which consists of happiness and health as subjective matters. As the importance of development is stressed by Holtz and Sen, both emphasise the well-being of the population, which must need to address the component of development for the eradication of poverty.

The purpose of the study was to identify the role of commune selfgovernment in sustainable development of environmentally valuable areas in the Lublin Province. The study was based on the review of the literature in the area and the author’s reflections based on her studies on the functioning of commune self-governments located in environmentally valuable areas which she carried out in 2013 in 30 communes. The realisation of sustainable commune development is possible due to the policy of sustainable development. One of the integral elements of this policy is environmental policy, apart from economic and social policies. Commune self-governments that have been examined in the Lublin Province with reference to their realisation of policy of sustainable development concentrated mainly on environmental policy. They did not support pro-ecological companies sufficiently enough, which was not conducive to the improvement of environmental competitiveness of the communes. The main challenge for implementing the policy of sustainable developement by particular commune self-governments which are environmentally valuable is the activation of cooperation mechanisms aimed at improving environmental competitiveness of the communes.
Celem pracy było określenie roli samorządów gminnych w kreowaniu zrównoważonego rozwoju obszarów przyrodniczo cennych województwa lubelskiego. Pracę oparto na przeglądzie literatury przedmiotu oraz własnych refleksjach autorki, poczynionych na podstawie badań przeprowadzonych w 2013 r. w 30 gminach, dotyczących funkcjonowania samorządów gmin przyrodniczo cennych. Realizację koncepcji zrównoważonego rozwoju gminy umożliwia polityka zrównoważonego rozwoju. Jedną z integralnych jej składowych, obok polityki gospodarczej i społecznej, jest polityka ekologiczna. Badane w województwie lubelskim samorządy gminne w realizacji polityki zrównoważonego rozwoju koncentrowały się głównie na polityce ekologicznej. W niedostatecznym stopniu wspierały przedsiębiorstwa proekologiczne, co nie sprzyjało poprawie konkurencyjności przyrodniczej badanych gmin. Wyzwaniem dla polityki zrównoważonego rozwoju władz samorządowych gmin przyrodniczo cennych jest uruchomienie mechanizmu współpracy na rzecz wzrostu konkurencyjności przyrodniczej tych gmin.
