Opis:
Administrative barriers considerably hinder establishment of new and operation of the existing small and medium enterprises. These barriers should be understood as costs incurred by the entrepreneurs due to fulfilment of information obligations which result from legal regulations imposed by the state. The entrepreneurs frequently point to the barriers connected with bureaucracy and excessively developed administrative procedures. This involves in particular improper professional background of the people employed in public administration institutions as well as lack of diligence during dealing with different issues and long time of waiting for administrative decisions. The postulates are proposed that it is necessary to carry out a reform of administrative and economic law. The way of functioning of public administration and economic jurisdiction institutions should also be changed so that their operation stimulates development of entrepreneurship and enterprises in Poland.
Bariery administracyjne znacznie ogranicza tworzenie nowych i obsługę istniejących małych i średnich przedsiębiorstw. Bariery te powinny być rozumiane jako koszty ponoszone przez przedsiębiorców ze względu na wypełnienie obowiązków informacyjnych wynikających z regulacji prawnych nałożonych przez państwo. Przedsiębiorcy często wskazują na bariery związane z biurokracją i nadmiernie rozwinięte procedury administracyjne. Dotyczy to w szczególności niewystarczającego doświadczenia zawodowego osób zatrudnionych w instytucjach administracji publicznej, jak również brak należytej staranności w trakcie postępowania z różnych kwestii i długi czas oczekiwania na decyzje administracyjne. Zaproponowane postulaty wyrażają, że konieczne jest przeprowadzenie reformy prawa administracyjnego i gospodarczego. Sposób funkcjonowania administracji publicznej i instytucji jurysdykcji gospodarczej powinny być zmienione tak, aby ich działanie stymulowało rozwój przedsiębiorczości i przedsiębiorstw w Polsce.

W prezentowanej pracy omówiono podstawowe zagadnienia odnoszące się do barier rozwojowych transportu intermodalnego w Polsce. Starano się, poza opisaniem tych barier, określić również to, czy infrastruktura wspomnianego transportu jest wystarczająca, a także jakie perspektywy stoją przed polskim rynkiem przewozów intermodalnych. Praca została podzielona na trzy rozdziały. W pierwszym podjęto kwestie odnoszące się do omówienia istoty transportu in-termodalnego, a także pojęć pokrewnych, nierzadko nieprawidłowo z nim utożsamianych, czyli transportu multimodalnego oraz kombinowanego. W tej części pracy opisano także podstawowe cechy oraz typologie tego transportu. W drugim rozdziale uwaga została skupiona na scharakteryzowaniu czynników wpływających na rozwój przewozów intermodalnych w Polsce oraz korzyści z wykorzystywania tych przewozów. W trzeciej części pracy z kolei omówiono źródła barier rozwojowych transportu intermodalnego w Polsce oraz najbardziej istotne spośród tych barier.
In the present paper we discuss basic issues relating to barriers to the development of intermodal transport in Poland. Efforts were made, beyond describing these barriers, determine also whether said transport infrastructure is sufficient, and what the prospects facing the Polish market for intermodal transport. The work is divided into three chapters. In the first taken matters relating to the substance of intermodal transport, as well as related concepts, often incorrectly equated with him, that is, multimodal transport, and combined. In this part of the paper also describes the basic features and typologies of transport. In the second chapter attention has been focused on the characterization of the factors influencing the development of intermodal transport in Poland and the benefits from the use of this transport. In the third part of the work, in turn, discussed the source of barriers to the development of intermodal transport in Poland and the most important of these barriers.

There has been an increase in the consumption of the game meat in Europe. Most of the venison products is consumed in West Europe and Scandinavia. Poland belongs to the states, in which the consumption of venison is on the lowest level (0.08 kg/person). We performed a strategic analysis of the venison market in Poland based on the data obtained by direct interviews. The research was carried out in 2015−2017 period among 39 specialists in the field of hunting and participants of the venison market in Poland. Kendall W concordance index was used to measure the compliance of the experts’ opinions. During the study 48 variants of responses were obtained, and average factor ratings were calculated based on the points assigned by the respondents. The advantages include product characteristics, quality and veterinary supervision over the acquisition and processing of the raw material. Growing supply as well as the current hunting traditions in the country have a stimulating effect. In the area of weaknesses, the most important was information and promotion campaign neglected by the last decades. The high price of the final products offered is a factor strongly limiting the consumption of venison in Poland. High and growing public awareness of the need for healthy nutrition is a opportunity for the sector. According to the respondents, the limitation on the consumption of venison is affected by the fear of being infected with zoonoses and doubts about the sanitary and hygienic state of the raw material. The results of the SWOT/TOWS analysis indicate that the most appropriate direction is to emphasize the strengths of the sector and use the opportunities that arise, which is the offensive strategy focused on market development. The significance of the sector’s weaknesses and the awareness of the presence of many threats in the external environment should be an impulse for undertaking a multifaceted discussion and cooperation of entities operating in the industry.

Następnie na podstawie przeprowadzonych badań, trwających od października 2009 do maja 2010 r. na terenie Podkarpacia i Wschodniej Słowacji, dokonano analizy stopnia zainteresowania działalnością innowacyjną stu losowo wybranych przedsiębiorstw działających na terenie województwa podkarpackiego.
Article presents chosen results from own research. Issue of research was concentrated on area of innovations of companies from Podkarpacie region and East Slovakia. Author presented theoretical frame of importance of innovations, different types of innovations and their role in development of individual companies in the region. On the basis of own research conducted since October 2009 till May 2010 the author analyzed chosen aspects of innovation activity of 100 random chosen companies from Podkarpacie region.

The paper provides an account of the history of aviation industry in Poland in the communist era (1944-1989). The author analyses development barriers the sector coped with during the period in which the endeavours in the field ended both with success or in failure. The development barriers for the Polish aviation at the time had predominantly political provenance, and stemmed not only from the country's dependence on the USSR, but also from the national-level party bureaucracy. Aside from the literature on the subject, the article heavily relies on tdata from personal sources of information and recollected by the author. (original abstract)

Artykuł stanowi prezentację wyników badania ankietowego, przeprowadzonego w województwie małopolskim na grupie 50 przedstawicieli sektora MŚP. Zrealizowane badanie ukazuje bariery i szanse, warunkujące funkcjonowanie oraz rozwój małych i średnich przedsiębiorstw w regionie, ze szczególnym uwzględnieniem wpływu panującej pandemii koronawirusa. Narzędziem badawczym, którym posłużono się w celu zebrania materiału empirycznego, pozwalającego na weryfikację przyjętych hipotez, był kwestionariusz ankiety. Dobór próby dokonano metodą kuli śnieżnej. Wyniki badania poddano szczegółowej analizie, wskazując kierunki zmian usprawniających.
The article is a presentation of the results of a survey conducted in the Malopolska province on a group of 50 representatives of the SME sector. Completed research shows barriers and opportunities that determine functioning and development of small and medium-sized enterprises in the region, with particular emphasis on the impact of the prevailing coronavirus pandemic. The research tool that was used to collect empirical material that allowed the verification of hypotheses was the questionnaire. The sample was selected using the snowball method. The results of the study were subjected to a detailed analysis, indicating the directions of improvement changes.

Od kilkudziesięciu lat małe i średnie przedsiębiorstwa (MSP) stanowią podstawę wielu gospodarek. W Polsce ich udział w PKD w roku 2013 wynosił ok. 67%. Analizując zmiany w dynamice wzrostu PKB w ostatnich latach można stwierdzić, że istnieje ścisła zależność między kondycją sektora MSP w latach 2002-2013 a stanem polskiej gospodarki. Lata 2002-2007 to czas rozwoju i ożywienia gospodarczego, które zostało wyhamowane kryzysem rozpoczynającym się w roku 2008, odczuwalnym w roku 2009. W roku 2010 rozpoczęło się już ożywienie gospodarcze i wynikająca z niego poprawa dla funkcjonowania przedsiębiorstw. Stan ten utrzymywał się również w roku 2011 i wiele podmiotów miało szanse powrotu do stanu sprzed kryzysu. Rok 2012 przyniósł kolejne załamanie i spowolnienie gospodarek, a co za tym idzie – pogorszenie warunków dla funkcjonowania sektora MSP. W roku 2013 dynamika PKB uległa niewielkim zmianom. Polskie przedsiębiorstwa borykają się w wieloma problemami. Należy wskazać tu m.in. bariery związane z innowacyjnością, transferem wiedzy i technologii. Są to bariery, które w dużej mierze wynikają z niedofinansowania przedsiębiorstw. Rzadko które przedsiębiorstwo (MSP) ma własne laboratoria i zespoły badawcze. Ich rozwój opiera się w dużej mierze na zakupach licencji – nie zawsze najnowszych i najlepszych. Obraz polskiego MSP dowodzi jak wiele jest jeszcze do zrobienia w kwestii zapewnienia właściwego funkcjonowania i rozwoju małych i średnich firm, aby mogły stanowić siłę napędową polskiej gospodarki.
For a few dozens of years small and medium enterprises (SMEs) have been a basis for many economies. In Poland, their share in GDP in 2013 accounted for approx. 67%. When analysing the changes in the dynamic of GDP growth in the recent years, one my state that there is a close dependence between the condition of the SME sector in 2002–2013 and the state of Polish economy. The years 2002–2007 are the time of economic development and recovery which was slowed down by the crisis that began in 2008, noticeable in 2009. In 2010, there already began an economic revival and issuing from it improvement for enterprises functioning. That state continued also in 2011 and many entities had opportunities to return to the state before the crisis. The year 2012 brought a subsequent collapse and slowdown of economies and consequently deterioration of terms and conditions for functioning of the SME sector. In 2013, the GDP dynamics underwent minor alterations. Polish enterprises have been tackling many problems. It is proper to indicate here, inter alia, the barriers related to innovativeness, transfer of knowledge and technology. These are the barriers which result to a great deal from enterprise underfunding. Hardly any enterprise (SME) has got its own laboratories and research teams. Their development is based to a high degree on licence purchases – not always the latest and the best. The picture of Polish SME evidences how much there is yet to do in the question of ensuring the proper functioning and development of small and medium-sized firms to make them be a driving force of the Polish economy

Celem artykułu jest charakterystyka i klasyfikacja czynników hamujących rozwój przedsiębiorczości w sektorze MSP. W opracowaniu przedstawiono wyniki badań własnych, dotyczących barier rozwoju przedsiębiorstw w województwie świętokrzyskim. Badania zostały zrealizowane z wykorzystaniem metody sondażu diagnostycznego, celem rozpoznania kluczowych problemów, wpływających na rozwój sektora mikro-, małych i średnich przedsiębiorstw w analizowanym regionie.
Micro, small and medium-sized enterprises are very important in the economy of any country. SME sector impose significant stimuli to economy growth and their number and potential may be applied as economical growth assessment criterion. Unfortunately, they face many barriers that are the source of their inhibition. An aim of the article ich to characterise and classification of barriers of the development of the SME sector. The autors also presented research results, executed within the third quarter of 2017 year, amongst the one hundred micro, small and medium sized companies operating upon the territory of the voivodeship of świętokrzyskie. The main purpose of the study was to identify key issues influencing the development of the SME sector in the analyzed region.

W artykule przedstawiono bariery ograniczające przedsiębiorczość lokalną w powiecie krośnieńskim i powiecie brzozowskim. Mikroprzedsiębiorstwa w tym regionie to bardzo ważny element gospodarki, zwłaszcza dla gospodarki lokalnej. Mikroprzedsiębiorczość pozwala budować trwałe fundamenty wzrostu gospodarczego regionu. Przedsiębiorstwa zatrudniające mniej niż 10 pracowników stanowią nieco ponad 95% wszystkich przedsiębiorstw regionu. Dzięki nim w powiecie krośnieńskim i brzozowskim tworzone są nowe miejsca pracy, co z kolei przekłada się na spadek bezrobocia. W realiach gospodarki rynkowej okazuje się, że lokalne przedsiębiorstwa napotykają szereg barier, które powodują ograniczenie ich rozwoju. Według badanych przedsiębiorców z powiatu brzozowskiego i krośnieńskiego podstawowymi barierami rozwoju przedsiębiorczości lokalnej są: wysokie składki ZUS, wysokie podatki lokalne, liczne wymagania formalno-prawne i procedury administracyjne, brak działań promujących lokalną gospodarkę, brak wykwalifikowanych pracowników oraz niska siła nabywcza mieszkańców. Nowo proponowane działania rządu mają na celu poprawę sytuacji przedsiębiorców.
The article presents barriers which limit the local entrepreneurship in the Krosno and Brzozów districts (Poland) on the basis of the research conducted. Micro-enterprises in this region are a very important part of the economy and local economy in particular. Micro-entrepreneurship allows to build lasting foundations for the economic growth of the region. Enterprises of less than 10 employees actually make up over 95% of all enterprises in the region. Thanks to them, new job possibilities are created in the Krosno and Brzozów districts, thus decreasing unemployment. In market economy conditions, it turns out that local enterprises face a number of barriers which halt their development. According to the entrepreneurs surveyed from the Krosno and Brzozów districts, the basic barriers to the development of local entrepreneurship are the following: the amount of ZUS contributions, the amount of local tax charges, numerous formal and legal requirements and administrative procedures, no actions promoting the local economy, lack of qualified employees and low purchasing power of residents. The newly proposed actions of the government are to improve the situation of entrepreneurs.

Karpaty są jednym z wiodących regionów turystycznych Polski, gdzie turystyka na obszarach wiejskich ma długie tradycje i stale się rozwija. W regionie tym liczba funkcjonujących gospodarstw agroturystycznych jest jedną z wyższych w kraju. Celem niniejszego artykułu jest ukazanie stanu i barier rozwoju agroturystyki w polskiej części Karpat jako formy aktywności pozarolniczej mieszkańców wsi na obszarach górskich. Ofertę agroturystyczną oraz rozwój w regionie istotnie modyfikują zmiany uwarunkowań społeczno-gospodarczych i trendy współczesnej turystyki. Stwierdzono, że rozmieszczenie kwater agroturystycznych jest mocno zróżnicowane i w ostatnich latach liczba kwater maleje. Jedynie w kilkunastu gminach o dużej atrakcyjności turystycznej i związanym z tym dużym natężeniem ruchu turystycznego liczba podmiotów agroturystycznych jest nadal wysoka. Przeprowadzona analiza współczesnych barier rozwoju agroturystyki w Karpatach pozwoliła na wyróżnienie ich kilku grup. Są nimi bariery: przyrodniczo-kulturowe, ekonomiczne, prawne, społeczne i marketingowe. Dla zrealizowania przyjętego celu badawczego dokonano kwerendy literatury, analizy danych pozyskanych z GUS-u i regionalnych ODR-ów oraz wywiadów z usługodawcami agroturystycznymi, uzupełnione studium terenowym.
The Carpathian Mountains are one of the most important tourist regions of Poland. Tourism in rural areas has long traditions and is constantly growing. In addition the number of agritourism farms is one of the highest in the country. The paper presents the current state and changes of agritourism in the Polish part of the Carpathian Mountains, as a form of non-agricultural activity of rural in mountain areas. Also, barriers to the development of agritourism were diagnosed. The study has shown that changes in socio-economic conditions and trends in modern tourism significantly shape the development and agritourism offer in the region. It was found that the distribution of agritourism offers is very diverse, and the number of agritourism farms has decreased slightly in recent years. Only in a dozen municipalities which have high tourist attractiveness and high tourist traffic associated with it, the number of agritourism entities is still high. The analysis allowed for distinguishing the following five groups of barriers to the development of agritourism. They are: natural and cultural, economic, social, legal, and marketing strategy. The data for carrying out the above-mentioned analyses were collected from the Central Statistical Office (Główny Urząd Statystyczny - GUS) and regional Agricultural Advisory Centre (Ośrodek Doradztwa Rolniczego - ODR). Verification of the collected material was based on the interviews with agritourism service providers (275) and supplemented with a field study.

Tematyka istnienia i klasyfikacji barier rozwoju w małych i średnich przedsiębiorstwach stanowi przedmiot licznych badań. Rzadko jednak wskazuje się na skalę oddziaływania tych barier na poszczególne przedsiębiorstwa spośród niejednorodnej grupy, jaką jest sektor MŚP. Głównym celem badania była identyfikacja barier rozwoju przedsiębiorstw z uwzględnieniem kryterium wielkości podmiotów gospodarczych oraz ocena skali ich oddziaływania na badane przedsiębiorstwa w zależności od wielkości jednostek gospodarczych. Badanie pozwoliło na zidentyfikowanie najistotniejszych barier wpływających na funkcjonowanie przedsiębiorstw, takich jak niska rentowność, brak odpowiedniej integracji pionowej i poziomej, wahania cen surowców, wraz ze stwierdzeniem siły ich oddziaływania w zależności od wielkości badanych przedsiębiorstw.
The research area of existence and classification of barriers to development in small and medium-sized enterprises is the subject of numerous studies. However, it is rarely indicated the scale of impact of these barriers on individual enterprises from the heterogeneous group that the SME sector is. The main objective of the study was to identify barriers to development for enterprises, taking into account the criterion of the size of business entities and to assess the scale of their impact on the enterprises depending on their size. The research allowed to identify the most important barriers affecting the functioning of enterprises, i.e. low profitability, lack of proper vertical and horizontal integration, fluctuations in raw material prices with the statement of the strength of their impact depending on the size of the enterprises.

Opis:
The study deals with barriers to be overcome by agritourist farm owners who choose to invest in renewable energy sources. Research was done in order to check whether before undertaking the investment they raised their qualifications and used financial means offered by the government. In order to obtain information on the possibilities of ecological technologies development in rural areas, also farmers who do not use ecological energy media were interviewed. Both farmer groups were surveyed for information on development prospects of small technologies in rural areas. Farmers involved in agritourist activity were asked whether undertaking the risk of purchasing ‘green equipment’ provided them with measurable benefits.
