Since the popularisation of the conception of sustainable development in the report Our Common Future of 1987, this type of development has been adopted in many countries of the world as a basis for all kinds of measures taken at various levels of territorial organisation. Also in Poland sustainable development is a constitutional rule today and, together with spatial order, one of the chief principles of physical planning and spatial development, although the law does not define them in very precise terms. Thus, it is an open question how the sustainable development rule should be accommodated in the practice of physical planning and spatial development, and in a wider context, how physical planning and spatial development can contribute to a more sustainable type of development. In this article special attention will be paid to both, the legal regulations in force in Poland and the actual practice of physical planning and spatial development that is not conducive to sustainable development. The summing up will include recommendations for concrete measures that should be taken in order to transform sustainable development in Poland from a dead letter of the law into a reality in physical planning and spatial development.

This paper discusses in a critical way how the regional area is conceptualized in the Tenth Development Plan of Turkey (2014–2018). The Tenth Plan introduced in 2014 considerably rests on the strategic framework of the preceding Ninth Development Plan (2007–2013). The regional area in Turkey was and is a strategically ambiguous area where the delineation efforts were mostly devoted to the concerns of public administration and territorial sovereignty rather than functional regionalization. The treatment of the regional area in the Tenth Plan seems to confirm this premise. Here, the main topics of the analysis involve new institutional bodies and governance, new and old policy tools of development planning and sustainable development as well as a territorial statistical system. These three analytical areas will be elaborated on by the relevance to geographical representation system, spatial setting and hierarchy. In that vein, the paper attempts to develop a somewhat different view of the development planning in Turkey by focusing on the treatment of the regional area and the spatial context in the latest development plan.

This paper concerns the institutional tools of the Tenth Development Plan of Turkey (2014- -2018) in a critical way through a comparison between the regional development practices of Turkey and Poland. The Tenth Plan introduced in 2014 considerably rests on the strategic framework of the preceding Ninth Development Plan (2007-2013). The main topics of the institutional analysis in the paper involve new institutional bodies and governance, new and old policy tools of development planning and sustainable development and territorial statistical system. Here, the key lesson derived from the Polish case, especially from Lower Silesia, is that the policy tools of a regional development framework at national level (development plan) can only be operational and effective when these tools retain functional ties to the real economy and catch the creative essence of development. In that vein, the paper makes a comparison between Turkey and Poland by highlighting the policy tools of current regional development practices and strategies in Poland. These tools are related to the emerging learning economy, supporting institutions, growth pole strategy, urbanization economies, entrepreneurship, regional innovation strategies, metropolitan administration and public-private partnership in Poland.

The issues discussed in this paper relate to the axiological justification of planning decisions as part of development policy pursued by public authority bodies, using the example of Polish and Norwegian planning systems. This study derived from the premise that the contemporary model of planning for socio-economic development is crucially significant in terms of organizing the activities of public administration that aim to meet socio-economic needs. In addition to values, the article also identifies legal institutions through which the values in question may be integrated in planning decisions for the development pursued with public participation.

Based on analysis of methodologies and computational tools offered abroad in this field on a commercial basis, evidence shows the directions of necessary changes in a development planning methodology in Polish conditions.
W artykule autorzy poddali dyskusji zmiany uwarunkowań funkcjonowania systemu elektroenergetycznego oraz powiązanego z nim procesu planowania rozwoju krajowego systemu przesyłowego, skutkujące zwiększaniem znaczenia analiz o charakterze ekonomiczno-rynkowym. Opierając się na analizie metodyki i narzędzi obliczeniowych, oferowanych na zasadach komercyjnych, przedstawiono przesłanki kierunków modyfikacji metodyki planowania rozwoju w warunkach polskich.

The subject of the study is to determine the principles of investment planning in rural areas with the participation of the European Agricultural Fund for Rural Development. The paper discusses the principles of programming financial perspective 2014-2020, taking into account the need to coordinate support from the European Agricultural Fund for Rural Development and the Structural and Cohesion Funds. Attention has been paid to the need to coordinate support from the European Agricultural Fund for Rural Development in territorial terms, taking into account the standards of planning. Rural development should address the concern of its multi – functionality, where apart from the production function development of other functions to ensure the environmental protection, to maintain natural landscape and traditional cultural values are also assumed. Such approach requires taking into account the role of planning in view both strategic and development as well as spatial aspect.

W artykule podjęto problematykę rozwoju portów morskich determinowanego zmiennością otoczenia. Scharakteryzowano główne założenia strategii rozwoju portów morskich do 2015 roku. Omówiono zapisy Programu rozwoju polskich portów morskich do 2020 roku (z perspektywą do 2030 roku). Wskazano cele i priorytety programu. Przedstawiono zadania inwestycyjne podejmowane w polskich portach morskich oraz w dostępie do nich od strony wody. Rozważania mają charakter opisowy.
The aim of this article is to identify goals, priorities and tasks of the development of Polish seaports, which are function in a changing (turbulent) environment. For this purpose, Author analyzed the main documents established at the national level, i.e. Strategy for the Development of Polish sea ports 2015 and The development of Polish seaports by 2020 (with the perspective to 2030). In the case of the analyzed Polish seaports the use of long-term development plans/programs at the central level is related to another premise - the necessity to create a framework for the financing of port investments and investments improving access to ports with the support of funds of the EU structural policy.

Przedstawiona w referacie metodyka prognozowania zapotrzebowania na moc łączy techniki ekstrapolacji trendów, wynikających z historycznych danych pomiarowych z wykorzystaniem informacji o potencjale rozwoju społeczno-gospodarczego rozpatrywanego obszaru oraz prognoz makroekonomicznych i demograficznych, dostępnych dla różnych szczebli podziału terytorialnego kraju. Zastosowanie proponowanej metodyki pozwala wykonać projekcje zapotrzebowania na moc w węzłach 110kV oraz 15/0,4 kV w średnim i długim horyzoncie czasowym.
Planning for the development of the distribution network, providing the required level of reliability, while minimizing expenditures for the expansion requires a forecast of future demand for power end-users connected to the network. Dynamics of changes in electrical load will depend on many factors, both local (eg, changes in the structure and number of customers) and global (eg, changes in energy intensity of consumption). Presented in the paper forecasting methodology combines the power demand trend extrapolation techniques, resulting from historical measurement data, with using the information about the potential socio-economic development and available economic and demographic forecasts at different levels of territorial division of the country. Application of the proposed methodology allows to perform medium and long term projections of demand for power in the nodes of distribution network.

Since coming to power in 1994 successive ANC-governments have engaged in a series of attempts at national spatial development planning in South Africa. These engagements have received scant treatment in the planning literature. In this paper a broad overview of these initiatives is provided, with an emphasis on the different instruments; the context in which they were developed; the institutions that were proposed and/or created in support of the instruments; and the extent to which the instruments were implemented and what their levels of success were. The paper concludes with a call for comparative research, including South Africa, in this arena.

Objectives: The objective of this article is to identify the reasons for the emergence of urban sprawl in Poland, with particular reference to selected medium-sized cities in the Małopolska voivodeship, located at different distances from Kraków. The second objective of this article is to indicate the awareness of the authorities of these cities of the influence of the core city (Kraków) and their efforts to use this phenomenon for their own developmental goals. Research Design & Methods: Documents defining the socio-economic development policies of Limanowa, Niepołomic and Nowy Targ were used for the analysis, as well as selected quantitative data indicating the direction and strength of the urban sprawl. An important element of this article is an indication of the consequences of this phenomenon and remedies for public administration of various levels in Poland. The model of gravitational potential was utilised as the research basis. Contribution / Value Added: As an added value, an attempt should be made to indicate the relation between the values of indicators and the policy of local development (actions of local authorities to eliminate negative effects of the urban sprawl phenomenon). Implications / Recommendations: Although the urban sprawl phenomenon is involuntary (and ubiquitous), it can be controlled, and the lack of actions to control consequences will make them even more acute. Solutions should be systemic in nature and implemented at the level of central administration in Poland, but the attitude of local authorities is also important. In addition, the influence of Kraków on its functional surroundings has a different strength and character. From the point of view of local authorities, it is important to diagnose strength and character (positive or negative) in order to properly choose the direction of the given city’s development policy.

W artykule przeanalizowano przepisy prawne dotyczące planowania przestrzennego pod kątem uwzględnienia w nich problematyki ochrony środowiska. Obowiązująca Ustawa z dnia 27 marca 2003 roku o planowaniu i zagospodarowaniu przestrzennym wprowadziła ekologiczne kryterium zagospodarowania i rozwoju terenów jako podstawowe dla gospodarki przestrzennej. Na wszystkich szczeblach planowania (krajowego, regionalnego i miejscowego) za nadrzędne uznano cele ekologiczne, to jest zapewnienie prawidłowego funkcjonowania przyrody w powiązaniu z celami gospodarczymi i społecznymi. Dzięki kompleksowemu i hierarchicznemu potraktowaniu procedury planowania przestrzennego występuje możliwość zmniejszenia ewentualnych negatywnych skutków planów dla środowiska.
In the following paper, the legal articles connected with the development planning by taking advantage of the environmental protection issues have been discussed. The law, dated on 27 th March 2003, on land development planning, has put the ecological criteria with the improvement of area into practice, being essential for the spatial planning. Within every stage of planning (country, regional and local) the ecological aims are considered as the major factors, which means the assurance of a proper environmental functioning, together with the economic and social purposes as well. Thanks to the comprehensive and hierarchical treatment for the development planning procedures, there is still a chance to decrease the potential negative effects of plans on the environment.

Jednym z najważniejszych aspektów zarządzania rozwojem obszarów metropolitalnych w Polsce w ostatnich latach staje się odnowa zdegradowanych obszarów. Sprzyja temu polityka Unii Europejskiej, wspierająca projekty rewitalizacyjne, realizowane także na obszarach największych aglomeracji. Punktem wyjścia przy prowadzeniu polityki w zakresie odnowy jest podjęcie działań o charakterze planistyczno-projektowym, związanych z opracowaniem dokumentów strategicznych na poziomie metropolitalnym. W dalszej kolejności potrzebne jest ich uszczegółowienie w opracowaniach sporządzanych na poziomie lokalnym, dotyczących rozwoju społeczno-gospodarczego (Strategie rozwoju, Plany rozwoju lokalnego) i przestrzennego (Studia uwarunkowań). Konieczne jest w końcu ich uszczegółowienie w Programach rewitalizacji, które również na obszarach metropolitalnych pełnią kluczową rolę w procesie odnowy zdegradowanych obszarów. W aglomeracji poznańskiej rewitalizacja jest przedmiotem programo wania rozwoju. Ujmuje ją zarówno planowanie metropolitalne, jak i lokalne. W rezultacie znaczną część aglomeracji stanowią obszary rewitalizacji. W dokumentach jednak niewiele jest zaplanowanych projektów zintegrowanych, a przede wszystkim zaledwie kilka ma charakter ponadlokalny, mający znaczenie dla całej aglomeracji.
One of the most important aspects of the management of the development of metropolitan areas in Poland in recent years has been the revitalisation of blighted areas. It is favoured by European Union policy supporting regeneration projects, also those implemented in major cities. The starting point in the implementation of a regeneration policy is taking planning and design measures in order to prepare strategic documents at the metropolitan area level. Next, these documents have to be made more detailed for the purpose of spatial and socio-economic development (strategies, local development plans) at the local level (research studies on determinants). Finally, further detail is necessary for regeneration programmes, which play a key role in the renewal of blighted areas in metropolitan areas. In the Poznań metropolitan area, urban regeneration is one object of development programming. It is part of both metropolitan area and local planning efforts. As a result, urban regeneration areas occupy a significant part of the Poznań metropolitan area. However, there are few well-integrated projects in the planning documents, and even more importantly, only a few of them impact more than their local area.

Opis:
Planning for the development of the distribution network, providing the required level of reliability, while minimizing expenditures for the expansion requires forecasting future demand for power end-users connected to the network. Dynamics of changes in electrical load will depend on many factors, both local (e.g. changes in the structure and number of customers) and global (e.g. changes in energy intensity of consumption). The forecasting methodology presented in the paper combines the power demand trend extrapolation techniques, resulting from historical measurement data, with using the information about the potential socio-economic development and available economic and demographic forecasts at different levels of territorial division of the country. Application of the proposed methodology allows performing medium and long term projections of demand for power in the nodes of the distribution network.
Zaprezentowana w artykule przez autorów metodyka prognozowania zapotrzebowania na moc łączy techniki ekstrapolacji trendów, wynikających z historycznych danych pomiarowych z wykorzystaniem informacji o potencjale rozwoju społeczno-gospodarczego rozpatrywanego obszaru, oraz prognoz makroekonomicznych i demograficznych, dostępnych dla różnych organów władzy samorządowej i państwowej. Zastosowanie proponowanej metodyki pozwala wykonać projekcje zapotrzebowania na moc w węzłach 110 kV oraz 15/0,4 kV, w średnim i długim horyzoncie czasu.
