Celem artykułu jest zaproponowanie podejścia postrzegającego UE jako laboratorium paradyplo- macji w kontekście międzynarodowych i wewnętrznych uwarunkowań aktywności zagranicznej regionów. Artykuł otwierają rozważania definicyjne, które pozwalają zrozumieć niejednoznaczność statusu regionów w stosunkach międzynarodowych. Następnie przywołane zostały wymiary i typy paradyplomacji. W dalszej kolejności, identyfikowane są międzynarodowe i wewnętrzne uwarunkowania międzynarodowego zaangażowania regionów. Podejście postrzegające UE jako laboratorium paradyplomacji wyjaśniono w trzech kolejnych częściach. W pierwszej, integracja europejska jest traktowana jako międzynarodowo narodowa (intermestic) determinanta paradyplomacji, co wynika ze specyfiki UE, która odpowiada międzynarodowym i krajowym determinantom paradyplomacji w ogóle. W drugiej, UE jest postrzegana jako arena paradyplomacji, w której testowane są różne for- my obecności władz regionalnych w Brukseli. W trzeciej, paradyplomacja w UE odniesiona została do kluczowych podejść teoretycznych, które podejmują jej temat w kontekście badawczych ambicji jej teoretycznego uregulowania.

W niniejszym artykule podjęto ważny temat badawczy dotyczący rozwijania proinnowacyjnych kompetencji utalentowanych żołnierzy zawodowych (pracowników) na przykładzie Sił Powietrznych RP. Wyróżniono cztery rodzaje determinantów wpływających na rozwój kompetencji: zewnętrzne, wewnętrzne, indywidualne oraz proinnowacyjne. Na podstawie analizy literatury przedmiotu i badań własnych zweryfikowano postawione hipotezy badawcze. Przedstawiono i opisano pod względem ilościowym i jakościowym wyniki badania empirycznego oraz zaprezentowano szeroką analizę korelacji r-Pearsona. Wnioski sformułowane w artykule oparto na wieloczynnikowej analizie korelacyjnej determinantów proinnowacyjnych.
This article presents an original, scientific theme which includes the ways of developing pro-innovative competences of professional and talented soldiers and employees for the example of the Polish Air Forces. The author listed four types of determinants cause to the development of competences: outside, inside, individual and competence ones. She verified the hypotheses based on the lectures, own research. The author described and analyzed the quantity and quality ones with having correlated of r-Pearson. She recapitulated on wide and many elements correlating analyses of competences’ determinants.

Bayesian belief networks are applied in determining the most important factors of the innovativeness level of national economies. The paper is divided into two parts. The first presentsthe basic theory of Bayesian networks whereas in the second, the belief networks have been generated by an inhouse developed computer system called BeliefSEEKER which was implemented to generate the determinants influencing the innovativeness level of national economies.Qualitative analysis of the generated belief networks provided a way to define a set of the most important dimensions influencing the innovativeness level of economies and then the indicators that form these dimensions. It has been proven that Bayesian networks are very effective methods for multidimensional analysis and forming conclusions and recommendations regarding the strength of each innovative determinant influencing the overall performance of a country’s economy.

This paper discusses the value system of family assistants as people who provide support on a professional basis. This issue is taken up as professionals are participating in support networks more and more frequently. These people run the most risk of professional burnout. A coherent value system helps to perform one’s everyday duties more effectively. The study aimed to examine the link between the hierarchy of values and sociodemographic determinants among family assistants. To find the answer, 40 family assistants were surveyed using the RVS. The results show that the value system is not related to sociodemographic determinants among family assistants.

Activities and instruments of innovation policy in the microenterprenuers opinion The paper contains the research results on the activities and instruments used by government istitutions in the implementation of innovation policy. The aim of the study was to identify and evaluate the key activities and instruments, which had an impact on microterprises innovativeness in Warmia and Mazury region. Key activities of public organizations, which had an impact on the microenterprises innovativeness were: reduction the law encumbarance administrative on businesses (including microenterprises), intensification and expanding the role of consultation in creating the law, creation secure information networks and systems and e-commerce promotion. The most important instruments for the implementation innovation policy, wchich used by the public were: loans for purposes related to the business, training about external financing innovation and access to constantly updated databases (eg. knowledge, best practices).

The aim of this paper is to make reflections on the macroeconomic determinants of the standard of living. They serve as the presentation of selected issues in terms of their impact on the degree of satisfying the needs of the population. They lead to the conclusion that the standard of living is the result of the comprehensive impact of many determinants of diverse nature (both macro- and microeconomic). There are numerous cause-and-effect connections between these determinants, but it is assumed that economic macro-determinants have a primary character in comparison with other determinants. They shape the basic conditions of the functioning of consumption entities. Thus, they constitute a kind of economic background and starting point as regards meeting the needs of particular groups and the standard of living in general. Although their influence is significant, it is also defined as indirect, deferred in time, and difficult to measure.

The main aim of the paper is to show and examine how culture shapes human progress; in particular-how values determine economic development. The author describes culture as an axiological sphere including values, rules, customs, beliefs attitudes and worldviews that are prevalent in a given society. According to the humanistic perspective (called cultural turn), adequate values and other axiological determinants have a very positive impact on economic development of each society. The author analyses Mariano Grondona’s twenty cultural factors: religion, trust in the individual, the moral imperative, two concepts of wealth, different views of competition, two notions of Justice, the value of work, the role of Heresy, education, the importance of utility, the lesser virtues, time focus, rationality, authority, worldview, life view, salvation from or in the world, two Utopians, nature of optimism, two visions of democracy. The main thesis of the Grondona’s work is that economic development and well-being of civilization depends on choosing a progressive value system by a society. The author emphasizes that a further study must be conducted to understand and apply scientifically this model.

Subject and purpose of work: The issue of savings and what motivates them has continued to generate discussion. This study, therefore, investigated the determinants of savings in Nigeria over the period of 1980 to 2017. Materials and methods: The study employed the Classical Linear Regression Model in its analysis. Results: The results revealed that the determinants of savings include per capita income, gross fixed capital formation, financial deepening and exchange rate. Interest rate and inflation rate showed negative impact on savings. Conclusions: The study recommends that the variables that showed positive impact on savings rate should be properly maintained with relevant policy tools to ensure higher saving rates. Moreover, the government should control spending on economic activities that encourage the creation of more jobs and investments. This will help individuals, firms and governments find opportunities to save money. Finally, the Monetary Authorities should pursue financial deepening policies and implement strategies that will enhance the increase of savings in Nigeria.

In the article it has been emphasized, without analyzing the problematic situation, that making decision is becoming an increasingly complex process. This is influenced by many factors, mainly the dynamism of changes taking place and the significant impact of the environment. Information is essential to take correct and effective decisions. It is not always certain (reliable). Uncertainty and risk accompany decision makers and the point is that the decisions are adequate to the ensuing situation and create realistic determinants for achieving objectives – the implementation of the planned tasks. Interdisciplinary knowledge and high competences of persons making resolutions of complex decision problems are indispensable.

Social determinants of behavioral disorders among young people Influencing factors on the increase in behavioral disorders in young people are taking place during unsuccessful attempts at self-reliance and life independence, which can be called the errors of youth. The article presents an introduction to various ways of preventing behavioral disorders among young people. The occurrence of behavioral disorders often has its source in experiencing violence, helplessness, loss, frustration, immaturity and addiction. The purpose of this article is to look at the cause of disorders of functioning among young people and their consequences. This work will illustrate irregularities in adolescence, environmental conditions, and the formation of educational attitudes.

Introduction: Organizational culture is a social issue reflecting opinions, behavior or attitudes of members of a particular organization. It determines a sense of identity of the people employed and designates durability and functioning of the system approved in a given organization. While acknowledging that organizational culture is a factor distinguishing a particular unit, the main purpose of the study is the diagnosis of the dominant type of organizational culture in a particular residential facility functioning in the West Pomeranian region of Poland. Materials and methods: The study was conducted by the diagnostic survey method and the use of standardized OCAI tool. 122 nurses who were working in the researched facility took part in the study. Results: The results indicate that chosen nursing teams, which were employed within the facility, determine hierarchical type as the dominant one (48% of all interviewed). While at the same time indicating the clan culture as the appropriate as the future one (about 66% of all interviewed). Conclusions: Research data analysis confirms common opinions about Polish healthcare sector. According to it, facility’s functioning is based on characteristic features of hierarchical type of culture such as: high level of formality, significant endurance and the need of predictability. At the same time the results point at the changes expected by the representatives of nursing environment described in literature as the clan culture. Nonetheless, in order to make such a huge organizational change efficiently, two factors seem to be indispensable: a sufficient quantity of nursing personnel and a high level managerial skills of the nursing team’s management staff. Unfortunately, as for today, reaching the satisfactory level seems impossible in both cases.

Assessing the correlates of older adults’ leisure-time physical activity (PA) is essential to effectively promote these populations’ active lifestyles. Few studies have been published about PA correlates of older adults in Poland. The aim of this study was thus to identify correlates of self-reported PA of older adults. Participants were 577 members of senior citizen clubs aged 70.72±8.04 years. Questionnaires were used to collect data of PA, psychological, perceived social and environmental variables related to PA. Results of regression analyses with four levels of PA as dependent variables and psychosocial factors as independent variables showed that all models were significant, explaining the variance from 8% (walking) to 20% (VPA). Age and accessibility of fitness facilities were significant predictors in the final regression equation used to explain all levels of PA except walking. Time spent on TV predicted walking, LPA and MPA.

Research background: There is a broad discussion in the literature on the situation of men and women in the labour market, especially about the differences in their remuneration. Due to the fact that females constitute a slightly different group of employees, certain factors have different impacts on the level of their remuneration in comparison to male employees. Hence, the question arises which factors cause these differences and how large the dissimilarities are. Purpose of the article: The aim of the presented study is to diagnose and evaluate differences in the impact of designated determinants on the level of monthly wages of women and men in selected European Union member states. The novelty of our approach consists in both comparison of the intensity of influence examined factors to men?s and women?s earnings, and a global approach to the remuneration of male and female employees. Methods: Due to the nature of the dependent variable (remuneration decile, which is a variable measured on an ordinal scale), the ordered logit model is applied in the analysis. The data comes from the Eurostat?s Labour Force Survey. Findings & value added: Presented results indicate that many factors have significantly different intensity of impact on the level of men and women wages. However, significant differences between parameters estimated for both genders are visible for the group of family variables the most often, then for variables describing the condition of work, the human capital variables, and characteristics of the workplace. This paper adds to the empirical literature a new approach to measure the intensity of factors influencing men and women wages. In addition, our investigation is a cross-country analysis.

Research background: Indebtedness indicators are used to monitor the structure of corporate financial resources. The company's share of its own and foreign resources affects the financial stability of the company. A high share of own re-sources makes the company stable, and independent. With a low share, on the contrary, the company is unstable, market fluctuations and credit uncertainty can have serious consequences. However, foreign capital is cheaper, and too high indebtedness ratios can jeopardize the existence of enterprises. Purpose of the article: In general, the economic recession worsens the capital structure of enterprises, especially their debt management. Thus, the paper aims to apply the set of 13 indebtedness ratios to a sample of 779 Slovak and Czech enterprises from the construction sector to determine key microeconomic determinants that may influence the level of indebtedness. Methods: A non-parametric one-way analysis of variance ? the Kruskal-Wallis test ? was used to determine whether the set of indebtedness ratios is the same across countries, districts, and sizes. For analyzing the specific sample pair of stochastic dominance, the pairwise comparison was realized using the Dunn'stest with Bonferonni correction. The Mann-Whitney test was used to compare the differences in the set of indebtedness ratios between two independent groups of enterprises, based on their legal form and country. Findings & value added: The level of total indebtedness ratio and the self-financing ratio depends on the region as well as on the size of the enterprise and the legal form. In the case of credit indebtedness and debt-to-cash-flow indebted-ness, their dependence on the size of the enterprise and the legal form is obvious. The importance of the region and the legal form of enterprises, vice versa, affect the level of the financial independence ratio. These outputs are relevant for au-thorities, policy makers, or financial institutions to identify financial constraints that construction enterprises face and, as a result, make a long-term contribution to theory in this field.
