Opis:
The article examines the effects of influence of demographic policy on the formation and development of human resources in Latvia. The objective of the article aims to determine “weak points” of population system’s policy and develop the conceptual proposals that will resolve existing disputes. The main indicators characterizing a demographic situation in Latvia are analysed. The results of the analysis indicate the existence of deep demographic crisis in Latvia. Without taking effective measures to improve the demographic situation, the population of Latvia will decrease dramatically. In the conclusion, the proposals on the increasing the effectiveness of the system of demographic policy in Latvia were put forward.

Aim/purpose – The objective of this paper is to identify the gist of the Special Demographic Zone phenomenon by analyzing the changes in the demographic structure of the EU population at country and regional level. Design/methodology/approach – We have applied the Boolean keyword and subject term searches of scholarly articles published in EBSCO and EMERALD databases, as well as in Google Scholar, between 2006 and 2016, inclusive. The key words used in the analysis were: Special Demographic Zone and Special Demographic Zones. This systematic literature review enabled us to identify 15 scientific articles connected directly with the topic in question. Findings – We found that there are 3 strategies employed by the local and regional self-governments to tackle the demographic challenges. We present them as a 3A model, representing strategies: to acknowledge, to adapt and to (counter) act. We perceive the Special Demographic Zone, defined as a policy tool, as a specific case of an act strategy. Research implications/limitations – The main implication of the research is that there are already tools and mechanism ready to be utilized by the self-governments in order to tackle demographic challenges, which contribute to the local and regional sustainable development. The recommendation for local authorities is to determine which policy direction (as presented in the 3A model) should be embarked on in a given territory in order to maximize the sustainable effect of undertaken actions. Originality/value/contribution – The originality of this work lies in the development of a theoretical 3A model of self-government’s policy reactions to the encountered demographic challenges and in the conceptualization of a Special Demographic Zone as a special case of an act policy strategy within the broad framework of regional socioeconomic policy. Furthermore, the article draws on up-to-date statistical data.

Demographic factors have sometimes occupied center-stage in the discussion of the sources of economic growth. In the 18th century, Thomas Malthus made the pessimistic forecast that GDP growth per capita would fall due to a continued rapid increase in world population. There is a straightforward accounting relationship when identifying the sources of economic growth: Growth Rate of GDP = Growth Rate of Population + Growth Rate of GDP per capita, where GDP per capita is simply GDP divided by population. This article examines the interconnection between economic development and the demographic policy of Azerbaijan. The article analyzes various approaches of the impact of demographic factors on the economic development of a country. The following demographic factors have been identified and described as significant for the economic development: fertility dynamics, mortality dynamics, population size and gender and age structure.

This paper presents examples of complex instruments oriented toward improvement of demographic situation at local level, represented by communes (local regions in Poland), and identifies links between communes’ investment attractiveness and the level of complexity of the demographic instruments they implement. We performed a multilayer research on 16 communes in Poland. The research encompassed an analysis of communes’ official documents, an electronic audit of their official website portals and Bulletins of Public Information, and structured surveys with official representatives of communes’ authorities. We identified significant differences in communes’ approach toward preparation and implementation of instruments aimed at the improvement of local demographic variables. Those differences depend on the level of potential investment attractiveness represented by a given commune. We have distinguished communes which are leading, following, or performing moderately when it comes to giving importance to demographic challenges in public policy discourse. Case studies presented in this paper and the proposed typology of communes constitute a rudimentary catalogue of possible communes’ responses to demographic challenges. The presented tools can be used by the local authorities to raise the potential investment attractiveness of their region and support them in policy making.
Artykuł charakteryzuje przykłady kompleksowych instrumentów poprawiania sytuacji demograficznej na poziomie lokalnym, tj. w gminach, i wskazuje na możliwe zależności pomiędzy stopniem złożoności stosowanych instrumentów polityki demograficznej a potencjalną atrakcyjnością inwestycyjną gmin.Zaprezentowano w nim wyniki badania zrealizowanego w 16 gminach metodą analizy oficjalnych dokumentów urzędowych, audytu elektronicznego oficjalnych portali internetowych gmin oraz sondażu techniką ankiety elektronicznej przedstawicieli urzędów gmin. Wskazano różnice w podejściu gmin do przygotowywania i wdrażania instrumentów polityki demograficznej w powiązaniu z ich potencjalną atrakcyjnością inwestycyjną. Autorzy artykułu zaproponowali typologię gmin związaną z nadawaniem przez gminy charakteru priorytetowego kwestiom demograficznym oraz liczbie i jakości wdrażanych instrumentów polityki demograficznej. Przedstawione przykłady i zaproponowana typologia mogą być użyteczna w sferze gospodarki realnej i dyskursie na poziomie lokalnym dotyczącym formułowania odpowiedzi na wyzwania demograficzne oraz na rzecz podnoszenia potencjalnej atrakcyjności inwestycyjnej i przyciągania zasobów rozwojowych do gmin.

Na podstawie trendów demograficznych w Japonii za czasów Shinzō Abe oraz po jego odejściu od władzy we wrześniu 2020 można stwierdzić, że również w okresie jego długiego rządzenia nie powiodło się ani trwałe przełamanie spadku wskaźnika urodzeń, ani też zahamowanie procesu kurczenia się populacji tego kraju. Mimo to zasadne wydaje się jednak przedstawienie w świetle źródeł japońskich współczesnego stanu przemian demograficznych w Japonii i, na jego podstawie, z odwołaniem się do instrumentarium polityki społecznej przeanalizowanie, co w tytułowym względzie zostało (nie)zrobione. Wszystko dlatego, że przedmiotowe następstwa nie dotykają jedynie Kraju Kwitnącej Wiśni. Służąc zatem swoim przykładem umożliwiają z jednej strony bardziej trafne rozpoznanie przyczyn rzeczonych procesów, z drugiej zaś pozwalają na ocenę skuteczności wdrażanych środków, które miałyby znaleźć zastosowanie także w innych państwach w trakcie korygowania ich własnej polityki demograficznej.
Based on the demographic trends in Japan during the times of Shinzō Abe and after his departure from power in September 2020, it can be concluded that also during his long rule, neither a permanent break in the decline in the birth rate nor a halt to the shrinking of the country's population were successful. Despite this, it seems reasonable to present the current state of demographic changes in Japan in the light of Japanese sources and, on its basis, with reference to the instruments of social policy, to analyze what has been (not) done in the title regard. All because these consequences do not only affect the Land of the Rising Sun. Therefore, by serving as an example, they enable, on the one hand, a more accurate recognition of the causes of the processes in question, and on the other hand, they allow for the assessment of the effectiveness of the measures being implemented, which would also be applicable in other countries in the course of correcting their own demographic policy.

The article studies the anti-national population policy of the USSR taking as the example the titular nation of Ukraine during the 1960s –1970s. The author investigates inner republican effects of migration (increasing the number of mixed marriages and the displacement of the Ukrainian language by Russian) and studies official statistics – Union censuses in 1959, 1970, and 1979 which allow a comparative analysis of the dynamics of the Ukrainians and territorial distribution in different regions of the republic. The author has found that in the outlined period the USSR government always created anti-Ukrainian background at all levels, which formed a widespread anti-national population policy of Russification and assimilation of the Ukrainians; there was an artificial formation of national-ethnic structure of the Ukrainian SSR and forcing international convergence to create a “single Soviet people”. Any statement or reference to Ukrainian national problems was regarded as a ground for harassment and persecution by the Soviet authorities and accusation of “Ukrainian bourgeois nationalism”. It has been proved that Ukrainians were the dominant nation almost throughout the USSR in the outlined period. The number of Ukrainians increased exclusively trough natural population growth, while the number of representatives of the Russian nation increased as a result of internal migration. The article presents the idea that Ukraine was one of the centers of accumulation of immigration flows in the Soviet Union, and because of this fact the multicultural Ukrainian SSR society, which basically constituted of Ukrainians, gradually turned into a bi-national society, where the Ukrainian majority coexisted with the continuously growing Russian minority. Resettlements were carried out primarily for political reasons and their aim was to deprive the native people of their national characteristics – language, culture, and the like. Demographic, economic, and social processes that were spread under the slogan of “internationalist aid” substantially changed the proportion of native and settled populations in some regions.

Problem optymalnego zaludnienia był obecny w myśli demograficznej od czasów starożytnych. Polityka demograficzna jest ważną częścią państwowej polityki społeczno-ekonomicznej. Zagadnienie ludności optymalnej, a zwłaszcza kwestia najkorzystniejszej liczby ludności w skali globalnej, można rozpatrywać nie tylko jako problem ekonomiczny czy demograficzny, ale również etyczny. Swoje stanowiska w tej dziedzinie zajęły cztery klasyczne doktryny etyki społecznej: liberalizm, socjalizm, społeczna nauka Kościoła i ekologizm.
Since ancient times the problem of optimal population has been present in demographic thought. Demographic policy is an important part of state socio-economic policy. The question of the optimum population, especially the question of the most favorable population on a global scale, can be considered not only as an economic or demographic but also an ethical problem. Four classic doctrines of social ethics: liberalism, socialism, christian social teaching and ecologism have occupied their positions in this field.

Instytucjonalizacja edukacji seksualnej w Polsce oraz konstytuowanie się treści dla zajęć: Wychowanie do życia w rodzinie to procesy, którym na przestrzeni ostatnich lat towarzyszyło żywe zainteresowanie ze strony polityków rożnych opcji. Oba procesy stanowiły swoisty element dyskursu władzy, którego częścią stały się dążenia do wytworzenia w uczniach „określonego” podejścia do seksualności, a wraz z nim pożądanych społecznie skutków „w dziedzinie płciowości”. Potraktowaniu tych dwóch obszarów w kategorii „naczynia połączonego” towarzyszy w tym artykule pojawienie się specyficznego obszaru analiz. Jego wyodrębnieniu służyło opisanie charakterystyk polityki społeczno - demograficznej oraz poddanie analizom treści podstaw programowych zajęć: Wychowanie do życia obowiązujących w szkole gimnazjalnej i ponadgimnazjalnej w okresie pomiędzy 1999 a 2014 rokiem. Przyjęłam, że podstawa programowa nie tylko pełni funkcję tekstu określającego zakres problematyki, która powinna się znaleźć w podręczniku, ale także odzwierciedla przekonania dominujących grup społecznych na kwestie społeczno - demograficzne. Celem podjętych rozważań stało się więc prześledzenie tendencji obecnych w polityce społeczno – demograficznej i przenikających do podstawy programowej, a dalej też rekonstrukcja jej znaczeń. Analizy te stanowiły wynik inspiracji propozycją badawczą Normana Fairclougha, mieszcząc się w polu badań odnoszących się do języka (w) edukacji. Podjęte rozważania stały się podstawą do formułowania wniosków odnoszących się do teraźniejszości i przyszłości szkolnej edukacji seksualnej.
Institutionalization of sex education in Poland and the constitution of content for classes: Family life educaction are processes which have been accompanied by a keen interest from politicians of various options over recent years. Both processes constituted a specific element of the discourse of power, part of which became the striving to create in students a "specific" approach to sexuality, and with it the socially desirable effects "in the field of sexuality”. The treatment of these two areas in the category of "connected vessels" is accompanied by the appearance of a specific area of analysis in this article. Its separation was used to describe the characteristics of socio-demographic policy and to subject the content of the core curriculum to analyzes: Family life education in junior high and high school in the period between 1999 and 2014. I assumed that the core curriculum not only serves as a text defining the scope of the problem, which should be included in the textbook, but also reflects the beliefs of the dominant social groups on socio-demographic issues. Therefore, the aim of the undertaken considerations is to follow the tendencies present in socio-demographic policy and penetrate to the core curriculum, and also to reconstruct its meanings. These analyzes were the result of inspiration from the research proposal of Norman Fairclough, falling into the field of research relating to language (in) education. The considerations undertaken became the basis for formulating conclusions referring to the present and the future of school sex education.

The article analyzes the ethno-demographic policy of the CPSU – CPU of the 60’s – 70’s of the twentieth century, which was guided by the priority of national unity of the entire Soviet people and neglected the value of the Ukrainian ethnic group and its national development. The state command-administrative system under the slogans of “proletarian internationalism”, “prosperity and rapprochement of nations in the USSR”, “formation of a new historical community – the Soviet people” pursued a policy of assimilation of the titular nation of the Ukrainian SSR. Demographic, economic and social processes that took place in the society of that time, especially decreased in some regions of the republic the number of indigenous peoples. The correlation of macro-processes (intra-republican and inter-republican migration) with internal micro-processes in Ukraine (enhanced russification, interethnic marriages, etc.) promoted assimilation, depopulation of Ukrainians and threatened their national future. The paper finds that in the conflict of unfavorable circumstances resulting from the Soviet assimilation policy, the number of the Ukrainian nation in the USSR slowed down, difficult, but did not grow in both quantitative and qualitative terms.

This paper analyses and discusses the basic demographic problems of Poland in the recent years. The decreasing number of Poles is the result of a rapid decline in the total fertility rate of Polish women and the emigration of mostly young people to West European and other countries in search of work and better conditions for living Those highly negative phenomena accelerate the process of ageing of Poland’s population which has the grave consequences to further socio-economic development of this country. Some solutions of those problems were discussed and assessed in the second part of this paper with special emphasis on the recent demographic policy carried out in Poland.
Artykuł zawiera analizę i ocenę podstawowych problemów demograficznych Polski w okresie ostatnich kilku lat. Zmniejszająca się liczba ludności Polski jest efektem gwałtownego spadku dzietności polskich kobiet w wieku rozrodczym oraz emigracji głównie ludzi młodych do krajów zachodnich w poszukiwaniu pracy i lepszych warunków życia. Oba te negatywne zjawiska przyczyniają się do przyśpieszenia procesu starzenia się populacji Polski, co z kolei ma i będzie miało negatywne konsekwencje dla dalszego rozwoju gospodarczego. W drugiej części artykułu zawarto ocenę dotychczasowych rozwiązań obu tych problemów i przedstawiono propozycje usprawnienia nie tylko polityki demograficznej, lecz także gospodarczo-społecznej i fiskalnej.

Działania wobec migracji (wewnętrznych i zagranicznych) stają się obecnie jednym z kluczowych wyzwań dla władz samorządowych w Polsce, zwłaszcza w województwach doświadczających pogłębiających się procesów depopulacji i starzenia się ludności. Celem artykułu jest ukazanie roli i miejsca procesów migracyjnych w świadomości decydentów politycznych, w strategiach rozwoju demograficznego oraz w działaniach podejmowanych na poziomie regionalnym w reakcji na procesy demograficzne. Analizę oparto na przykładzie województw: łódzkiego, opolskiego i zachodniopomorskiego. Zaproponowano model analityczny zakładający stopniowy proces reakcji decydentów na zmiany demograficzne. Badania źródłowe oraz zrealizowane wywiady z osobami odpowiadającymi za regionalną politykę demograficzną potwierdziły świadomość zachodzących procesów ludnościowych i ich konsekwencji, jednocześnie jednak zauważalny jest brak działań stymulujących napływ cudzoziemców. Większe znaczenie mają inicjatywy, których celem jest powstrzymanie mieszkańców przed wyjazdem do innego regionu lub za granicę.
Migration management is one of the key tasks faced by regional authorities in Poland, which experience deepening processes of shrinking and ageing of population. The aim of the article is to determine whether policy makers are aware of the role of migration processes and migration policy, to show their presence in demographic development strategies, and to describe the activities undertaken at the regional level in response to the ongoing demographic processes. The analysis is based on the example of the Łódzkie, Opolskie, and West Pomeranian voivodships. The article proposes an analytical model assuming a gradual process of decision-makers’ reaction to demographic changes. An analysis of documents and interviews with people responsible for regional demographic policy confirms they are aware of ongoing population processes and their consequences, at the same time, however, there is a lack of actions aimed at stimulating inflows of foreigners. The initiatives aimed at stopping the population from emigrating are more important.

Opis:
The aim of the article is to show that the modern civilization of technological, medical, structural and world-view progress determines the negative changes in the structure of families and the growth of the elderly population. Among the research hypotheses, in particular, it should be pointed out that the modern family policy should take into account the procreative context, as well as the family context with the participation of the older generation, as a consumer and participant in market services. The conclusions proposed by the authors concern a number of solutions in the field of social policy. The unfavorable demographic situation in the European Union raises specific challenges for social and demographic policy, among which, we should point out the changes in attitudes and individual behavior towards marriage and starting a family, changes in procreation attitudes, improving the quality of life of all generations, ensuring active participation of all generations in the demographic and socio-economic development of the country. The article has been written using the following research methods: descriptive, comparative and historical analysis.
Celem artykułu jest ukazanie, że współczesna cywilizacja postępu technologicznego, medycznego, strukturalnego i światopoglądowego determinuje negatywne zmiany w strukturze rodzin oraz wzrost populacji osób starszych. Wśród postawionych hipotez badawczych w szczególności wskazać należy na fakt, iż współczesna polityka rodzinna powinna uwzględniać kontekst prokreacyjny, jak i rodzinny z udziałem starszego pokolenia, jako konsumenta i uczestnika usług rynkowych. Wnioski, które proponują autorki dotykają szeregu rozwiązań w zakresie polityki społecznej. Niekorzystna sytuacja demograficzna w Unii Europejskiej wyłania określone wyzwania dla polityki społecznej i demograficznej, wśród których wskazać należy na zmiany w postawach i zachowaniach indywidualnych wobec kwestii zawierania małżeństw i zakładania rodziny, zmiany w postawach prokreacyjnych, podnoszenie jakości życia wszystkich pokoleń, zapewnienie aktywnego uczestnictwa wszystkim pokoleniom w rozwoju demograficznym i społeczno-ekonomicznym kraju. Artykuł powstał z wykorzystaniem następujących metod badawczych: opisowej, porównawczej i analizy historycznej.

Opis:
W województwie opolskim od dawna obserwuje się niekorzystną sytuację demo graficzną. Niskie wskaźniki dzietności oraz ujemne saldo migracji sprawiają, że Opolszczyzna charakteryzuje się jednym z najwyższych w kraju wskaźników depopulacji. Dostrzegając związane z tym zagrożenia samorządy województwa postanowiły wpłynąć na ich ograniczenie. Najwyższa Izba Kontroli zbadała działania podejmowane w Urzędzie Marszałkowskim Województwa Opolskiego, Urzędzie Miasta Opola oraz Urzędzie Miejskim w Nysie. Z ustaleń wynika, że umożliwiły one poprawę warunków życia mieszkańców, jednak jak dotąd nie doprowadziły do odwrócenia negatywnych trendów demograficznych.
The trends observed for over twenty-five years have been indicating a difficult population situation in Poland. In the short-term perspective, we should not expect significant chan ges that would guarantee a stable demographic development. The low birth-rate will have a negative impact on the future number of births, due to a significantly lower number of women of child-bearing age that is estimated for the future. In addition, the high emigration level has an adverse effect on the situation. Depopulation is especially visible in the Opole Region (Polish: województwo opolskie), due to the scale of negative trends in the region and its specificity. The problems related to depopulation, which have been observed there for years, are becoming more and more important in the other parts of Poland, too. The issues related to the population of the Opole Region, with its deepening demographical depression, have forced the authorities to introduce measures to prevent and counteract depopulation processes. At this point, effective use of social and economic policy measures become espe cially significant. Cognizant of demographic threats, local self-government units of the Opole Region took measures aimed to reduce their extent and scale. The Supreme Audit Office, considering the scale and negative effects of the region’s depopulation, has conducted an audit in the area. It covered the Marshal’s Office of the Opole Region, the City Office of Opole, and the City Office of Nysa. The results of the audit have revealed that the effecti veness of the initiatives undertaken so far had been rather limited.

Opis:
The main aim of this paper is to determine the ratio legis of the 500+ program in the Polish State Aid for Child Support Act. The study highlights the long-term disregard for supporting families in State policy. It shows also the legal, economic and systemic causes of the current demographic crisis in Poland. This study offers an overview of existing solutions and an analysis of the true purpose of the newly introduced law. In conclusion, the author states that although the legislative work is a milestone in the field of Polish pro-family policy, there are a lot of drawbacks in these solutions. The 500+ Program should be applied as a supplementary tool, rather than the main tool of Polish demographic policy.
Celem niniejszego opracowania było określenie ratio legis Programu 500 plus w ustawie o pomocy państwa w wychowywaniu dzieci. W artykule podkreślono, że przez wiele lat trudno doszukać się skutecznych mechanizmów oddziaływania polityki prorodzinnej w Polsce. Ukazano prawne, ekonomiczne i systemowe przyczyny aktualnego kryzysu demograficznego. Opracowanie stanowi omówienie obowiązujących rozwiązań oraz analizę rzeczywistego celu nowo wprowadzonej regulacji prawnej. W konkluzji autor stwierdza, że podjęte prace legislacyjne to milowy krok w zakresie polskiej polityki prorodzinnej, choć są to rozwiązania nie pozbawione wad. Program 500 plus należy potraktować wspomagająco, nie zaś jako kluczowe narzędzie polityki demograficznej Polski.

The text discuses importance of migration in contemporary world and the transformation of the migration as a process. The author provides theoretical background, describes the reasons for migration and its character as well as problems that source countries and the countries receiving immigration have to face. Moreover, black economy related to the migration, as human trafficking, is also analyzed as well as the problems migration poses for political systems of liberal nation states. The text focuses on the immigration from Muslim countries, its characteristics and consequences for particular states and the EU as a whole. Finally, the paper analyses actions undertaken by the EU and its member states that are aimed at limiting and shaping of immigration.
