Opis:: This article focuses on the sources of Israeli economic success. There were two main sources of Israeli success. Firstly, a large inflow of funds from abroad, mainly from the Jewish diaspora, enabled consecutive governments to make huge investment outlays. Secondly, effective integration of immigrants into social life provided the economy with highly qualified specialists. Traditionally, an important role in the economy of Israel is played by the financial sector and tourism. The defense industry, electronics industry and gem-cutting (in which Israel is the world undisputed leader) occupy a prominent position in the Israeli economy. An important factor that propels the Israeli economy is innovation.

Opis:: Skutki obecnego kryzysu finansowego często stają się przedmiotem dyskusji specjalistów w różnych dziedzinach, naukowców i publicystów. Głównym problemem badawczym w artykule jest określenie wpływu kryzysu na skalę i lokalizację inwestycji zbrojeniowych oraz obronność. Okazuje się, że kryzys finansowy nie wpływa znacząco na rozmiar wydatków, które w większości krajów są procentowo współmierne do dochodów osiąganych przed kryzysem. Istnieją jednak obszary o wzmożonych zbrojeniach, takie jak Rosja i kraje byłego Związku Radzieckiego, Chiny oraz sąsiadujące z nimi państwa, a także kraje Bliskiego Wschodu i Maghrebu. Kryzys w postaci redukcji zbrojeń jest zaś widoczny w Europie. W celu wyjaśnienia tego zjawiska zastosowano analizy porównawcze danych statystycznych. Ponieważ zmiany rozmieszczenia produkcji i konsumpcji broni wydają się ponadto niezbędną podstawą debaty geopolitycznej, wzbogacono artykuł o konieczne mapy. W zakończeniu problem jest rozpatrywany z perspektywy krajowej. Przedstawiono tam główne dylematy rozwoju polskiego przemysłu zbrojeniowego, polskiej obronności i zdolności bojowej Rzeczypospolitej Polskiej.
Widespread discussions about crisis and its effects on military affairs are very popular among military scientists and journalists these days. Undertaken research focuses on question how crisis impacts military industry and defensiveness of states. It appears that financial problems didn’t change military expenditures so much as expected. Those expenditures in most countries are proportional to GDP like before crisis. However there are some regional exceptions. Middle East and North African countries are now ones, which have much increased military expenditures. There are also notable increases in China and Russia with other post-soviet republics. On the other hand, the slight decrease is noticed in Western Europe. Accordingly, there are different views reasoning this situation presented in the paper. Statistical data analysis show also some changes in main military equipment producers and buyers. All those are presented on attached maps of weapon’s international trade. Furthermore, at the end of paper there is local focus on discussed matter, concerning on polish military industry development dilemmas, challenges for polish defensiveness and military power of Republic of Poland.

Opis:: This article attempts to assess the experience of American and European consolidation of the defence industry and to identify the essential factors that may affect such consolidation in Poland. Against this background, a draft assessment of previous activities to consolidate the defence industry in our country is being presented with original preliminary assessments and recommendations concerning the desired direction of further restructuring of this sector. Concentrating on companies from the defence sector is often perceived as the right reaction to achieve changes in the security environment, technological progress and a country’s financial opportunities. The decision on the consolidation of the Polish defence industry, establishing control over the Polish Military Group by the State Treasury, is in line with the endeavours of NATO and European Union countries.

Opis:: This paper aims to analyse the military-industrial aspects of Turkish defence policy. A sophisticated and profitable defence industry is a useful tool for a state’s foreign and security policy. It not only supplies the armed forces with the necessary weapons and military equipment, but can also bring political influence on the international arena through arms transfers and military-industrial cooperation. These realities are not lost on Turkish decision makers. That is why they have made the nurturing of an indigenous defence-industrial base a distinct state policy. In this paper, the defence industry’s functions in the framework of Turkish defence and security policy are defined, the condition and structure of Turkish defence and aerospace sector is analysed and conclusions regarding its future prospects are presented. This provides the basis for a wider analysis of the defence-industrial aspects of Turkish defence and security policy.

Opis:: Within the period 1990-2015 the Prime Minister's policy statement, called the ‘exposé’, was delivered fifteen times to the Polish Parliament. It should be emphasized that each Prime Minister’s exposé analyzed in this article was placed within the context of the contemporary internal policy and the contemporary international policy. Its meaning was enhanced by the fact that every Prime Minister pointed out the role of the Parliament and government as an institution, which after 1989 – no matter what political party the Prime Minister came from, was amicably building and strengthening democracy based on free elections of the central and local government, decentralization of power in the country, the principle of freedom of speech and assembly and the freedom of conducting business activity in the free market. They emphasized the role of civil society in the consolidation of the democratic system. Every Prime Minister drew attention to the fact that most of the institutions of public life in Poland were built from scratch, others were overhauled. From the point of view of state security the most important institution was the army. For this reason each Prime Minister discussed the place and role of the military in the state, their role in the process of realization of the current national security policy, international cooperation and assumed international obligations. The Prime Minister explained proposed reforms in the army and also referred to the precepts of the directions of the policy of state security. Within the period 1990-2015 the Prime Minister's policy statement, called the ‘exposé’, was delivered fifteen times before the Polish Parliament. Apart from the economic and social programs, in their speeches Prime Ministers also referred to the matters of national security. Until Poland's accession to NATO in 1999 the Policy Statement of every Prime Minister was dominated by the problem of Poland's preparation for entering that defense pact. When Poland became a full NATO member, it was the role of Poland in the military alliance and the readiness of the pact to repel the new challenges related to security, including terrorist attacks, which became critical for each Polish Prime Minister. After delivering the exposé the Prime Ministers requested of Parliament a vote of confidence.
W latach 1990 – 2015 przed polskim parlamentem mowę programową rządu, zwaną expose, wygło-szono piętnaście razy. Podkreślić należy to, że każde analizowane w niniejszym artykule expose Prezesa Rady Ministrów było osadzone w bieżącej polityce wewnętrznej i nawiązywało do kontekstu aktualnej polityki mię-dzynarodowej. Jego znaczenie podnosił fakt wskazania przez każdego Premiera na rolę parlamentu oraz rządu, jako instytucji, które po 1989 roku, niezależnie od opcji politycznej z której wywodził się premier, zgodnie bu-dowały i utrwalały ustrój demokratyczny, oparty na wolnych wyborach władzy centralnej i lokalnej, decentra-lizacji władzy, zasadzie wolności wypowiedzi i zgromadzeń oraz swobodzie prowadzenia działalności gospo-darczej w warunkach wolnego rynku. Podkreślano rolę społeczeństwa obywatelskiego w utrwalaniu ustroju demokratycznego. Każdy premier zwracał uwagę na to, że większość instytucji życia publicznego zbudowano w Polsce od podstaw, inne poddano gruntownym zmianom. Ważną, z punktu widzenia bezpieczeństwa pań-stwa instytucją, było wojsko. Z tego powodu Premier omawiał jego miejsce i rolę w procesie realizacji bieżącej polityki bezpieczeństwa państwa, współpracy międzynarodowej i wywiązywania się Polski z zaciągniętych zobowiązań międzynarodowych. Wyjaśniał przy tym zasady proponowanych reform w armii. Każdorazowo Prezes Rady Ministrów odnosił się również do wskazania na kierunki prowadzonej polityki bezpieczeństwa państwa. Do chwili przyjęcia Polski do NATO w 1999 roku, dominującym wątkiem w mowie programowej każdego premiera był problem przygotowania się Polski do wejścia do tego paktu obronnego. Gdy kraj stał się pełnoprawnym członkiem NATO, zasadniczego znaczenia dla każdego Prezesa Rady Ministrów nabrało miej-sce Polski w tym sojuszu wojskowym oraz gotowość tego paktu do odparcia nowych wyzwań związanych z bezpieczeństwem, w tym zamachów terrorystycznych. Po wygłoszeniu expose Prezes Rady Ministrów prosił parlament o udzielenie mu wotum zaufania.

Opis:: The last decade of 20th century as well as last 15 years were two frames of time where armed forces went under major transformation. Since 1999 almost all fields of regulations in Polish Army has been changed: organizational culture, professionalization of staff, drafting of women, procedures, technologies, armament and training. In spite of the above, some changes are still under debate, concerning mainly organizational structures, economic and political conditioning of its functioning. Transformation in military aspect has a special meaning, and due to universal coverage it is interpret in many different ways. Colloquially transformation identifies change and alteration, therefore we can differentiate political or system transformation and on the other hand military or Armed Forces. The objective of this article is to describe transformation process of the Polish Armed Forces, since Poland became a member of the North Atlantic Treaty Organization, indication of important changes concerning professionalization, budget structure, financing and military expenditures of the Ministry of National Defense, as well as analysis of technical modernization process.
