Opis:
The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Opis:
This paper aims to question the military capability concept, as a core element of the strategic military planning process, in order to determine its validity or need for expansion. Thus, based on a deductive approach and qualitative research, we argue that the strategic planning process is a conundrum so dependent on capabilities that it is necessary to analyse this concept per se and, if necessary, expand it on a time and threat basis. Otherwise, the more ambiguous the concept, the more subjective the planning process output and, consequently, the greater likelihood of the Armed Forces not being prepared to face the wide range of future challenges. It concludes by suggesting that the military capability concept should be expanded and more integrated and the strategic defence planning process adapted accordingly.

Opis:
The study is focused on state defence management, in particular its political, strategic and legal-comparative aspects. The issue of managing the defence of the State has been presented from a systemic perspective as a separate system, being a part of a higher system and at the same time containing subordinate elements. Appropriate government documents of a conceptual nature and provisions in the common law on defence management were chosen as the subject for political-strategic and legislative legal analysis. The result of the analysis is a presentation of the key gaps and flaws in the legal solutions that may affect the functioning of the State defence management system in wartime1, in particular those related to the decision-making process of system components. In addition, an attempt was made to assess the implementation of security concepts adopted in Poland over the years, mainly in the field of managing national security and defence.

Nowadays, the Hungarian Defence Forces (HDF) have several multinational tasks all over the world. These are changing constantly due to the expansion of the different missions. In the beginning, HDF personnal were participating individually (officers, NCOs), and later by sub-level power in NATO and EU operations. The Provincial Reconstruction Team (PRT) mission in Afghanistan was the most successful operation of the HDF, which was terminated in March 2013. Hungarian soldiers gained considerable experience in Iraq too, where they served in a Transport Battalion under Polish command (Multinational Division). Based on these facts, this article presents some Hungarian aspects of multinational operations.

The paper presents a concise and thorough insight into the problem of overcoming potential Russian anti-access/area denial (A2/AD) operations, which may pose a major threat to Poland’s security. The geopolitical situation in the region is seriously determined by the Kremlin’s Foreign policy, which is aimed at restoring Russian dominance over its neighbouring countries and disrupting political and military cohesion of NATO. Against this background it seems essential for Poland to develop its modern Armed Forces, which being based on the Land Forces and the Territorial Defence Forces, could be effectively employed against potential military threats.
