The close connection between content and relation in interactions (see Watzlawick/ Beavin/ Jackson 1974) invites the question of the matter-of-factness in political debates in the media. Politicians tackle controversial issues. Therefore, they are expected to present and maintain their opinions and in this way set the tone of a debate. How long is the tone kept at the content level? Do the maneuvers on the relation level (Schulz von Thun 1194) make a debate chaotic? The aim of the article is to analyze verbal and nonverbal tactics of the participants of a political debate that influence the level of interaction.

The proclamation of independence of Kosovo, although expected, had a destabilizing impact on the international situation. International community had various opinions on the decision of Kosovo authorities. Numerous conditions in "uenced the positions of individual countries. Countries acknowledging independence of Kosovo, that is some EU countries and the United States, recognized the proclamation of independence of Kosovo as a final stage of the Yugoslavia’s break-up with the basis for peaceful cooperation on the Balkans. Whereas, countries opposing the secession of Kosovo found it against the international law. They perceived this act as an example of western countries’ dominance and feared that it would form a dangerous precedent threatening international stability and security.

Under the Act of 11th January 2018 amending certain acts in order to increase the participation of citizens in the process of selecting, functioning and controlling certain public authorities, the legislator has amended the provisions of all three constitutional acts, i.e. on local community self-government, district self-government and voivodeship self-government. The amendments concern, inter alia, the introduction of a mandatory institution, which is the report on the condition of the local community. Although the institution of the report refers to all levels of local self-government, this study concerns the local community, i.e. the self-government which is closest to its inhabitants, and which deals with the greatest number of issues affecting the quality of their life. The report on the condition of the local community is a form of presenting the issues listed in Article 28 aa section 2 of the Act on the Local Community Self-government, i.e. “the report shall include the summary of the activities implemented by the local community administrator in the previous year, in particular the implementationof policies, programmes and strategies, resolutions of the local community council and the citizens’ budget”. In addition to the obligation of presenting the annual report on the condition of the local community, there is a need for a debate with the participation of both councillors and local residents. This debate certainly provides an opportunity for direct communication between executive authorities and society. Moreover, a constructive and meaningful debate boosts the effectiveness of the actions undertaken by the local community administrator, which as a result may contribute to positive changes in how the local community functions, i.e. an increase in the effectiveness of the economy and in citizens’ quality of life. Following the ideas of German solutions in responding to local issues, the study attempts to present the institution of the report as a concept of cooperative democracy. The current proliferation of local democracy and the accompanying mechanisms of the new institutions may lead to broadly understood improvements in the conditions of local self-government residents.

Over the centuries, anthropology has been marked by periods of multiplication or reduction of the taxonomic names of the hominids. Repeatedly, anthropologists, examining the same hominid material, came to different conclusions and made its classification differently. It is therefore worth considering whether these taxonomic controversies result only from biological reasons, or rather from philosophical reasons. The positive answer to this question shows them the common research area of biological and philosophical sciences. Although the methodologies of these disciplines are different, and the type of questions and the scope of concepts are different, these sciences "cooperate" with each other on the basis of discussions about the origins of man.
Antropologia na przestrzeni wieków była naznaczona okresami mnożenia bądź redukowania nazw taksonomicznych człowiekowatych. Wielokrotnie antropolodzy badając ten sam materiał hominidalny dochodzili do różnych wniosków i w odmienny sposób dokonywali jego klasyfikacji. Warto zatem zastanowić się, czy owe kontrowersje taksonomiczne wynikają jedynie z przyczyn biologicznych, czy raczej z przy czyn natury filozoficznej. Pozytyw na odpowiedź na tak postawione pytanie ukazu je wspólną płaszczyznę badawczą nauk biologicznych i filozoficznych. Choć metodologie tych dyscyplin jest odmienne, a rodzaj stawianych pytań i zakres pojęć jest różny to jednak na kanwie dyskusji odnośnie początków człowieka nauki te „kooperują" ze sobą.

Both in scientific literature and journalism, there is the thesis about the low quality of the Polish bioethical debate. In support of this statement, the form of media and political discussions on the subject of the conscience clause, specific borderline situations (eg in the cases of Alfie Evans, "Pole from Plymouth") or the legal regulation of termination of pregnancy are cited. Ignacy Dudkiewicz in the chapter The crisis of public debate on the example of bioethical debate attempts to organize the diagnosis of the state of Polish bioethical debate and reflects on further methods of its research and the relationship between the state of bioethical debate and public debate in general. He argues that the understanding of the problems related to the quality of the Polish bioethical debate can help for a better understanding also of the problems relating to the public debate in general, and that an appropriate field for further scientific considerations on increasing the quality of both, may be the concept of deliberative democracy. The chapter includes, firstly, a justification why reflection on the quality of the bioethical debate is needed – due to its semi-nature, the importance of the issues it concerns and the prevalence of the discussion. Secondly, identifying the specificity of the bioethical debate in relation to the public debate in general. Thirdly, an outline of a critical diagnosis of the state of bioethical discussion on the basis of the available literature along with the justification and indication of its numerous weaknesses – both those specific to the bioethical debate and those of a general nature concerning the entire public debate. Fourthly and finally: proposals for further research activities – making an in-depth diagnosis on the example of the discussion on the conscience clause and reflection on whether a deliberative democracy could create conditions for increasing the quality of the bioethical debate, and thus also for enacting better law in bioethical matters, taking into account the worldview differentiation of a democratic society and the rule of law.

Opis:
On-line debate is one of many proposals of using new technologies in educational process. Due to it's form, it allows to implement different educational aims. In the assumptions adopted by the authors, on-line debate is understood mainly as sharing different perspectives on analyzed phenomena and processes. The article presents the possibilities of using international on-line debate as educational project in teaching process on the level of higher education. The authors presented both theoretical and practical premises of an effective use of this form of teaching. The attention was drawn to the possibility of using this form of education in relation to the National Qualifications Framework for higher education. Exemplified by the project 'The bridge across the Atlantic', the possibilities of using on-line debate in the process of developing broadly defined students' competencies were presented. Particular attention was paid to the possibility of using on-line debate to develop information literacy, linguistic competencies, intercultural and project management competencies. The article presents experience and conclusions gained in three editions of on-line debate, in which students from Poland, USA and Canada have participated. Also, the stages of preparation, implementation and evaluation of on-line debate in the context of the rules and procedures of project management were indicated.

Artykuł jest poświęcony analizie dyskursu publicznego dotyczącego zgłoszonego i uchwalonego w 2012 r. rządowego projektu ustawy podnoszącego w Polsce powszechny wiek emerytalny kobiet i mężczyzn do 67 lat. Na podstawie jakościowej analizy treści debaty parlamentarnej i debaty medialnej (w prasie drukowanej) autorka przedstawia strony sporu (zwolenników, przeciwników, życzliwych obserwatorów i zdystansowanych obserwatorów) oraz referuje schematy argumentacji i zabiegi erystyczne, jakie stosowali zwolennicy i przeciwnicy reformy. Omawia też zagadnienia, jakie stanowiły kontekst, do którego odwoływali się uczestnicy debaty. We wstępnej części artykułu zostały ponadto przedstawione najważniejsze wydarzenia polityczne związane z projektem podwyższenia wieku emerytalnego oraz wyniki badań sondażowych ukazujące stosunek opinii publicznej w Polsce do kwestii wieku emerytalnego kobiet i m ęż czyzn. Autorka formuł uje równie ż wnioski dotyczące debaty publicznej o wieku emerytalnym w kontekście budowania wspól- notowości przez polityki publiczne, w tym politykę emerytalną.
The article presents the analysis of public discourse on the governmental project of law raising the general retirement age for both women and men at the level of 67 years, presented and enacted in 2012. On the basis of a qualitative analysis of contents of the parliamentary debate and appearing in printed media, the author presents different sides of the dispute (adherents, favorable and outdistanced bystanders), she discusses types of arguments and eristic efforts, used by both the adherents and the opponents to the reform. She also presents topics constituting its context, to which the participants of the debate referred. In the initial part of the article the author presents crucial political events joined with the project of raising the retirement age as well as the results of surveys, which revealed the attitude of public opinion in Poland towards the question of retirement age for women and men. Besides, the author formulates conclusions concerning public debate on retirement age in the context of building up a community by public policies, including the retirement policy.

This essay analyzes the argumentative basis of the maternity debate on the main social network sites, in relation to the debate on the draft of Cirinnà bill on gay and lesbian civil partnerships in the Italian Parliament, to evaluate its congruence. The study of suasion (Eco, 1986), defi ned as a technique of covert persuasion, i.e., concealed and hidden (Mortara Garavelli, 2001), in relation to new media, represents “a new area of rhetoric, which deals almost exclusively with words and the act of writing in largely predetermined contexts” (Marazzini, 2001).

The political culture in the Polish media coverage, due to its low level, is one of the most difficult issues in the public debate. Today, media culture (and the culture in media) is determined by the mutual behavior of politicians and journalists. Especially journalists, who are more deeply dependent on politicians and topics bounced by their for public pseudo-discussion. The quality of journalists work is in straight relation to the language of contemporary politics and the media issues are created based on even the most trivial impulse, which is sent to them. Thus, the language of the media is reduced to the level imposed by the language of politics and the culture in the media undergoes the dictates of political life. Therefore, the overriding problem is the transfer of information based on the criterion of social (not political) interests, and not the implementation of the communication chain of artificial issues, which, thanks to the political signals become part of media culture.

The author indicates what legislation should be taken into account under the security procedure in the event that the subject of secret debate of the Sejm comprises classified information within its statutory meaning. He also points out that these provisions do not apply in a phase in which the Sejm – without the participation of the public and the media – decides whether the debate is to be held in camera. The procedure for exclusion of open nature of debate is specified in Article 172 para. 2 of the Standing Orders of the Sejm which states that a motion in this respect may be submitted by the Presidium of the Sejm or at least 30 Deputies. The resolution whether to hold a sitting in camera is taken “without admittance to the public and the representatives of the press, radio and television, after hearing the reasons for the request – without debate”. The author concludes that the way of ensuring security (in organizational and technical terms) of resolving by the Sejm secrecy of debate is limited to the exclusion of the public and representatives of the media and does not require the application of measures identical to those associated with the procedure for secrecy of debate.

The ludology-narratology dispute has been dismissed and neglected by many researchers. Theorists on both sides of the conflict created theories assimilating the concepts of their opponents. However, in my opinion, Ian Bogost — a scientist not involved in the dispute — has the most interesting solution to the problem. Bogost’s basic concepts — unit operations comparative criticism and procedural rhetoric theory – combine interpretations of game rules with those of narratives. The achievements of Bogost seem less known and appreciated in the Polish game studies. In this article, I will present the basic theories from Bogost’s main books: Unit Operations: An Approach to Videogame Criticism and Persuasive Games: The Expressive Power of Videogames in the context of ludology versus narratology debate.

Refugee crisis is a major challenge for the whole of Europe the humanitarian, social and political. It affects individual societies both in a direct way, when growth in the number of visitors exceeds the adaptability, and indirectly, through its multidimensional social consequences. In Poland, the refugee crisis can defined as the phantom. Despite the trace number of refugees and the slight number of immigrants, the problem and the way the debate over it cause very significant social repercussions. These repercussions manifest themselves in changes in attitudes with respect to refugees or a more widely-foreign, clearly materialised in the research.

W.H. Auden’s In Memoriam W.B. Yeats and A. Ostriker’s Elegy Before the War are two pre-war elegies, in which personal and political dimensions are juxtaposed. W.H. Auden’s poem portrays the death of a celebrity against the background of the perplexing 1930s when there was evident growing anxiety about Facism and its repercussions. In her long, 7-section work, A. Ostriker not only commemorates her dead mother, she also formulates a very powerfully articulated anti-war manifesto, in which she both denounces American imperialism during the 2nd Iraq war and questions the meaning of war and violence. W.H. Auden’s elegy serves as a starting point for a debate A. Ostriker sparks over the role of poetry and its relationship with politics. When analysed together with the author’s essays on poetry, their other famous poems and their post-war elegies (The Shield of Achilles and TheEight and Thirteenth), the two poems taken under examination display that the poets’ stance concerning the role of poetry is neither explicit nor consistent. It is interesting also how the debate can be perceived in the context of a dilemma signaled in A. Ostriker’s Poem Sixty Years After Auschwitz where the poet deliberates over what should be the appropriate shape and tone of poetry after the Holocaust.
