In today’s global economy, the local level is an important recipient of the effects of the processes and changes taking place. The goal of the article is to define the basic determinants of the social and economic development of Żórawina commune located in the region of Wrocław. In the first part of the article, the author points to the numerous different approaches to defining social and economic development; they also focus on the understanding of development at local level and determine the conditions constituting the basis for development. Then the general characteristics of the analysed commune are presented. The authors focused their considerations on selected conditions of the social and economic development of the studied area in order to create a detailed analysis of this space in the indicated scope. In the study, research conducted on the basis of literature and documents as well as simple statistical and descriptive methods were used.

For many years, the concept of 'sustainable development' has been the subject of interest both in theory (variety of interpretations) and the broader social and economic life practice. It is also the subject of legislation - the principle of sustainable development is a constitutional norm in many countries. The focus is present in various international agreements and regulations of regional integration groups, such as the EU. Sustainability can be considered from various perspectives and approaches, including institutional. Institutions are becoming less of a condition than a factor in development processes. At the same time, institutions are characterised by relative permanence (mainly cultural elements and social norms) and variability at different times. Persistence is a problem of institutional equilibrium, while variability results from technical, technological and social conditions and development needs. This interweaving of endo and exogenous institutional factors underpins the institutional determinants of sustainable development characterised by a peculiar balance between environmental, economic and social values. It is also the increasing interconnection of local problems with global change. Dynamic economic changes result from many factors, including technological change - mainly digitisation and containerisation. Development dynamics require openness to new institutional arrangements. The institutional system contributes to the realisation of sustainable economic development mainly by improving the quality of institutions, a kind of approximation to the desired institutional pattern. This takes place at various levels of analysis, both on a global, regional, state scale and on the scale of a particular economic entity - mainly an enterprise. In doing so, the institutional matrix is supplemented by new institutions reconciling the requirements of efficient management with environmental goals and social inclusion processes.

The aim of this article is to outline growth tendencies and growth factors in the subregions (NUTS 3) of Central and Eastern Europe in the period 1998–2006. A wide range of complementary research methods has been used in order to triangulate results, starting with classical beta and sigma convergence analysis, to kernel density estimation, transition matrices, spatial autocorrelation and multi-dimensional comparisons. Some rarely discussed aspects of the influence of capital regions on growth processes have been taken into account. An additional analysis of the data in relation to country averages produced results independent of the country context. As a result, we have been able to answer the following questions: do the analysed countries experience regional convergence or rather divergence/polarisation processes? What factors determine the dynamics of regional growth? What are the main dimensions of spatial disparities in Central and Eastern Europe?

The aim of the article is to analyze the qualitative factors in terms of creating development potential that will enable the construction or reconstruction of local communities and economies, especially in problem areas. The analysis of qualitative factors was based on the conducted individual indepth interviews. This made it possible to formulate recommendations for decision-makers in the field of creating development potential in problem areas. The conducted research allows for the formulation of the following conclusions: problem areas are still stuck in the old development paradigm, in which development is seen in hard factors, and this in turn translates into decisions made and directions of spending funds; little importance in the development of soft factors such as: leadership, cooperation, social participation, quality of education; the level of financing and co-financing of innovative programs is low and basically comes down to the purchase of modern equipment by individual farmers and the expansion of the scope of crops; despite the fact that rural communes in problem areas are leaders in obtaining external funds, this does not translate into the improvement of their economic situation.
Celem artykułu jest analiza czynników jakościowych w zakresie tworzenia potencjału rozwojowego, który umożliwi budowę lub odbudowę lokalnych społeczności i gospodarek, zwłaszcza na obszarach problemowych. Analizę czynników jakościowych przeprowadzono w oparciu o przeprowadzone indywidualne wywiady pogłębione. Umożliwiło to sformułowanie rekomendacji dla decydentów w zakresie tworzenia potencjału rozwojowego na obszarach problemowych. Przeprowadzone badania pozwalają na sformułowanie następujących wniosków: obszary problemowe wciąż tkwią w starym paradygmacie rozwoju, w którym rozwój upatruje się w czynnikach twardych, a to z kolei przekłada się na podejmowane decyzje i kierunki wydatkowania środków finansowych; małe znaczenie w rozwoju czynników miękkich takich jak: przywództwo, współpraca, partycypacja społeczna, jakość edukacji; poziom finansowania i współfinansowania programów o charakterze innowacyjnym jest niski i sprowadza się w zasadzie do zakupu przez indywidualnych rolników nowoczesnego sprzętu i rozszerzanie zakresu upraw; pomimo tego, że gminy na obszarach problemowych są liderami w pozyskiwaniu środków zewnętrznych to nie przekłada się to na poprawę ich sytuacji ekonomicznej.

The aim of the paper is to examine tourism as a development factor of cities. It presents a systematic overview and specifics of the touristic cities. The author has focused on quality as one of the main aspect in characteristics of touristic cities so and managing qualities of the cities development. The systematics of cities are based on defined categories of tourism, scale of the cities and the role of tourism between other economic activities in the cities. The categories of the descriptive criteria presented in the paper are connected to each other. Descriptive method and short case studies were used in the research. The results are presented as short characteristics of each of identified category of touristic cities, description of tourism as development factor and short characteristics of touristic towns of Podlasie Region, except the systematic overview mentioned above.

The aim of the research was to identify and group conditions affecting the development of entrepreneurship among agricultural producers. The article presents opinions of a purposefully selected group of farmers taking part in the work of a team appointed by the voivode for the preparation of a diagnosis of the socio-economic situation of agriculture in the Warmian-Masurian Voivodeship. Using the technique of a focus group interview, among others, opinions on the forms and areas of entrepreneurship of agricultural producers and conditions for its further development in the Warmian-Masurian Voivodship were obtained. Barriers have been defined, including the poor innovative nature of commenced undertakings, low interest in cooperation with other economic entities and low social capital, especially in interaction with the socio-cultural and economic environment. The obtained assessment by means of the FGI method allowed to classify factors influencing the development of entrepreneurship of farmers into five groups including the conditioning, stimulating and maintaining character of determinants having an impact on farmer entrepreneurship as well as those with an indirect and local impact on entrepreneurship development. In the case of factors conditioning the development of farmer entrepreneurship, the following proved important: individual predispositions of entrepreneurs (including creativity, optimism, commitment), competition on the market (market niches, mobilization for operation, healthy competition), the state of equipment of farms with machines, devices, buildings and structures and the possibility of obtaining financial resources (EU funds, loans, own resources).
Celem badań było zidentyfikowanie i pogrupowanie uwarunkowań mających wpływ na rozwój przedsiębiorczości wśród producentów rolnych. Przedstawiono opinie celowo wybranej grupy rolników biorących udział w pracach zespołu powołanego przez wojewodę ds. opracowania diagnozy sytuacji społeczno-gospodarczej rolnictwa w województwie warmińsko-mazurskim. Wykorzystując technikę zogniskowanego wywiadu grupowego (focus) uzyskano m.in. opinie dotyczące form i obszarów przedsiębiorczości producentów rolnych oraz uwarunkowań dalszego jej rozwoju na terenach wiejskich województwa warmińsko-mazurskiego. Zdefiniowano bariery, w tym m.in. mało innowacyjny charakter podejmowanych przedsięwzięć, małe zainteresowanie współdziałaniem z innymi podmiotami gospodarczymi, niski kapitał społeczny, szczególnie w interakcji z otoczeniem społeczno-kulturowo-gospodarczym. Uzyskane w trakcie badań metodą FGI oceny pozwoliły zaszeregować czynniki mające wpływ na rozwój przedsiębiorczości rolników do pięciu grup obejmujących determinanty warunkujące, stymulujące i podtrzymujące przedsiębiorczość rolników oraz o pośrednim i lokalnym oddziaływaniu na rozwój przedsiębiorczości. W przypadku czynników warunkujących rozwój przedsiębiorczości rolników ważne okazały się: indywidualne predyspozycje przedsiębiorców (w tym kreatywność, optymizm, zaangażowanie), konkurencja na rynku (nisze rynkowe, mobilizacja do działania, zdrowa konkurencja), stan wyposażenia gospodarstwa w maszyny, urządzenia oraz budynki i budowle oraz możliwości pozyskania środków finansowych (środki unijne, kredyty, własne zasoby).

The article deals with the fundamental theoretical and practical problems of regional development, the causes of poverty and wealth of regions, and factors influencing change of the region's situation. The answers are being sought in the relations between the location criteria stemming from a current paradigm of development and the region's features, the type and character of external factor influencing the region and the region's reaction to these factors. The theoretical considerations are being illustrated by contemporary and historical examples.

This paper seeks to analyse factors of e-government development at the local government level in Poland. The analysis proceeded in three stages. In the first, a survey of the literature on the subject was made and a model of factors of e-government development was constructed. In the second, the factors distinguished were operationalised: indicators representing them were constructed. The third stage involved an empirical verification of the model using partial correlation and multiple regression methods; significant factors of e-government development were distinguished at the local government level. The analysis was conducted for a group of 18 communes making up the Poznań agglomeration. It was demonstrated that significant factors of local e-government development in Poland included the level of socio-economic development, inhabitants’ access to ICT, their attitudes and skills, the size of administrative units, attitudes of local authorities and leaders, a vision and a strategy of e-government development, human resources in offices, and the financial situation of a commune.

The theme of the article is the Kemeri district’s development in Latvia as a tourism destination. The aim is to research the reasons for the decline in tourism in Kemeri and to determine factors influencing tourism development in the Kemeri district. Scientific articles and theoretical resources (44 in total), including Latvia’s and Jurmala municipality’s long-term planning documents, have been used to create this document. For primary data, a survey was conducted amongst the Kemeri district’s local inhabitants, and the foreign and local visitors in Jurmala and Kemeri, in addition to interviewing Latvian tourism industry experts. Consequently, a mixed method of research was conducted, both of qualitative and quantitative data, obtained through secondary and primary data analysis. The study contains research on the reasons for the decline in the district’s tourism, focusing on the Kemeri district in Latvia’s and Jurmala municipality’s future strategies and plans, whichhave had no interest in investing in the district, and whether there actually is a potential for the Kemeri district to develop its tourism from the point of view of visitors and experts.

Aim/purpose – The main aim of this paper is to analyse and compare implementation of two methods of websites assessment: the conversion method and the scoring method. The secondary goal is to identify the best e-banking websites in Poland in 2017 from the point of view of an individual client. Design/methodology/approach – Based on the previous experiences in internet banking sphere authors take into account two methods – the most popular for this purpose – the scoring method and the author’s conversion method. Data for research are collected using original questionnaire, verified by a pilot study. To participate in the survey, those interested had to visit a special website containing a questionnaire. The research was carried out on over 700 people from the university environment in the end of 2017. Findings – The results obtained with both methods turned out to be similar. The study found that an economic criteria, a simplicity or an intuitiveness of navigating the website and a number of access channels are the most important factors for choosing the e-banking services by customers. Moreover, anti-crisis measures undertaken by bank (security of operations including) currently become of less importance to them. Research implications/limitations – The main implication for researchers is the proved possibility for using the conversion method, which combines the advantages of simplicity of the gathering data with the objectivity of such methods as, for example, AHP/ANP, or PROMETHEE, ELECTRE and its usefulness for the evaluation of the bank websites. The main restrictions were of two types. The first one concerned the selection of only those two methods for comparison in this study. The second limitation – was the selection of a research sample from the academic community only. Originality/value/contribution – The scope of this paper fills in the research gap that exists in the methods of website evaluation from the point of view of methods trying to solve this problem from a client’s point of view. The next research steps will go in the direction of comparison based on the same sample of the conversion method with other popular assessment methods to identify its advantages and disadvantages for the potential user. Furthermore, a research sample now requires extension beyond the academic community that the results of the study could be fully generalised.

The main goal of the EU cohesion policy is to reduce economic, social and territorial disparities within the European Union. The 27-Member-State EU still needs discussion about huge economic and social disparities among these countries and their regions. The article concentrates on the reasons underlying economic regional disparities (theoretical approach). Identifying the reasons of economic regional disparities is extremely important for determining priorities of the EU cohesion policy as well as for the proper administering of public spending within the programmes of European cohesion policy.
