The Albanian challenges have been insistent not just for domestic researchers, academics, or even Albanian citizens; they pique a lot of people in different geographic positions, first of all, the European ones, because by a strong European drive Albanian progresses have been oriented. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro processes which have affected the systems affecting thou the relations between pairs, which not necessarily are being expressed in standards. There is no sustainable change or improvement, if it is not built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those changes. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. To increase complexity, we can add another variable to the communication’s analyses in the public service, which represents an important evolution of Albania in this context, the wide introduction of the Technologies of Information and Communication (TIC) in the biggest part of public service provision. This makes us investigate about effects and impacts they have had during the service delivery. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s the influence it has in the trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which en bloc, associated by an accurate lawful and institutional monitoring, has been very sensitive and actually they represents mayor arguments of social and political debate in the country.

The article presents a discussion on the anatomy of place-making within the framework of the communication processes against the background of social order in a post-socialist city. The main aim of the text is to look at the social mechanisms of place-making processes “under the microscope”. The place-making activities are very often associated with planning and urban design. However, behind that planning veil is the social world of urban neighbourhood communities. In the article we propose, the social communication and participation processes are among the key factors responsible for creating urban spaces. We are presenting a place-making case study, using the example of Asnyk Square in Poznań. In this context, we are analysing social attitudes and social communication, which took place in the course of the place-making processes and influenced urban planning activities. The discussed case is complicated and provides no easy solutions.

All organizations have to deal with more or less efficient implementation of communication processes taking place in different areas of their operation. These processes are carried out often with the support of modern information technology. This article describes the results of a survey conducted on a group of nearly 200 respondents endeavor to identify which of the latest IT solutions are most often used to support communication processes in Human Capital Management (HCM) in employing their organizations. This research are part of the larger study aimed to develop a methodology to implement the latest available information technology to improve communication processes occurring in HCM in an organization.
Jednym z fundamentów funkcjonowania współczesnych organizacji są procesy komunikacyjne zachodzące w różnych obszarach ich działania. Procesy te realizowane są coraz częściej przy wsparciu nowoczesnych technologii informacyjnych. W artykule opisano wyniki badań przeprowadzonych na grupie blisko 200 respondentów, mające na celu określenie, które z rozwiązań IT są wykorzystywane do wspierania procesów komunikacyjnych zachodzących w obszarze zarządzania kapitałem ludzkim (HCM) w organizacji. Niniejsze analizy stanowią jeden z etapów badań, których celem jest opracowanie metodologii zastosowania najnowszych dostępnych technologii informacyjnych w doskonaleniu procesów komunikacyjnych zachodzących w HCM w organizacji.

One of the most significant phases for automation of communication processes in shipping is building a knowledge base for inference processes. Communication processes include: exchange of information, perception of communication and interaction between navigators. Computing with words has been used to represent inference processes covering imprecise concepts that are characteristic of natural languages. Elements of classical predicate calculus were adopted as a basic form of writing inference rules. Methods for constructing a knowledge base were chosen. The knowledge base architecture was proposed. This article also presents examples of inference rules in a knowledge base for automatic communication in shipping.

The era of autonomous ships has already begun in maritime transport. The 30-year forecast for the development of marine technologies predicts many autonomous vessels at sea. This will necessitate radical implementation of new intelligent maritime navigation systems. One of the intelligent systems that has to be implemented is a collision avoidance system. The inference process is a key element of autonomous manoeuvres. These authors propose an inference process that enables exchange of information, intentions and expectations between autonomous vessels and gives them an opportunity to negotiate a safe manoeuvre satisfying all the parties concerned. The model of inference in the communication process has been presented. Methods and algorithms for information exchange and negotiation have been developed. These models were implemented and tested under various conditions. The results of case studies indicate that it is possible to effectively communicate and negotiate used the developed method. To demonstrate the effectiveness of the presented approach over 30 random simulations have been carried out. After successful laboratory tests, over 100 scenarios were executed in quasi-real conditions and fully operational conditions. Tests were carried out in the center of the Foundation for the Safety of Navigation and Environmental Protection on Lake Silm in Iława, Poland. In the framework of project AVAL (Autonomous Vessel with an Air Look) POIR.04.01.04-00-0025-16, 82 random scenarios involving four vessels were performed and 60 random scenarios with two vessels. In 2020 tests were carried out in real conditions on the ferries Wolin and m/f Gryf. The communication and negotiation system presented in the article has been designed and developed specially for maritime navigation purposes. The authors believe that the presented solution can be one of various solutions implemented in autonomous shipping in the near future.

Selected issues related to the effectiveness of the communication process in the internal audit in organizations that have implemented the quality management system according to the PN-EN ISO 9001:2015 standard have been presented in the article. The scope of the analysis includes both: verbal and nonverbal communication, focusing on interpersonal communication and aspects of psychology in communication processes (transactional analysis).

The article discusses self-dependent development of ICT applications by clerks in public administration. The problem has become especially up-to-date because of recent corruption affairs. It seems that ICT applications’ development made “from below” can be a way to limit these occurrences. The article also presents basic information concerning PICTURE-tool. Every transference of (foreign-)language information in the cybernetic sense is always closely linked with linguistic and extra-linguistic steering. The results of the effects of steering that take place in the receiver can be detected on the basis of the reverse-coupling structure, when the secondary sender transmits reproductive or productive information to the secondary receiver. The secondary receiver tests and possibly improves the correctness of the individual grammatical structures transmitted. The repeated coding and the repeated transference of the same or improved information, and the steering of that information, constitutes the substance of regulation. Both processes—steering and regulation—are brought under the same general term and are called control. Effective informational processes occur in foreign language communication simultaneously with their control. Correcting their results is carried out by means of regulation, further referred to as the steering, in which all processes are involved. In the scope of foreign language learning processes, where specific types of communication take place, the full decoding of the received information signals and the emergence of structure matrices in the storage mechanism are also discussed. At this point, it seems essential to point out a still unsolved problem of science: how does the memory assign the incoming speech signals to their substantive contents of consciousness (semantic structures). The higher powers of the human information processing system are certainly involved in this process.

Communication continues to be an increasingly strategic and pervasive component in the processes of governance and management at all levels of a company. This evolution has been made evident by the importance that the communication function has acquired, or is acquiring, inside the organisational structure of companies. Furthermore, this evolution has been made evident by the growth of the role that communication, especially that of communication professionals, plays within the strategic decisional processes of the executive committee and administrative management of a company. Lastly, this evolution has been made evident by the omnipresence of communication within specific company functions especially with its most advanced and innovative forms and instruments. The aim of this article is to bring attention to the evolution of the role of communication at the levels of company administration and management, using the results of the most recent international and national empirical research as well as the considerations emerging from a lively on-going debate in international publications, most markedly within the disciplines of public relations, organisation and management. Finally, using the main results of case studies of four Italian successful companies.

The following article considers the concept of the trichotomous arrangement of codeprocesses involved in acquiring foreign languages. It particularly focuses on the site, course, and results of processes whereby foreign-language structures are encoded. The processes of encoding known foreign-language structures take place: first, during the completion of consolidating exercises that aim at attaining appropriate proficiency; second, in the course of decoding and coding foreign-language information; and third, in the course of ego-centered communicative processes, in which the language user fulfills the function both of sender and of receiver.

In this paper a control system of air compressors in a university laboratory is presented. The control system, which is built using the Astraada RCC972 and the GE 90-20 drivers, is an extension of the two states’ inputs and outputs of Astraada. To visualize the work stand, the PC computer class and the Proficy Machine Edition (ME) View software were applied. Selected results from the tests of the built control system are presented.

Celem przedmiotowego artykułu jest przybliżenie:1) optymalnego sposobu komunikacji nauczyciela chemii z uczniami szkoły podstawowej wpływającego na usprawnienie wyższych procesów poznawczych ucznia, 2) postulatów uczniów co do merytorycznej zawartości przedmiotowej strony www oraz oczekiwań uczniów dotyczących udogodnień technicznych,3) możliwości budowania wiedzy poprzez media interaktywne, które są na-turalne i atrakcyjne dla ucznia w jego cyfrowym świecie.
Author of the text is looking for the optimum way of communication with the students which motivates them to explore chemical issues and break the reluctance to the subject. As a tool that supports chemistry teaching wants to use the Internet. The research was of a cognitive nature and the method was a survey.The purpose of the article is to show:1) optimum way of communication chemistry teacher with the students of primary school which affecting the improvement of the student’s cognitive processes,2) students expectation about substantive content of the subject website and other technical facilities,3) opportunities to build knowledge through interactive media which are natural and attractive for the student in his digital world.
