Opis:: W artykule poddano analizie finansowe uwarunkowania rozwoju gmin województwa śląskiego w latach 2010-2015. W tym względzie poddano ocenie poziom nadwyżki operacyjnej określającej potencjalne możliwości finansowania przedsięwzięć inwestycyjnych oraz wskazano jej udział w dochodach ogółem. Przeanalizowano również wskaźnik samofinansowania, a także operacyjną i całkowitą zdolność do rozwoju, które informują o rzeczywistych możliwościach finansowania nakładów inwestycyjnych z wypracowanej nadwyżki wolnych środków finansowych. Ponadto poddano badaniu wydatki inwestycyjne i dochody umożliwiające realizację przedsięwzięć rozwojowych.
In the paper there is an evaluation of financial conditions for the development of local governments in the Silesian Voivodeship in 2010-2015. Therefore it examines the level of operating surplus that defines potential financing opportunities for investment projects, indicates its share in the municipalities’ total income, analyzes a selffinancing indicator, as well as operational and total capacity for development which informs about the real possibilities of finansing investment expenditures from achived surplus of free funds. Moreover it investigates investment spendings in local selfgovernments and income which enables implementation of development projects.

Opis:: Rozwój lokalny uzależniony jest od wielu czynników zarówno egzogenicznych, jak i endoge-nicznych. Władze lokalne, dbając o rozwój gospodarczy jednostki administracyjnej, którą kierują podejmują działania inwestycyjne. Nie bez znaczenia dla tych działań pozostaje również presja mieszkańców w związku z ich określonymi potrzebami. Ważne jest, aby w sposób umiejętny i efektywny wykorzystać lokalny potencjał, wszelkiego rodzaju zróżnicowane zasoby, którymi dysponują poszczególne gminy. Celem artykułu było przedstawienie i ocena potencjału inwestycyjnego gminy Kurzętnik. Rozważania oparto na danych pochodzących z urzędu badanej gminy i ze strony internetowej Ministerstwa Finansów. Zakres czasowy dotyczył minionego okresu programowania budżetu Unii Europejskiej. Podjęto próbę ustalenia inwestycyjnej zdolności rozwoju gminy, obliczono wskaźnik samofinasowania (udział nadwyżki operacyjnej i dochodów majątkowych w wydatkach). Uwagę skoncentrowano również na strukturze dochodów i dynamice wydatków inwestycyjnych. Z przeprowadzonych analiz wynika m.in., że wskaźnik samofinansowania w gminie Kurzętnik w latach 2007–2009 i 2010 utrzymywał się na niskim poziomie, co świadczy o niskim poziomie dochodów majątkowych. Był on również niższy od średniego krajowego poziomu. Wysoka wartość wskaźnika w 2008 r. świadczy o niewykorzystaniu potencjału inwestycyjnego gminy. W latach 2011–2013 analizowany wskaźnik kształtował się na poziomie 89–98%, co oznacza, że w gminie w znacznym stopniu finansuje się inwestycje ze środków własnych, jak również ze źródeł zewnętrznych (dotacje i dofinansowania z funduszy krajowych i z budżetu UE). Na terenie gminy Kurzętnik podjęto i ukończono wiele inwestycji, również takich, które były współfinansowane z funduszy UE (np. budowa ośrodka zdrowia z przebudową drogi i wyposażeniem, budowa szkoły, przebudowa dróg lokalnych, modernizacja i budowa obiektów sportowych, kanalizacja, termomodernizacja budynków użyteczności publicznej itp.). Inwestycje przyczyniają się do poprawy jakości życia miesz-kańców gminy i turystów.
Local development depends on a number of factors, both exogenous and endogenous ones. Local authorities undertake and pursue investment projects to further the development of the ad-ministrative district they govern. The pressure put by local residents and arising from their particu-lar needs is another stimulus behind new investments. Skillful and effective use of the local poten-tial and various resources accessible in a given community is another contributor. The purpose of this article is to present and evaluate the investment potential of the commune of Kurzętnik. The presentation draws on the data obtained from the Council in Kurzętnik and from the webpage of the Ministry of Finance. The investigations spanned the last five-year period of the European Union budget. An attempt has been made to identify the investment capacity of the commune, for which purpose the self-financing ratio was calculated (the contribution of the operating surplus and revenue from property to expenditure). Attention was also paid to the structure of income and dynamics of investment outlays. The analyses have demonstrated that the self-financing ratio in the commune of Kurzętnik in 2007–2009 and 2010 was low, indicating that the commune’s own revenue from property was low as well. In fact, the ratio was lower than the average one for whole Poland. The high value of this ratio in 2008 proves that the commune’s investment capacity was not fully deployed. In 2011–2013, the above ratio was about 89–98%, suggesting that the com-mune largely financed investments from own resources and from external sources of funds (subsi-dies and co-financing from national and EU funds). Several investment projects have been com-menced and completed in the commune of Kurzętnik, including the ones co-financed with the EU funds (e.g. construction of a health centre, including modernization of an access road and the furnishing of the centre, construction of a school building, modernization of local roads, modernization and construction of sports facilities, construction of a sewage system, thermal insulation of public buildings, etc.). These investments have contributed to the improved life quality of the commune’s residents and visitors.

Opis:: Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

Zaprezentowano ekologiczne uwarunkowania inwestycji celu publicznego oraz ekonomiczne czynniki lokalizacji inwestycji publicznych. W warunkach polskich to gmina, spośród wszystkich jednostek samorządu terytorialnego, dysponuje najsilniejszymi narzędziami wpływu na kształt przestrzeni. W dokumentach planistycznych gminy określone zostają podstawowe zasady realizacji gospodarki przestrzennej. Lokalizacja inwestycji celu publicznego wymaga zatem respektowania charakteru i jakości określonej przestrzeni oraz świadomego zarządzania jej potencjałem.
The article presents the legal, ecological and economic aspects of the location of public investment. Ecological conditions of public purpose investment and economic factors for the location of public investments were presented. In Polish conditions, the commune, among all local government units, has the strongest tools to influence the shape of space. In the planning documents of the commune, the basic principles of implementation of spatial management are defined. Therefore, the location of a public purpose investment requires respect for the character and quality of a given space and conscious management of its potential.

Opis:: The subject of the article are investments in the development of tourist, recreational, sports and health infrastructure, as well as production and housing investments that were implemented in 2007–2017 in the area of the urban-rural commune of Uniejów in the Lódź voivodeship and their impact on local development. The starting point in the conducted research was the identification of investment location factors in Uniejów in order to learn the mechanisms of location decisions and motives of entrepreneurs’ activities. The main objective of the research is to determine the impact of investments on local development in the socio-economic and spatial-functional dimension. In order to achieve the above-mentioned research objectives, in-depth interviews with entrepreneurs and an analysis of information and source data obtained from statistical databases, directly from entrepreneurs and from the Local Government Office were carried out. The research results indicate that the socio-economic changes observed in the Uniejów commune have been initiated since 2001 thanks to the use of geothermal water for heating, balneotherapy and recreation purposes. This activity once led to a poor urban-rural commune of mainly agricultural character with a small town of Uniejów for visible development of tourist infrastructure and for the city and surrounding villages to achieve the status of a health resort, which affected changes in the share of employment in the agricultural sector for the benefit of the services sector. The obtained research results indicate that the dynamic development of the Uniejów commune, lasting for the last decade, has its source in the increase in the number of investments, and is the result of the activity of self-government authorities and various social groups operating in the commune. At the same time, a multiplier effect is observed, as a result of which local government investments and the related development of enterprises generate new investments.
Przedmiotem artykułu są inwestycje w rozwój infrastruktury turystycznej, rekreacyjnej, sportowej i zdrowotnej, a także inwestycje produkcyjne oraz mieszkaniowe, które zostały zrealizowane w latach 2007–2017 na obszarze gminy miejsko-wiejskiej Uniejów w województwie łódzkim, i ich oddziaływanie na rozwój lokalny. Punktem wyjścia w prowadzonych badaniach była identyfikacja czynników lokalizacji inwestycji w Uniejowie w celu poznania mechanizmów decyzji lokalizacyjnych i motywów działań przedsiębiorców. Głównym celem badań jest określenie wpływu inwestycji na rozwój lokalny w wymiarze społeczno-gospodarczym i przestrzenno-funkcjonalnym. W celu osiągnięcia powyższych zamierzeń badawczych przeprowadzono wywiady pogłębione z przedsiębiorcami oraz analizę informacji i danych źródłowych pozyskanych z baz danych statystycznych, bezpośrednio od przedsiębiorców oraz z Urzędu Miasta i Gminy. Wyniki badań wskazują, że przemiany społeczno-gospodarcze zaobserwowane w gminie Uniejów zostały zainicjowane w 2001 roku dzięki wykorzystaniu wody geotermalnej do celów ciepłowniczych, balneoterapeutycznych i rekreacyjnych. Działalność ta przyczyniła się do widocznego rozwoju infrastruktury turystycznej tej niegdyś ubogiej gminy miejsko-wiejskiej o charakterze głównie rolniczym z małym miastem Uniejów, a także do osiągnięcia przez miasto i okoliczne sołectwa statusu uzdrowiska, co wpłynęło na zmiany udziału zatrudnienia mieszkańców w sektorze rolniczym na rzecz sektora usług. Uzyskane wyniki badań wskazują, że trwający przez ostatnie dziesięciolecie dynamiczny rozwój gminy Uniejów ma swoje źródło we wzroście liczby inwestycji, a także jest efektem aktywności władz samorządowych i różnych grup społecznych działających na terenie gminy. Obserwuje się tu jednocześnie efekt mnożnikowy, w wyniku którego inwestycje samorządowe i związany z nimi rozwój przedsiębiorstw generują powstawanie nowych inwestycji.

Opis:: This paper aimed to identify and analyse the needs for local government investments indicated by respondents from selected communes of the Lublin voivodeship, depending on the level of socio-economic development of the analysed units. Research hypothesis H1, stating that there is a relationship between the level of local development and the need for local government investment indicated by respondents, was corroborated. The research covered 16 communes. The research period was in general the year of 2018 (in the absence of data, the latest available information was used). The surveys showed there was an average correlation between the local development level and the need for local authorities to create green areas, tourist infrastructure and expenditure on the development of investment land. An average negative correlation between the level of local development and the need for investing in roads and pavements was also identified. This indicates a partial confirmation of hypothesis H1.
Celem opracowania była identyfikacja i analiza potrzeb w zakresie inwestycji samorządowych wskazywanych przez respondentów z wybranych gmin województwa lubelskiego w zależności od poziomu rozwoju społeczno-gospodarczego badanych jednostek. Weryfikacji poddano hipotezę badawczą H1, stanowiącą, że jest związek między poziomem rozwoju gminy a potrzebami w zakresie inwestycji samorządowych wskazywanymi przez respondentów. Przedmiotem badań było 16 gmin. Okres badawczy obejmował rok 2018 (w razie braku danych wykorzystano najnowsze dostępne dane). Wykazano występowanie przeciętnej korelacji między poziomem rozwoju gminy a potrzebą tworzenia przez władze gminy terenów zielonych, infrastruktury turystycznej oraz wydatkami na rozwój terenów inwestycyjnych. Zidentyfikowano także występowanie przeciętnej korelacji ujemnej między poziomem rozwoju gminy a potrzebami w zakresie inwestycji w drogi i chodniki. Wskazuje to na częściowe potwierdzenie hipotezy H1.

Opis:: Ludność powiatu gostynińskiego, jego miast i wsi z ogromnym zadowoleniem przyjęła odzyskanie przez Polskę niepodległości w listopadzie 1918 roku. Serdecznie witano w Gostyninie 10 kwietnia 1921 r. twórcę niepodległości Polski Józefa Piłsudskiego jadącego do Płocka na uroczystości odznaczenia tego Miasta Krzyżem Walecznych. Autor opracowania na podstawie materiałów źródłowych, opracowań historycznych, a także prasy regionalnej stara się przedstawić rozwój gospodarczy powiatu gostynińskiego w okresie międzywojennym (1918-1939), a także rozwój szkolnictwa i życia kulturalnego. Wielkim wydarzeniem w życiu powiatu było wybudowanie linii kolejowej łączącej Kutno z Gostyninem i Radziwiem. Stało się to w latach 1919-1925. Kolejowe połączenie Gostynina z Kutnem ułatwiało kontakt mieszkańców Gostynina z Warszawą, Łodzią, a także Poznaniem. Negatywny wpływ na życie gospodarcze powiatu, jak i całego kraju miał wielki kryzys gospodarczy w latach 1929-1933. Wzrosło wówczas bezrobocie i pogłębiła się bieda wśród mieszkańców powiatu. W 1933 r. została zlikwidowana papiernia w Soczewce. Pracę straciło kilkuset pracowników. Mimo to badacze regionu gostynińskiego pozytywnie oceniają zmiany w życiu gospodarczym powiatu w okresie międzywojennym, tj. 1918-1939. Według Józefa Kazimierskiego, współautora monografii „Dzieje Gostynina i ziemi gostynińskiej” wydanej w 1990 r., lata 1918-1939 można uznać za pomyślne dla rozwoju Gostynina, jak również dla Gąbina, a lata 1935-1939 wręcz za okres przyspieszonego rozwoju.
Population of the Gostynin district, including its towns and villages, accepted the reclaimation of independence with utmost satisfaction by Poland in November 1918. The creator of the Polish independence, Józef Piłsudski, who was driving to Płock for the ceremony of awarding that town the Distinguished Service Cross, was warmly welcomed in Gostynin on 10th April 1921. The Author of the study, based on source materials, historical studies and regional press, aims at presenting the economic, educational and cultural development of the Gostynin district during the interwar period (1918-1939). A great event in the district’s life was building a railway line joining Kutno with Gostynin and Radziwie. It took place between years of 1919 and 1925. The train connection between Gostynin and Kutno made an easy contact for Gostynin inhabitants with Warsaw, Łódź and Poznań. A negative influence, not only on the district’s economic life, but also on the whole country, had large economic crisis in 1929-1933. At that time unemployment and poverty among the district’s inhabitants increased. In 1933 a paper mill in Soczewka was liquidated and due to it a few hundred workers lost their jobs. In spite of that researchers of the Gostynin region are positively assessing changes in the district’s economic life during the interwar period 1918-1939. According to Józef Kazimierski, an coauthor of „The Gostynin and its Region Story” monograph being issued in 1990, the period 1918-1939 could be regarded as the favorable one for development of both Gostynin and Gąbin and the period 1935-1939 as the period of the accelerated expansion.
