Rural tourism is usually perceived as a part of multifunctional rural development, and in the European Union it has been covered by the Common Agricultural and Rural Policy as well as the other policies [Przezbórska 2009]. Since the 1990s a clear attitude of the Community towards rural tourism and agritourism has been developed. It was expressed in the statement that “rural tourism constitutes a fundamental element of the rural development policy, a very important and complementary component of the development strategy and plays a special role in country planning” [Opinion… 1995]. Rural tourism is usually regarded as a factor of sustainable development, local economies stimulation, increasing employment in rural areas, alternative source of income for farmers and other rural citizens, as well as a factor of landscape care, environmental protection and preserving local culture and traditions. The main purpose of the article was to analyse the development of the place of tourism in the Common Agricultural and Rural Policy and show changes in the number of rural tourism enterprises, and especially changes in the number of farms with other gainful activities in agritourism.

W niniejszej publikacji została dokonana ocena wdrażania, a także przestrzegania wymogów wzajemnej zgodności (cross-compliance) w grupie 260 rolników, prowadzących gospodarstwa na terenie województwa świętokrzyskiego. Badania zrealizowano w pierwszym kwartale 2012 roku przy użyciu metody wywiadu kierowanego za pomocą kwestionariusza wywiadu. Badania wykazały, że poziom wiedzy, jaką reprezentują świętokrzyscy producenci rolni jest niewystarczający i wymaga natychmiastowego uzupełnienia w wielu obszarach tematycznych.
In this publication for the assessment of implementation and compliance with suitability requirements (cross-compliance) in the group of 260 farmers who farm in the Province. The study was carried out in the first quarter of 2012 using a guided interview method by means of a questionnaire interview. Studies have shown that the level of knowledge of agricultural producers from świętokrzyskie is insufficient and requires an immediate repair.

Podstawowym celem opracowania było ukazanie rolnictwa i obszarów wiejskich w skali wszystkich 27 państw członkowskich UE. Państwa te gospodarowały na powierzchni 190 mln ha użytków rolnych, na których zgromadzono 164,4 tys. gospodarstw rolnych. Obszary wiejskie zamieszkiwało 24 063 tys. ludności rolniczej. Przeprowadzone porównanie strategicznych celów zawartych w programach rozwoju obszarów wiejskich, zawartych w PROW na lata 2007-2013 opierało się na 4 osiach tematycznych i dodatkowo na pomocy technicznej. Łącznie w badanych krajach realizowano 748 działań oraz 26 związanych z pomocą techniczną. Najwięcej działań zaplanowano w osi 1 (270) oraz osi 2 (199), co stanowiło 62,7% wszystkich poczynań w tym zakresie. Z kolei osie 3 i 4 obejmowały łącznie 279 działań (37,3%), które jednocześnie otrzymały mniejsze wsparcie finansowe. Kwota wsparcia finansowego na lata 2007-2013 wynosiła 147,9 mld euro i obejmowała środki EFRROW i środki krajowe. Zadania zawarte w PROW 2007-2013 skupiały swoją uwagę na promowaniu zrównoważonego wzrostu gospodarczego, konkurencyjności i zatrudnienia. Zmiany struktury funkcjonalnej obszarów wiejskich mają przyczynić się do powstania nowej jakości na tych obszarach. W latach 2007-2013 zaplanowano budżet Wspólnej Polityki Rolnej na poziomie 374,5 mld euro, przy czym na finansowanie I filaru WPR przeznaczono 286,2 mld euro (76,4%), zaś na wspieranie II filara WPR 88,3 mld euro (23,6%). Istnieje duże zróżnicowanie w podejściu do kierunków wpierania WPR, przy czym ze względów historycznych najwięcej środków w UE-15 pochłaniają płatności bezpośrednie.
The aim of the presented paper was to show agriculture and rural areas in the scale of 27 European Union countries. The countries had 190 million arable lands on which there were 164.4 thousand farms. Rural areas were inhabited by 24 063 thousand population of people living of farming. The carried out comparison of strategic goals included in rural areas development programmes for 2007-2013 was put on 4 thematic axis and additionally on the technical assistance. In total in the searched countries there were realized 748 actions and 26 of them were connected to the technical assistance. The most of actions were planed under the 1st axis (270) and the 2nd axis (199), what made up to 62.7% of the all actions. The next 3rd and 4th axis included 279 actions (37.3%) which receive at the same time smaller amount of financial support. The amount of the support for 2007-2013 was 147.9 billion euro and included means from EFRROW and national support. The actions include in Rural Areas Development Program 2007-2013 were focused on promoting sustainable development, competition and employment. The changes of rural areas structure are planed to contribute to a new quality of those areas. The budged for Common Rural Policy (CRP) for 2007-2013 was planed on the level of 374.5 billion euro. For the first pillar of the CRP there were designed 286.2 billion euro (76.4%) and for the second one 88.3 billion euro (23.6%). There is quite a big diversity in the planning of the Common Rural Policy and regards to the historical point of view the most founds in the UE-15 are being absorbed by direct payments.

Rural areas in Poland are underdeveloped in comparison to urban areas and lag much behind their counterparts in the EU-15. Thus, there is still a need to support their development to accelerate their socio-economic convergence with better-off parts of the EU. Rural development is part of CAP objectives, but it is also supported from cohesion policy, especially as part of regional development. The analysis presented tries to assess which of these policies is better suited to support rural development in Poland. The research is based on document analysis and meta-evaluation of earlier studies. The results show that rural development measures within the CAP and instrument under cohesion policy are generally complementary to one another. However, there is much room for closer cooperation between the two policies to enlarge their positive impact on rural development. It seems that CAP can be regarded as better suited for rural development as it is directly devoted to rural areas. Yet, it is still too agriculture-orientated and thus it offers insufficient amount of resources and not enough instruments for other sectors of rural economy.

In Poland and in many EU member states, rural areas are the dominant part of the country’s area. Their sustainable development determines the degree of the development and progress taking place in the country. The EU Commission has decided that agriculture is an integral part of the economy and European society. The development of Europe’s rural areas and the protection of the environment should be the main goal of European societies and public authorities should be sustainable, intelligent and supporting social including. The implementation of such goals requires the development of new legal regulations creating mechanisms of the common agricultural policy, both in terms of agricultural production and its impact on rural development. In the Projects Pack 2020 CAP the range of financial instruments promoting environmental activities has changed considerably, indicating the increased importance of environmental protection in agricultural production processes and other activities carried out in rural areas. Maintaining environmental requirements is an essential prerequisite for the majority of support and constant element of monitoring, control and evaluation of economic and social activities undertaken in rural areas.

Programmes supporting agricultural and rural development co–financed by the EU implemented in Poland in the programming periods 2004–2006 and 2007–2013 included a series of measures that have a direct or indirect impact on thecompetitiveness of the Polish agriculture. The article aims at answering the following questions: 1) Is the definition of rural area necessary, at the time of ”predicted” development prospects of common agricultural policy after 2013? 2) Is a modern definition of rural area an answer to the multifunctional character of agriculture? 3) Are the considerations on this subject a good basis for the construction of a catalogue of modern rural areas? The analysis results in a conclusion that the key to a modern approach to the revision of the “conceptual design” of common agricultural policy is the acceptance of its exceptional character. New eclectic concepts arise, based on widely spread interdisciplinary elements. The open character of the concepts should not cause the loss of their identity and cannot mean any uncritical reception of concepts developed in normative systems of other countries. A modern model of multifunctional agriculture is determined by many factors, none of them being the leading element. All of them have a common feature by definition and the “buckle” is the inseparability of their functions. The non–production functions of agriculture are closely related to the production. Agriculture must exist and function in its production activity to effect its social, cultural, natural, service and environmental functions. A vast catalogue of various factors that determine a modern concept of rural area in the multifunctional agriculture forms the basis for their typology and divisions. The classifications of modern functions of rural areas, as proposed in professional literature, are relative. The divisions are not separable – some of the functions imply one another.

In the process of shaping the Common Agricultural Policy, there continues to dominate the search for legitimizing support, in particular for direct payments, as well as the need to achieve a political compromise regarding sensitive regional issues of agriculture and rural areas. This situation does not serve to improve the quality and transparency of law, understood in particular as preventing excessive occurrence of legislative changes and undue fragmentation of the rules. Also, as a result of the recent reform, it has been decided not to make any radical solution toward simplifying the most important instrument of direct payments. The indicated by the European Commission simplification elements introduced in the CAP after 2013, in comparison to the new complex solutions, are of a symbolic nature. The introduction of the multi-component system of direct subsidies, including payments for greening, will result in a significant increase in the cost of administrative services for the mechanism. Therefore, the demand to simplify the Common Agricultural Policy is still valid and urgent as the previous efforts aimed at its realization have proved to be counterproductive.

The phrase ‘rural areas’ mean not only the place for agricultural production and the living place of rural population, but also refer to all the traditions, landscape, environment and residents of these areas. Rural development is highly supported at the EU level and it helps to enhance the quality of life of rural residents and the economic performance of rural areas. According to some points of view, the excessive support should be cut down, but the primary objectives of the CAP should be maintained. The threats of the economic crisis appear more significantly in rural areas. What are the possible ways to increase the economic situation of these areas, where poverty is high, education level is low and the population is aging? Working facilities are mostly connected with agriculture, but the financial background and competitiveness of agricultural enterprises is rather low. The environment and landscape should be preserved. How can all these problems be solved at the same time? How can the environment be preserved in line with the development of the rural areas? The renewed CAP was outlined in November 2010. This paper tries to examine the visions of rural areas for the future.

This work examines changes in the cultivation of olive groves in the region of Andalusia since the accession of Spain to the European Common Market (1986). The first phase is marked by the triumph of productivism in which some of the basic elements of this model (specialisation and intensification) are overwhelming, according to the statistical sources used for this research, although the behaviour in terms of corporate concentration can be considered unique. Also notable, as we will explain later, are other less desirable effects of the process, which can currently be considered environmentally unsustainable. As the weaknesses and contradictions of the model have become evident, in the recent years – as a result of the new stimuli provided by the Common Agricultural Policy – more attention is paid to the opportunities offered by rural development. For the moment, the results of this approach have been limited, although the 2015–2020 planning period could be decisive for its reorientation.

The next EU financial perspective 2014–2020 will bring many changes in designing and implementing of EU aid in the area of the Common Agricultural Policy, especially in the rural development policy. These changes bind proposed mechanisms of the Common Agricultural Policy with the Europe 2020 Strategy. This strategy envisages greater integration of the objectives of the Common Agricultural Policy with the objectives of other EU policies (regional policy, social policy, cohesion policy, fisheries policy). Author of this article is not fully convinced of the effectiveness of these changes. This view results from decreasing aid measures for each of these policies. Moreover, the European Commission has been granted powers to determine the distribution of this aid measures without clear criteria. Execution of the Programme of Rural Development Area may be jeopardized because of the expected shift of some funds from the European Agricultural Fund for Rural Development to financing direct payments. For the full realization of the objectives of rural development policy, it is necessary to clearly specify the size of the funds allocated to rural areas in aid programs financed by other funds of the Common Strategic Framework.

The paper looks at the prevalent approach to agricultural and rural development in the European Union, describing its origin, essence and the rationale behind it. The analysis makes use of descriptive and comparative methods. The author notes that the policy of sustainable development is currently the common approach to development processes in agriculture and rural areas in both the European Union and elsewhere. This approach is a response to some negative trends provoked by previous policies,Roszkowska-Mądra says. As the EU’s Common Agricultural Policy (CAP) changes, it is becoming increasingly oriented toward sustainable development. According to Roszkowska-Mądra, an optimal approach to the development of Poland’s rural areas, under the current socioeconomic and environmental conditions, is proposed by a French model calling for the development of what is known as multifunctional agriculture. The model involves a combination of exogenous and endogenous factors adapted to the type of farming system.

“Smart village” is defined as a region or local community that uses digital technologies and innovations in everyday life, thus improving its quality, the standard of public services and the use of local resources. The European Union supports projects implementing this concept – they are implemented as part of the EU’s rural development policy (Common Agricultural Policy) and financed from the EU budget, the European Agricultural Fund for Rural Development. At national level, the objectives and rules for the implementation of the “intelligent rural areas” concept are defined by Member States in their strategic plans for the Common Agricultural Policy. The Polish Strategic Plan provides for the implementation of such projects, defines the objectives that they are to achieve and the principles of their implementation and financing.
