In the paper we analyse the social activity practices of Catholic persons, as a set of individual and collective action emerging from the Catholic identity and – to more or less extent – structuralised under the Church-related formal non-profit initiatives. The purpose of the study is to clarify: (1) to what extent the Catholic unpaid social activities of different kinds could be classified as forms of volunteering and (2) to what extent the third sector definitions of volunteering are included in specific Catholic activities. Three tendencies have been observed with respect to not including religion-oriented volunteering in voluntary studies. Firstly, while using tools for collecting data adequate for the secular world, researchers face methodological difficulties to successfully cover social activities organized in parishes and congregations. Secondly, a reductionist approach reflects the ideological-rooted tendency to treat religion as a matter of private life. Thirdly, some religious-based entities tend to keep social activities of the believers within the Church-related circle. From the Catholic perspective, volunteer engagement represents an important aspect of faith-based every day activities, the so-called lived religion. At the same time, social engagement of believers provided within the Church-related entities, as well as outside them, usually fulfils all main features of volunteering. The relation between volunteering and religion is to be referred not only to the general position of faith-based and religious organizations in the public sphere, but also to the embeddedness of religious life in the society, as in fact both religion and volunteering are categories social per se. We illustrate our reflection on volunteering and Catholicism by presenting empirical evidence from the 2018 panel expert research among representatives of 29 Catholic Bishops Conferences across Europe.

The article discusses one the methods facilitating an establishment or disintegration of the civil society. The concept of the civil society is based on the assumption that all people are equal. The establishment of so understood civil society is facilitated by the granfalloon technique, that is referring to the group pride. However, the society may be also disrupted by means of the granfalloon technique, which takes place when the granfalloon is based on an ethnocentric idea. It is the doublespeak that is invaluable in establish¬ment of granfalloons disintegrating the civil society. The characteristics of this propaganda technique has been also discussed in this article.

The concept of self-government system in Poland assumes an important role for municipalities, which is the basic territorial unit of community of residents. It is the area where, with the help of democratically elected authorities, the basic needs of local communities shall be fulfilled. One of these needs, and at the same time, the own task of municipality, is to ensure public order and security of citizens. According to legislation, the proper measure supposed to be the communal police (municipal police in municipalities), which is a local uniformed formation, providing administrative-ordinal tasks. The first units of the communal police were formed in Poland in 1991. For all these years, however, they did not become a common service in the country. The communal police function just in one-fourth of municipalities and generally focus the heaviest negative emotions and social opinion of all the uniformed services. The author of the study, indicating causes of this situation, comments their underestimated by citizens role in shaping public order and security of local societies, juxtaposing it with the state of civic consciousness.

Civil society was defined in various ways. Among others, J. Locke, G.W.F. Hegel and A. de Tockeville presented the most relevant characteristic of what civil society is or could be. For the purpose of the paper we distinct civil society and the state. To the first one we assign spontaneity and diversity, the second we treat as procedural and homogeneous. In the paper we will stand for the thesis: civil society is the nest of virtues and as such characterized plays one of the most prominent parts in contemporary social and political reality. The problem is not that presently civil society does not exist. The problem is that once it was established within the state, it has been developed in such a way that it became a hybrid combined from the state and what could be called apolitical human activity. The core of the problem is that the hybrid is more political than apolitical. To the essence of civil society belong: existence of free associations of any kind, economy free from political coerce as much as it could be and public sphere of opinion, all organized in such a political way that the political power is limited by division of it to three independent institutions: a legislature, an executive and a judiciary and also by the law. A ground for apolitical human social activities was prepared by J. Locke in his political theory. The state is one of possible emanations of apolitical society in the state of nature. Montesquieu expanded such a vision of society that it exists within the state but the state itself is limited by division of political power and civil rights which allow the members of the society to protect their freedom and dignity. Moral civil society we are developing protect the citizens from overwhelming influence of the state and particular egoisms of individuals. As such it promotes moral activity, it brings trust to the public sphere and it protects human dignity.

While reading a Polish translation of Community and Society of Ferdinand Tönnies one may conclude that it is associationism that constitutes the main attribute of modern society. It is so because translator decided to write about association instead of society in a place of a word Gesellschaft. However, closer lecture makes one come to the conclusion that in his book Tönnies referred not only to the society but to a special kind of society - a civil society, that was also described as an economic society. According to Tönnies it is not associationism but economic activity that is a main attribute of the modern society.

The public policy is a modern concept of political science which has appeared in the middle of the XX century and there is in a condition of continuous updating that specifications. In search of the universal definition of public policy authors are guided generally by philosophical and axiological, spatial and functional options of a scientific explanation of this phenomenon. Philosophical and axiological definition of public policy since Renaissance defined key problems which became the subject of the analysis for modern researchers of this direction. Philosophical reflections on a concept of the fact what is "public", "private", "sphere" and so on. have laid the foundation of a meta-analysis of studying of public policy and have defined conceptual borders for further theoretical searches. Functional interpretation of category "public policy" is rather wide and versatile it is provided in works of researchers of many methodological approaches and theories which connect it with the decision-making process and political and managerial processes. Managerial measurement of public policy allows determining intuitional and technological capabilities of actors of the political process in making public decisions. Close connection of a policy and the state conformable with the ideas of representatives of institutional and neoinstitutional approaches that considered a public policy both as dependent and as independent variable at the same time at the center of scientific research permanently there was an analysis of communication of institutes and society. The criticism of neoinstitutionalism led to a defensive line of authors of this direction and, as a result, before the appearance of new theories in 90's of the XX century, which explain a concept of a public policy taking into account the current trends. First of all, it concerned a study of new institutes and a new role of traditional political institutes in formation of a public policy. The system theory has brought adjustments in essence of the characteristic of public policy. According to the logic of system approach, the modern public policy is complete, dynamic system which is independently updates, organizes and develops. It consists of the interconnected and interacting elements which unite in steady unity with the external environment by means of many factors and conditions of interaction with external. Inclusion by scientists of different schools in the analysis of public policy of such actors as groups of interests, civil society, expert-analytical communities, political parties, has allowed to detail the considered concept. Display in a concept of public policy of not hierarchical communications and structures has become possible because of coalition approach and the theory of political networks. The public policy by means of the theory of networks is considered as concrete types of mediation of interests of different actors (state і non-state) and as the specific form of government. Use of reality of public policy by means of a spatial concept gives the chance to analyse different types of interactions of the individual and collective actors both institutionalized, and not institutionalized in the course of implementation of the power and influence on it in specific political environment which is a complicated developing system with it's ow laws and borders. The public space at all levels (global, regional, national) is constantly changeable structure which is formalized and filled with meanings under the influence of actors. As a result of the retrospective analysis of approaches which operationalize public policy was provided the author's vision of this phenomenon. Public policy is understood as the reasonable interaction of the public actors (institutionalized and not institutionalized, formal and informal) which by means of own resources, functional mechanisms, cultural and valuable and precepts of law, have an opportunity to reveal, implement, analyze and control valid socio-political problems. Since 90's of the XX century, scientists adapt conceptual sense of public policy of the national contexts on the basis of that experience of the state and cultural and valuable changes. The main problem, in this case, is that the above-stated categories not always answer the contents, especially in the conditions of transitional systems. For formation of idea of essence of public policy in the transformed countries it is necessary to use such explanations of these categories which would consider absence of full-fledged civil society and communication between all actors of political process. Specification of categories according to political reality can be the way out. So, the concept public policy is permanently transformed because of changeable political reality that puts representatives of different schools of sciences before a problem of fixed search of new explanations of its content. For the objective reasons, the methodology of political science appeared incapable of giving the answer to a question independently: what is public policy? This opportunity appears only on condition of participation of such sciences as economy, sociology, managing sciences, state administration, systemology, etc.

It can be striking for us today that when so little divides us there is still so much that separates us from each other. We observe the fragility of social cohesion and witness the degradation of social capital even though some say that our religious belief as well as material conditions or differences in political rights no longer divide us. In the light of critical observations, one can say that there is a need to reconcile people with each other, to establish bonds between us, that we need to establish civil society. When trying to establish a well-functioning civil society we have to ask ourselves a few crucial questions. These questions include: How can Western individualism be combined with the values of community and social solidarity? What are the necessary conditions for freedom and solidarity among people? To answer these questions it is worth reaching the philosophical thought of John Dewey and Roberto Unger. In his text Roberto Unger points out that today’s social and political order is not something solid and stable. Even our democratic order that I was referring to in this paper faces challenges that may undermine its base. Without the right preparation to face these challenges-through responsible and critical public participation and deliberation-it is possible that instead of us having some sort of possibility of steering the growth of our societies and having an impact on political and economic evolution, the evolving situations will steer us. If this happens, we will be left behind, being unable to grasp and handle the different new situations.

All education should then be open to cultural differences. Multicultural pedagogy encompasses vast areas of concepts and it addressed to all, not only minorities.

Opis:
The article presents the analysis of different factors which are or may be the source of corrupt behaviors among the citizens. The analysis refers to the field of formal actions taken by the services whose goal is to protect broadly understood security of the residents. Psychological sources are then presented, emphasizing the corruption-generating role of the low level of trust and individual competition orientation. The social factors are first of all the mechanism of social comparisons, which can activate the consent to corruption or justify the person's unethical behaviors. Educational factors are also discussed, with consideration of the fact that school is the institution which should properly shape young people's attitudes, making them sensitive to unethical behaviors and providing them with competencies and knowledge connected with the ability to behave in difficult situations. These areas, though apparently distinct, are integral parts of the system and they mutually stimulate or inhibit each other.

The changing social environment prompted the European Union (EU) to rethink its strategies towards its citizens. Phenomena such as distrust towards government institutions, nationalist movements and the alleged democratic deficit are the reasons why the EU aims at engaging with the civil society in its public policy, ranging from agenda setting to decision-making via instruments such as consultations. This paper intends to analyse the rationale behind implementing and pursuing this strategy. As the EU tries to increase its legitimacy, it needs to be evaluated if the EU meets the demands of citizens. For this analysis, a structured literature review will be conducted. This article desires to demonstrate that civil society organisations undergo processes of professionalization and transformation into providers of knowledge and expertise; therefore, ordinary citizens are not represented adequately in the EU via CSOs. Hence, the EU has desired to get closer to its citizens; however, with the current strategies the importance of membership has decreased and the opportunities for engagement have become more elitist. Further research is needed to evaluate the reasons behind this trend for the EU to draw appropriate conclusions and re-formulate its policy towards including its citizens.

Purpose – The purpose of the article is to assess the transparency of information contained in the state budget from the point of view of usefulness for the citizen and to recommend actions to increase the transparency of information in this regard. Methods – Descriptive analysis and deductive and inductive reasoning were used. Research description – The essence of fiscal transparency in the context of social responsibility of the government was discussed. The scope of information included in: the multi-year financial state finance, the budget act, the report on the implementation of the state budget, the analysis of the implementation of the state budget was analyzed. The assessment of information in the above-mentioned scope was carried out from the point of view of usefulness for the citizen and the flow of information between the government and citizens about public funds collected and allocated by the state budget. Finally, recommendations were made for actions to be taken to increase the transparency of information contained in the state budget. Results – The transparency of the information contained in the state budget (at the stage of its planning, adoption, implementation, reporting and controlling budget implementation) is very limited from the point of view of its usefulness for the citizen. It is necessary to take specific actions to increase the transparency of information contained in the state budget from the point of view of its usefulness for the citizen. Originality / value – the literature on the subject lacks publications devoted to the issue of transparency of the state budget in our country. The article addresses this research problem by assessing the content of information published by the government in the state budget as the basic public fund from the point of view of the usefulness of this information for the citizen.

This paper introduces the phenomenon of social entrepreneurship in the Polish civil society. It starts with a presentation of key determinants that have driven its development and popularity. In the main section, the complexity of social enterprise and entrepreneurship concepts are introduced, with their key characteristics. Following that, three dominant schools of thought on social enterprise are presented with reference to civil society phenomenon. Before locating social entrepreneurship, some key elements and methodological issues in the area of civil society are analyzed and discussed. Finally, two models of social enterprise are identified and their background briefly presented. The author supplements this analysis with some key statistics on social enterprise models for Poland. They introduce the reader into the state of the art of social enterprises in Poland. Also, valuable data from Global Entrepreneurship Monitor on social entrepreneurship are introduced to give the overall picture of the phenomenon in Central and Eastern European countries. Both analytical approaches are discussed in the light of the three schools of thought on social enterprise.

A characteristic feature of a modern state is dichotomy of its development. On one hand, it is striving a!er unification and universality of social, political and economic solutions aiming to integrate the world, but on the other, there is a growth of tendencies disintegrating a country, development of localness, aspiring to give local communities high level of independence and self-deciding powers, that is: the reverse of massive society. The phenomena connected with unification and aspirations for preserving local identity are complementary and complement one another. The globalization of world-wide system does not mean its inner homogeneity. The world is perceived as an internally diverse reality.
