Opis:: Artykuł porusza kwestię stosunków gospodarczych Chiny–Ameryka Łacińska w tym stuleciu. W ciągu pierwszych dwóch dekad XXI wieku nastąpił znaczny wzrost handlu między Chinami i Ameryką Łacińską, a inwestycje Chin w Ameryce Łacińskiej wzrosły. Chociaż prezentowany tekst omawia kwestie współpracy gospodarczej, jego głównym celem nie jest jednak prezentacja dynamiki tych stosunków, ale refleksja nad szansami i zagrożeniami dla Ameryki Łacińskiej wynikającymi ze współpracy gospodarczej między Chinami i Ameryką Łacińską. Artykuł omawia zatem możliwości i zagrożenia w wielu aspektach, podając różne argumenty i liczne przykłady. Wnioski z tego artykułu dotyczą zarówno pojawiających się wyzwań, jak i perspektyw współpracy.
This article raises the issue of China–Latin America economic relations in this century. During the first two decades of the 21st century, there has been a significant increase in trade between China and Latin America, and China’s investments in Latin America have increased. Although the presented text discusses the issues of economic cooperation, its primary objective, however, is not to present the dynamics of these relations, but to reflect on the chances and risks for Latin America resulting from economic cooperation between China and Latin America. The article thus discusses the area of opportunities and threats in numerous aspects, giving various arguments and numerous examples. The conclusions of the article refer both to emerging challenges and the prospects for cooperation.

Opis:: Od lat 80. XX w. kraje Ameryki Łacińskiej oraz Chiny traktują wymianę handlową jako jeden z kluczowych mechanizmów ekspansji ich gospodarek. Kraje te przekształcały stopniowo model swojego rozwoju od interwencjonizmu państwowego i substytucji importu do coraz bardziej otwartej gospodarki, ukierunkowanej na eksport. Między niektórymi krajami Ameryki Łacińskiej (m.in. Argentyną, Brazylią, Chile i Meksykiem) a Chinami nawiązała się współpraca określana jako „strategiczne partnerstwo”. Oprócz licznych korzyści współpraca ta przynosi Ameryce Łacińskiej wiele niebezpieczeństw wynikających z niekorzystnej struktury eksportu. Kraje te uświadomiły sobie istniejące zagrożenia i wdrażają reformy, mające na celu budowę bardziej konkurencyjnych gospodarek.
Since the 80s of the twentieth century, Latin America and China treated international trade as one of the key mechanisms for the expansion of their economies. These countries have gradually transformed their model of development from state intervention and import substitution to an increasingly opened, export-oriented economy. Some Latin American countries (e.g., Argentina, Brazil, Chile and Mexico) established a ‘strategic partnership’ with China. Despite the many benefits of this cooperation, it brought some dangers to Latin America, resulting from its unfavorable export structure. These countries realized that for their further development they need to implement reforms aimed at building more competitive economies.

Opis:: En el año 2008 China difundió el Libro Blanco hacia América Latina, sentando las bases políticas de la cooperación omnidireccional con sus dos dimensiones: múltiples áreas de cooperación y aplicación diferenciada por país acorde a sus particularidades. Por otro lado, en el año 2013 China comienza a difundir la iniciativa de la Franja y la Ruta. En este contexto, nos preguntamos: ¿qué bases cooperativas se pueden identificar para la integración de América Latina en la iniciativa de la Franja y la Ruta? El estudio utilizó las categorías del Libro Blanco para analizar las comunicaciones del Ministerio de Relaciones Exteriores de la República Popular China hacia los países de América Latina entre los años 2008 y 2016. El método integró tres enfoques: estudios de agenda, análisis de contenido y análisis semántico-léxico. Como principal resultado, el estudio sobre la agenda diplomática de China hacia América Latina identificó múltiples áreas de cooperación, pero con una aplicación uniforme hacia los países de América Latina. Esto permite pensar en nuevas oportunidades para América Latina y, al mismo tiempo, en desafíos de diferenciación para el intercambio cooperativo en el marco del proyecto de la Franja y la Ruta.
In 2008, China disseminated the White Paper to Latin American countries, laying the political foundations of omnidirectional cooperation with its two dimensions - multiple areas of cooperation and differentiated application by country according to its particularities. On the other hand, in 2013 China begins to spread the Belt and Road Initiative. In this context, our research question is: what cooperative baseline can be identified for the integration of Latin American region in the Belt and Road Initiative? The study used the categories of the White Paper to analyze communications of the Ministry of Foreign Affairs of the People’s Republic of China to the Latin American countries between 2008 and 2016. The method integrated three approaches: agenda studies, content analysis and semantic-lexical analysis. As the main research result, the study on China’s diplomatic agenda towards Latin American countries identified multiple areas of cooperation, but with uniform application to Latin American countries. This allows us to think about new exchange opportunities for Latin American region and, at the same time, about differentiation challenges for cooperative exchange within the framework of Belt and Road project.

Opis:: La Provincia de Guangdong concentra su mayor potencial en la llamada Área de la Gran Bahía (AGB). Pero ¿qué representa esta área para América Latina y qué oportunidades existen aquí para la profundización de las relaciones sino-latinoamericanas en el marco de la iniciativa de la Franja y la Ruta (一带一路)? Este trabajo se apoya en los métodos histórico y analítico: el primero para desentrañar el proceso de conformación del AGB, el segundo para analizar las potencialidades geográficas, administrativas y organizativas actuales del AGB. El objetivo del trabajo es presentar algunas perspectivas para el desarrollo de los vínculos entre China y América Latina a través del AGB en el marco de la iniciativa de la Franja y la Ruta.
Guangdong Province concentrates its greatest potential in the so-called Greater Bay Area (GBA). But what does this area represent for Latin America and what opportunities exist here for the deepening of Sino-Latin American relations within the framework of the Belt and Road Initiative (一带一路)? This work is based on historical and analytical methods: the first to unravel the process of formation of the GBA, the second to analyze the current geographic, administrative, and organizational potential of the GBA. The objective of the work is to present some perspectives for the development of ties between China and Latin America through the GBA within the framework of the Belt and Road Initiative.
