Opis:

W artykule opisano zasady oraz proces certyfikacji wyrobów na zgodność z dyrektywą maszynową 2006/42/WE. Omówiono najważniejsze zagadnienia i definicje z dyrektywy maszynowej oraz kluczowych norm z nią zharmonizowanych: PN-EN ISO 12100, PN-EN 62061 oraz PN-EN ISO 13849. Opisano ocenę ryzyka, na którą składają się analiza ryzyka oraz ewaluacja ryzyka. Przedstawiono proces zmniejszania ryzyka w trzech krokach: rozwiązań konstrukcyjnych bezpiecznych samych w sobie, technicznych środków ochronnych i uzupełniających środków ochronnych oraz informacji dotyczących użytkowania. Omówiono zastosowanie norm PN-EN ISO 13849-1 i PN-EN 62061 oraz wynikających z nich poziomów bezpieczeństwa PL i SIL. W celu określenia wymaganego poziomu zapewnienia bezpieczeństwa PLr oraz poziomu nienaruszalności bezpieczeństwa SIL przytoczono graf ryzyka oraz matrycę przypisania SIL. Przedstawiono procedurę uproszczoną dla funkcji bezpieczeństwa, złożonej ż podsystemów o określonych parametrach SIL/PL oraz w przypadku, gdy użyte podsystemy nie posiadają określonych parametrów SIL/PL.
The article describes the regulations and process of products certification according to the Machinery Directive 006/42/EC. The major issues and definitions of the directive were discussed, along with the key standards harmonized with the directive, i.e.: PN-EN ISO 12100, PN-EN 62061 and PN-EN ISO 13849. The risk assessment was described, consisting of risk analysis and risk evaluation. The risk mitigation process was described in three steps: safe structural solutions, technical security measures and supplementary security measures, as well as user-related information. The application of two standards (PN-EN ISO 13849-1 and PN-EN 62061) was discussed along with the resulting PL and SIL levels. In order to determine the required protection level PLr and safety integrity level SIL, a risk graph and SIL assignment matrix was referred to. A simplified procedure was presented for a safety function consisting of subsystems with determined SIL/PL parameters, as well as for the case when the used subsystems do not have determined SIL/PL parameters.

W artykule, na przykładzie działalności Zakładu Badań Atestacyjnych Jednostki Certyfikującej ITG KOMAG w ostatnich 30 latach, przedstawiono jak zmieniało się podejście do oceny wyrobów, zwłaszcza tych, które były przeznaczone do stosowania w zakładach górniczych. Pokrótce omówiono transformację systemu oceny zgodności wyrobów, począwszy od systemu dopuszczania pewnych rodzajów wyrobów, poprzez krajowy system oceny zgodności i skończywszy na systemie europejskim, wynikającym z dyrektyw nowego podejścia oraz transformację zakresu oceny zgodności wyrobów poprzez uzyskiwanie uprawnień do wykonywania oceny wyrobów, które nie są przeznaczone do stosowania w zakładach górniczych.
Change in approach to assessment of products before their use in mining plants was presented on the example of activity of the Division of Attestation Tests, Certifying Body at the KOMAG Institute of Mining Technology within last 30 years. Transformation of the system for assessment of products conformity, from the system for approval of some products, through the Polish system for conformity assessment to the European system resulting from the Directive of new approach, was shortly discussed.

Providing certification for a limited period means that the market available products having identical characteristics, but these products do not need to have equal status. Certified product status will certainly a product that has been manufactured and marketed during the term of the certificate. The paper elaborates on how to treat products that do not fulfil the above conditions.

Autoryzowane Centrum Szkolenia Autodesk Politechniki Gdańskiej zostało założone w 1995 roku. Stanowiło odpowiedź na rosnące zainteresowanie zdobywaniem umiejętności obsługi oprogramowania typu CAD wśród studentów i młodych inżynierów. Rosnące zainteresowanie zaowocowało stopniowym wdrażaniem kolejnych narzędzi e-learningowych. Wraz ze zdobyciem statusu Autoryzowanego Akademickiego Partnera Autodesk w 2016 roku pojawiły się nowe możliwości dotyczące nie tylko e-nauczania, ale także przeprowadzania egzaminów oraz certyfikacji za pomocą narzędzi on-line na różnych poziomach zaawansowania. W niniejszym artykule omówione zostały dobre praktyki, korzyści i wyzwania związane z wykorzystaniem poszczególnych e-narzędzi w kształceniu, egzaminowaniu i certyfikacji Autodesk.
Autodesk Authorized Training Center of Gdansk University of Technology was founded in 1995. It was a response to the growing interest in gaining CAD software skills among students and young engineers. The growing interest had resulted in the gradual implementation of further e-learning tools. The first solution implemented was a proprietary on-line platform - TeleCAD, which was designed in 1996. TeleCAD had been used for many years, until 2003, when it was replaced with LMS Moodle. Along with obtaining the Autodesk Authorized Academic Partner status in 2016, new opportunities appeared not only for e-learning solutions, but also for exam and certification processes at various levels that could become conducted using dedicated on-line tools. This article aims to discuss some of the good practices, benefits and challenges associated with using e-tools in Autodesk teaching, examination and certification. The article also addresses the importance of collaboration between different training and certification centers in order to provide students with high-level CAD education and the appropriate preparation for Certiport exams, that gives the opportunity to get internationally authorized certificates, which are widely desired in the labor market.

The authors’ purpose adopted in this article is to present a comparative assessment of the scope of services of the selected key organisations certifying normative management systems and products, operating in the market of the Gdansk Pomeranian region. The results of the study can help potential customers of these organisations to choose the certification body that best suits their business profile. These results also determine current trends in the certification of management systems in Poland.
Цель разработки – дать сравнительную оценку диапазона услуг, предлагаемых избранными основными единицами, сертифицирующими нормативные системы управления, действующими на рынке Гданьского Поморья. Разрабо- танные результаты исследований могут облегчить потенциальным клиентам этих организаций выбор единицы, предлагающей сертификацию, в соответствии с профилем деятельности. Эти результаты определяют тоже актуальные тенденции, связанные с сертификацией систем управления в Польше.

akredytacji i nadzoru rynku odnoszące się do warunków wprowadzenia produktów do obrotu. Przyjęto zasadę, że państwa członkowskie nie powinny posiadać więcej niż jedną krajową jednostkę akredytującą. Podkreślono znaczenie certyfikatów posiadanych przez podmioty gospodarcze na wyroby, poświadczające zgodność przez akredytowaną jednostkę oceniającą zgodność, tam gdzie odpowiednie wspólnotowe prawodawstwo harmonizacyjne nie wymaga takich certyfikatów. Organy nadzoru rynku powinny należycie je uwzględnić podczas przeprowadzania kontroli cech produktu. W publikacji przedstawiono również nowe wymagania obowiązujące jednostki certyfikujące wyroby.
European Parliament established new requirements for accreditation and market supervision, concerning to the condition of new product introducing to the market. It was taken the rule that the member countries shouldn't poses more than one country accredited body. It was emphasized the meaning of certificates, own by companies on products, certifying the conformity by accredited unit, where the community legislation needn't such certificates. The market supervision bodies should consider its in proper manner during control currying out. In article the new demands for certification units were presented.

This paper aims to explore the challenges of the Ukrainian system of translators training caused by modern technology advancement. The paper applies established ideas in practical approaches to the improvement of translators training system with respect to new technological requirements for the professionals. The relevant data were obtained by the analysis of questionnaire results. The problems of education of translators in Ukraine under the conditions of dramatic social and political changes are considered. The lack of training in the sphere of technology application for professional development is pointed out on the basis of the research results analysis. The research has also shown the contradictions between the needed level of technological skills of the students of the translation department and modern professional standards. The changes of certification standards for translators in terms of information literacy skills, ethics, and management as related to technological advancement are shown. The paper discusses the results of the original survey involving high school graduates, students, and faculty staff. The recommendations proposed are based on the critical study of the peculiarities of the system of translators training in Ukraine.

Opis:

Jednym z wielu źródeł odnawialnych, z których produkuje się energię elektryczną i ciepło, jest biomasa. Stosunkowo szybka i tania implementacja technologii współspalania biomasy z wę- glem, przyczyniła się do gwałtownego rozwoju tej technologii. Doświadczenia eksploatacyjne ukazały jednak, że biomasa jako paliwo jest trudna technologicznie do stosowania. Wynika to głównie z właściwości fizykochemicznych biomasy, które są odmienne od właściwości paliw kopalnych, stosowanych w istniejących układach energetycznych. Z uwagi na dostępność biomasy i konieczność produkcji energii z OZE wydaje się, że technologie produkcji energii z biomasy w dalszym ciągu będą się rozwijać. Oprócz dedykowanych kotłów na biomasę, w których istnieje możliwość spalania 100% biomasy, rozwijają się również technologie wstępnej obróbki biomasy przed jej energetycznym wykorzystaniem. Jedną z obiecujących technologii wstępnej obróbki biomasy wydaje się być proces toryfikacji. Biomasa poddana toryfikacji zyskuje nowe korzystniejsze wła- ściwości fizykochemiczne dla jej energetycznego użytkowania w porównaniu z biomasą surową. Wykorzystanie biomasy toryfikowanej jest łatwiejsze, zmniejszają się koszty transportu, zanikają zagrożenia biologiczne, przyczynia się do zwiększenia ilości energii wprowadzanej do kotła przy zachowaniu identycznego strumienia masowego jak dla biomasy surowej. Jednakże między innymi ze względu na brak możliwości zaliczenia energii wyprodukowanej ze spalenia biomasy toryfikowanej do energii ze źródeł odnawialnych, toryfikacja biomasy nie jest obecnie wykorzystywana do wstępnej obróbki biomasy przed jej energetycznym użytkowaniem. W niniejszym artykule przedstawiono korzyści stosowania biomasy toryfikowanej, obecną sytuację prawną wykorzystania biomasy surowej i toryfikowanej oraz propozycję procedury umożliwiającej zaliczenie energii wyprodukowanej w procesie spalania/współspalania biomasy toryfikowanej do energii wytworzonej z odnawialnych źródeł energii.
Biomass is one of many renewable sources of energy from which electricity and heat are produced. Relatively fast and inexpensive implementation of biomass and coal co-combustion technologies has contributed to the rapid development of this technology. However, operation experience has revealed that biomass as a fuel is technologically difficult to be used. It mainly results from the physicochemical properties of biomass which are different from the properties of fossil fuels used in existing power plants designed for coal combustion. Taking the availability of biomass under consideration as well as the necessity to produce energy from renewable sources, it appears that the technologies of energy production from biomass will continue to develop. Not only boilers dedicated for biomass with the possibility of burning 100% of the biomass, but also technologies for biomass pretreatment prior to its use for energy production are developing. The torrefaction process appears to be one of the most promising technologies of biomass pretreatment. Torrefied biomass has new physicochemical properties favorable for its energy production use in comparison to raw biomass. The use of torrefied biomass has many advantages: it is easier, transportation costs are reduced, biological hazard is excluded and it contributes to increasing the amount of energy set into the boiler while keeping an identical mass flow of raw biomass. At present, energy produced from torrefied biomass combustion is not considered and generally accepted as a renewable source of energy, therefore biomass torrefaction is not currently used for preliminary biomass pretreatment before its power production use. This paper presents benefits of using torrefied biomass as well as current law regulations concerning the use of raw and torrefied biomass for energy production. This paper also presents a proposal for the procedure allowing energy produced from combustion/co-combustion of torrefied biomass to be considered as energy produced from renewable energy sources

Pozycjonowanie i nawigacja satelitarna są coraz częściej wykorzystywane w inteligentnym rolnictwie, aby dostarczyć producentowi rolnemu i innym osobom związanym z rolnictwem dokładnej i aktualnej informacji o miejscu oraz czasie zdarzeń i zjawisk zachodzących w gospodarstwie rolnym. W artykule zaprezentowano główne cele projektu FieldFact realizowanego w ramach 6 Programu Ramowego Komisji Unii Europejskiej. Projekt FieldFact ma za zadanie jak najszersze wykorzystanie systemów satelitarnego pozycjonowania i nawigacji w aplikacjach związanych z rolnictwem oraz zapoznanie producentów rolnych z europejskimi satelitarnymi systemami pozycjonowania i nawigacji – EGNOS i Galileo oraz możliwościami ich implementacji i wykorzystania w sektorze rolniczym. Druga część artykułu została poświęcona problemowi walidacji i certyfikacji zarówno urządzeń pomiarowych, jak i obserwatorów w systemie IACS (Integrated Administration and Control System). Jak wiadomo, system IACS funkcjonuje w Polsce już czwarty rok i jest ściśle związany z systemem dopłat bezpośrednich dla rolników. Co roku w kampanii kontroli na miejscu w ramach płatności bezpośrednich i ONW (Obszary o Niekorzystnych Warunkach) mierzone są setki tysięcy hektarów upraw zgłoszonych do dopłat. Pomiar najczęściej wykonywany jest odbiornikami GPS. Do tej pory nie ma określonych minimalnych wymogów ani parametrów technicznych, które musi spełniać odbiornik biorący udział w kontroli, nie ma też szczególnych wymagań w stosunku do inspektorów terenowych w zakresie opanowania satelitarnej techniki pomiarowej. W artykule zaprezentowano proponowany schemat walidacji odbiornika GNSS (Global Satellite Navigation System) oraz podano zagadnienia i tematykę kursu teoretycznego oraz szkolenia praktycznego dla inspektorów terenowych.
The paper presents main goals of FieldFact project performed in the frame of 6th Framework Programme of European Commission. The project promotes and dem-onstrates use of European satellite systems EGNOS and Galileo in modern agriculture. Second part of the paper gives some proposals for procedure of validation of GPS equipment to ensure the required level of accuracy and reliability for parcel area measurements during on-the-spot control for IACS and for precise farming. The proposed procedure and programme of training of observers for certification of proficiency to confirm the minimum required professional skill is also discussed.

The European Union is committed to European integration. Poland has been a member of the EU since 2004 under the Treaty of Accession, which was signed in 2003 in Athens. Joining the European Union is associated with developing a modern legal system. Each product is subject to certification, the process by which a notified legal body provides a written report about the results of the studies of a product. The legal body that provided a uniform framework for the use of marine equipment testing standards is the European Council Directive 96/98 EC of 20 December 1996. The Directive MED was established for the safety of marine transport. The compliance of navigation devices with the Directive MED was confirmed by the “Wheelmark” (“Steering Wheel”). In Poland, the requirements for certification of marine equipment under Directive MED, were implemented after the act regulating the provisions of EU law; these requirements are not widely known among practitioners. This certification system of marine equipment is a coherent system executory throughout the European Union.
Unia Europejska dąży do integracji europejskiej. Polska jest członkiem UE od 2004 roku na mocy tzw. Traktatu akcesyjnego, który został podpisany w 2003 roku w Atenach. Wejście do Unii Europejskiej wiąże się z przygotowaniem nowoczesnego systemu prawa. Każdy wyrób podlega certyfikacji, czyli procesowi, w wyniku którego jednostka notyfikowana udziela pisemnego sprawozdania sporządzonego na temat wyników przeprowadzonych badań produktu. Prawnym instrumentem, która tworzy jednolite ramy stosowania norm badania wyposażenia morskiego jest Dyrektywa Rady 96/98WE z dnia 20 grudnia 1996 r. Dyrektywa MED została ustanowiona dla bezpieczeństwa transportu morskiego. Zgodność urządzeń nawigacyjnych z Dyrektywą MED jest potwierdzana znakiem „Wheelmark” – „koło sterowe”. W Polsce wymagania dotyczące certyfikacji wyposażenia morskiego zgodnie z Dyrektywą MED, zostały wdrożone po przez ustawę, jako akt regulujący postanowienia prawa UE, należy mieć na uwadze, że wymagania te nie są powszechnie znane wśród praktyków. System certyfikacji wyposażenia morskiego jest spójnym systemem obowiązującym w całej Unii Europejskiej.

The presented study examined Indonesia’s licensure program commenced in 2006 and its effect on teacher competence and student learning. This cross-sectional survey selected schools randomly from a West Java sampling frame, in which all six-grade students were chosen from a randomly selected schools. Based on the data from student, teacher and had teacher questionnaires this production function analysis used an average student academic test score as a criterion, while the selected student, teacher and school variables as predictors defined in models. This found that teaching licensure insignificantly affected student achievement; the teaching license has become a symbol of credentials rather than the real competences of teachers. Students’ academic achievement, too, was determined by their socio-economic background more strongly than that by competences of certified teachers. This urges the Ministry to review the nationwide certification program and redevelop it so that it creates sustained improvement in teacher quality and student learning.

Due to the commonly perceived need to specialize in one professional activity, the role of education is increasing. This includes accounting specializations which are important as professions of public trust. In connection with such expectations, the role of education among professional groups of accounting professionals at all levels is increasing. The article presents the educational requirements for the professional specialization on accounting against the IFAC International Education Standards and in the context of the deregulation of the accountancy professions in Poland. As a solution to the problems of appropriate education, the role of the Accountants Association in Poland (AAP) was pointed out, based on the courses provided by it, aimed at not only improving the qualifications of the individuals who are involved in accounting professionally, but also on the supporting ethics. The courses taught were analyzed in a cross-section of their participants in the years 2013-2016. The method adopted to achieve the intended purpose was the analysis of the available literature, the laws in force and the sources provided by the AAP. On the basis of the research, it was found that despite the absence of mandatory professional certification for accounting and bookkeeping, the professionals in this area do see the need for continuous education and take diverse action to raise the quality of the services they provide.

These risks are varied. Since the terrorist attacks of September 11, 2001, many countries have implemented new rules for freight traffic flows. Now with these more secured flows, this paper examines the impact of one of these new security programs in Europe, the Authorised Economic Operator (AEO). By studying of the academic literature, the paper explains in particular the impact of the AEO custom certification on risk management, and on performance of 3rd party-logistics within the supply chain.

We investigate the effect on firm performance of the motivation for applying maturity models in manufacturing and information technology organizations. We expect the association between profitability and maturity models to be less if motivated by external contract requirements (e.g., for certain government contracts), than if motivated internally to improve pro- cesses. Using a sample of firm-year observations for 1,105 SEC registrants in the manufacturing (Standard Industry Classification (SIC): 3600∼3812) and IT industries (SIC: 7370∼7374) for 2017 and 2018, and CMMI information from the CMMI institute published appraisal results system, it is observed that 28 public firms (17 IT firm-years and 23 manufacturing firm-years) in the sample had CMMI appraisals between 2017 and 2018. We use logistic regression to test if the likelihood of CMMI appraisal is positively associated with government sales. The results support for the manufacturing industry, but not for the IT industry, prior research’s assertion that maturity is a source for competitive advantage.

W połączonych gospodarkach, w tym w szczególności w Unii Europejskiej, istotne znaczenie ma wzajemne uznawanie certyfikatów wydawanych na podstawie wiarygodnych i kompletnych ocen bezpieczeństwa. Obecnie jest to możliwe dzięki porozumieniom międzynarodowym, takim jak Common Criteria Recognition Agreement (CCRA) i Senior Officers Group Information Security – Mutual Recognition Agreement (SOG-IS MRA). Proces certyfikacji produktu lub usługi składa się z dwóch etapów: ewaluacji (oceny), którą wykonują laboratoria oraz wydawania certyfikatów, które wykonują jednostki certyfikujące. Laboratoria przeprowadzające ewaluację muszą spełnić szereg kryteriów, określanych przez krajowe jednostki certyfikujące. W opracowaniu przeanalizowano wymagania i praktyki laboratoriów w krajach należących do porozumień międzynarodowych, zapewniających wzajemne uznawanie certyfikatów zgodnych z Common Criteria wraz z wnioskami i wytycznymi dla Laboratorium Oceny Cyberbezpieczeństwa w Instytucie Łączności.
The development of telecommunications technologies increases the need to certify the cybersecurity of products and services. In the connected economies, in particular in the European Union, mutual recognition of certificates issued on the basis of reliable and complete security assessments is essential. This is now possible thanks to international agreements such as the Common Criteria Recognition Agreement (CCRA) and the Senior Officers Group Information Security – Mutual Recognition Agreement (SOG-IS MRA). The certification process is divided into two stages: evaluation, carried out by independent laboratories, and certification, performed by a national certification body. Laboratories performing the evaluation shall meet a series of requirements defined by national certification bodies. In the study an analysis of the requirements and practices of laboratories in the CCRA member states was performed, resulting in the conclusions and guidelines for the cybersecurity assessment laboratory at the National Institute of Telecommunications.

W 2015 r. weszła życie specyfikacja interoperacyjności dla podsystemu Energia (Rozporządzenie 1301/2014), stosowana w procesie certyfikacji sieci trakcyjnej na poziomie projektowania i badań dynamicznych. W artykule omówione zostały parametry podlegające ocenie tj. napięcie i częstotliwość, wydajność systemu zasilania, obciążalność prądowa systemów DC dla pociągów podczas postoju, geometria sieci trakcyjnej, skrajnia pantografu, średnia siła nacisku, charakterystyka dynamiczna i jakość odbioru prądu, wielkość przestrzeni na uniesienie przewodu jezdnego, wielkość uniesienia przewodu jezdnego pod wpływem kilku pantografów. Omówiono również sposób oceny: hamowania odzyskowego pojazdów trakcyjnych, organizacji koordynacji zabezpieczeń elektrycznych w całym systemie zasilania, materiału przewodu jezdnego, środków ochrony przed porażeniem elektrycznym i zasady utrzymania sieci trakcyjnej. Parametry te są oceniane na dwóch poziomach: przeglądu Projektu Wykonawczego i badań po montaż sieci trakcyjnej. Certyfikaty odnośnie podsystemu „Energia” i składników interoperacyjności pantograf i nakładki ślizgowe wystawiane są na każdy składnik interoperacyjności, jak również certyfikat końcowy na cały podsystem „Energia” Do analizy niezbędne są dane całego systemu zasilania począwszy od GPZ przez uwzględniającego parametry podstacji trakcyjnych, sieci jezdnej i sieci powrotnej.
The introduction to this article gives the definitions of general terms used in the European Union Directives and Decisions. Subsequently, those interoperability constituents and subsystems which can be assessed by the Electric Power Division of the Railway Institute. Those interoperability constituents are: overhead contact line, pantograph and contact strip. Issues relating to main circuit breaker assessment – which is also performed by the Division – are not a subject of this paper. Moreover, the paper describes the process of assessing the 17 basic parameters that are subject to analysis during the assessment of overhead contact line (OCL) interoperability constituents and the „Energy” subsystem. Due to the limited volume of this paper the pantograph and the contact strip interoperability constituents– which are a part of „Locomotives and passenger rolling stock” subsystem – have only been described briefly. Discussed changes in EU Commission Regulations 1301/2014 for „Energy” subsystem concerning the OCL description which changed from 01.01.2016 and changes in EU Commission Regulations 1302/2014 for „Locomotives and passenger rolling stock” subsystem, for the pantograph and contact strips.

Przedstawiono również ustawodawstwo dotyczące rolnictwa ekologicznego i zasady certyfikacji. Wskazano najważniejsze problemy towarzyszące rozwojowi tego rolnictwa w Polsce, scharakteryzowano rynek produktów ekologicznych w Polsce oraz polskiego konsumenta żywności ekologicznej.

Financial institutions in Poland represent both fair and unfair approach to retail market customers. There are numerous reasons for such a mixed policies, including: knowledge dominance over customers, association of profits as high business value, bank brands changeability in merger and acquisition processes, constructing similarities in financial products to fast moving consumer goods (FMCG), significant hurry in introducing changes and policies, and selling risky financial products under association of conservative banking. The article presents numerous cases caused by those reasons. The key assumption of the publication is that the mixed fairness policies towards customers are based on errors in management systems of financial institutions. Improvement of management systems could be a source for more transparent policies in this area and better market effects. The article analyses opportunities to establish standardization of management systems in the area of fairness towards customers and indicates the truck to reach the goal. Standardization and certification of management systems in this area is considered as reasonable solution for market confidence decline after the financial crisis.

Automatic Differentiation (AD) is concerned with the semantics augmentation of an input program representing a function to form a transformed program that computes the function’s derivatives. To ensure the correctness of the AD transformed code (particularly for safety-critical applications), we aim at certifying the algebraic manipulations at the heart of the AD process. We have considered a WHILE-language, and have shown how such proofs can be constructed by using appropriate relational Hoare logic. In particular, we have shown how such inference rules can be constructed for both the forward- and reverse-mode AD by using an abductive logical reasoning.

Urban Certification gives hope for improvement of the quality of functional and formal urban and rural space. This may mean that the formula it proposes, is a chance for the spatial development of the areas in line with principles of spatial order and as a continuation of the identity and traditions of the place. City of Iława is an interesting field of research to verify the certification mechanisms in the medium urban scale.

Aim/purpose - The purpose of this paper is to clarify the certification process of the Good Clinical Practice (GCP) competencies based on a comparison with the project management (PM) certification process. This aim was accomplished by model development. Originality/value/contribution - The paper raises research topics at the crossroads of project management, clinical trials, and GCP, topics that have been underdeveloped so far. The results might be significant for all organizations involved in conducting clinical research projects. The findings contribute to the quality of clinical trials and provide public assurance that the rights, safety, and well-being of trial subjects are protected and the clinical trial data are credible. Design/methodology/approach - The study was divided into three main phases: 1st phase - the identification of key characteristics of PM and GCP certification processes, 2nd phase - the development of certification models for PM and GCP, 3rd phase - the conclusions from in-depth interviews. Findings - As a result of the research, key characteristics of PM and GCP certification processes were identified, certification models for PM and GCP were developed. In addition, based on conclusions from in-depth interviews, solutions for organizing the way of confirming knowledge of GCP guidelines were proposed. Research implications/limitations - The proposed rules may be too complex and may exceed the needs and expectations of the clinical trial environment. The models focus on stakeholder relations, without the rules of certification granting procedures, to enable broader contextualization of the issues discussed in the paper. The analysis might be fragmented as it regards the sole certification process. The research refers to Poland only, hence it will be valuable to identify whether foreign authorities have the same attitude to the GCP competency certification model. It is recommended to increase the number of respondents' interviews to obtain results of higher validity and reliability.

Opis:

This publication presents a case study of responsible environmental management on the example of a Polish organization having the objective of municipal waste management. The results of the conducted analyses allow to conclude that the organization is well prepared to implement an environmental management system compliant with the requirements of ISO 14001:2015 standard. This publication presents and characterises environmental programmes which are implemented by the organization. The purpose of this publication is to present, on the example of a selected organization, the adaptation to the implementation of the environmental management system compliant with ISO 14001:2015 standard and to analyse the benefits obtained by the organization as a result of implementing the environmental management system. The carried-out surveys suggest that pro-environmental activities undertaken by the organization will bring numerous benefits. The benefits can include, inter alia, increased customer confidence, improved image of the organization and thus an increase in the number of services provided by the company. Environmental performance indicators will be carried out for the assessment of the functioning of the implemented environmental management system. This will allow an effective identification of the areas that require improvement.
W publikacji przedstawiono analizę przypadku odpowiedzialnego zarządzania środowiskowego na przykładzie polskiej organizacji zajmującej się gospodarką odpadami komunalnymi. Wyniki przeprowadzonych analiz pozwalają na stwierdzenie, że organizacja jest dobrze przygotowana do implementacji systemu zarządzania środowiskowego zgodnego z wymaganiami ISO 14001:2015. W publikacji przedstawiono i scharakteryzowano programy środowiskowe jakie są realizowane przez organizację. Celem niniejszej publikacji jest przedstawienie na przykładzie wybranej organizacji dostosowania do wdrożenia systemu zarządzania środowiskowego ISO 14001:2015 oraz analiza korzyści uzyskiwanych przez organizację w wyniku wdrożenia systemu zarządzania środowiskowego. Przeprowadzone badania ankietowe sugerują, że działania proekologiczne realizowane przez organizację pozwolą na uzyskanie licznych korzyści. Między innymi mogą one przyczynić się do zwiększenia zaufania klientów, poprawić wizerunek organizacji jak również w efekcie spowodować wzrost ilości usług wykonywanych przez przedsiębiorstwo. W celu analizy funkcjonowania wdrożonego systemu zarządzania środowiskowego będzie się prowadzić analizę wskaźników efektywności środowiskowej, które pozwolą na efektywne wskazywanie obszarów możliwej poprawy i ich udoskonalanie.

This article describes a certification system of persons responsible for functional safety developed by the Office of Technical Inspection (UDT-CERT) in Poland in cooperation with members of the Programme Committee No. 8 and representatives of two technical universities: in Gdansk and Warsaw. The system is consistent with standard ISO/IEC 17024 concerning the conformity assessment, and includes requirements of EN 61508 and some sector standards. The certification and training programs include two levels of qualification: I – general and II – expert, and four specializations in functional safety: A – hardware and software, B – process industry, C – machinery, and D – nuclear power plants.

The opinion addresses legal aspect of the functioning of the customs authorities in relation to imposition of excise duty on commercial vehicles (lorries), based on the road traffic regulations. In the author’s view, an indispensable condition for a proper classification of a vehicle (and, hence, the arising of a tax obligation) is the establishment of the status of that vehicle on the day the tax obligation arises. The Act on Excise Duty is a basic legal source in this area.

Obecnie branża kolejowa przeżywa dynamiczny rozwój. W najbliższych latach planowanych jest szereg infrastrukturalnych inwestycji kolejowych w przyjętych zgodnie ze strategiami i planami rozwoju transportu kolejowego w Polsce. Fundamentalnym czynnikiem związanym z procesem inwestycyjnym jest proces certyfikacji, bez którego dana inwestycja nie uzyska dopuszczenia do eksploatacji. Mając na uwadze bezpieczeństwo realizacji inwestycji kolejowych, istotnym staje się certyfikacja podsystemu sterowanie i/lub jego składników, które bezpośrednio odpowiadają za bezpieczeństwo prowadzenia ruchu. Podsystem sterowanie jest określony jako wszelkie przytorowe i pokładowe urządzenia niezbędne do zapewnienia bezpieczeństwa oraz sterowania ruchem pociągów na sieci. Dodatkowo podsystem sterowanie jest najbardziej skomplikowanym i trudnym w ocenie podsystemem. Z tego względu niniejsza publikacja jest poświęcona procesowi certyfikacji i wpływu certyfikacji na realizację procesu inwestycyjnego w podsystemie sterowanie.
Currently, the railway industry is experiencing dynamic development. In the coming years, a number of infrastructural rail investments are planned in accordance with the strategies and plans for the rail transport development in Poland. The fundamental factor associated with the investment process is the certification process without which the given investment will not be released for use. Bearing in mind the safety of railway investments, certification of the control subsystem and / or its interoperability constituents, which are directly responsible for the safety of traffic management, becomes important. The control subsystem is defined as all track-side and on-board equipment required to ensure safety and to command and control movements of trains authorised to travel on the network. In addition, the control subsystem is the most complex and difficult to assess subsystem. For this reason, this publication is devoted to the process of certification and the impact of certification on the implementation of the investment process in the control subsystem.

System certyfikacji przyrządów pomiarowych Międzynarodowej Organizacji Metrologii Prawnej (OIML), wprowadzony został w 1991 r. Jego głównym celem było ułatwienie i przyspieszenie procedur administracyjnych związanych z zatwierdzeniem typu przyrządów pomiarowych, podlegających prawnej kontroli metrologicznej. Obecnie w ramach OIML funkcjonują równolegle dwa systemy certyfikacji: System Podstawowy oraz System MAA (Mutual Acceptance Arrangement). Udział w obydwu ma charakter dobrowolny. Na przestrzeni ponad dwóch dekad funkcjonowania systemu certyfikacji OIML, stawało się coraz bardziej oczywiste, że ze względu na ograniczenia organizacyjne, nie spełnił on wszystkich pokładanych w nim oczekiwań. W 2013 r. przystąpiono do prac nad jego reformą.
The OIML Certificate System for Measuring Instruments, first introduced in 1991, was supposed to facilitate and accelerate administrative procedures relating to type approval of measuring instruments subject to legal control. Today the OIML Certificate System comprises two schemes: one for Basic Certificates and one for MAA Certificates, both of which are voluntary. After over two decades of functioning of the OIML Certificate System it has become more and more evident that the System, due to organizational constraints, has not met all the expectations. This realisation in 2013 prompted a reform of the entire System.

Opis:

The article discusses the marking of explosion proof device according to ATEX directives and harmonized standards. The article presents the process of evolution of the directives relating to this type of equipment, from the "old" directives to the directives a "new" approach. Based on the specific devices changes are shown in labeling as a source of the next edition of the amended standards. Changes are shown in the examples of electrical and non-electrical equipment for potentially explosive atmospheres of gases, vapors and combustible dusts. It shows the causes of changes and their influence on the process of supervision of the installation and the creation of a document of explosion protection.
Artykuł omawia znakowanie urządzeń w wykonaniu przeciwwybuchowym wg dyrektywy ATEX oraz norm zharmonizowanych. W artykule przedstawiono proces ewoluowania dyrektyw odnoszących się do tego rodzaju urządzeń, od dyrektyw „starego” do dyrektyw „nowego” podejścia. W oparciu o konkretne urządzenia pokazano zmiany w oznakowaniu będące źródłem kolejnych edycji nowelizowanych norm. Zmiany przedstawiono na przykładach urządzeń elektrycznych i nieelektrycznych przeznaczonych do przestrzeni zagrożonej wybuchem gazów, par cieczy palnych i pyłów. Przedstawiono przyczyny wprowadzania zmian i ich wpływ na proces nadzoru nad instalacją i tworzenie dokumentu zabezpieczenia przed wybuchem.

A cryptology laboratory operates in information technology security area, where cryptographic methods of information protection play main role. Appropriate confidence, correctness and effectiveness of security services is needed and may be achieved trough development, evaluation, accreditation and certification processes performed by competent and commonly recognized organizations like: laboratories, certification and accreditation bodies. We describe in the paper the accreditation and certification structure and the IT security framework and also the role of the cryptology laboratory in this structure and framework.

W artykule zaprezentowano dane dotyczące ilości certyfikowanych systemów zarządzania na świecie, w Europie i w Polsce. Szczególną uwagę zwrócono na zmianę ilości certyfikatów zgodnych z wymaganiami normy ISO 9001. Podjęto próbę opisania trendów w rozwoju certyfikacji na świecie i w Polsce. Przedstawiono także możliwe przyczyny występowania wahań w ilościach nadawanych certyfikatów według ISO 9001. W ostatniej części opracowania przedstawiono porównanie zachodzących zmian oraz opis trendów.
The article presents data on the quantities certificated management systems in the world, Europe and Poland. Special attention was paid to the change in the number of certificates complying with the requirements of ISO 9001. Attempt was made to describe the trend in the development of certification of the world and in Poland. Presented are also possibilities causes of fluctuations in the quantity certification according to ISO 9001. In the last part of the paper presents a comparison of change and a description of trends.

Importance of Biofuels and their Certification System – Energy and Climate Policy of the European Union An increase in the greenhouse effect, which results from the emission of the carbon dioxide and other greenhouse gases coming from fossil fuels combustion, adds to the global warming that can change the climate conditions and life on the Earth. That is why biofuels are considered an alternative to fossil fuels, being an example of renewable energy sources (RES). On the basis of the Renewable Energy Directive, which is part of the climate and energy package of the European Union, every Member State is obliged to ensure that the percentage of RES in all types of transportation in 2020 will be at least 10 percent. This level can be reached only through the use of biofuels produced in a sustainable manner. However, as transpires from the audit conducted by the European Court of Auditors, the EU system for the certification of sustainable biofuels is not fully reliable.

Opis:

Identity of reproductive material is essential in artificial forest regeneration. Legal regulations cannot guarantee proof of identity. State and private organizations have been cooperating to develop a seed certification scheme in forestry. Representative samples of forest reproductive material are taken at any production stage starting at the time of seed collection through to plant delivery as well as at time of changing ownership.The first sample at the time of seed harvest is used to determine the maximum potential yield of living germinants from the total collection. Furhtermore this and the other samples are tested randomly at a determined level of intensity or in case of doubt by Isozyme/DNA methods. Sampling techniques have been tested and described in a handbook. The biochemical-genetic tests are being standardized for all major commercial species. Forest reproductive material having been sampled in the described way will be certified "of provable identity" by a neutral agency. The Scheme will be open to anyone complying with the rules laid down. Larger forest owners have confirmed to preferably purchase "forest plants of provable identity".

A high level of competition combined with food safety related risks gives cause for producers to offer and consumers to seek means of reducing the risk involved in transactions. One such means is a food labelling system. The article presents the results of research aimed at determining the awareness of the food labelling system among young people. A diagnostic survey method was used in the research and a tool constituted an anonymous questionnaire that was completed by 451 students. The awareness may be described as low. The symbol of a green leaf (called EURO-LISTEK in Polish) was recognized by a fifth of the respondents. The awareness of quality symbols was much lower. A few of the respondents named the product on which a symbol was put and the greatest difficulty was to specify the content which a given symbol delivered. The fact that the system of labelling food products is hardly known is particularly troubling since the research was conducted two years after the Agricultural Market Agency launched a campaign promoting the EU system of symbols called “Three Symbols of Taste”. It is recommended that advertising campaigns are designed in such a way as to inform young consumers about the advantages of certified food products as well as to carry out educational activities targeted at young consumers.
Wysoki poziom konkurencji rynkowej, przy istotnym stopniu zagrożeń bezpieczeństwa żywności sprawia, że zarówno producenci, jak i konsumenci poszukują narzędzi zmniejszających ryzyko transakcji. Jednym z instrumentów tego rodzaju są oznaczenia żywności. W artykule przedstawiono wyniki badań, których celem była ocena poziomu rozpoznawalności unijnych oznaczeń żywności wśród młodych ludzi. W badaniach zastosowano metodę sondażu diagnostycznego; narzędziem była anonimowa ankieta wypełniona przez 451 studentów. Znajomość symboli europejskich należy ocenić jako niską. Najlepiej kojarzony jest EURO-LISTEK. Znacznie niższe wyniki notują symbole jakościowe. Niewielu badanych potrafiło przywołać nazwę produktu, na którym umieszczone było logo. Największą trudność sprawiło im podanie treści, jaką niesie znak. Niski poziom świadomości oznaczeń jest niepokojący, zwłaszcza biorąc pod uwagę, że badania przeprowadzono dokładnie dwa lata po inauguracji przez Agencję Rynku Rolnego kampanii promującej symbole UE pod tytułem „Trzy Znaki Smaku”. Zaleca się przeprowadzenie kampanii informujących o zaletach certyfikowanych produktów żywnościowych.

The transport industry development in the Russian Federation makes urgent the problem of transportation security, rendering qualitative services in the goods (passengers) transportation field, checkup and repairing motor transport vehicle and etc. Certification is the basic mechanism the work of which should be directed not only at the conformity of service assessment at automobile transport to the specified requirements but also be a regulator of preventing negative developments due to implementing services quality and security improvement. Particularities and stages of conformity assessment are considered in the article also it is offered to differentiate transportation services in levels according to the value of their complex quality level.
Rozwój przemysłu transportowego w Federacji Rosyjskiej stanowi aktualny problem bezpieczeństwa transportowego, świadczącego usługi przewozu dóbr oraz pasażerów, kontrolę techniczną oraz naprawy pojazdów. Certyfikacja to podstawowy mechanizm, w ramach którego nie powinno dokonywać się wyłącznie oceny zgodności usług ze standardem, ale również powinien być również regulatorem, umożliwiającym poprawę bezpieczeństwa. Szczegóły oraz etapy oceny zgodności zostały omówione w niniejszym artykule. Przedstawiono również mechanizm różnicowania usług transportowych w zależności od poziomu złożonej oceny jakości.

W artykule przedstawiono wybrane wymagania stawiane małym statkom powietrznym, które są konieczne do uzyskania odpowiedniego certyfikatu. Przedstawiono najważniejsze różnice między wymaganiami CS-LSA, CS-YLA oraz CS-23. Porównano rozbieżności pomiędzy europejskimi i amerykańskimi przepisami dotyczącymi budowy cywilnych małych statków powietrznych. Przytoczono także niektóre przepisy i zalecenia ICAO dotyczące bezpieczeństwa w lotnictwie z ukierunkowaniem na projektowanie i eksploatację samolotów. W zakończeniu autorzy wysunęli wniosek globalnego ujednolicenia przepisów, co niewątpliwie będzie realizowane w przyszłości.
Selected requirements for small aircraft, which are necessary to obtain the relevant certificate are presented in this paper. The most important differences between the requirements of CS-LSA, CS-YLA and CS-23 are presented. Differences between European and American regulations for the construction of small civilian aircraft are compared. Also some of the provisions and recommendations of the IC AO on aviation security with a focus on the design and operation of airplanes are quoted. In the conclusions, the authors put forward a proposal of global standardization of regulations, winch undoubtedly will be implemented in the future.

In the theoretical part we discuss the principles of language proficien-cy certification in accordance with the guidelines of the Council of Eu-rope and the specificity of certifying speaking ability. Then we present the results of our own research the aim of which was to evaluate the examiners’ mediation skills during the French oral examination at level B2 at the University of Warsaw.

The article presents the results of research conducted on the basis of data from audits. Comparison of the results of this research, with information related to trends and volatility in the certification, allowed the presentation appearing depending between them. It was also touched on the information about new edition of ISO 9001: 2015, how many an what kind of changes it may cause in the quantities of new and maintained certificates among enterprises. In summary of that article, has been presented the possible influence of factors determining changes but not only the quantity but also the business structure undergoing certification companies.
W artykule przedstawione zostały wyniki badań przeprowadzonych w oparciu o dane poaudytowe. Zestawienie wyników tych badań z informacjami związanymi z trendami oraz zmiennością na rynku certyfikacji, pozwoliło na przedstawienie pojawiających się między nimi zależności. Poruszony został także temat wprowadzanego nowego wydania normy ISO 9001:2015, z punktu widzenia zmian w ilościach nowych oraz utrzymywanych certyfikatów wśród przedsiębiorstw. W podsumowaniu opracowania zostały także możliwe wpływy czynników warunkujących zmiany w nie tylko ilości nadawanych certyfikatów ale także strukturze przedsiębiorstw poddających się certyfikacji.
