The sustainable development concept is promoted as a theoretical frame suitable to face the challenges of the air transport market. The task is to focus on the solutions for current and future air transport strategies to provide movement of people and goods in a sustainable, equal, inclusive and efficient way. This research aims to recognise sustainable development challenges and refer to the situation of Central and Eastern European countries. The challenges to the sustainable development of air transport were grouped into environmental concerns, infrastructural and labour problems, technological change, digitalisation and changing passenger behaviour. Even though Central and Eastern European countries are lagging behind Western countries in terms of the number of passengers carried by air, they face the same challenges to the sustainable development of air transport markets. Air transport companies on their path to sustainable development should search for new, innovative solutions. There is a call for institutional changes to support sustainable initiatives.

The aim of the paper is to analyse changes in the financial account of the balance of payments in 11 Central and Eastern European countries (CEE) during the years 2007-2017. The analysis comprises changes in the value of the financial account's components. The economic crisis reversed existing tendencies in net capital flows to CEE countries. They transformed from net recipients of capital to providers of capital to the rest of the world. This situation is completely different than the pre-crisis period when CEE countries experienced significant net inflows of mainly direct investment, with capital moving ‘downhill', mostly from richer EU countries. The fall in the surplus on the financial account of the balance of payments was determined mainly by a large drop in net other investments and even their outflow, especially during 2012-2015. The net outflow of capital was also caused by the accumulation of reserves by central banks. In relation to other transactions of the financial account, a slowdown in net capital inflows was recorded. The lowered surplus on the CEE countries' financial balances can have an effect on their external stability, however, they have seen a reemergence of inflows in recent quarters, including in non-FDI flows.

This article is an attempt to answer the question if the regions of the European Union member states in East-Central Europe witness the phenomenon of economic convergence. The analysis concerns sigma-convergence as well as the absolute beta-convergence. The research relies on the statistic data available from Eurostat for the years 1995-2009. The research reveals that the discrepancies in regional GDPs per capita in the particular East-Central European EU member states were on the increase in the period under analysis, which is hardly optimistic. On the other hand, the analysis concerning economic convergence of the researched group of countries unveil that the process is on the way, which can be a mark of hidden divergence taking place in the particular member states.

The aim of this work was to present the similarities between the components of competitiveness and investment attractiveness as two complementary categories, and to show the role of new locational advantages in determining the level of investment attractiveness of a country. Another objective of this paper was to provide a comparative analysis of Central and Eastern European countries in terms of their investment attractiveness. Thus this paper was organized as follows: the first part of the paper focused on a country’s competitiveness, and the traditional and new location advantages that determine its investment attractiveness in view of direct investment inflows in the light of M. Porter’s model of a diamond, an eclectic paradigm of J. H. Dunning and new growth theories. The second part presented the results of investment attractiveness analysis including selected countries of CEE in the years 1995-2013. Comparing the investment attractiveness of Central and Eastern European countries shows that a rather narrow group of countries attracts a greater amount of FDI, and many more countries have experienced a decline in FDI. Therefore, the research results allow for the conclusion that Central and Eastern Europe reduced its investment attractiveness over the past years. This means that the majority of Central and Eastern European countries are becoming less successful in attracting FDI, and therefore in shaping the environment in which foreign companies wish to conduct their business.

The scientific conference under the title ‘The protection of religious freedom in Central and Eastern European countries’ was held on 26 November 2021 in the Ministry of Justice of Hungary as the third element of the closing events of the Central European Professors’ Network. The event hosted a book launch as well: the members of the research group titled ‘Freedom of conscience and religion in Europe’ presented their book entitled ‘Religious Symbols in the Public Sphere’ which summarizes their results. Professor Sobczyk, the head of the research group, introduced the two main issues which the research group focused on, namely: ‘the presence of religious symbols in public space’ and ‘protection of religious belief in East-Central European countries’.
Konferencja naukowa pt. „Ochrona wolności religijnej w krajach Europy Środkowo-Wschodniej” odbyła się 26 listopada 2021 r. w Ministerstwie Sprawiedliwości Węgier, jako trzeci element wydarzeń zamykających działalność Sieci Profesorskiej Europy Środkowej. Jednym z ważniejszych punktów Konferencji była prezentacja książki, która powstała w wyniku prac członków grupy badawczej „Wolność sumienia i religia w Europie”, zatytułowanej „Symbole religijne w sferze publicznej”. Fiscal austerity in Germany used to be blamed for a stagnant growth in the European countries. However, it seems not to be the case for the Central and Eastern European (CEE) countries. As it is established on the basis of vector error-correction model (VECM) estimates for quarterly series over the 2002-2015 period, a positive non-Keynesian spillover from the fiscal austerity in Germany to output in the CEE countries is realized mainly through an increase in investments, with the export channel being rather ambiguous across countries. Following an improvement in the German budget balance, there is a decrease in exports measured as percent of GDP in 6 out of 10 CEE countries. Depreciation of the real exchange rate (RER) is found for countries with exchange rate flexibility, while the opposite effect of RER appreciation is observed in countries with a fixed exchange rate arrangement. It is possible to argue that spillover effects of German austerity on the CEE countries are dominated by capital flows or confidence measures while foreign demand or relative price channels are rather weak.

Purpose – The purpose of this paper is to assess the impact of the insurance sector on economic growth based on panel data for 31 European countries covering the period 2004–2019, with particular emphasis on the countries of Central and Eastern Europe. Method – Dynamic econometric models were used in the analysis (Generalised Method of Moments). An attempt was made to quantify the impact of the insurance sector on economic growth for selected indicators of activity in that sector (insurance density and market penetration) for 2004– –2019. Conclusions – Research using regression analysis has confirmed the importance of insurance activity (in total, life and property & casualty insurance) for economic growth in a group of 31 European countries. The analysis carried out for the group of CEE countries has not confirmed significant impact of any of the variables characterising the development of total insurance and life insurance markets on GDP per capita. However, a significant impact of property & casualty (P&C) insurance, expressed in terms of insurance density, has been confirmed. Originality/value/implications/recommendations – The results of the study may constitute a recommen-dation for supporting the further development of the insurance sector by formulating appropriate regulations and legal frameworks and by taking measures that can increase trust in the insurance sector and raise insurance awareness.

Biodiversity conservation cannot operate in Central Eastern European countries without a well-established monitoring system, that is dependent on the citizen scientists input. Here we analyse, based on a Polish case: (1) The contribution of NGOs to the national nature monitoring scheme and their collaboration with governmental and scientifi c institutions and (2) the motivation of citizen scientists to volunteer for NGOs’ monitoring activities. The study comprises a focus group interview, 30 in-depth interviews with coordinators, citizen scientists, experts and a 23 days long participant observation of a model NGO. We have assessed the monitoring input of NGOs as being a contributory factor infl uencing the biodiversity conservation effectiveness. The cooperation between governmental, scientifi c institutions and NGOs exists, but is dependent on national funding. Although NGOs highlight the lack of coherence in monitoring methodology, they are willing to join the biodiversity monitoring, especially at the European Ecological Network – Natura 2000 sites. On the other hand the trust concerning cooperation with citizen scientists is limited. However, despite this, they still turned out to be trustworthy partners. The most effective way to maintain cooperation with citizen scientists is to create a bond in a group and to provide them with the opportunity to develop their passion for nature. Research background: There has been an extensive body of literature on the growing importance of global value chains (GVCs) in developed and emerging economies. This literature argues that GVCs significantly affect international trade patterns and open new possibilities for participating economies to increase both their exports? quantity and quality, acquire advanced production technologies and improve the overall economic performance. However, the empirical evidence from the Central and East European (CEE) countries, especially at the firm level is still relatively scarce. The majority of existing empirical studies on GVCs in the CEE countries are based on sectoral input-output data. Purpose of the article: In this article, we study the determinants of firm participation in GVCs using firm-level BEEPS data for 29 CEE countries. We hypothesize that larger, foreign-owned, more productive and innovative firms producing a limited range of products and employing skilled workers are more likely to be involved in GVCs. Methods: The intensity of participation in GVCs is measured by the usage of imported inputs and the intensity of exports. The empirical study uses the BEEPS firm-level data set for the period 2011?2014 and the probit estimation method. Findings & Value added: The assembled empirical evidence generally supports these hypotheses. In addition, we find that firms which participate in GVCs pro-duce a smaller  range of products, which means that they concentrate on their core competencies. In particular, we find that the EU membership may facilitate participation in GVCs, especially for smaller firms in the CEE countries. This article adds to the existing literature by examining the firm-level determinants of participation in GVCs using the cross-country firm-level survey conducted by the EBRD and the World Bank.

This article discusses the realization of the conception of the New Silk Road in the countries of East-Central Europe. Author in the introduction of the article described the idea of The New Silk Road and its six corridors. Then, it was depicted format “16+1” and its meaning for the realization of the Chinese conception in first part of the article. Moreover, it became underlined the meaning economic buildings „the Belt and Road” for the countries of Central-East-Europe. Author in second part represented Poland in the format „16+1” and her relation to the New Silk Road.
В данной статье рассматривается реализация концепции нового Шелкового пути в Центральной и Восточной Европе. Автор в предисловии статьи представляет идею нового Шелкового пути и его шести коридоров. В первой части статьи Автор описывает формат “16 + 1” и его значение для реализации китайских концепций. Кроме того, выделил важность экономического строительства, „the Belt and Road” для стран Центральной и Восточной Европы. В последней части статьи представляется позиция Польши в формате “16 + 1” и ее отношение к новому Шелковому пути. В конце находятся выводы.

The role of the state within the neoliberal system is discussed in the approaches developed for social expenditures. Accordingly, the question of whether the state should stand back or provide the support needed by individuals has shaped the literaturę on social expenditures. It is thought that the increase in social expenditures affects public expenditures, and public expenditures may indirectly cause budget deficits. In addition, it is said that there is a decrease in social spending during periods of economic growth. All these dilemmas show that the idea that the country needs both producers and consumers while realizing economic growth has been pushed into the background. Here, the analyses of the relationship between social spending and economic growth are the arguments for the accuracy of this assumption. The aim of this study is to empirically analyze the long-term relationship between the economic growth and social expenditures of eight Central European countries and the causality relationship for 1999 and 2019. In the empirical findings, the cointegration relationship was determined between economic growth and social spending. Based on the findings of the causality analysis, it has been concluded that there is a bidirectional causality relationship between economic growth and social expenditures. Policy proposals are given in the conclusion section of the article.
Rola państwa w systemie neoliberalnym jest omawiana w ramach koncepcji opracowanych dla wydatków społecznych. W związku z tym pytanie, czy państwo powinno pozostawać bierne, czy też udzielać obywatelom potrzebnego wsparcia, ukształtowało piśmiennictwo dotyczące zagadnienia wydatków socjalnych. Uważa się, że wzrost wydatków socjalnych wpływa na wydatki publiczne, a wydatki publiczne mogą pośrednio powodować deficyty budżetowe. Ponadto mówi się, że w okresach wzrostu gospodarczego następuje spadek wydatków socjalnych. Wszystko to wskazuje, że teoria mówiąca, że dla realizacji wzrostu gospodarczego państwo potrzebuje zarówno producentów, jak i konsumentów, została zepchnięty na dalszy plan. Analizy relacji między wydatkami socjalnymi a wzrostem gospodarczym są argumentami potwierdzającymi słuszność tego stwierdzenia. Celem niniejszego opracowania jest empiryczna analiza długookresowego związku między wzrostem gospodarczym a wydatkami socjalnymi ośmiu państw Europy Środkowej oraz związku przyczynowego dla lat 1999 i 2019. Za pomocą badań empirycznych ustalono związek kointegracji między wzrostem gospodarczym a wydatkami socjalnymi. Na podstawie wyników analizy przyczynowości stwierdzono, że istnieje dwukierunkowa zależność między wzrostem gospodarczym a wydatkami socjalnymi. Sugestie dla polityki są podane w końcowej części artykułu.

This article focuses on the Central and Eastern European in the process of shaping their security relations. The aim of the paper is to present and analyze the evolution of security relations in the region under the aegis of the EU, NATO and the Organization for Security and Co-operation in Europe (OSCE). The interplay of the institutions shows that the EU is not a single power in the European security system thus the maintenance of stable and peaceful relations depend mostly on cooperation between a number of institutions and groupings. The EU and NATO’ s role was central due to their policies of enlargement and the stabilization effects on third partner countries. The OSCE with its well promising position in Europe has been weaken due to decline of interests of major power states and its functions performed simultaneously by the EU and NATO. Both organizations have taken to a large extent the place of the OSCE.

The main objective of this paper is to show the changes in the rate of unemployment of people in the old age in selected Central and Eastern European countries in the years 2007 - 2016. This phenomenon was shown both from the point of view of general population and gender. Additional analyzes were subjected to the phenomenon of unemployment in Poland. The aging of the population of European countries has also been analyzed, which is important for the professional activation of this group of people. The hypothesis of this work is that the level of unemployment in the elderly has deteriorated as a result of the economic crisis but after that has not improved in all analyzed countries. After the crisis for some countries , the situation started to improve (Czech Republic, Hungary, Poland, Slovakia), while other countries fluctuated (Estonia, Croatia, Romania). This paper investigates the commodity price effects upon GDP growth and nominal effective exchange rate (NEER) dynamics in several Central and Eastern European (CEE) countries (the Czech Republic, Hungary, Poland and Romania). Our main finding is that an increase in the world commodity price index is a factor behind a uniform exchange rate appreciation across all countries, with an acceleration in output growth in the Czech Republic and Hungary. Except for the Czech Republic, higher commodity price volatility is associated with exchange rate depreciation, while being neutral with respect to output growth. Among some other results, exchange rate dynamics seems to be independent of output growth in three out of four countries, while the effects of a foreign demand shock as proxied by Germany’s industrial production are quite homogeneous across nations.

Wyraźne zmiany w geografii światowej gospodarki, jakie dokonały się w pierwszej dekadzie XXI wieku pod wpływem wzrostu znaczenia krajów BRIC, w niewielkim tylko stopniu znalazły odzwierciedlenie w eksporcie krajów Europy Środkowej i Wschodniej (EŚW). Największe gospodarki rozwijające się, prócz Rosji, wciąż praktycznie pozostają raczej egzotycznymi rynkami dla eksporterów z regionu EŚW. Udział Chin, Indii i Brazylii w eksporcie EŚW w 2011 r. wyniósł zaledwie 1,8%. Analiza zmian struktury geograficznej eksportu krajów EŚW w ostatnich latach wskazuje, że głównym celem przenoszenia produkcji do EŚW przez firmy z Europy Zachodniej było zwiększanie eksportu (dzięki poprawie konkurencyjności cenowej) na najbliższe geograficznie rynki, przede wszystkim UE-15 oraz Rosji i innych krajów b. ZSRR. Innymi słowy, kraje te stanowiły platformę eksportową dla korporacji międzynarodowych. Taka struktura geograficzna eksportu wynika, z faktu iż większość filii przedsiębiorstw zagranicznych w krajach EŚW specjalizuje się w produkcji i eksporcie wyrobów o stosunkowo mało zindywidualizowanych cechach, przeznaczonych na niższe segmenty rynku, podczas gdy produkcja towarów charakteryzujących się wyższą jakością (i jednocześnie ceną), pozostawiana jest najczęściej w krajach macierzystych.
Pronounced changes in the geography of the world economy that have occurred during the first decade of the twenty-first century, under the influence of the spectacular rise of the BRIC countries, were only slightly reflected in the exports of Central and Eastern Europe (CEE) countries. The largest developing economies, except Russia, still virtually remain rather exotic markets for exporters from the CEE region. These countries represent only a narrow margin in the CEE exports. In 2011, the share of China, India and Brazil in exports of countries in the region accounted for only 1.8%. An analysis of changes in the geographical structure of the CEE's exports that have taken place in recent years indicates that the main purpose of shifting production from Western Europe to the CEE companies was to increase exports (by raising the price competitiveness) to the closest geographically markets, especially to the EU-15 and Russia, and other countries of the former Soviet Union. This geographical pattern of exports results from the fact that most affiliates of foreign companies in CEEs specialise in the manufacture and exports of products with relatively few features, targeted for the lower segments of the market, while the production of goods of higher quality (and also price) has mostly remained in their home countries.
