    In the face of the emerging new threats related to the development of civilisation, organised crime groups are becoming increasingly active at various levels of social life. The intensifi ed activity of organised crime groups affects the citizens’ sense of security, and therefore appropriate measures are taken to detect, combat and counteract such threats. The article indicates the basic tasks of the Police in relation to individual areas of activity of organised crime groups, and shows the role of the Central Police Investigation Bureau as a law enforcement agency in combatting organised crime.

    Opis:
    This article describes selected aspects of combating organised crime in Poland on the basis of reports of the Central Bureau of Investigation of the Police as a service carrying out tasks on the territory of the whole country in the fi eld of investigating, preventing and combating organised crime. The author refers to four issues: 1) the number and nature of the investigated criminal groups, 2) the number of members and leaders of the investigated criminal groups, 3) the investigation (elimination or destabilisation) of criminal groups, 4) criminal terror. This article aims to outline a statistical picture of organised crime in Poland. In particular, it attempts to capture any trends that characterise this type of crime. Appropriate recognition of the phenomenon may be very helpful in deciding on the directions of activities within the framework of preventing and combating organised crime.

    This article is paying attention to the problem of contemporary organized crime from the side of justice, and in particular evidence problems associated with it. The article shows the chance for curbing organised crime by proper leading an investigation. The author included the historical part in order to show the change of criminal structures in the period of last 20 years and suggested direction in which fighting the organised crime should head.
    Artykuł zwraca uwagę na problem współczesnej przestępczości zorganizowanej od strony wymiaru sprawiedliwości, a w szczególności związane z nią trudności dowodowe. Dostrzega jednak również szanse na skuteczne ograniczenie jej działalności poprzez odpowiednie przeprowadzenie postępowania przygotowawczego. Autor zawarł w nim część historyczną aby ukazać przebranżowienie struktur przestępczych w okresie ostatnich 20 lat i zaproponował kierunek w jakim powinno zmierzać zwalczanie współczesnej przestępczości zorganizowanej.     Artykuł stanowi pierwszą część studium dotyczącego podziału zasobu archiwalnego i ewidencyjnego komunistycznego resortu spraw wewnętrznych w latach 1989–1992. Oprócz omówienia wstępu do przedmiotowego zagadnienia koncentruje się na wydarzeniach od czerwca 1989 r. do kwietnia 1990 r. Przede wszystkim opisano w nim akcesje materiałów archiwalnych z Centralnego Archiwum MSW (Biura „C” MSW) do zasobu Archiwum Akt Nowych w 1989 r. Przybliżono również spór międzyinstytucjonalny z przełomu lat 1989/1990 pomiędzy Naczelną Dyrekcją Archiwów Państwowych a Główną Komisją Badania Zbrodni Hitlerowskich w Polsce – Instytutem Pamięci Narodowej o przejęcie akt sądowych stanowiących od 1966 r. depozyt archiwów MSW na terenie całego kraju. Ostatnią częścią pracy jest opisanie wzajemnych kontaktów pomiędzy przedstawicielami archiwów państwowych i archiwów wojewódzkich (Stołecznego) urzędów spraw wewnętrznych dotyczących przejęcia z MSW materiałów niemających resortowej proweniencji.
    The article is the first part of a study concerning the allocation of the records and archives of the communist Interior apparatus in 1989–1992. Following some introductory comments the article focuses on the events from June 1989 until April 1990. It primarily describes the decision to move the archival records from the Central Archive of the Ministry of Internal Affairs (Bureau C) to the Central Archives of Modern Records (AAN) in 1989. It also discusses the clash between two institutions at the end of 1989 and early 1990, namely between the Head Directorate of State Archives (NDAP) and the Main Commission for the Investigation of Nazi Crimes in Poland – Institute of National Remembrance (GKBZHwP – IPN) the takeover of the archival records of the Ministry of Internal Affairs held on deposit in various locations in Poland since 1966. The final part of the article describes the mutual contacts between the representatives of state and voivodeship (and Warsaw) archives of internal affairs offices concerning the takeover of any materials held by the Ministry of Internal Affairs but originating from other institutions
