The aim of the study is to analyze the specifics of the relations between Caspian states in the context of the legal status of the Caspian Basin. The Caspian region includes Russia, Azerbaijan, Iran, Turkmenistan, and Kazakhstan. The implementation of the research problem will be possible thanks to a comprehensive analysis of the decision-making process in the legal perspective of the Caspian Basin. The subject of the study is thus the evolution and concepts of the problem of the legal status of the Basin before and after the Cold War. An important element of the study is the Convention regulating the legal status of the Caspian Sea and its consequences for the international relations in the Caspian region.
Celem opracowania jest analiza specyfiki stosunków między państwami kaspijskimi w kontekście stanu prawnego basenu kaspijskiego. Region kaspijski obejmuje Rosję, Azerbejdżan, Iran, Turkmenistan i Kazachstan. Realizacja problemu badawczego będzie możliwa dzięki kompleksowej analizie procesu decyzyjnego oraz perspektywy prawnej statusu basenu kaspijskiego. Tematem opracowania są tym samym ewolucja i koncepcje problemu stanu prawnego basenu kaspijskiego przed zimną wojną i po niej. Ważnym elementem opracowania jest Konwencja regulująca status prawny Morza Kaspijskiego i jej konsekwencje dla stosunków międzynarodowych w regionie kaspijskim.

From its emergence in the 7th century until its fall in 965, the Khazar Khaganate played a decisive role among the tribes and peoples settled in Eastern Europe. The Pax Khazarica contributed to the stabilization of ethnic and political relations in the region, which in turn gave the khaganate a high status in contacts with the Byzantine Empire and the Abbasid Caliphate. The Khazars benefited from the favorable geographic location and the benefits they gained from participating in long-distance trade. With the arrival of Scandinavian newcomers and the development of their settlement in the northern and north-eastern part of the Ruthenian lands (the area around Lake Ladoga and the upper Volga basin), contacts with them played an increasingly important role in the history of the Chaganate in the 9th-10th centuries. Oleg’s taking of power in Kiev and the territorial development of the Ruthenian state was a crucial moment. Although the Khazars maintained a strong position among the peoples and tribes of Eastern Europe during the first half of the 10th century, it was not without difficulties. The reason was the growing activity of the Scandinavians not only among the Slavs who settled in the basin of the Dnieper, Oka and the upper Volga, but also in the lands that were the immediate hinterland of the khaganate (Black Sea region, the mouth of the Volga and the Caspian region). In addition to merchant expeditions, the Varangians organized – with great panache and range - raids of a looting nature (e.g. Prince Igor’s campaigns). It cannot be ruled out that they inuenced the nature of the relationship between the Khazars and their dependent tribes in Eastern Europe. The collapse of the Khaganate, which took place as a result of the war campaigns undertaken by Prince Sviatoslav (965, 969), may indicate a more significant (than previously assumed) internal weakening of the Khazar state. Undoubtedly, it was related to the change in the current system of political and ethnic relations in Eastern Europe, and the actions of the Kiev princes played a decisive role. Another reason was the change in the course of the existing long-distance trade routes, and thus the reduction of the influence that the Khazars obtained from their control. Despite the progress in research on the history of the khaganate, little is known about its relations with the Scandinavians settled in Eastern Europe, as well as with Slavic tribes, including those remaining outside the Khazar sphere of influence, and the consequences of the fall of Khazar domination for the region’s economy. The research conducted so far shows that the influence of the Khazars, although not confirmed in all spheres, was more intense, as evidenced by the reception of the kagan title in relation to the Ruthenian rulers in the 10th-11th centuries.

The Caspian region is one of the most important regions of the world with its rich hydrocarbon resources, which in turn draws attention from different countries. The purpose of this paper is to underscore the geopolitical importance of the Caspian basin and the impact of its energy resources on the energy security of non-regional countries. The realization of the “Contract of the century” has been specified in the paper. Russian hegemony has been evaluated and the characteristic features of Northern route have been introduced. The authors attempted to delineate the US’ strategy in the Caspian region and to judge the security of the Western route stretching from the Caspian Sea. The status of the Caspian Sea has been clarified based on the most recent information. Threats to the security of the transit routes have been identified and measures have been offered to prevent possible incidents. A formula was suggested for the mathematical evaluation of possible terrorist attacks on the pipelines in the foreseeable future.

The article addresses the issue of regional migrations in the Astrakhan District – a region of the Russian Federation particularly important from the point of view of the Moscow centre. On one hand, the Astrakhan District is the starting point for the implementation of Russia’s geopolitical plans which are directed towards the Caucasus and Caspian regions. On the other hand, it is a part of a range of territories inhabited by  Muslim peoples which stretches from the Caucasus, through the Volga region, all the way to Central Asia. The case of the Astrakhan District shows that the central authorities are not capable of preventing the negative results of an uncontrolled migration of people. It also shows the ethnic-religious structure of the region is changing.

After the decline of the Soviet Union and the emergence of independent states, the southern Soviet republics opened their resources to international markets and began to develop their own political ambitions at the same time. Turkmenistan, as the country with the fourth largest reserves of natural gas (2014 estimated with 9.93 % of worldwide natural gas reserves) and as the most important supplier to China of this energy source takes a special place in the political configuration of post-Soviet Central Asia. In his recently published doctoral thesis, Heinrich Schulz analyses the questions why the country hasn’t realized the export of natural gas to Turkey and Europe yet, and how Turkmenistan is influenced by energy political interests and geopolitics in the Caspian Region. The monograph also introduces general political issues regarding natural gas, pipeline infrastructure, and foreign trade of fossil fuels in Central Asia.

From the perspective of structural realism, the category of international risk can be defined as a possibility of a sudden and unexpected change which may lead to negative outcomes. The aim of the article is to analyze and show international risk factors present in the Caspian Sea region. In the context of various variables of geostrategic character, the region seems prone to potential threats. The research applied the method of the analysis of strategic narratives, which made it possible to distinguish the most important risk factors in the context of the policy followed by global and regional superpowers: 1) political factors and international strategy; 2) extracting energy resources and the geopolitics of pipelines; 3) frozen territorial and ethnic conflicts; 4) economic factors; 5) military factors. The results show that for the majority of players the lack of stability is beneficial and they do not strive to solve the contentious issues at all costs.
Kategoria ryzyka międzynarodowego z perspektywy realizmu strukturalnego może być zdefiniowana jako możliwość wystąpienia nagłej i nieoczekiwanej zmiany o negatywnych konsekwencjach. Celem artykułu jest analiza i wskazanie czynników ryzyka międzynarodowego obecnych w regionie Morza Kaspijskiego, który w kontekście syntezy wielu zmiennych o charakterze geostrategicznym wydaje się być podatny na występowanie potencjalnych zagrożeń. W badaniach zastosowano metodę analizy narracji strategicznych, która pozwoliła na wyodrębnienie najważniejszych czynników ryzyka w kontekście polityki mocarstw globalnych i regionalnych: 1) czynniki polityczne i strategia międzynarodowa; 2) wydobycie surowców energetycznych i geopolityka rurociągów; 3) zamrożone konflikty etniczne i terytorialne; 4) czynniki ekonomiczne; oraz 5) czynniki militarne. Wyniki wskazują, że dla większości graczy brak stabilizacji jest korzystny i nie dążą oni do rozwiązania spornych kwestii za wszelką cenę.

The killer shrimp Dikerogammarus villosus was recorded for the first time in Lithuanian waters in 2015. The species was detected in three sites in the Curonian Lagoon (on two buoys in the lagoon strait and the harbour, and one littoral sampling site) and in the mouth of the Šventoji River. The species presence in the buoy fouling suggests the involvement of shipping in species introduction. Most likely D. villosus has arrived to the Curonian Lagoon with commercial ships, while the invasion into the mouth of the Šventoji River may be associated with leisure shipping as the port situated therein is not currently functioning. Further northward expansion of the killer shrimp in the Baltic Sea basin seems very probable. As the species is highly aggressive, alterations of local macroinvertebrate assemblages can also be predicted.

Caspian region contains some of the largest undeveloped oil and gas reserves in the world. The energy field is vital to economic development and to the future geopolitical order of the region. The rivalry between different pipeline options will probably determine not only the pattern of foreign policy orientationand cooperation in the region but also the influence and position of regional and external players. The exploitation of energy resources and the future routes of pipelines from the oil and gas fields in the Caspian basin will also determine the role of the Caspian region in the contemporary international relations. Newly independent states in Central Asia and the Caucasus hoped their oil and gas resources would help them secure economic growth and political independence. The most important element of the European energy strategy is the need of diversification of the energy sources. The growing energy needs have given the European Union a  strong interest in developing ties with energy-‑producing states in the Caspian region to build necessary pipeline infrastructure.
