“16+1” forum was proposed by China for the implementation of “Belt and Road” initiative. Since the establishment of 16+1, the trade between China and CEE countries increased significantly. It aroused warm response of CEE countries which actively supported the cooperation with China. However, the cooperation between China and CEE countries aroused doubts of EU, which considered that “16+1” is a challenge of unity of EU. Based on the theory of neoliberalism, and use the method of case studies, the thesis is to analyze China’s motivation towards cooperation with CEE countries and find out “16+1” is an opportunity rather than a challenge of EU.

Electoral gender quotas are among the most contested policies worldwide. A common criticism is that quotas promote undeserving women and therefore undermine the meritocracy. Although criticism persists, paradoxically, it has rarely been subject to empirical testing in Central and Eastern European countries. The objective of the present study is to address this gap by examining the characteristics of a randomly selected sample of 410 representatives in the local councils of Albania. By comparing the councillors across demographic characteristics, political experience, and ties in politics, I show that quotas have promoted a diverse group of women, who, compared to men, are more educated, younger, and more likely to live in rural areas. While the practice of relying on family or kinship ties to advance in local politics is more common among women than among men, differences were not found between women promoted through gender quotas and their non-quota female colleagues. The present findings call into question the assumptions that surround gender quotas, suggesting greater use of evidence to challenge popular perceptions and beliefs.

The aim of the article is to quantify and compare the impact of capital and labour tax on the economies of Central and Eastern Europe (CEE). The impulse‑response functions presented in the paper show that output reacts differently to changes in the taxation of labour and capital. Although there is some heterogeneity in the magnitude and persistence of tax effects between the analysed CEE countries, the simulations generally indicate that the negative impact of increased capital taxation on GDP is stronger than for labour taxation. More importantly, however, the negative effects of higher taxation on capital are more persistent than in the taxation of labour. This is largely because higher capital taxation strongly reduces savings and the desired stock of capital, which has important long‑term macroeconomic consequences.
Cel artykułu stanowi porównanie oddziaływania podatków nakładanych na dochody z pracy i kapitału na gospodarki krajów Europy Środkowo‑Wschodniej. Otrzymane funkcje reakcji na impulsy fiskalne pokazują, że podatki nakładane na dochody z kapitału wpływają na PKB w odmienny sposób niż podatki nakładane na dochody z pracy. Mimo że występuje pewna heterogeniczność pomiędzy analizowanymi krajami w sile i czasie trwania efektów zmian podatkowych, to wykonane symulacje generalnie ukazują, że negatywny wpływ zwiększenia stóp podatkowych na gospodarkę jest w przypadku podatków kapitałowych silniejszy niż w przypadku podatków nakładanych na wynagrodzenia. Co ważniejsze, negatywne skutki wyższego opodatkowania dochodów z kapitału mają charakter bardziej długotrwały niż w przypadku wzrostu opodatkowania dochodów z wynagrodzeń. Wynika to z faktu, że wyższe opodatkowanie kapitału silnie ogranicza poziom inwestycji i poziom pożądanego zasobu kapitału trwałego, co generuje długoterminowe negatywne skutki dla kształtowania się produkcji w analizowanych krajach.

Hungary is one of the most active proponents of cooperation with China in Europe. Sino-Hungarian political relations are thriving and Hungary participates enthusiastically in activities related to the Belt and Road Initiative (BRI), 17+1, and other Chinese initiatives. Hungary is regularly pictured in Western media as an advocate of Chinese interests and a Trojan Horse for China in the old continent. The Chinese influence in Hungary, however, is overestimated, and data shows that China plays a very limited role in Hungarian affairs. It is true that Prime Minister Viktor Orbán's government frequently makes friendly gestures towards China, but this reflects the ambitions and calculations of the Hungarian side more than China's efforts to build up influence. This article discusses the context, the motivations, and the aims of Hungary with regard to China and the BRI in order to assess the real impact of Chinese ties with the country.

Research background: The changes that took place in the late twentieth century led to the transformation of the political system in the countries of Central and Eastern Europe (CEE). As a result, there has been an increase in the competitiveness of some of the economies among the CEE states. Due to different priorities and goals, these countries are also characterized by different levels in socio-economic development. Purpose of the article: The aim of the article is to identify the determinants affecting the competitiveness among the selected CEE countries. Methods: Based on Eurostat data, a set of determinants affecting competitiveness was established. A number of determinants have been eliminated in relation to the variation coefficient. At the same time, a classification of the level of competitiveness among the CEE countries has been made by using the Perkal method. The analysis used 14 selected indicators, 10 of which are considered as stimulating, and 4 as deteriorating the competitiveness of national economies. The result led to obtaining a synthetic level indicator of potential of the CEE countries. Findings & Value added: Following the findings of the conducted analysis, the highest economic competitiveness exists in Estonia and in the Czech Republic, while the lowest was found in Romania and Bulgaria. The results of the evaluation obtained with the Perkal method concerning the competitiveness of the CEE countries that belong to the EU are largely consistent with those presented in different global competitiveness rankings. However, the method applied in this article seems much simpler and less time-consuming, allowing at the same time an optimal choice of analytical determinants. The selected linear Pearson correlation?s coefficient confirmed that there is a strong positive relationship between the designated values of the synthetic indicator of competitiveness and the GDP per capita. This confirms the validity of test method used.

Theoretical background: The relationship between the size of banks and their efficiency has become an important subject for academics and policy makers in the recent decades. However, the outcomes of these studies are relatively divergent concerning the direction of this dependence.Purpose of the article: The goal of this study is to assess how the size of banks affects their efficiency in the CEE countries in the years 2005–2017. Additionally, the relationship between the market concentration and banks efficiency is checked.Research methods: The research covers 108 banks operating in eleven CEE countries. The efficiency scores are achieved through the SFA method and regressed with the individual bank characteristics and macroeconomic and sectoral variables.Main findings: The results show that growing bank’s size and market share positively affect its efficiency. Additionally, higher concentration of the banking market has a similar effect. Higher inflation and GDP per capita decrease bank profit efficiency which can indicate that banks achieve the highest efficiency gains in less prosperous countries, however, in the low inflation environment. Additionally, banks’ efficiency is boosted with the growing development of the banking sector and increasing lending to the economy. Fast-growing banks tend to be more efficient, probably due to the positive effect of the financial leverage on profits.

This study examines whether the lowering interest-rate environment in CEE countries since the early 2000’s increased bank risk-taking behaviour. We employ 6,979 annual observations from the Bankscope database over the period 1997-2011 and find a positive relationship between bank risk-taking, measured by risk assets, and interest rates. On the contrary, there is a negative relationship between non-performing loans and interest rates. These results are robust across a number of different specifications that account, inter alia, for the potential endogeneity of interest rates and/or the dynamics of bank risk. Moreover, we provide evidence that these findings are mainly driven by the banking sector of the Russian Federation rather than that of the rest CEE countries.

Opis:
The paper aims to analyse how information warfare can be conducted in cyberspace and to look at this issue from the perspective of Central and Eastern European Countries. It argues that this form of hostile actions will be increasingly utilized in the region. The main assumption, following Alvin Toffler’s theory, is that “information” – as an increasingly important element of modern societies and as their strategic resource – also serves as a significant tool of modern conflicts. Since information is nowadays strongly related to new technologies, mainly the aspects connected to cybersecurity are analysed. The article looks closer at different aspects of cyberthreats and explains their possible consequences. It may serve as good material for further research and recommendations on countermeasures that may increase security in Europe.

This paper investigates the commodity price effects upon GDP growth and nominal effective exchange rate (NEER) dynamics in several Central and Eastern European (CEE) countries (the Czech Republic, Hungary, Poland and Romania). Our main finding is that an increase in the world commodity price index is a factor behind a uniform exchange rate appreciation across all countries, with an acceleration in output growth in the Czech Republic and Hungary. Except for the Czech Republic, higher commodity price volatility is associated with exchange rate depreciation, while being neutral with respect to output growth. Among some other results, exchange rate dynamics seems to be independent of output growth in three out of four countries, while the effects of a foreign demand shock as proxied by Germany’s industrial production are quite homogeneous across nations.

This article examines the community radio scene in Hungary, focusing on two stations in Budapest: Tilos Radio and EPER Radio. The authors explore the unique characteristics and principles of community radio in Hungary through desk research and interviews with key players in the community radio movement conducted in October 2022. They highlight how these two stations, while differing in their specific forms of community broadcasting, share a commonality of being independent and offering an alternative to mainstream and public radio programming. Sustainability was identified as a significant challenge facing community radio stations in Hungary, primarily because of unfriendly media policy promoting voices supporting the government. The article also provides characteristics of the community radio concept and the historical context of community radio in Hungary, noting that this country was the first in Central and Eastern Europe to incorporate the third broadcasting sector into media law.

We suggest original modifications and extensions of the recently presented methodological developments in ex-post accounting framework in global value chains in order to obtain empirical results both for the analyzed group of ten CEE economies as well as at a country-and-sectorspecific level. The empirical results confirm that the role of the selected CEE economies in transition in creating value added with respect to the total value added in the European Union in the GVC framework was biggest in the cases of agriculture-, wood-products-, metal-production, and travel-and-tourism-related sectors. We also found that, after two decades of transition, the measures of productivity in the examined economies in 2009 were still much lower as compared to the EU average for most of the sectors. Moreover, in the transition period, these indexes were increasing, especially after EU accession. In contrary, after two decades of transition, the measures of capital efficiency in the ten CEE economies in 2009 were comparable to the EU average for most of the sectors. Moreover, during this period, the growth rates of these indexes were, in general, positive. However, their growth rates dropped after EU accession.

The bank bailouts following the global financial crisis of 2008 have been subject to prior approval of the European Commission (EC), the competition authority of the European Union. The EC was reluctant to reject rescue efforts directed at failing banks and so it consistently approved all such requests submitted by Member States. Out of the top twenty European banks, the EC authorized State aid to at least twelve entities. In this context, the paper outlines the gradually changing interpretation of EU State aid rules, the “temporary and extraordinary rules” introduced starting from late 2008, and the extension of the “no-State aid” category. The above shifts show that the EC itself deflected from relevant EU laws in order to systemically rescue important banks in Europe and restore their financial stability. The paper argues that bank bailouts and bank rescue packages by the State have led to different effects on market structures and consumer welfare in the Eurozone and non-Eurozone areas, mostly the Eastern segments of the European Union. As such, it is argued that they are inconsistent with the European common market. Although the EC tried to minimize the distortion of competition created as a result of the aforementioned case law primarily through the application of the principle of exceptionality and different compensation measures, these efforts have been at least partially unsuccessful. Massive State aid packages, the preferential treatment of the largest, or systemically important, banks through EU State aid mechanisms – almost none of which are Central and Eastern European (CEE) – may have led to the distortion of competition on the common market. That is so mainly because of the prioritization of the stability of the financial sector and the Euro. The paper argues that State aid for failing banks may have had important positive effects in the short run, such as the promotion of the stability of the banking system and the Euro. In the long-run however, it has contributed to the unprecedented sovereign indebtedness in Europe, and contributed to an increased economic and political instability of the EU, particularly in its most vulnerable CEE segment.
Les sauvetages bancaires consécutifs à la crise financière mondiale de 2008 ont été soumis à l'approbation préalable de la Commission européenne (CE), l'autorité de la concurrence de l'Union européenne. Les CE étaient réticentes à rejeter les efforts de sauvetage dirigés contre les banques défaillantes et ont donc approuvé de manière cohérente toutes les demandes présentées par les États membres. Sur les vingt premières banques européennes, la CE a autorisé des aides d'État au moins douze entités. Dans ce contexte le document souligne l'évolution progressive de l'interprétation des règles de l'UE en matière d'aides d'État, les « règles temporaires et extraordinaires » introduites à partir de la fin de 2008 et l'extension de la catégorie « sans aides d’État ». Les changements susmentionnés montrent que la CE elle-même a dévié des lois pertinentes de l'UE afin de sauver systématiquement d'importantes banques en Europe et de rétablir leur stabilité financière. L'article soutient que les plans de sauvetage bancaire et les plans de sauvetage bancaire de l'État ont eu des effets différents sur les structures du marché et sur le bien-être des consommateurs dans les zones de la zone euro et hors zone euro, principalement dans les segments orientaux de l'Union européenne. En tant que tel, il est soutenu qu'ils sont incompatibles avec le marché commun européen. Bien que les CE aient essayé de minimiser les distorsions de concurrence créées par la jurisprudence susmentionnée, principalement par l'application du principe d'exception et des mesures de compensation différentes, ces efforts ont été au moins partiellement infructueux. Les paquets massifs d'aides d'État, le traitement préférentiel des banques les plus importantes ou systématiquement importantes par le biais des mécanismes d'aide de l'UE - presque aucun d'Europe centrale et orientale (CEE) - ont entraîné une distorsion de concurrence sur le marché commun. Cela est dû principalement à la priorité accordée à la stabilité du secteur financier et de l'euro. Le document fait valoir que les aides d'État pour les banques en faillite peuvent avoir eu des effets positifs importants à court terme, comme la promotion de la stabilité du système bancaire et de l'euro. Toutefois, à long terme, elle a contribué à l'endettement souverain sans précédent en Europe et a contribué à accroître l'instabilité économique et politique de l'UE, en particulier dans son segment d'Europe centrale et orientale le plus vulnérable.

Research background: The transformations induced by global challenges call for new approaches towards competitiveness and thus require a consistent rethinking of strategies and mechanisms so that they could be better adapted to the constantly changing context. Prior to the European Union (EU) accession, the Central and Eastern European (CEE) states began a broad process of economic reforms, including trade liberalization, mass privatization, exchange rate liberalization, all of which led to a wider opening to new markets, the creation of new opportunities for production and to ensuring the competitiveness of companies on foreign markets. By far, the most important step in the post-communist period was joining the EU, achieved after 2004. Over time, these states have faced, on the one hand, issues related to addressing systemic vulnerabilities, and on the other hand, finding the most appropriate measures to induce competitiveness. The influence of public policies on competitiveness is still an issue that needs to be debated, our study proposing to examine the reaction of external competitiveness to the increase of government spending and corruption. Purpose of the article: The aim of this paper is to analyze the impact of fiscal policies and corruption on the external competitiveness of the eleven countries from Eastern Europe (Bulgaria, Croatia, Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia) for the period 1995-2020. The choice of this time interval is to better capture the trinomial relationship between competitiveness, fiscal policy and corruption before and after the process of integration of the CEE states into the EU. Methods: The methodology chosen is based on ARDL (Autoregressive Distributed Lag) with structural breaks, the period taken into account being 1995-2020. The Unit root  test  of  augmented Dickey-Fuller ADF  (2016) was used  to  assess  the  time  series  stationarity. The test developed by Bai and Perron (2003) is applied to detect structural breaks, by resorting to the LM test. The tests for the cointegration between the considered variables, using the ARDL model, proposed by Pesaran et al. (2001), were also part of the research. The causality test of Granger et al. (2000) was used to assess the conditionality between the indicators. By applying these methods, it was highlighted that, especially after 2007, in the states under analysis, expansionary fiscal policies have led to internal devaluations of the currency, which ultimately increased external competitiveness, measured as real effective exchange rate. Instead, corruption has a negative impact on competitiveness. Findings & value added: The obtained results point out the relationship between competitiveness, fiscal policy and corruption in CEE countries. In the case of those that have a high competitiveness, even if there are large government expenditures, there is also an economic environment conducive to the implementation of measures that generate added value on a large scale. Conversely, in countries where corruption is high, the impact of government fiscal policies on competitiveness is reduced due to the negative effects caused by this phenomenon. Our study brings at least two contributions to the literature. First of all, the research shows how a growth in public spending affects the competitiveness of CEE economies through the real exchange rate. Secondly, it takes into account the phenomenon of corruption applied to Eastern countries, emphasizing a decrease in the external competitiveness of these economies in response to the manifestation of corruption.

Opis:
The paper attempts to answer the research question whether conducting customer analysis improves firm performance. It presents results of research among Polish insurance agents. According to its findings, conducting customer analysis is positively correlated with firm performance. Other factors that determine firm performance to a large extent are related to economies of scale and established competitive position (i.e. co-workers, low perception of risk related to other channels, agents’ reputation). The use of dedicated CRM software does not influence firm performance. The research results are discussed with the perspective of customer profitability and customer lifetime value.
Autorzy artykułu podjęli próbę odpowiedzi na pytanie badawcze, czy prowadzenie analizy klienta poprawia wyniki firmy. Przedstawiają wyniki badań wśród polskich agentów ubezpieczeniowych. Zgodnie z ich ustaleniami, prowadzenie analizy klienta jest pozytywnie skorelowane z wynikami firmy. Inne czynniki determinujące wyniki firmy są w dużej mierze związane z ekonomią skali i ugruntowaną pozycją konkurencyjną (tzn. współpracownikami, niską percepcją ryzyka związanego z innymi kanałami, reputacją agentów). Użycie specjalistycznego oprogramowania dla zarządzania relacjami z klientami (CRM) nie wpływa na wyniki firmy. Wyniki badań zostały omówione z perspektywy rentowności klienta i jego wartości w czasie.
В своей статье авторы стараются ответить на исследовательский вопрос, улучшает ли результаты фирм проведение анализа клиентов. Она представляет результаты обследования польских страховых агентов. В соответствии с его результатами проведение анализа клиентов имеет положительную корреляцию с результатами фирм. Другие факторы, определяющие результаты фирм, в большой мере связаны с эффектом масштаба и установленной конкурентной позиции (т.е. сотрудниками, низким восприятием риска, связанного с другими каналами, репутацией агентов). Применение целевого программного обеспечения управления отношениями с клиентами (CRM) не влияет на результаты фирм. Результаты изучения обсуждаются из перспективы рентабельности клиента и его жизненного цикла.

The article analyzes the quality of liberal democracy in 11 Central and Eastern European countries, the European Union members. The paper examines the most important fields of the process of democratization, enabling to trace the deterioration of liberal democracy like electorate’s support for populist parties, neglecting the rule of the state of law, and the level of corruption. The methods of research are the analysis and synthesis of the material, comparative method, quantitative-qualitative method. Upon the analysis, the typology of three trends of the deterioration of democratization in CEE countries can be offered: massive deterioration, small decrease, stable democracy.
Artykuł analizuje jakość demokracji liberalnej w jedenastu państwach Europy Środkowej i Wschodniej będących członkami Unii Europejskiej. W procesie badawczym uwzględniono pięć czynników obrazujących pogarszający się stan procesu demokratyzacji, w tym m.in. poparcie elektoratu dla populistycznych partii politycznych, przestrzeganie zasady państwa prawa, czy stan korupcji. W trakcie badań wykorzystano analizę i syntezę danych, podejście porównawcze oraz metodę ilościowo-jakościową. W wyniku analizy wyłaniają się trzy kategorie państw Europy Środkowej i Wschodniej ze względu na jakość i poziom demokracji liberalnej w kontekście jej pogarszającego się stanu: państwa o znacznym spadku jakości demokracji, państwa o małym spadku jakości demokracji, państwa o stabilnej demokracji.
