The main aim of the article is to identify the main burdens of doing business perceived by Slovak family owned hospitality businesses as well as to assess their view on the prospects for family businesses in Slovakia. The article analyzes primary data gained from an opinion survey conducted by means of a questionnaire in 2013. The business environment perception is evaluated according to the perception of certain external business environment indicators (conditions of doing business) depicted on the basis of the results of the pilot survey conducted in 2009 and the research carried out in 2010/2011. The results allowed us to identify the most discussed topics and burdens of doing business in tourism and hospitality in Slovakia.

Research background: Budgeting was developed during the Great Depression as a managerial tool to help enterprises survive a critical period characterized by fluctuations in macroeconomic indicators. Now, after more than eighty years, budgeting is criticized for the same reason why it was created — for lack of adaptability to unexpected changes in the business environment. Based on these facts, the presented study focuses on the specifics of budgeting in the current business environment. Purpose of the article: The aim of the work is to explore selected aspects of budgeting process in Czech firms, and to assess how the budgetary process is influenced by the progression of the business environment. Methods: To achieve presented target, the authors designed the questionnaire survey sub-mitted to employees of companies in the Czech Republic. Findings & Value added: The first part of this paper displays the state of knowledge on budgeting, the following part presents results of the survey. The study identified several trends, especially in the use of budgeting in Czech firms, characteristics of budgets in these subjects and evaluation of the sustainability of a company´s environment.

As a result of the research, it can be stated that the activities undertaken in Poland resulted in numerous BEIs institutions and Poland has developed friendly environment for business. The conducted research confirms the increase of employment in R&D in private sector and a constat increase in R&D finacing by private sector.

Research background: SMEs represent an integral part of the economy environment in a majority of the countries all over the world. They signify the most efficient, progressive, and important part of the advanced economies. The long-term effort of the EU countries, as well as other advanced economies is to create quality and stable conditions for their development in order to be able to respond to all the possible changes in the business environment that is being changed to more and more comprehensive in the recent time. Purpose of the article: The objective of the contribution is to examine administrative and legislative obstacles to SMEs business in the Czech Republic and Slovakia and the quantification of the differences in perceiving legislative and administrative obstacles to business by entrepreneurs in both countries. Methods: A questionnaire survey was conducted within SMEs in the Czech Republic and Slovakia in 2019. The research sample included 641 SMEs, 312 from the Czech Republic and 329 from Slovakia. We focused on 5 dimensions related to legislative and administrative obstacles to SMEs business within which selected statements were examined. Contingency tables were used to analyze the ratios of the examined variables. Findings & Value added: The differences detected in both countries in the respondents´ perception and assessment are evidence of the changes in the business environment of both countries, giving rise to the questions about the extent to which the legislative and administrative obstacles, as well as the obstacles related to law enforcement and bureaucracy are acceptable and by which groups of entrepreneurs. The results of the research provide valuable findings for the creators of regional and national policies, and represent a valuable basis for the creation of the concepts focused on the SMEs´ development in both countries.  The results of the study also support the implementation of follow-up research in this area that will reveal other determinants affecting the development of SMEs. They also create a valuable platform for the construction of national and international benchmarking indicators in this area and the implementation of comparative analyses. This will also support the methodological area necessary for a creation of high-quality concepts and strategies.

Research background: Improving business conditions and SME development are signs of a country's macroeconomic stability. The issue of identifying and removing barriers to the development of firms in the SME segment is a priority in all countries with developed economies and its importance is currently increasing. Purpose of the article: The main aim of this paper is to explore possible differences in entrepreneurs' perception of the business environment based on the industry in which the company operates. The analysis contains also a national view, where a comparison between the Czech Republic and the Slovak Republic is performed. Methods: Correspondence analysis was used to achieve the research objectives in order to examine the relations between the categorical variables. Its application is beneficial in cases where the graphic output is clearer than the numerical one. Findings & Value added: The presented research makes it possible to identify problematic aspects of doing business in each sector and to create support mechanisms for the creation of effective structural policies. Entrepreneurs from the Czech Republic's Production and Transport sectors agree with the statement that the business environment in the country is suitable for starting a business. As for business environment's suitability for doing business, neither Slovak nor Czech entrepreneurs sector-wide agreed with the given statement. Czech entrepreneurs from the Services, Trade and Construction sectors, respectively, agree, fully agree with the statement that the business environment in the country is reasonably risky and allows for doing business. In the case of entrepreneurs from Slovakia, no significant correspondence is observed. Findings regarding the statement that the business conditions in the country have improved over the past five years are the following: In the Czech Republic, there is a perfect correspondence of the Transport sector and the agreement with the given statement. In the Slovak Republic, agreement was found with the given statement in the Transport sector and neutral position in the Production sector.

The aim of the study is to identify the possibilities of using the services of business environment institutions by companies operating in the Polish economy. They may in fact actively use the services supporting their activities and the level of competitiveness. These services are provided by various types of institutions included in the business environment. These include: centers of entrepreneurship, innovation centers, non-bank financial institutions, self-government organizations. Unfortunately, the availability of services provided by these institutions varies greatly due to their geographical location in the individual provinces of Poland. Strong concentration of these institutions is particularly evident in the more developed regions. It appears that the system developed in Poland for supporting the competitiveness of enterprises, in principle, stimulates areas that are already dynamic, thus leading to a deepening of disparities in regional terms.

The transformation of Czech economy after 1989 brought many substantial changes. Gradually, new organizational, institutional and legal frameworks were shaped for the operation of a market mechanism. Similar to a number of other branches, the construction industry transformed significantly. The first half of the 1990 was marked by the restructuring, privatization and subsequent internationalization, which continued in the second half of the decade. Opening of the market towards the west, and the internationalization have brought many innovations. They can be seen for example in the application of new technologies or the implementation of modern building materials. A typical example of these innovations is the boom in construction of low-energy houses. The paper also deals with the gradual change in the residential construction, characterized by the gradual departure from state directives in residential construction, to institutional support of entrepreneurship, to highly integrated residential development.This paper was elaborated under the project GA AV ČR IAA301670901 „Časoprostorová organizace denních urbánních systémů: analýza a hodnocení vybraných procesů“ and project IGA UP PrF_2011_006 „Krajina jako geosystém: změny v časové a prostorové struktuře a jejich hlavní mechanismy“ funded by the Faculty of Science, Palacký University in Olomouc, Czech Republic.

The article examines the development of economic cooperation and partnerships on local markets. It specifically focuses on relations between enterprises and local governments, cooperation among enterprises and cooperation between enterprises and business environment institutions. The analysis also covers various forms of cooperation among municipalities. The analysis is based on the results of a survey carried out by the Institute of the Home Market and Consumption in mid-2005 among 100 municipalities from 11 provinces-classified according to the level of development (five provinces representing highly developed regions and six with a poor level of development), size and economic specialization-and 309 enterprises varying in size and type of activity. The results obtained were confronted with similar surveys carried out by other research centers in Poland. The author concludes that cooperation among entities on local markets is at an inceptive stage in Poland. Particularly weak is the relationship between enterprises and local governments; it shows no signs of permanent cooperation based on confidence, good communication and mutual support, though some positive changes have taken place in this area since Poland’s accession to the European Union. The relationship between enterprises and local governments should improve further with an adequate flow of information about problems encountered by local companies and the support that they expect from local authorities. Inevitably, the author notes, local markets need a business philosophy whereby cooperation would be treated as an important source of value added to stimulate entrepreneurship and the development of the local community.

The quality of institutions is important for economic growth and inflow of foreign direct investment. Business environment institutions may introduce certain adaptations of the conditions as a response to foreign investors’ expectations. The main objective of the research was to evaluate business environment institu-tions, exemplified herein by Investor Service Centres, in terms of their active par-ticipation in the process of attracting foreign investors. The empirical investigation (using questionnaire forms, carried out in the first half of 2013) was completed by employees of 10 centres (62.5%). COI employees use most of the available sources of information about foreign investors. COIs are very active in their information search, and do not resort to the simplest possibilities, for example the Internet. Foreign investors contacted offices having previously found relevant information about chosen investment locations. COIs actively cooperate with other institutions in order to attract foreign investors. They undertake various activities to reach this aim, most of which demand a high degree of engagement. Most often COI employees promoted available investment sites themselves rather than delegate this task to agencies. In order to improve the efficiency of COIs, they should strive towards building relationships between institutions.

The article's subject is about forms of the business support used in the business sector by small and medium enterprises (SMEs) in Lublin area. Institutions from the business sector (IBS) through theirs directed activities should contribute in exalting innovation levels and competitiveness increase of all businesses from the SME area. This support can be seen through various services provided, i.e. information and advice, trainings, pro-innovation, finance etc. The aim of the article is to demonstrate survey results, which presented the level of business support used in the business sector by small and medium enterprises (SMEs) provided by institutions from the business sector (IBS) and their partnership evaluation. The research has been done among active small and medium businesses sector (SMEs) in Lublin area between May and June 2009. There were 250 businesses from Lublin area included in the research. All have been contacted via email or in person. 75 businesses responded to the survey. The survey outcome shows that level of support used by businessmen's from Lublin's area is not high. Majority of companies use information, advice and consultation related to well known assistance from European Union. In most cases they use specially set up for it information points, including consultation and advice and Regional and Developmental Agencies.

Research background: Businesses are directly affected by the outside world, i.e. the business environment. Literature review lists a number of factors of the business environment affecting businesses. These factors may be oriented towards inputs, outputs, sales, or can be an instrument of regional policy. With regard to future development of businesses, it is crucial to identify which factor and to what extent can influence the operation of the business. Purpose of the article: The main objective of the primary research was to provide a comprehensive assessment of how different factors influence enterprises of different economic sectors as well as help to verify the research question defined and formulate recommendations for future development of enterprises. The questionnaire survey to verify the research question was conducted on a sample of 496 small and medium-sized enterprises. Methods: We chose quantitative method of ANOVA for processing the results of the survey, and we also set the limit of significant impact of different influence factors on the basis of analysed data of primary research, and the limit of significant impact. Based on literature study, we have grouped individual factors such as factors focused on inputs, on outputs, on sales, and instruments of regional policy. Based on those findings we can identify the impact of factors for the future development of SMEs in different economic sectors. Findings & Value added: SMEs of Nitra Region involved in the research represent different economic sectors and various factors influence them with different intensity, for future development of these SMEs it is necessary to reduce the transport cost of raw material and goods, improve the attitude of employees to work, and the technical level of equipment to improve the economic situation of the region. The mentioned findings are important for formulating the future regional development plan.

The formation of a favourable business environment and the intensification of entrepreneurial activity on this basis is one of the priorities of economic policy of governments around the world. The aim of this article is to conduct a comparative analysis of some of the characteristics of the business environment of Georgia and Ukraine. The theoretical basis of the study is the understanding of the business environment as a necessary prerequisite for the implementation of entrepreneurial initiatives in a particular country. In the process of our research, the following methods were used: comparative analysis, generalisation, content analysis, correlation, and regression analysis. The authors studied the business environment of Georgia and Ukraine on the basis of an analysis of the following components; that of general economic, political and legal, financial, and fiscal. The results of the study show that Georgia's business environment is more favourable than Ukraine's. It is noted that between 2011-2020, Georgia made significant progress in the fight against corruption, in simplifying the procedures for starting a business, and bettering access to finance. Both countries are reforming their tax systems towards liberalisation and democratisation, and they declare the functioning of special tax regimes. According to the Paying Taxes indicator, which is calculated within the Doing Business rating, Georgia improved its result from 61st position in the ranking in 2011 to 14th position in 2020, while Ukraine improved its result from 181st place in 2011 to 65th place in 2020. It is indicated that between 2011-2020, Ukraine showed significant positive dynamics in inflation targeting. The authors note that the weakest elements of the business environment in Ukraine are its efforts to ensure the independence of the judiciary and the fight against corruption. In conclusion, the authors note that the policy of the governments of Georgia and Ukraine should be aimed at the further democratisation of relations with businesses in order to increase the level of a favourable business environment.

This paper examines the relationship between business environment, competitiveness and firm performance considering a survey data from three consecutive years: 2013-2015. The comparative analysis showed that over these years business environment, competitiveness and firm performance of Finnish SMEs are slowly deteriorating. Results from correlation analysis revealed that business environment, competitiveness and firm performance are positively correlated. However, the relationships between these variables are not consistent in respect to competitive priorities indicating a dynamic nature of cost, quality, time, and flexibility dimensions. Besides these findings our analysis acknowledged that to improve firm performance, irrespective to the choice of competitive priority, SMEs should pay more attention to their competitiveness rather than blaming the business environment. The paper concludes that simultaneous use of competitive priority dimensions might be more favorable as a source of competitiveness and competitive advantage to improve firm performance. However, the managers are encouraged to compare the results, findings and concepts presented in this paper among themselves and comprehend the specific answer to the question posed in the title.

This paper explores the various challenges of HRM and its practice in a global business environment. The roles and responsibilities of HR departments are transforming as the modern business faces pressures of globalization, hyper-competition in the markets, declining margins and changing consumer demands, workforce diversity, technological advances and changes in the political and legal environment. Today, global HR management has become a front-and-center issue for a wide variety of firms. Many larger corporations, and even smaller ones doing business in key international markets, now have full-time HR managers devoted solely to assisting with the globalization process. For the HR managers to thrive and be relevant in the global context, new roles and agenda for the profession should not focus on traditional HR activities such as recruitment and selection, training and development, and compensation, but on its outcomes. There is presently an increasing interaction of national economic systems all over the world through the growth in international trade, investment, and capital flows. This interaction is a worldwide drive toward globalization and a globalized economic system. Globalization, an inevitable and irreversible force is a new reality in which HR practitioners, enterprises and government are always on the lookout for new processes and innovations. This globalization process, therefore, necessitates an investigation into human resource management. The paper utilizes the methods of descriptive analysis and synthesis of the scientific literature and empirical investigation. The paper sums up with requisite conclusion and recommendations that will help HR professionals contribute positively to employees’ well-being and meeting organizational targets in a global business environment

Research background: Fluctuations in economic activity forced companies to change the traditional methods of organization and management and to search for new tools, knowledge, resources and competences in order to strengthen their positions. This has particularly intensified debates on corporate social responsibility (CSR) not only between business people, but also between pieces of research,  industry leaders and government representatives. The ongoing global ecologic crisis quickened discussions about how the alternation of macroeconomic business environment influences the development of CSR. Purpose of the article: The aim of this paper is to investigate how the changes in macroeconomic business environment influence the development of socially responsible activities in Baltic Countries and Slovakia. Methods: A statistical analysis of secondary data was used in order to reanalyse the data for the purpose of gaining new insights. The objectives of statistical analysis in this paper were twofold: firstly, to identify the challenges in macroeconomic business environment; secondly, to explore the development of socially responsible activities in different countries. The research period covered the years 2006-2016. The choice of this period is determined by data availability. Findings & Value added: The authors found that economic conditions may diversely affect the development of different dimensions of CSR. Even in unfavourable macroeconomic conditions companies continue to be involved in socially responsible actions because of long-run CSR benefits. The analysis is useful at an international level because it justified the development of socially responsible businesses in Estonia, Latvia, Lithuania and Slovakia, and has provided an opportunity to assess the tendencies of CSR development during the different period of economic cycle.

Celem artykułu jest charakterystyka funkcjonowania otoczenia biznesu w województwie wielkopolskim i jego wpływu na rozwój przedsiębiorczości oraz innowacyjności gospodarki. Analiza ta uwzględnia zarówno podaż usług otoczenia biznesu, jak i popyt tworzony przez przedsiębiorstwa korzystające z tych usług. Artykuł powstał na podstawie badań terenowych przeprowadzonych na obszarze województwa wielkopolskiego. Ze względu na fakt, że instytucje i firmy otoczenia biznesu lokalizowane są przede wszystkim w dużych miastach, badania ankietowe prowadzone były w: Poznaniu, Koninie, Kaliszu, Lesznie i powiecie poznańskim. W analizie strony popytowej otoczenia biznesu (przedsiębiorstw) uwzględniono także powiaty: słupecki, kaliski, pleszewski. Badanie ankietowe dotyczyło z jednej strony funkcjonowania instytucji i firm otoczenia biznesu, a z drugiej strony - zapotrzebowania na usługi otoczenia biznesu ze strony przedsiębiorstw. W szczególności badanie zmierzało do: 1. analizy funkcjonowania instytucji i firm otoczenia biznesu, zakresu świadczonych przez nie usług i zasięgu ich oddziaływania oraz 2. identyfikacji natężenia i zakresu relacji występujących między przedsiębiorstwami a instytucjami otoczenia biznesu. Artykuł prezentuje wyniki projektu badawczego: „Rozwój społeczno-gospodarczy a kształtowanie się obszarów wzrostu i stagnacji gospodarczej”, finansowanego przez Narodowe Centrum Nauki (N N306 791940), a realizowanego w Zakładzie Analizy Regionalnej Uniwersytetu im. A. Mickiewicza w Poznaniu.
The goal of this article is to characterize the operations of the business environment in Wielkopolska voivodeship and its impact on promoting entrepreneurship and innovation. In this analysis, the supply of the business environment services and the demand generated by companies taking advantage of these services have been taken into consideration. This article has been based on field research conducted in Wielkopolska voivodeship. Bearing in mind that institutions and companies operating in a business environment are located predominantly in large cities, the questionnaire research was conducted in: the cities of Poznań, Konin, Kalisz, Leszno and Poznań county. An analysis of the demand in the business environment (companies) also considers: Słupca, Kalisz and Pleszew counties. The questionnaire revolved around the operations of institutions and companies in a business environment as well as a demand for business environment services on the part of companies. In particular, the research was aimed at: 1. analyzing the operations of business environment institutions and firms, the scope of services rendered by them and 2. identifying the intensity and scope of relations between companies and business environment institutions. This article presents the results of the research project “SocioRola economic Development and the Development of the Areas of Growth and Economic Stagnation”, funded by the National Science Centre (N N306 791940) conducted at the Department of Regional Studies of the A. Mickiewicz University in Poznan.

The aim of an enterprise is to increase its value. This growth can be achieved if initiated socially responsible activities improve the value drivers. The company's specificity, type of its environment and their mutual reactions create conditions conducive to improvement of the driving forces of value by being socially responsible. Bearing this observation in mind we can formulate five strategies of creating value based on social responsibility. These are strategies of perfection, positive selection, surroundings modification, transformation and transposition.

Cooperation in the field of innovation activities means active participation in joint projects with other companies and business environment institutions. Some of these institutions are involved in cooperation with entrepreneurs to a very limited extent, which makes the help ineffective. The aim of this article is to define the impact of this kind of cooperation in in the context of innovation development in the Podlasie region. According to the author of this article, the research problem is the low level of cooperation between companies and institutions of the business environment. There are not many publications regarding the identification of the degree of readiness to cooperate by companies in the regional context. The article uses the method of critical analysis of literature and statistical analysis of data. The results show the degree of interest in taking up cooperation between entities. Aiming to improve the level of cooperation, a more proactive and specific approach of the business environment institutions is recommended.

Today's businesses are looking for ways to reduce operating costs, elimination of the causes of waste and increasing profitability. Constant improvement of the quality management system is a solution but it means a challenge for the entire organization and integration with other management systems. The key to a well-planned quality improvement process is to include actions already involved in strategic plans. That is why shaping the quality policy in enterprises should be in tune with the strategic management system. We have been working on the quality system for years.
