Opis:
The prospect of implementing the concept of the Blue Economy is currently still at a relatively early stage of achieving its full potential. The purpose of this paper is to present the idea of the ocean economy and selected aspects of its financing, including initiatives undertaken in this area by the European Union. Part I characterises the Blue Economy, part II discusses selected aspects of financing a sustainable ocean economy, and part III analyses the institutional approach, particularly within the EU, to the financing process of this type of economy. The descriptive method was used to conduct this study, and the available literature on and legal acts related to the subject of the article has been analysed. The undertakings made so far, especially by the EU, are impressive and, moreover, are driving global activity towards the sustainable financing of the Blue Economy. It is becoming a fundamental priority to realise the governments' and international organisations' aspirations to make economies independent from excessive carbon emissions, to counteract water degradation, overfishing, and shrinking drinking water resources. In the long term, it is important to develop coherence between the actions of national entities and the sources and methods of international funding. This is in order to develop a mutual, global good of innovative financing of coastal projects for sustainable development.

Opis:
The idea of living beneath the sea is very new if compared with millennia of shipping activity. In fact, ocean surface was considered mainly as medium suitable for transport of persons and goods as well as aggression and robbery. More practical attempts to live “on” the water surface are limited to well protected internal waters. The presented concept of “an underwater-above water accommodation, especially for residential purposes” proposes a possible solution. It was developed under the name of “Water Discus”. To some extent it is a response to expressed requirements of potential operators as well ideas of European Commision regarding development of the “blue economy” (doc COM (2014) 254). Several basic research and design experiments were required to achieve current understanding of the concept requirements.

For the maritime sector to be sustainable and to have an intact blue economy, shipowners should be ready to implement Ship Energy Efficiency Management Plans alongside energy efficiency projects. The problem for organizations and shipowners having fishing carriers older than 20 years is highlighted and the following challenges arise for decision-making authorities. To keep such ships in the fleet for the next decade, shipowners should deploy energy efficiency projects for marine system retrofitting to improve energy efficiency and meet environmental regulations. An energy audit is performed and an energy efficiency program is proposed with guidelines for regulations that are currently coming into force. To improve energy efficiency, reduce the environmental impact, and cut fuel consumption costs, marine system retrofitting is done, in a particular case, with two options proposed. The first is a cascade refrigeration system with hydrocarbons and carbon dioxide, where the shipowner gains an energy efficiency improvement of about 20%. The second option is a two-stage refrigeration system with ammonium as the environmentally friendly refrigerant, which improves the energy efficiency by about 26%. Technical and economic issues have been discussed.

The Maritime Silk Road of the 21st Century (MSR) is one of the two largest and most ambitious projects announced by Xi Jinping in 2013, under the current name, the Belt and Road Initiative. The main aim of this paper is to assess the opportunities and risks of the maritime portion of this project for EU countries. The authors would like to draw the attention of readers to the possible goals behind the MSR, especially now, when numerous doubts connected with the Chinese initiative have risen. The authors analyze the situation and the consequences of the MSR Initiative for European ports and shipping companies, as well as for other infrastructure and sectors connected with seaborne trade as a part of the blue economy. The MSR creates not only opportunities for developing a blue economy in EU countries, but also competitive risks. EU countries should keep in mind the growing importance of the blue economy for China (including marine industries, the exploitation of ocean resources, and services such as tourism and transport), especially since it already currently represents around 10% of Chinese GDP. It is also worth highlighting that the sea lanes of communication from China to Europe through the Malacca-Suez route are among the busiest in the world. Twenty-five percent of world trade passes through the Malacca Strait alone. This should convince EU countries to pay more attention to China’s activity at sea.

Opis:
This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

Opis:
The article’s purpose is the multidimensional analysis of the evolution of Australia and India’s maritime policies and their impact on the endeavors to develop their maritime cooperation in the 21st century. Two research questions are to be answered in that connection: what changes and why India and Australia introduced to enhance their maritime security doctrines in the 21st century and why those changes contributed to the more in-depth cooperation in the second decade of the 21st century. The hypothesis based on those questions argues that not only the rise of China but also global processes in maritime affairs - such as the growing number of state and non-state actors, as well as the interdependence between the fields of human activities at sea - pushed the littorals like India and Australia to turn their maritime strength from coastal to oceanic and convinced them too to cooperate. That process was accompanied by the convergence of the security perceptions by both countries (India and Australia) and the mutual understanding of common interests in all the elements of modern maritime security. The Christian Bueger’s matrix serves as an explanatory framework to highlight the dynamics and broader context of the changes in India and Australia’s maritime security doctrines in the 21st century. It provides the conceptual framework for explaining closer cooperation between these two countries. The article analyzes India and Australia’s maritime strategies, focusing on four variables from Bueger’s matrix: national security, economic development, marine environment, and human security. In those dependent variables, particular elements of their activities serving as sub-variables are highlighted: in national security - shaping the seapower; in economic development - Illegal, Unreported, and Unregulated (IUU) fishing; in the marine environment - climate change mitigation; in human security - the fight against piracy and human trafficking. The choice of the mentioned elements is justified by their role in Australia and India’s activities within maritime strategies and their influence on other elements of the maritime security matrix. The article starts with a description of Bueger’s matrix in the context of the evolution of the maritime security concept in international relations. The second part outlines the centrality of the Indian Ocean in Indian and Australian modern military and economic security. The third part explores and explains the roots of Indian maritime security thinking, and the fourth investigates the evolution in Australia’s attitude toward maritime affairs. The final part presents the developments in Indo-Australian bilateral cooperation in the 21st century.

This paper discusses the urgent need for human interventions in maximizing the promise of blue growth while ensuring sustainability in all its dimensions. It spares no efforts in highlighting the critical nexus between ocean conservation, climate change mitigation and the ecosystem services. The interpretation underscores the threat that unchecked deterioration of marine environment would present for health of the planet and its people. It is evident that the nature-based solutions provide the best options, but the significance of disruptive technologies and innovations cannot be underestimated. However, the decisions pertaining to devising and applying solutions should be informed by scientific reasoning and available evidence. Increasing attention given to blue economy shows the importance of exploring the sustainable solutions by shaping research that helps in identifying the tangible and integrated actions to fast track our progress towards implementing the Sustainable Development Goals.

Although the concept of the blue economy is relatively new, the European Union is already taking steps to make it a reality. Therefore, it is necessary to determine the scope of activities that should be carried out for the sustainable development of the blue economy in Poland. It was decided to analyze basic data and indicators to verify whether the Polish maritime and coastal economy meets the goals of the blue economy. During the research, it became apparent that inaccuracies in terminology affect the selection of indicators. Therefore, the definitions and classification of sectors related to the blue economy were verified. Based on the literature review and the available data, the Polish maritime and coastal economy has considerable potential to be transformed into a blue economy. However, major barriers have also been identified, the removal of which requires a systematic approach. Furthermore, the benefits and costs associated with the transformation are highlighted.

Opis:
The article aims to analyze the theme of maritime identity as a cultural code of the Pomerania region. At the same time, it will be proved that this code has had a tangible impact on modern-day economy of the Pomerania region by influencing its dynamics, innovativeness and networking. That influence has been made possible by the post-industrial economy which, as a result of civilizational changes, thrives today mainly thanks to social and cultural factors, also known as social capital, and not just due to infrastructural ones. The resulting maritime identity, which evolved in our region in the interwar period mainly due to the shared experience of building a port in Gdynia and the associated work ethic, has established numerous social bonds and created solidarity among people of the sea. These bonds are gradually expanding the cultural code’s sphere of operation with new areas and partners, not necessarily related to the maritime economy. Although these bonds are most evident in Intelligent Specialization no. 1 “Off-shore, port and logistics technologies”, they actually bridge the gap between all intelligent specializations to produce a synergy effect and create innovation. The cultural code brings innovation to traditional (ports, shipyards Baltic-Adriatic Corridor) and sustainable energy-saving “blue growth” maritime economies. Maritime identity is also featured in various forms of tourism, culture and art, while at the same time shaping the teaching programs of maritime schools.
Generują one współczesną gospodarkę Pomorza, skoncentrowaną wokół jej czterech Inteligentnych Specjalizacji i „niebieskiej ekonomii” (blue growth), a także tradycyjnych branży gospodarczych wynikających z położenia geograficznego regionu. Choć w największym stopniu dochodzą one oczywiście do głosu w ramach ISP 1 - Technologie offshore i portowo-logistyczne, w rzeczywistości zapewniają one liczne więzi, które zachodzą pomiędzy wszystkimi inteligentnymi specjalizacjami, dzięki czemu dochodzi do efektu synergii i innowacyjności.
