Starting from the definition of the concept of law among the Ewe people, se (its literal meaning is a border that should not be crossed) and justice dzodzoenyenye (in the ontological sense) and nutefew (in the existential sense), this article presents the process of judgment and forgiveness in the culture of Ewe people living in southern Togo and Benin. In Ewe culture, the judgment process takes place within the community, the immediate family or among the villagers. Wrongdoing is defined as disregarding the relationship with the god Mawu, insulting the deities of Tro or voodoo, disrespecting ancestors or committing offenses against a family or village. These offences are reflected in the language, in expressions describing the misdeeds. Then the process of judgment itself is presented, with traditional judgment procedures, traditional trial, judgment, forgiveness and cleansing. The acts and consequences of adultery and the afofofo cleansing ritual are also analysed. The verdict itself, importantly, is dictated by a desire to resolve the conflict and put an end to the dissonance in the community.

The discussion of the subject is preceded by a comprehensive introduction that brings the Ewe people, inhabiting southern Togo and Benin, closer to the reader. Based on historical data and oral tradition, an outline of Ewe’s political structure is presented, starting from the 17th century to the present moment, followed by a description of the traditional social organisation of this people, along with information on the diverse social status of individuals. In this context, the available piecemeal information about the forms of modern slavery and trafficking is included. The main topic is the presentation of Ewe’s traditional kinship system and the importance of family ties. The religious and genealogical dimension of the family is subject to a detailed analysis. A reconstruction of traditional customs, based on information from the turn of the 19th and 20th centuries, is the starting point for presenting the institution of marriage. The article presents in detail the various stages of entering into a marriage: from getting to know each other and the period of engagement, negotiations regarding the size of the dowry, to the description of the wedding rituals. The article ends with information on the changes in marriage customs in the period after the creation of the independent state of Togo.

This study examines the relationship between professionalism and public service delivery efficiency in Oredo Local Government Secretariat, Benin City, Edo State, Nigeria. A descriptive research method was adopted and data was collected via a survey of six hundred and seventy one (671) respondents using simple sampling technique. Data collected were analyzed using correlation and linear regression analysis with the aid of Statistical Package for Social Science (SPSS) version 21. The results of the study revealed that there is significant relationship between professionalism and public service delivery efficiency. As predicted, the study also showed that professionalism exerts a positive and statistically significant impact on public service delivery efficiency in Oredo Local Government Secretariat, Benin City, Edo state, Nigeria. On the basis of these findings, the study recommends among others that civil servants should be professional to the core, this is attainable when training and seminars, retraining and reorganization of the system is enforced, by ensuring that the right persons are placed on the right job to yield expected outcome.

The use of biotechnological approaches to increase soil fertility and productivity allows to obtain sustainable agriculture with lesser use of chemical fertilizers. The present study aimed to determine whether the inoculation of Bacillus panthothenicus, Bacillus thuringiensis, Pseudomonas putida, Pseudomonas syringae, or Serratia marcescens combined with reduced doses of NPK (nitrogen, phosphorus, potassium) fertilizer can improve the growth and yield of maize on poor ferruginous soils under field conditions in central Benin. For this purpose, maize seeds of the EVDT 97 STR C1 variety were inoculated with 10 ml suspension of five plant growth-promoting rhizobacteria (PGPR) strains, and the plots were fertilized at seeding with the recommended doses (0, 25, 50, 100%) of 200 kg/ha of NPK and 100 kg of urea for corn cultivation. The study was conducted in a completely randomized design with 3 replicates. The results showed that except for P. syringae , which induced the highest fresh aerial biomass (94.51%) and dry aerial biomass (63.63%), all other parameters were positively improved with inoculation associated with reduced doses of NPK + urea. The best height, leaf area, fresh underground biomass, and grain yield were recorded in response to the application of P. syringae + 50% NPK + urea, with an increase of 26.82, 32.23, 107.57, and 30.64%, respectively, compared to those of the control. The inoculation of seeds with P. syringae + 50% NPK + urea can be considered to be an environmentally sustainable strategy for maize cultivation.

Engineering properties of stones have a crucial importance when they are used for civil engineering works. In this study, the suitability of rocks blocks or stones as a construction material is established. Cove and Dan cities surroundings in the southern part of Zou Province have large blocks and aggregates quarries operated recently. In this study, laboratory tests were carried out to investigate the performance of rocks blocks and aggregates quarried in the region. For this purpose of the study, three wooden containers with rocks blocks and aggregates samples were collected from three different quarries, and so, laboratory tests including particle density and water absorption test, resistance to wear, magnesium sulfate test, compressive strength and methylene blue absorption test were performed in accordance with the international standards to explore the quality of stones to be used for modern construction. Concluding that rocks blocks and aggregates satisfy the relevant regulation (that is, a norm, European standard).

This study estimated the profitability and the level of technical efficiency of the onion farms. It also identified factors that contribute to technical efficiency in onion production. Data were collected from 180 randomly selected onion farms using a pretested interview schedule. Partial budgeting techniques and the stochastic production frontier were modeled for data analysis. Profitability indices revealed a value of 0.771 and 0.280 for operating ratio and return to capital invested respectively. The mean technical efficiency score for the farms was 88.35%. Quantities of water and onion seedlings, farm size, household size, and farming experience significantly affected the technical efficiency of the farms. The study concluded that onion production was profitable in the study area.  The government should look into the possibility of providing an alternative source of irrigation for the farmers to conserve water and lower the cost of irrigation.

The article presents current problems related to the Chinese cultural and educational activity in West Africa, developed since 2008 through Confucius Institutes. First part focuses on theoretical framework of concepts soft power and cultural diplomacy as tools of the Chinese foreign policy in West African states. Then, background and aims of establishment of Confucius Institutes were explained in a global, and regional, sub-Saharan context. Second part describes three main types of reactions of Africans for Confucius Institutes in West Africa. Apart from the general tendencies, described in the literature, author refers to first-hand statements of Nigerian students and lecturers from the local branches of the Confucius Institute. In the final remarks, common features of Confucianism and African values with contribute to „sino-optimistic” attitude where highlighted. They result in enthusiastic reception of the educational/propaganda offer of the Confucius Institutes in Africa.

The Forest of Upper Alibori is subject to strong agricultural and pastoral pressures from year to year despite the implementation of a forest management plan. It is therefore appropriate to conduct an integrated and spatialized analysis of the effects of these pressures on plant biodiversity from a spatial planning perspective. The research objective is to establish a multi-criteria zoning of the Upper Alibori Forest Reserve that can reconcile biodiversity conservation and sustainable agropastoral exploitation. A methodological approach based on geomatics was adopted. Hierarchical multi-criteria analysis and cross-layer analysis are the main techniques adopted. The state of plant biodiversity, one of the important criteria for multi-criteria zoning. The intersection of the scientific zoning and the zoning proposed by the riparian population shows a similarity of 54%. In the central core, the similarity between the two types of zoning is 32%. Spatially, this similarity is observed along the Alibori River. At the level of the agricultural series, the two zonings show a similarity level of 23%. The elaboration of an integrated zoning made it possible to distinguish several management series. The management series delimited are made up of the central core (32%), the protection series (11%), the production series (17%), the scientific research series (2%), the service series (2%) and the agropastoral and reforestation series (36%). The implementation of such zoning is the responsibility of the forest administration.
