    The issue of missile defence has been present in American policy for over 70 years and is constantly subject to research and the search for new technologies. Nowadays, the proliferation of nuclear weapons and ballistic missiles, as well as the growing threat from the so-called “rogue states” have caused the inevitable development of the missile defence strategy. On the basis of historical programmes and the results of contemporary research, the concept of a Ballistic Missile Defence System was created. The system is based on the principles of indivisibility of the security of the Alliance and NATO solidarity, fair sharing of risk and burdens as well as taking on reasonable challenges. One of the components of the system is the European Phase Adaptive Approach, which was designed to protect American allies and resources in the European region from the growing rocket threat. This paper analyses the genesis of ballistic missile defence and what its development tendencies are. The article contains a presentation of the essence of the US Ballistic Missile Defence System, as well as its history and suspended programmes. The concept of multilayered defence has been outlined, as have the technical details of the system’s components and its location and operational status.

    Due to the rapid development of technology after the Second World War, the way of conducting conflict has changed significantly. One of the branches of the armaments industry that has developed the most is space technology and related to it ballistic missiles. Undoubtedly, possession by international entity ballistic missile technology, especially in connection with weapons of mass destruction, increases the importance and role of this entity on the international arena. Therefore, the proliferation of this technology or ready-made missile systems has a significant impact on regional and international security. Therefore, in order to explain this phenomenon, the first part of the article describes the role of ballistic missiles for international security. In the second part, author describes varied ways how international actor, such a state or organization may come into possession of ballistic missiles and also the methods used to stop or limit proliferation i.e. counter-proliferation methods. The last part of this article describes the ways how selected examples states such us Egypt, People’s Republic of China, Israel, India, North Korea, Iraq and South Africa have come into possession of ballistic missile technology. In connection with the above, it will be possible to show what proliferation of this kind of technology looked like and may look like in practice.

    World War II marked the beginning of the forty-five years long period of tense peace, described as the Cold War. Two superpowers that emerged from World War II started to compete for hegemony over the world, representing two diametrically different political and economic systems. In any other historical period, such situation would lead to an inevitable great war, but after 1945 the competition was threatened by the possibility of using nuclear weapon whose capability of destruction was so enormous that neither of parties ventured direct confrontation. World War II contributed to scientific advancement that played a crucial role in the military progress of these states. The development of technologies assisting nuclear weapon resulted in a revolutionary change in military capability provided by the parties of the conflict. Rocket projectiles were the symbol of the 20th century, due to the fact that they carried humans into space, but also because they carried deadly weapon capable of killing hundreds thousands people. This combination of nuclear weapon with medium-range and intercontinental missiles caused that the world had to face permanent threat.

    While many have already forgotten the tense times of the Cold War, it is increasingly important to relook at those events to provide context and references as we engage in increasingly tense relationships with Russia and China. During the 44 years of the Cold War, trillions of dollars were spent as millions of Americans, Allies and our Soviet and Warsaw Pact counterparts – served and stood watches on bases, remote outposts, ships, submarines, aircraft, and missile siloes to maintain an uneasy balance of powers during dangerous times. The Cold War affected several generations and hundreds of thousands were killed or injured while serving to maintain stability and the peace. This paper briefly reviews macro events of the Cold War, nuclear deterrence, and US and Soviet naval expansion. It also provides a micro look at Navy P-3C Anti-Submarine Warfare (ASW) patrol operations in the late 1970s, and technologies including early digital computers, trackballs, inertials, data link, touch screens, sonobuoys, and magnetic anomaly detection. Reviewing the Cold War and a focus on extensive and expensive Allied ASW operations can serve to remind us of the complexity of these operations, the danger of the times, lessons-learned, and the sacrifices by both sides while maintaining constant vigils around the world during tense times.
    Chociaż wiele osób zapomniało już o napiętych czasach zimnej wojny, coraz ważniejsze staje się ponowne przyjrzenie się tym wydarzeniom w celu przedstawienia kontekstu i odniesień, w miarę jak angażujemy się w coraz bardziej napięte stosunki z Rosją i Chinami. W ciągu 44 lat zimnej wojny biliony dolarów zostały wydane, jako że miliony Amerykanów, Alianci oraz nasi Sowieccy odpowiednicy wraz z Układem Warszawskim służyli, będąc gotowi do ataku podczas wart w bazach, w odległych posterunkach, na statkach, okrętach podwodnych, statkach powietrznych i silosach rakietowych, aby utrzymać niełatwą równowagę sił podczas tych niebezpiecznych czasów. Zimna wojna dotknęła kilku pokoleń, setki tysięcy osób zostało zabitych lub rannych, służąc utrzymaniu stabilności i pokoju. Niniejszy artykuł zawiera krótki przegląd makrowydarzeń związanych z zimną wojną, odstraszaniem jądrowym oraz ekspansją Marynarki Wojennej Stanów Zjednoczonych i ZSRR. Zapewnia również mikrospojrzenie na operacje zwalczania okrętów podwodnych (ZOP) Marynarki Wojennej P-3C pod koniec lat 70. XX w. oraz technologie obejmujące wczesne komputery cyfrowe, manipulatory kulkowe, bezwładności, łącza danych, ekrany dotykowe, boje sonarowe oraz wykrywanie anomalii magnetycznych. Przegląd zimnej wojny oraz skupienie się na rozległych i kosztownych operacjach alianckich ZOP może nam przypomnieć o złożoności tych operacji, niebezpieczeństwie czasów, wyciągniętych z nich wnioskach i poświęceniach obu stron, przy jednoczesnym zachowaniu stałej czujności na całym świecie w napiętych czasach.

    The article discusses issues related to the security of Poland, connected with the accession to the European component of the American Ballistic Missile Defense System (BMDS). In recent years in Poland this issue has become the subject of a broad debate on international security and the extent of cooperation in the establishment of common forms of prevention and control of risks arising from access to the means of delivery of weapons of mass destruction, especially by ‘Rogue states’, which are a threat to international order. This article shows the impact of this system on matters of internal and external security and acquaints the reader with the complexity of the problem by presenting the approach of NATO and Russia to the project. Answering the questions: How does the deployment of elements of missile defense in Poland affect its internal and external security and how will it impact on its position in NATO and the European Union? To what extent will Obama’s new defense policy be good for European security? The author points to the opportunities and risks of locating the installations on Polish territory.
    Zakres przedmiotowy artykułu dotyczy zagadnień bezpieczeństwa Polski związanych z przystąpieniem do amerykańskiego projektu europejskiego komponentu Systemu Obrony przed Pociskami Balistycznymi (Balistic Missile Defense System – BMDS), w postaci instalacji elementów tarczy antyrakietowej w Polsce. Problematyka ta w ostatnich latach stała się w Polsce przedmiotem szerokiej debaty na temat zapewnienia bezpieczeństwa międzynarodowego i skali współpracy w ramach tworzenia wspólnych form przeciwdziałania i zwalczania zagrożeń wynikających z dostępu do środków przenoszenia broni masowego rażenia zwłaszcza przez tzw. „kraje zbójeckie”, stanowiące zagrożenie dla ładu międzynarodowego. Celem artykułu jest przedstawienie wpływu niniejszej instalacji na bezpieczeństwo Rzeczypospolitej, zarówno w aspekcie wewnętrznym jak i zewnętrznym. Artykuł ma za zadanie przybliżyć czytelnikowi złożoność problemu dzięki zaprezentowaniu podejścia NATO i Rosji do tego projektu. Odpowiadając na pytania badawcze: W jaki sposób rozlokowanie w Polsce elementów obrony przeciwrakietowej wpłynie na jej bezpieczeństwo wewnętrzne i zewnętrzne oraz wpłynie na jej pozycję w NATO i Unii Europejskiej?     The main aim of this article is to prove the significance of the missile defense system for military deterrence at the allied (NATO) and national level (the US, Poland, etc.). To achieve the aim, theoretical research methods such as analysis, synthesis, comparison and generalization were applied. The results of the conducted research show that the missile defense system of Poland and other alliance members, and the NATO Integrated Air and Missile Defense System should be considered as the crucial elements of the military deterrence, even though such systems are not offensive in nature. Thus, the formulated thesis undermines the up-to-date understanding of the problem, and therefore may contribute to further discussion on the topic of using means of defensive deterrence.

    The paper presents the results of research, whose main goal is to evaluate the aviation and rocket capability of the armed forces of the Russian Federation and Ukraine in terms of a possible launch of regular warfare. The authors primarily focus on changes in the military doctrine of the Russian Federation, which have created legal determinants of the use of armed forces outside the country’s territory in defense of national minorities, illustrated by taking control of Crimea. The authors also stress Russia’s military plans, including the development directions of the potential of armed forces as well as a possible threat to the security of the eastern NATO’s flank in the event of a conflict in Ukraine. In this respect, the capabilities of the air defense of countries on the eastern NATO flank, particularly Poland’s capability, were analyzed.

    W niniejszym artykule autorzy koncentrują się na problematyce rozwoju systemu obrony powietrznej w Polsce. Przedstawione przez nich wnioski z przeprowadzonych badań wskazują na potrzebę zmiany dotychczasowej filozofii przy tworzeniu nowoczesnego systemu obrony powietrznej. W tym względzie wskazują główne słabości obecnego stanu obrony powietrznej oraz proponują przyjęcie nieco innej metodyki planowania efektywnego systemu obrony powietrznej, który posiadałby zdolności do skutecznego niszczenia szerokiej gamy środków napadu powietrznego, w tym także rakiet balistycznych. Autorzy zwracają również uwagę na rosnącą rangę obrony powietrznej w systemie bezpieczeństwa państwa nie tylko w okresie wojny, ale również w czasie pokoju i wystąpienia sytuacji kryzysowych. Wskazują na przebieg współczesnych konfliktów zbrojnych oraz sytuację na Ukrainie. Szczególnie duża wagę przywiązują do właściwej organizacji obrony powietrznej obiektów militarnych i cywilnych, które mają największe znaczenie dla bezpieczeństwa państwa i jego sił zbrojnych, ponieważ to właśnie one będą najczęściej osłanianie przez specjalistyczne środki obrony powietrznej jak samoloty myśliwskie i naziemne systemy obrony przeciwlotniczej.
    In this article, the authors focus on the issues of the development of the air defence system in Poland. They will present the findings of the study which indicate a need to change the philosophy of the creation of a modern air defence system. In this regard, the authors indicate the main weaknesses of the current state of air defence and propose to adopt a slightly different methodology for planning an effective air defence system, which would have the ability to effectively destroy a wide range of air attack measures including ballistic missiles. They also point to the growing importance of air defence in the state security system, not only during war but also in peacetime and crisis situations. This subject could indicate the course of present armed conflicts and the situation in Ukraine. The authors pay particularly high importance to the proper organisation of the air defence of military and civilian objects, which are of utmost importance for the security of the State and its armed forces, because it is they who will be especially protected by using specialist means of air defence just like fighters and ground-based air defence systems.
